 Chandigarh, April 29- Punjab Congress President Mr. Partap Singh Bajwa today said that Union Finance Minister Mr.P. Chidambram has given an assurance that Wealth Tax will not be imposed on agriculture land. Mr. Bajwa along with Haryana Chief Minister Mr.Bhupinder Singh Hooda and party MPs today met Mr.P Chidmabram in Delhi.

Mr.Bajwa said that Union Finance Minister has also issued instructions to Income Tax department to keep in abeyance if any notices for wealth tax were issued to farmers. Mr.Bajwa thanked UPA Chair person Mrs. Sonia Gandhi, Prime Minister Dr. Manmohan Singh and Mr.Chidambram for giving much desired relief to the farming community.  He said that he had earlier met the Prime Minister Dr. Manmohan Singh and FM and demanded to withdraw the proposal to impose wealth tax.

Mr.Bajwa said that with the acceptance of demand of not imposing Wealth Tax, the special session of Punjab Vidhan Sabha summoned by SAD-BJP government has become redundant. He said that it was victory of Congress party that fought for the cause of farming community.  At the end of the day, the state congress leadership has delivered whatever promises it made to the people of Punjab.  Mr Bajwa further said that congress stood by the farmers in the past and will always fight for their rights. He stated that SAD had blown the whole issue out of proportion to make political capital out of it.

Mr.Bajwa asked the Chief Minister Mr. Parkash Singh Badal to discuss other important issues in the Vidhan Sabha session like deteriorating law and order situation and emergence of communal forces in Punjab.  He said that SAD-BJP government was running away from debate on issues of public interest including the unprecedented hike of 80 percent of power during last six years, imposition of property tax, the illegal mining, withdrawal of free education facility to girls, non-payment of old age and widow pensions and Shagun scheme money for the last two years.

Mr.Bajwa said that SAD was unnecessary trying to rake up the issue of Wealth Tax to divert the attention of people from other problems. He challenged the SAD-BJP government to discuss in Vidhan Sabha, the election promises made by it with the people and their implementation.

Bajwa welcomes HC orders to Punjab govt for release of reward money to unanimously elected Panchayats

Chandigarh, April 26

PPCC President Mr.Partap Singh Bajwa today welcomed the directions given by Punjab and Haryana High Court to Punjab Government to release the grant of Rs.3 lakhs to each of about 2806 Panchayats unanimously elected in 2008.

Punjab and Haryana High Court today on a petition filed by Rana Gurjit Singh Congress party MLA through his lawyer C..M.Munjal has given direction to Punjab Government to release the reward money to all the eligible Panchayats within three months. Punjab government had deferred the payment on the pretext of fund crunch.

Mr.Bajwa said that PPCC has raised the issue of false promises made by SAD-BJP government with the people during last Panchayati Raj elections and general elections of Punjab Vidhan Sabha. He said that he had raised the issue of non-payment of reward money to Panchayats  in the recent past. -

He said that Chief Minister Parkash Singh Badal had in 2008 lured the Panchayats to reward them if elected unanimously. However five years have passed, the promise remained unfulfilled though next elections are scheduled in May. Mr.Bajwa said that SAD-BJP alliance has also not fulfilled any of the promises it made in its election manifesto in 2007.

PPCC President appealed to the people of Punjab to beware of false promises being made by Chief Minister and his son Deputy CM  Mr.Sukhbir Singh Badal time and again. He alleged that SAD-BJP government was once again trying to hijack the election process of Panchayati Raj elections by creating wards and zones arbitrarily. He also requested the State Election Commission to keep close watch on bungling in Panchayat elections.

Mr.Bajwa said that Punjab Congress would not allow the SAD-BJP government to damage the democratic institutions.  

Decision to postpone Panchayat elections is victory of people of Punjab: Bajwa

Chandigarh, April 25-

PPCC President Mr.Partap Singh Bajwa today welcomed the decision to postpone the process of Panchayat, Block Samiti and Zila Parishad elections for one week and described it the victory of people of Punjab who were agitated over haste shown by SAD-BJP government in holding elections in middle of Wheat harvesting season.

In a statement Mr.Bajwa said that he had met  State Election Commissioner (SEC) Mr.S.S.Brar on April 23 and apprised him of ground realities. He said that he had brought to notice of EC large number of cases of bungling in the voter lists and delimitation of wards.

He said that Congress has requested the SEC to remove anomalies in voter lists and check arbitrary changes made in zones of Block Samiti and Zila Parishads. He said that Punjab Congress had already filed a petition in the Punjab and Haryana High Court challenging the delimitation of wards in villages. The petition will come up for hearing on April 26.

Mr.Bajwa demanded to hold Panchayat elections first and then go for Block Samiti and Zila Parishad election which is normal process followed in previous years. He said that Shiromani Akali Dal (SAD) had ulterior motives behind reversing the order of election. He requested the SEC to restore the normal process.
PPCC President said that SAD-BJP government was using all illegal means to grab the Panchayats. He asked Chief Minister Mr.Parkash Singh Badal rise above petty politics and behave like a statesman.

He said that after being CM of a state for five terms, people see him as custodian of democracy and expected him to be fair in his dealings.

Mr.Bajwa hoped that grievances of people would be addressed properly before holding the Panchayat elections. He also said that Congress was ready to face the elections and it is for the ruling SAD-BJP alliance to conduct in fair manner.

Congress condemns reducing commutation of pension benefits of
govt. employees from 40 % to 20%, demands restoration of original status.

In what can be described a =91penny wise and pound foolish=92 decision, the SAD-BJP govt. has notified reduction of pension commutation from 40% to 20 of its employees. Instead of supporting the employees to sail through
difficult times with all time inflation, the govt. has cut to half the benefits that the employees could have reaped at the time of their retirement.

As we are aware, a gazetted govt. employee on retirement would get a lump sum amount of approx. 6-8 lacs @ 40% commutation of his pension, while with the new notification this amount would now stand reduced to half i.e. 3-4
lacs. This order has sent shivers down the spines of the employees, who normally use this money for building of a house or marriage of their children, besides doing small business.

The reduction of benefits of the employees is also contradictory to the
tall claims of mega all around development, being made day in day out by
the junior Badal. If Punjab was really as prosperous as is being projected
by the ruling SAD-BJP alliance, why then is it cutting down on benefits
that the employees get after serving the state for a life time?

