  • May 27: Farmers hold protests across Punjab Farmers and people from various sections of society hoisted black flags atop their houses, burnt effigies of Prime Minister Narendra Modi and the central government and held rallies and protest marches across the state on Wednesday, joining the ‘black day’ call given by the Samyukt Kisan Morcha (SKM) to mark the six months of their agitation at Delhi borders against the three agricultural laws.
  • March 09: The UK Government said it would directly raise “serious and specific concerns” over human rights and freedom to peaceful protests with the Indian Government, especially when Prime Minister Boris Johnson meets PM Narendra Modi on several occasions during the year.

Delhi Police have agreed to remove their barricades from Singhu and Tikri borders to allow the rally to enter Delhi::

On Jan 20, 2021: The parade will now take place in five routes and on a stretch of over 60 km, at least 30 of which will be inside Delhi.Police intelligence reports estimated 70,000 to 1 lakh tractors to be part of the farmers' rally.

 

BJP Govt. offered to suspend implementation of the three contentious farm laws for “one to one-and-a-half years” or a period “mutually decided by the two sides

On Jan 20, 2021, Narendra Singh Tomar, Agriculture Minister said,  the government is ready to suspend implementation of the three contentious farm laws for “one to one-and-a-half years. On the issue of MSP, the government offered a committee but farmers rejected it.

 
  • After Sixth round of talks on Dec 30 between Farmer and Govt: Tomar says consensus on 2 out of 4 issues. The next round of talks will be held on January 4.
  • At least 32 farmers had lost their lives in the last 35 days of the agitation.

The Modi Govt. appeared to soften stance, agreeing to some amendments and also conceding to some points raised by farmers’ leaders. The seven and 1/2 hour meeting between the Centre and farmers on Thursday failed 
  • The minimum support price (MSP) system will continue and we will assure farmers about it. Farmers want a legal guarantee through a new law.
  • Gov agreed to make registering of dealers mandatory- not allowing anyone having a Permanent Account Number (PAN) to trade in crops out of the jurisdiction of APMCs
  • We will consider equal tax for private, government-regulated mandis
  • Stop with the SDM’s court, is intended to assuage concerns over corporate houses dictating terms.
  • The government will also consider amending penalty clause for stubble burning
  • We will change provisions of the proposed Electricity (Amendment) Bill which seeks to end direct subsidies. Under the proposed law, all consumers, including farmers, will have to pay the tariff, and the subsidy will be sent to them through direct benefit transfer

The Modi Govt is also open to have a discussion on strengthening -the Agriculture Produce Marketing Committee- 'mandi' system, tax parity with proposed private mandis and freedom for farmers to approach higher courts for any dispute resolution.

The next meeting will be held on Saturday. "We will ask the government tomorrow (Friday) whether they will scrap the law and if they refuse, we may not attend the December 5 meeting," BKU president Joginder Singh Ugrahan said.

Farmers from six states, Uttar Pradesh, Haryana, Uttarakhand, Rajasthan, Kerala and Punjab, are heading to Delhi
Nov 27, 2020,  8am, IST,  Modi Govt. sealed Delhi's borders at Gurugram and Faridabad and also affected metro services.

    • BJP, has been using heavy force to try and block farmers from Uttar Pradesh, Haryana, Uttarakhand, Rajasthan, Kerala and Punjab making their way towards Delhi in tractors and on foot for their two-day "Delhi Chalo" protest march against new farm laws.
    • Thousands of Haryana & Punjab farmers already have moved closer to the national capital on Nov 26 evening and by Nov 27, a large number of protesters will be reached.

The Delhi Police said they will not allow the farmers protesting against the Centre's new farm laws to enter Delhi. They deployed thousands security personnel, barbed wire for fencing, sand-laden trucks and water cannons at Singhu Border to prevent the Farmers from entering the Delhi.
Our Sources said about 3 lakh protesters, including 25,000 women, were on their way to Delhi. The BKU (Ekta Ugrahan), Punjab’s largest kisan union, has about 1.75-2 lakh farmers for the protest march 7. Farmers from six states, Uttar Pradesh, Haryana, Uttarakhand, Rajasthan, Kerala and Punjab, are heading to Delhi and intend to converge at Ram Lila Maidan in the heart of the city for a protest planned for months.

    • Water cannons started up at full spate at Haryana's Sonepat around 11 pm amid the cold wave as the police tried to disperse a small group of Punjab farmers who would not be dissuaded from their march to Delhi.