In case the govt. has taken this step as an austerity measure, then the
Badal govt. must explain to the people, why they have purchased a
helicopter for Rs. 38 Cr, why did the govt. misuse the public exchequer to
pay Rs. 11 Cr to bollywood actors Katrina Kaif and Akhshay Kumar during the
opening ceremony of World Kabbadi Cup in Bathinda? Or why did Sukhbir Badal
squander Rs. 1 Cr of Punjab money to a well off school like Sanawar?

Therefore, instead of snatching the due of govt. employees, the govt.
should cut down its wasteful and pompous expenditure, hence the Congress
demands restoration of 40% pension commutation of employees.

Bajwa assures due representation to SCs in PPCC reconstitution

Chandigarh, April 20-

PPCC President Mr. Partap Singh Bajwa today said that due representation would be given to members of Scheduled Castes in the reconstitution of executive committee of Punjab Congress.

Mr.Bajwa was speaking at a function organized by SC cell of PPCC here at Congress Bhawan. Mr. Mohinder Singh Kalyan, Ex MP honored Mr.Bajwa and PPCC Vice President Talochan Singh Sond on the occasion.

Mr.Bajwa said that Scheduled castes and backward classes are backbone of Congress party and they have always played key role in victory of Congress. He said that the dalit and backward sections will get due respect in the party. He stated that Congress believe in the ideals of Baba Saheb Dr.B.R.Ambedkar who gave us constitution and ensured justice for all sections of society. He also said that Congress party has also given voting rights to SCs.

Mr.Bajwa castigated SAD-BJP government for diverting special component plan to the tune of 4700crore central government funds meant for SCs welfare to other departments. He said that when Congress comes to power, they would ensure that interests of SCs are properly guarded. He said that Congress party was only hope for poor sections of society.

Mr.Bajwa further said that SAD-BJP government had failed to fulfill the promises made with the SCs by it in the election manifesto. He said that Atta-Dal scheme, enhancement of Shagun scheme, free education for children of SC”s and backward classes, unemployment allowance for youth of Punjab, free laptop to students, old age pensions, widow pensions, handicapped pensions, dependent children pensions are some of the welfare schemes of this government which they have failed to deliver after promising the people of Punjab in their election manifesto of year 2012.

Punjab Cong demands CBI probe into Adarsh School scam by SAD-BJP Govt. and opposes closure of these schools: Khaira

Mr.Sukhpal Singh Khaira Spokesperson of PPCC today said that the SAD-BJP government in Punjab has played yet another fraud with the people of state in the name of opening Adarsh schools in every block. The promise by Chief Minister Mr.Parkash Singh Badal to provide quality education to poor students has now turned to be a major land scam with closure of many Adarsh schools.

In a statement here Mr. Khaira said that Mr. Badal after assuming office had announced to set up Adarsh Schools under Punjab Education Development Board and gave a false hope that free education would be provided to rural students. He said that Punjab Congress would nail the SAD-BJP government on this issue.

He said that 24 Adarsh Schools were opened on the land taken on lease for 99 years from the Panchayats. The SAD-BJP government committed a breach of trust with the Panchayats and transferred the land and the control of schools to private companies of its favorites.

Mr.Khaira alleged that the private companies embezzled the funds meant for free education to poor children and rather charged high fees. However during audit of records of these schools, the management was found indulging in malpractices. The companies running the schools sensing trouble disappeared locked the schools and also took away the records and assets like buses and furniture, leaving the poor students in lurch.

Mr.Khaira said that hundreds of students of Adarsh Schools are on cross roads and their parents are running from pillar to post to get them admitted in other schools. However, other schools are not ready to accept the new students due to overcrowding. He said that the teachers and non-teaching staff rendered jobless by closure of Adarsh Schools were not paid salaries for the last four months and their condition is not less than paupers.

Mr.Khaira said that the Adarsh School scam may run into crores of rupees and its investigation shall be handed over to Central Bureau of Investigation. He said that Education Development Board has handed over the Adarsh schools to new companies but they have failed to re-open the schools. He demanded to black list the companies involved in the fraud, open the school immediately and pay salaries of staff members.

 

 

Mr.Bajwa asked Mr.Badal to clarify double standards on mercy for Bhullar

PPCC President Partap Singh Bajwa today said that Punjab Chief Minister Mr.Parkash Singh Badal was shedding crocodile’s tears over rejection of mercy petition of death convict Devinder Singh Bhullar and pretending to be well-wisher of the Sikh community to achieve his narrow political gains.

Mr.Bajwa in a statement here said that SAD and BJP the ruling partners in Punjab are locked in an unholy political alliance and they stand exposed on the issue of granting clemency to Bhullar by taking contrary stand. Both parties are compromising democratic values and national interests to remain in power. He said that BJP National secretary Luxmi Kanta Chawla and Punjab BJP president Kamal Sharma are on record to oppose clemency to Bhullar.

He said that Mr. Badal was adopting double standards while on one hand he demanded clemency for Bhullar on the other hand he had filed an affidavit in the Supreme Court  termed him a hardcore terrorist. The affidavit stated “Such hardcore and experienced criminals, who have a well organized international support base are likely to misuse such orders to attempt victimization of dedicated police officers, which is a matter of concern to the petitioner” while defending DGP Mr. Sumedh Singh Saini in a case against him in 2009. The case pertained to disappearance of family members of Bhullar.

Badal should also explain to the Sikhs the view point of the BJP, while supporting death penalty to Bhullar, is this alliance not marriage of convenience merely for votes?. Badal also did a U-turn on the issue of passing a resolution in the Vidhan Sabha in 2011, seeking clemency for Bhullar on the dictates of the BJP, Mr.Bajwa added.

Mr.Bajwa said that Mr.Badal had in 2009 refused to accept a request for shifting of Bhullar to a jail in Punjab citing security reasons. A petition was filed by  his lawyer to shift Bhullar to Punjab jail on the ground that he is suffering from depression and hypertension. At that time Mr.Badal had refused to show any mercy on Bhullar who was dying slow death in cell for condemned prisoners in the Tihar Jail at Delhi. Mr. Badal had cited security reasons for not shifting Bhullar to Punjab jail.

Mr. Bajwa asked Mr. Badal to give a public clarification on his double standards on this issue. He also appealed to people of Punjab to beware of double standards of Mr.Badal who is merely playing to the gallery to get political mileage. He accused Mr.Badal of " running with the hare and hunting with the hound”. 

PPCC President said that Congress party respects the human rights of every individual person including death convicts and in this case Devinder Singh Bhullar  has every right to seek judicial and administrative relief if permitted by law.

 

 

PPCC to approach HC, Election Commission and Governor for free and fair Panchayat elections
Chandigarh, April 15-

The PPCC President Mr.Partap Singh Bajwa today held a meeting with senior party leaders and legal experts on the issue of forth coming Panchayat elections and it has been decided to approach the Honb’le Punjab and Haryana High Court, the State Election Commission and the Honb’le Governor of Punjab to seek  their intervention in conduct of free and fair elections of village Panchayats, Block Samitis and Zila Parishad.

After the meeting Mr.Bajwa said that decisions were taken after brain storming session with Congress leaders and legal luminaries. The PPCC will approach the concerned authorities for e-filing of the nomination papers by candidates to prevent en-mass cancellations, to draft uniform policy for delimitation of wards and rotational reservation of wards for Panchayat elections.
Mr.Bajwa said that all leaders present in the meeting expressed their views and took unanimous decision to seek legal and administrative remedy for smooth conduct of elections. He said that their past experience has shown that SAD-BJP government was hell bent to influence the Panchayat polls by use of illegal means. He said that Congress would not allow it this time.

Punjab Congress to challenge delimitation of wards for Panchayat elections in the High Court: Bajwa
Calls emergency meeting April 15

Punjab Congress would approach Punjab and Haryana High Court for legal recourse against the arbitrary delimitation of wards in villages for Panchayat elections and to ensure free and fair poll.

Mr.Partap Singh Bajwa PPCC President while addressing the party workers meeting here today said the past experience has shown that the ruling Shiromani Akali Dal was hell bent to demolish democratic institutions and circumvent the election process. He said that an emergency meeting of the party leaders and legal experts has been called on April 15 at Chandigarh to discuss the issue. 
Mr.Bajwa said that considering the intensity of the matter for the first time in state’s political history he along with CLP leader Mr.Sunil Jakhar  will personally appear in the Honb’le High Court and contest the petition for legal remedy to ensure free and fair Panchayat election. All party MPs and MLAs would also accompany them. The petition will be filed within two days, he added.
Mr.Bajwa described the delimitation of wards by SAD-BJP government as total subversion of democratic process, aimed at winning panchayat elections by hook or crook. He said that Congress party would not allow Akalis to rig the Panchayat elections. 
Mr.Bajwa said that Congress party would demand from the court to allow e-filing of nomination papers by candidates. He said that in the past nominations papers of Congress workers were rejected en-mass without any reasoning and review petitions filed against rejection of nomination papers were not decided for years.  He also said that they will demand to set up one counting center at district level under the supervision of PCS officers. He said that isolated counting of votes at village level is not a transparent method. He said it would be easy for party leaders to monitor the counting at one place. He also demanded to hand over certificate to winning candidates of Panchayat, Block Samiti and Zila Partishad on same day.

Mr.Bajwa while paying tributes to t Baba Saheb Dr.B.R. Ambedkar said that Baba Saheb has given us the inherent right to fight for justice.  “We are inspired by path shown by Baba Saheb”, he added.

PPCC president declared that the party would start state wide agitation against hike in power rates and other issues like property tax and illegal mining within a week’s time. He said that Congress workers all over the state were united to fight against anti-people policies of SAD-BJP government. He said that party would highlight deteriorating law and order situation, non-fulfillment of promises made by SAD in the election manifesto.

Badal’s demand for clemency to Prof. Bhullar is nothing but a farce and extreme double standards in politics akin to, “running with the hare and hunting with the hound”

            After the confirmation of death sentence by the Supreme Court to Prof. Davinder pal Singh Bhullar, the ruling Shiromani Akali Dal leaders are now beating their chests and are issuing statements to save Bhullar. First, Punjab Chief Minister Sh. Badal and SAD President Sh. Sukhbir Badal should clearly spell out their stand on the issue and also the contradictory approaches they have been adopting so far. Hence, the demand of clemency to Prof. Bhullar by the SAD yesterday is nothing but a farce, shedding crocodile tears and extreme double standards in politics.
            A close perusal of Prof. Bhullar’s case and that of DGP Sh. Saini would expose threadbare the dichotomy of Sh. Badal.
            Without going into the merits of the case or commenting on the judgment of the apex court, which is binding on all, I ask both the Badals that they should explain that how would their pleas to save Prof. Bhullar would be effective now, after their government had termed him a “hardcore and an experienced criminal”. As we are aware, while defending Sh. Saini DGP in the Supreme Court in CRL MP NOS. 10955-57/2008 in the year 2009, SAD-BJP govt. had filed an affidavit terming Bhullar a hardcore terrorist as Para (ZD) states “Such hardcore and experienced criminals, who have a well organized international support base are likely to misuse such orders to attempt victimization of dedicated police officers, which is a matter of concern to the petitioner.”  (Copy of affidavit attached). The affidavit was in response to the CBI inquiry and subsequent FIR lodged against Sh. Saini for abduction and disappearance of Prof. Bhullar’s father Sh. Balwant Singh, his uncle Sh. Manjit Singh and a young engineer Balwant Singh Multani son of an IAS officer in the year 1991, in retaliation to the attack on Sh. Saini then SSP, Chandigarh.
            Instead of allowing a fair and impartial inquiry into the abduction and disappearance of Prof. Bhullar’s kin, the Badal govt. vehemently defended Sh. Saini known for eliminating Sikh youths in criminal propensities.
            The Badal govt. not only appointed Sh. Saini the DGP in 2012 after superseding five IPS officers senior to him but also went out of the way to defend Sh. Saini in the High Court recently, terming him a dedicated and meritorious officer.
            Needless to mention, using hard hitting adjectives terming Prof. Bhullar a terrorist weighed strongly against him in judicial scrutiny, leading to the death sentence. Will Sh. Badal explain how would he not be held responsible for the capital punishment to Prof. Bhullar?
            Similarly, I castigate the SGPC President Sh. Makkar for terming the death sentence a judicial murder, does he have the courage to question the stance taken by Sh. Badal to defend Sh. Saini and accuse Prof. Bhullar? I urge the Jathedar Akal Takhat to summon Sh. Badal and seek an explanation for denying justice to the missing members of Prof. Bhullar’s family and eulogizing Sh. Saini, if he too has any courage.
            Sh. Badal should also explain to the Sikhs the view point of the BJP, while supporting death penalty to Prof. Bhullar, is this alliance not marriage of convenience merely for votes? Sh.             Therefore, I am amused and surprised how the pleas of SAD, SGPC President, Jathedar Akal Takhat and that of Sh. Badal have any impact, when the Badal govt. has taken such a stand against Prof. Bhullar in the Supreme Court? What I am unable to understand whether you as Sh. Badal and as CM Punjab, can take two different stands? Is a senior politician in Sh. Badal trying to befool the people of Punjab, Sikh community or the Supreme Court and the Govt. of India? Thus congress terms Sh. Badal’s duplicity nothing but like “running with the hare and hunting with the hound”.