    • Amarinder Singh was in anger and slammed Mr Khattar for stopping farmers from moving towards the national capital, terming it as "totally undemocratic and unconstitutional"

I appeal to all the farming brothers to directly talk to the Centre for all their legitimate issues. The movement is not the way. The solution will come only through conversation. The central government is always ready for talks. I urged the farmers to discontinue their protests as this is not the way to achieve any solution

In Whole India, over 470 farmer unions that will participate in the indefinite protest in Delhi from November 26, Delhi Chalo' March-call.

The farmers from Madhya Pradesh, Haryana, Punjab, Uttar Pradesh and Rajasthan are determined to march into Delhi and lakhs of farmers are getting mobilised.

  • Around 2,00,000 farmers from Punjab are set to leave for Delhi as part of their 'Delhi Chalo' agitation from November 26.
The press conference was Held & Addressed by  Hannan Mollah, Darshan Pal and Yogendra Yadav all representing All India Kisan Sangharsh Coordination Committee (AIKSCC),  Shiv Kumar Sharma (Kakkaji) and Daljeet Singh Dallewala of Rashtriya Kisan Mahasangh, and  Balbir Singh Rajewal (BKU) in addition to members of Working Group of AIKSCC like Pratibha Shinde,Ashish Mital, Tajinder Singh Virk and others. Protests against the passage of farm Bills have erupted across West Bengal with both the Opposition parties and the ruling Trinamool Congress hitting the streets.

Delhi Police, under center Govt. rejects requests for farmers' march to city on November 26 and 27
  • They are seeking protection from exploitation at the hands of big corporations and others and not receiving remunerative prices.
  • The government should note that this agitation is all over India and not just Punjab, where the government is extending an invitation for talks with only the Punjab farmer unions.
  • The farmers are reminding the PM about his, his party’s and his government’s commitment about guaranteed remunerative prices to all farmers

Three Ordinances:

The three laws—Farmers’ (Empowerment and Protection) Agreement of Price Assurance and Farm Services Act, 2020; Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Act, 2020 and The Essential Commodities (Amendment) Act 2020—took effect from September 27 after President Ram Nath Kovind’s assent

1. The Farmers' Produce Trade and Commerce (Promotion and Facilitation) Ordinance

  • Under this ordinance, the farmer can sell his finished crops to any merchant anywhere. There will be no compulsion to sell in APMC mandi of their own specific area. The government is putting this forward as part of “one nation, one market.”

2. The Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services

  • Under this ordinance, the farmer broadly signs a contract to sell the crops on the basis of the parameters set by his crop standards. It is believed that this may reduce the risk of the farmer.

3. Amendment in Essential Commodities Act 1955

  • The moneylenders and businessmen used to earlier buy crops at affordable rates and store them in large numbers, and engage in black marketing. The government enacted the Essential Commodities Act in 1955 to curb black marketing. But now, under the new amendment, agricultural products like cereals, pulses, oilseeds, edible oils and potatoes have been removed from it.
  • The condition, however, has been kept that the ordinance will not be applicable in the event of a national disaster or emergency.
  • Rakesh Tikait, the national spokesperson of the Bharatiya Kisan Union, told The Quint that his main concern was with regard to MSP system tampering.
  • Their demand, he said, is that 'the government should enact laws on the support price. This can stop excessive exploitation of farmers by middlemen and companies, and this step will increase the income of farmers. Crop purchases below the support price should be classified as a crime.

Government Say:

  • Union Agriculture Minister Narendra Singh Tomar say that it will only allow buying and selling of crops outside the area of the APMC mandi.
  • Tthis will forge an alternative marketing channel for farmers. Along with this, APMC mandis will also continue to work.
  • Farmers will have the option to sell their crops wherever they want, stated Tomar. This will also mean that APMC will also get competition to improve its efficiency

FARMERS:

  •  This new system, the process of procurement by government at MSP will end.
  •  There has been no mention, either directly or indirectly, in the ordinance that after this new system, MSP-based government procurement will be abolished.
  • Farmer leaders believe that the intention behind bringing in this ordinance is for the recommendations of Shanta Kumar’s High Level Committee be implemented.
    • The laws are “unconstitutional, anti-farmer” because, as per them, the farmers’ position would become “vulnerable” before corporate giants and the greed of multinational companies.
    • “These laws would dismantle the Agriculture Produce Market Committee (APMC) system intended to insure fair prices for farm products
    • These 3-laws were passed “hastily without having an adequate discussion”