Congress commemorates birth day of Dr.B.R.Ambedkar, Bajwa offers garlands on statue

PPCC President Mr.Partap Singh Bajwa accompanied by senior party leaders today commemorated the birth anniversary of Baba Saheb Dr.B.R.Ambedkar by offering garlands at his statue at Nakodar Chowk here.

Mr.Bajwa later visited Guru Ravidass Bhawan here. While addressing a meeting, he lauded the services of Dr.B.R.Ambedkar for the nation building. He said Dr,Ambedkar was a visionary and an intercultural personality who rose from bottom to highest position. He described him architect of Indian Constitution in which he safeguards the interests of poor and down trodden sections of society. He said that Dr.Ambedkar had laid the foundation of Indian democracy. He said that future generation would continue to be inspired by the social values set up by Baba Saheb.

Punjab Congress to launch agitation against power tariff hike:  Bajwa

Banga, April 11, 2013

Mr.Partap Singh Bajwa President of PPCC today lashed out at SAD-BJP government for hike in power tariff and announced to hold district level dharnas to protest against it. A high level meeting to chalk out plan for agitation has been called, he informed.

While addressing Congress workers meeting here, Mr. Bajwa said that economic mess created by government led by Chief Minister Mr. Parkash Singh Badal is responsible for the losses of Punjab State Power Corporation Limited (formerly Punjab State Electricity Board).  . He said that state government has not been paying the full amount of subsidy for exempted sectors  power Corporation.  He said that power hike this year is 9 to 11 percent and in the previous financial year the power tariff was hiked by 12 percent.

Mr.Bajwa said that the three thermal power projects of Goindwal Sahib, Rajpura and Talwandi Sabo were running behind schedule and SAD-BJP government has been giving false hopes of 24 hour power supply to people of Punjab. He said the credit for Goindwal Sahib and Talwandi Sabo power projects goes to Congress government during 2002-2007.

Mr. Bajwa said that power rate hike was first blow by SAD-BJP government after they returned from Chinten Sammelan in Goa that sent shivers down the spine of people.  Beside power hike, the Congress would raise strong voice on all issues like property tax, poor law and order situation and power tariff and illegal mining. He said that poor governance by Badal government has ruined the name of Punjab which was at a time leading state of the country. “Now we are among the top highly indebted states with debt liability touching Rs.1.50 lakh crores. 

Mr. Bajwa said that SAD-BJP government has failed on all fronts. On one hand it claims to be working for the welfare of Scheduled castes and backward classes and on the hand it is not paying the money under Shagun Scheme for the last two years. He said that in the 2012 election manifesto SAD had promised to increase Shagun money from Rs.15, 000 to Rs.31, 000. He stated after luring poor people for votes, the Akalis have cheated them. He said that no pension was being paid to old persons and widows. The government has stopped supplies under Atta-Dal scheme for people below poverty line.

PPCC president said asked the Scheduled castes and backward classes not to be misled by propaganda of SAD-BJP government. The Chief Minister’s family has only one agenda to make money and promote their businesses. He said that SAD-BJP government has also failed to implement properly the central government schemes like NREGA, and funds were diverted. He said that funds of other central sponsored schemes are also misused. According to CAG report Rs.1620 crorees were missing. He said these funds were misappropriated and demanded a CBI probe into it.

Mr.Bajwa said that after his tour of whole state he would take up all the issues with the UPA Chairperson Mrs. Sonia Gandhi, AICC Vice president Mr.Rahul Gandhi and Prime Minister Dr.Manmohan Singh.

PPCC president said that Congress workers were in upbeat mood and united against government highhandedness. He also supported the locals of Nawanshehar on the issue of bye-pass being constructed through town. He said that elevated road would spoil the business.

   Bajwa strongly opposes  proposed 15 percent hike in power tariff
Says SAD-BJP Goa Sammelan to divert people’s attention from real issues

Ludhiana/Chandigarh April 9-

Mr.Partap Singh Bajwa, President PPCC today strongly opposed proposed 15 percent hike in power tariff in the state. He said that SAD-BJP government has miserably failed on power front and its promise of making state power surplus has turned out to be a farce.

Mr.Bajwa said that SAD-BJP government in Punjab sans vision, commitment and any long term policy to drive state our of clogged situation on development and economic front. The ruling alliance is diverting the attention from real issues by making frivolous statements on asking more financial autonomy to states.
Addressing media persons here Mr.Bajwa said that SAD-BJP Chinten sammelan at Goa was discussing irrelevant issues and failed to give any solution to the current problems of state. He said that Punjab Chief Minister Mr.Parkash Singh Badal has centralized the power to an extent that no village Panchayat and local body was able to function independently as empowered under 73rd amendment in the constitution.

Mr.Bajwa said that Goa Sammelan of SAD-BJP was an exercise to promote casino culture and appeasing BJP MLAs who are reduced to non-entities in the government.  He said that in Punjab number of liquor vends are more than milk booths. He said that as far as BJP is concerned, it has no political weight after SAD getting absolute majority in Vidhan Sabha. The BJP has already lost its base in cities due to imposition of property tax.

Mr. Bajwa said that Punjab was only state where there is no Industrial and agriculture policy. He said that both industry and agriculture were key sectors responsible for growth of Punjab. He said that industry from Punjab was shifting to other places in Himachal Pradesh and Gujarat due to lack of any permanent policy. He said that Mr.Sukhbir Badal was minister of State for Industry in the government of Mr.Atal Behari Vajpayee when a special tax free holiday package was given to Hilly states including Himachal Pradesh. He said that SAD didn’t oppose it at that time.

He said that He would meet Prime Minister along with party MPs  to seek  Rs.5, 000 crores package for crop diversification package to Punjab and it should be monitored by some independent agency so that funds are not misused. He said that agriculture sector was in dire straits. He said that growth rate of Punjab has  declined mainly owing to negative growth of minus 1.7 per cent in the primary sector comprising agriculture, allied activities and mining and quarrying.

PPCC President said that center government was giving about Rs.6, 000 crores through indirect taxes under various flagship programs to Punjab every year. He alleged that development funds are diverted for other purposes and misused. He said that there was no account of Rs.1600 crores of development funds as per CAG report. He said that many financial irregularities were reported in CAG I, II and III reports. He stated that Punjab Congress was exploring legal options to approach Honb’le Punjab and High court or Supreme Court over CAG reports.

In reply to question Mr.Bajwa said that they will launch an agitation on streets for all the issues being raised by congress party. He said Punjab Congress would expose sand mafia.

Don’t Mock the people, Bajwa chides Sukhbir Badal over Goa Sammelan

Chandigarh, April 8-

Punjab Pradesh Congress Committee(PPCC) president Mr.Partap Singh Bajwa today dismissed as 'mischievous' the claims that 'Goa Vichar Sammelan'  of the SAD-BJP Alliance is called to review and evaluate future strategies for development of Punjab.

Calling SAD-BJP alliance, an  opportunist combine, Mr. Bajwa said that Goa feat was another attempt to mock the people of Punjab. The Goa sojourn on public expenses has shamed the people of Punjab. It would be last nail in the coffin of BJP which is already pushed to edge in Punjab politics after its failure to protect the interests of urban people. However, it is amusing to see Jathedars flying straight from the village pond to swimming pool of seven star Taj Vedanta Hotel.

Mr.Bajwa reminded words of Abraham Lincoln to the SAD president Mr.Sukhbir Badal, 'You can fool all the people some of the time and some of the people all the time but you cannot fool all the people all the time'. He said Mr.Sukhbir Singh Badal has failed to deliver in past six years what he had promised in the election manifestoes of 2007 and again in 2012.  Refering to Mr.Badal’s statement of making thrust of development after Goa sammelan, Mr.Bajwa asked Mr.Sukhbir Badal about the status of his dream projects Mohali-Amritsar Express Highway, Pathankot-Ajmer Express Highway, Metro project for Ludhiana and Mohali,  greenfield airport and constructing sports stadium in every village. “Mr. Sukhbir Badal is grossly mistaken if he thinks that he would again deceit the people by a jugglery of words and loud mouthing”.

Mr.Bajwa said that all their trickery and treachery would not succeed by merely singing sermons of development and good governance. People of Punjab want to see the results. He said that the SAD had held its first ‘Vichar Sammelan’ in Shimla in 2007 and rolled out a charter, painting rosy future for Punjab. Everybody knows what the hell they have made of Punjab, Mr. Bajwa argued.

Mr. Bajwa said that now people of Punjab have lost all aspirations and  expectations from SAD-BJP government and literally confused how the ‘unholy alliance’ could return to power when they didn’t vote for it. He said that victory of SAD-BJP in 2012 was not an achievement rather a tragedy of sorts.

“If still Mr.Sukhbir Singh Badal thinks he will bring some magic wand from Goa to solve the economic and law and order problems, he was living in fool’s paradise”, Bajwa concluded.

     PUNJAB GOVERNMENT FORCED TO RETRACT ON THE PROPERTY TAX ISSUE UNDER THE PRESSURE FROM THE CONGRESS-
 Congratulates Punjabis on their victory: Bajwa

After Congress launched an aggressive campaign against the levy of back breaking property tax, the SAD-BJP Government had been forced to retract and now has decided to lower the property tax substantially.

Punjab Congress President S. Partap Singh Bajwa, congratulated the Punjabis for their victory.  

He said that instead of bringing the facts clearly, the Government has been diverting the attention of the people of Punjab by misquoting the factual position and the JNURM guidelines. He said that actually under the garb of these guidelines, the SAD-BJP alliance was planning to impose very heavy Property Tax to fill their empty coffers , which has been exposed by the Congress.

S. Bajwa chose to again clear that matter that although under the JNURM guidelines, GOI has directed that tax should be imposed on Properties in the ULBs, factually in Punjab, the tax on properties has already been imposed as House tax. Punjab Govt was just required to change the name of House tax to property tax and rationalise it.

Sh Bajwa said that we have been asserting from the very beginning of our campaign against Property Tax that there is absolutely no quantum of tax has been imposed under these guidelines issued by GOI. GOP was just arbitrarily levying heavy Property Tax. Our stand has been vindicated.

Rather than taxing the people, the Punjab Government should first release the outstanding funds to the Municipalities for the last six years under the Federal Finance Commission, State Finance Commission and 10% VAT in lieu of abolition of octroi as also other Government grants which will run in hundreds of crores. If the ULBs had got these funds, their financial health would have been substantially better and would have been able to provide the basic civic services.

Has Mr Sukhbir Singh Badal anything to say on Law and order after SC strictures in Tarn Taran case: Bajwa

Punjab Pradesh Congress Committee (PPCC) President Mr. Partap Singh Bajwa has asked Deputy Chief Minister and the home minister of Punjab S Sukhbir Singh Badal to now clarify his Governments stand on Law and order situation in Punjab after severe indictment of his government by Hon Supreme Court in the case of Tarn Taran girl, victim of police brutality.

In a statement, Mr.Bajwa said the rejection of District Magistrates report on incident was direct indictment of state government. It indicates sorry state of affairs on law and order front which the Congress party has been highlighting time and again
Bajwa asked Mr.Sukhbir Badal that after reading the orders of Supreme Court, will he still stick to his position that Punjab is the most peaceful state in the country.  He said that many cases of police brutality on women and innocent people go un-noticed. It was only due to media and intervention of courts that Tarn Taran case got the light of the day.

  Badal lies on property tax issue, govt bends after Congress threat: Bajwa
Chandigarh, April 2-
Punjab Pradesh Congress Committee(PPCC) President Mr.Partap Singh Bajwa today rejected as misleading, the propaganda by Chief Minister Mr.Parkash Singh Badal that property tax imposed by his government is result of pressure from the central Govt.
In a statement here, Mr.Bajwa said that Mr. Badal’s attempt to justify property tax was ridiculous and a ploy to impose heavy taxes to bail out the bankrupt SAD-BJP government.  The PPCC president described Mr.Badal as a habitual liar and said he was stunned at the assertion by the Chief Minister that Union government has imposed conditions including that of levy of Property tax on the state government for being eligible for seeking grants from the central for urban development specially under the Jawaharlal Nehru urban renewal programme.
He asserted that SAD-BJP government has postponed implementation of property tax under pressure from the Congress party and due to public outcry.  “Threat of mass movement by us forced SAD-BJP government to reconsider property tax”
He challenged the chief Minister to justify the property tax of over Rs. 1 lakh per annum on a commercial property of 150 sq. yards in city like Ludhiana, Amritsar and Jalandhar by any yard stick. He further stated that the only condition imposed by the central govt. for availing grants under the JNURM is that the state should ensured that the Urban Local Bodies (ULB) are financially viable and self government entities. This could be done by 1st fully releasing to the ULBs the grants recommended by the Federal Finance Commission and the State Finance Commission and disbursement of 10% VAT assigned to them in lieu of abolition of octroi by the Congress Govt. in the year 2006. Before the urban residents are burdened with back-breaking taxes, the state Govt. should have first endeavored to improve the quality and delivery of civic services and by levying uses charges in a calibrated manner. The bankruptcy faced by the ULBs of Punjab today is a no more then and extension of bankruptcy of state govt. for which SAD-BJP Govt. is squarely responsible.

Bajwa reviews arrangements for Baisakhi conference at Talwandi Sabo

Congress to hold convention on Baba Saheb Ambedkar’s B.Day at Jalandhar-Bajwa
Chandigarh, April 2- Punjab Congress will hold a big convention at Jalandhar on April 14 on the Birth Day of Baba Saheb. Dr. B. R. Ambedkar, the architect of Indian Constitution. This was stated here today by PPCC President Mr.Partap Singh Bajwa at a function to facilitate the four new vice presidents (Sh. Tarlochan Singh, Sh. O.P.Soni, Sh. Gurpreet Singh Kangar and Sh. Charanjeet Singh Channi) inducted in his team here at an impressive function.
Mr.Bajwa said that with the appointment of four Vice Presidents, party would strengthen the party at grass root level. He thanked the party high command for new appointments. He said he himself would sit in the Congress Bhawan at Chandigarh two days in a week after completing his state tour. One Vice president will be available to hear workers problems from Monday to Friday turn by turn. He said that free ‘langar’ from May-2013 onwards will be served to party workers visiting party head office in Chandigarh.
Mr.Bajwa also said that law and order in Punjab was in bad shape and Congress workers are also victims of vendetta. He asked party men to fight strongly against menace of drugs in Punjab. He also urged police officials not to play to the tunes of Badal family and protect the youth of Punjab.
Mr.Bajwa said that after his tour of Punjab, the Congress party would approach Punjab and Haryana High Court to seek constitution of high level committee to check illegal mining in state.

Punjab Pradesh Congress Committee (PPCC) president Mr.Partap Singh Bajwa today warned, the threat of revival of militancy looms large over border state of Punjab in wake of deteriorating law and order situation and helplessness of Punjab police in protecting its own men in uniform. The brutal killing of four police officials in a row is strong smoke signal.
PPCC President who addressed a meeting of party workers here on second day of state tour was given rousing welcome by party leaders including Mrs.Preneet Kaur wife of former Chief Minister Capt. Amarinder Singh.

Mr.Bajwa quoted, like ‘Nero fiddled while Rome burned’, the Punjab Deputy CM Sukhbir Singh Badal was holidaying in Goa on the pretax of so called ‘Chinten Shiver’. ”Let him first put his house in order before taking a fancy to his political ambitions. Punjab is a border state and prevailing situation here is not different from the days when anti-national forces pushed the state towards terrorism in early 80’s.

Holding Mr.Sukhbir Badal responsible for the anarchy, PPCC Chief expressed anguish over killing of ASI Gurdev Singh by criminals near Phagwara last night and said, “This is fourth incident in a row when a police official was killed in cold blood by miscreants. Only two days back assistant Sub-Inspector (ASI) Ravinder Pal Singh Mangat was crushed to death in Patiala, ASI Kulbir Singh was killed during farmer’s agitation near Tarn Taran and the in ASI Ravinderpal Singh was killed by goons of Youth Akali Dal at Amritsar while he was protecting dignity of his daughter”.

Mr.Bajwa said that Punjab police who fought the militancy with bold face and earned the reputation of being best police force in the country is now in dire straits. The police was being used to assist criminals and members of mafia groups engaged in unlawful activities. He blamed Badal family for demoralizing the police and lowering its prestige.
Mr.Bajwa also questioned SAD-BJP government and Harsimrat Kaur Badal MP who is self acclaimed champion of women cause for withdrawing facility of free education to the girls in 11th and 12th classes. Free education and safe environment to girls were election promises of Akali Dal. He ridiculed hollow slogan of ‘Nanhi Chhan’. Rather women are a harassed lot and crime against women was on the rise, he added.

PPCC President challenged Mr. Sukhbir Badal and Mr. Bikram Singh Majithia if any Congress worker was harassed, he would take on them in the streets. He told workers to keep their morale high and Congress would win all the 13 Lok Sabha seats in 2014.

Bajwa lashes at SAD-BJP govt for ignoring border area development
Asks party workers to take up challenge of Lok Sabha poll

Gurdaspur/Chandigarh, March 31- 

Punjab Pradesh Congress Committee(PPCC) President Mr. Partap Singh Bajwa today started the state tour with first meeting of party workers in the border district headquarter here  and gave a call to party men to rejuvenate themselves  for  hands down victory in coming Lok Sabha polls.

The PPCC President got an overwhelming response from party workers on maiden visit to his home district after becoming PPCC Chief.
Mr.Bajwa maintained, before the Lok Sabha election in 2014, the Panchayat and Municipal Elections were expected in next couple of months. He exhorted party workers to ensure victory of Congress in local elections and use the opportunity to rehearse for major electoral battle in 2014. He said in the last Lok Sabha poll Congress had won 8 out of 13 seats of Punjab and he is confident to win all the seats this time.
Congress President asked party workers not to get demoralized by two successive defeats in Punjab assembly poll.  “The success of Akali Dal in assembly poll was not an achievement but a major tragedy happened with people of with Punjab. The SAD-BJP had maneuvered the victory by unfair means despite having lost the confidence of voters”.
The mess created by SAD-BJP government in almost every field has driven the state at the brink of bankruptcy.  All sections of people-the government employees, business men, small and big entrepreneurs’ were crying for survival.  The heavy property tax was imposed on urban people. It was due to pressure build by Congress party that state government decided to reconsider it. “We will not allow SAD-BJP government to impose heavy taxes”,  Bajwa added.
The law and order is major causality, the state government has failed to protect the life and property of people. The gang rapes with women, emergence of drug, liquor, mine transport and cable mafia in Punjab has made the Badals all powerful and greedier. The common man is suffering in the hands of Akali goons who have made life of everyone miserable.
Mr.Bajwa said that in such a disappointing scenario the duty of Congress as a responsible opposition party becomes more important. He said that Congress would provide an effective leadership to the people who are fed up from present regime.
PPCC President said Badal government has discriminated with border areas. “ I had proposed to set up the central university at Pathankot where already 300 acres of land procured several years back was lying. Prime Minister Dr.Manmohan Singh also wanted the university to come up in border area but due to political reasons it was shifted near Badal village.  Mr. Bajwa said that he had proposed to set up Rail Coach Factory  in Kalanaur where 1600 acres of land was available with the state government.  Chief Minister Parkash Singh Badal didn’t take an initiative and Haryana took the project to Sonepat.

Mr.Bajwa said the he had got sanctioned historic Quadian-Beas Railway to link two historical places the headquarter  of Jammmat-e-Ahmediyya and headquarter of Radha Soami sect. But the project couldn’t be completed for lack of administrative support by state government and a portion of land was not acquired so far. Similarly a proposal for an IIIT proposed for border area failed to matrure due to non-cooperative attitude of Badal government

Mr.O.P.Soni Vice President In charge of Majha area said that appointment of Mr. Bajwa has brought about a major change in the mood of party workers who are upbeat to take the new challenges. He said the border area people were waiting for right opportunity to teach a lesson to the Akali Dal

Congress castigates Sh. Badal for double speak for repeatedly accusing UPA govt. of centralizing power, whereas he is actually centralizing all powers with self and family in Punjab, not even sparing the SGPC.

            It is shocking to read time and again, the same old accusation of Punjab CM Sh. Badal targeting the UPA govt. of centralizing powers and rendering state govt.’s as glorified municipalities. Congress terms this accusation of centralization as a cock and bull story amounting to indulging in double standards. Sh. Badal want to “run with the hare and hunt with the hound” at the same time.
            While issuing a statement from Moga in favour of federal structure, more powers to the states and speaking against centralization, Sh. Badal was actually indulging in gross centralization himself. He was in Moga for his ‘Sangat-Darshan’ programme yesterday, to distribute grants worth Rs. 75 lacs for development works. Is the ‘Sangat Darshan’ programme not centralization of powers by the CM, questions the congress? By holding ‘Sangat Darshan’ programme to distribute grants, the CM renders the entire administrative arrangement right from the BDO to Deputy Commissioner and the elected representative redundant. Is not allocating the development funds the duty of the administrative set up, why should the CM visit each assembly segment himself to distribute money, is it not centralization?
            Secondly, the Badal govt. has erroneously failed to implement the 73rd and 74th amendments of the Panchayati Raj Act, in letter and spirit in Punjab. Has the govt., actually transferred control of govt. departments to the Panchayats and Municipalities? Not a bit, the Panchayats are as toothless as they were.
            Thirdly, is it not a fact that the Badal family is holding 22 of 48 govt. Ministries/Departments with self? The Deputy Commissioners and the SSP’s cannot take any call themselves, they await orders from the CM for even every minutest decisions, be it law and order, transfers and postings etc.
            Lastly, Sh. Badal has not even spared our highest religious body SGPC, he does not allow the SGPC members to vote and elect their President, instead the Badal family sends a sealed envelope to name the President. Is this not complete centralization of the SGPC?
            Congress challenges the CM to clarify, why he did not rake up the demand for a federal structure with the Janta Party govt. in 1978, when he was CM, or with the I.K. Gujral govt., when he was again CM, or with the Vajpayee govt. of 1999-2004, when he was part of the NDA?
            Therefore, the Congress advises the CM to stop indulging in double speak, double standards and playing to the galleries. He should first decentralize powers here in Punjab being the CM for the 5th time, before accusing the UPA Central govt. on this issue.

Bajwa called upon workers to get ready for major offensive against ‘misrule’ of Akalis
Sri Anandpur Sahib, March 28

On the eve of historic Holla Mohalla festival, at the birth place of Khalsa here, Punjab Pradesh Congress Committee (PPCC) President Mr. Partap Singh Bajwa called upon the party workers to get ready for the major offensive  against ‘misdeeds’ of Akali Dal government in Punjab. He announced to launch series of protests all over the state, beginning from Ropar.


While addressing a mammoth conference here on second day of three day festival, Mr. Bajwa stated that Congress would take Akalis by their horns. He told party workers,  the sacrifices made by them so far would not go waste. “I will lead the party workers from front and will take the first bullet on him, if time comes for sacrifice”, he asserted and added that detailed programme of agitation would be announced soon.
Mr. Bajwa stated, the Akalis have pushed the Punjab into state of anarchy. The Congress party would take on Akalis head on in the coming Panchayat elections in the month of May. He asked the workers to revive their fighting spirit. He assured the party would stand behind them like a rock. The Congress would fight tooth and nail and  show its might in the Panchayat poll and Parliament elections in 2014.
Mr. Bajwa stated, the Punjab was passing through a saddest state of affairs. There is no rule of law, human rights and liberty of common man is curtailed, corruption has peeved to grass root level and the family of Chief Minister Mr. Parkash Singh Badal has only one agenda to loot the people of state.
He said Mr. Sukhbir Singh Badal, the son of Chief Minister has an uncanny greed for wealth. The Badal and Majithia families have monopolized the business of mines, transport, liquor, cable network and also venturing into real estate. On the other hand they are running illegal drug trade to spoil the youth of Punjab. He alleged that Mr. Sukhbir Badal’s claim that he was fighting against drug mafia was misleading. The ground reality is that drug mafia was flourishing with the blessings of Badals and support of police. .
Mr.Bajwa said the Badal government has burdened the people with heavy taxes like Aurangzeb had forced people to pay  ‘Jizya’.  The  Badal government has imposed property taxe and unpredented stamp duty  on both urban and rural population.  Mr. Badal who claimed to be well wisher of farmers has imposed 28 percent VAT on diesel which is highest in the country.  
PPCC President said that virtually a ‘Gunda Raj’ was existing in the state. Nobody is secure here. The registration of two rape cases daily and spate of day light robberies, police atrocities on women and dalits are enough to explain the law and order. He said that an IPS officer assaulted by goons of ruling party couldn’t register the FIR where as false cases are being registered out of revenge.
Mr. Bajwa said that Mr. Parkash Singh Badal and Mr. Sukhbir Singh Badal are befooling people with their lies on development and making misusing the funds for ulterior motives. He stated majority of development projects of national highways, bridges, over bridges and roads in Punjab were executed under center government schemes like Jawahar Lal Nehru Urban Development Mission and Pradhan Mantri Gramin Sadak Nirman Yojna  He asked Badals to explain which project they have executed themselves.  The IIT Ropar and an Education hub were also set up at Mohali were set up by center government, he added.
Mr.Bajwa thanked the people for heavy turnout at the conference and said that it reflects anger among people against the Badal government.  He also promised local people that he would take up the issue of closure of stone crushers with appropriate authorities.
Rana KP Singh former MLA from Nangal said that total chaos prevailed in Holla Mohalla due to mismanagement of traffic. He said that no escort was provided to PPCC Chief who was held in the traffic jam for hours.

Khaira to be the Chief Spokesperson and Fateh Bajwa General Secretary In charge of Punjab Congress

 Chandigarh: March 25
                        Punjab Congress President S. Partap Sigh Bajwa today appointed S. Fateh Jang Singh Bajwa as General Secretary In charge of the Pradesh Congress Office.
                        In a separate order, S. Sukhpal Singh Khaira has been appointed as the Spokesperson of the Punjab Pradesh Congress. In a Press release issued from State Congress Headquarters it was stated that these appointments have been made to streamline and revamp the working of PPCC. S. Khaira has been assigned this job due to his consistent and dedicated contribution to the Party for long. He has been in the fore-front to oppose tyranny and the anti-people policies of the present SAD BJP Govt.
                         The PPCC President also appointed S. Rajanbir Singh, Shri Rajinder Deepa and Sh. Ashok Chaudhry as Secretaries of the Punjab Congress and assigned office work to them.

 

Amritsar gang rape adds another blot on face of Badals

Chandigarh, March 26- Punjab Pradesh Congress Committee (PPCC) President Mr. Partap Singh Bajwa today said that gang rape with a girl in Amritsar has added another blot on the face of Deputy Chief Minister Sukhbir Singh Badal who boasts high on law and order situation in the state.

Expressing concern over safety of women in Punjab., Mr.Bajwa said that crime cases against women and dalits were on rise.  Drubbing Punjab Government for its failure to control the assault on women, Mr.Bajwa said that at an average two rape cases were being committed every day in state. He said that by his own admission in the Punjab Vidhan Sabha, Mr.Sukhbir Badal has said that between November 2012 to January 2013, as many as 186 cases of rape were registered. Ludhiana 27(urban and rural)  rape cases were registered and in Bathinda, the political pitch of Mrs. Harsimrat Kaur Badal MP, 14 cases were registered. He alleged that these figures were suppressed and actual crime was much higher.

PPCC President said that Punjab Chief Minister Mr. Parkash Singh Badal  and Mr. Sukhbir Singh Badal shall admit their failure and make a public apology for this dubious distinction, their government has achieved.

Mr.Bajwa said that spate of rape and sexual assault cases against women is shocking and alarming.  “The Amritsar gang rape case, an assault by policemen on a dalit woman in Tarn Taran  and another case in Patiala district where a poor girl, victim of gang rape had committed suicide when police refused to register FIR were not isolated incidents.

PPCC President stated that censure of Punjab Government by Hon'ble Supreme Court of India and Punjab and Haryana High Court in case related to Tarn Taran girl was an eye-opener and it also vindicated the stand of Punjab Congress regarding violation of human rights of people and  indifferent attitude towards safety of women folk.

Mr.Bajwa said that it was primary duty of the State to protect human life against unwarranted actions by public authorities, as well as by private persons. He said that Punjab Government has miserably failed in performing its constitutional duties.

Mr.Bajwa alleged that Punjab Police was once considered best police force in the country is being used for political purposes. He said that this is one of the many reasons for deteriorating law and order situation in Punjab.

 

PPCC President advised Badal not to play politics in the name of martyrs

Chandigarh, March 24

Mr. Partap Singh Bajwa, President of Punjab Pradesh Congress Committee (PPCC) today strongly rebutted the statement of Chief Minister S. Parkash Singh Badal that Congress Party didn’t observe the martyr’s day and also advised him to desist from playing cheap politics in the name of martyr’s.

Asking Mr. Badal to set his records straight, Mr.Bajwa said that Congress party had a long history of making sacrifices for the nation and honouring national martyrs is fundamental duty of Congress leaders.  Mr. Bajwa stated that he along with senior Party leaders had visited Khatkar Kalan, at the memorial of Shaheed-e-Azam S. Bhagat Singh on March 23, hours before Mr. Badal went there. He said that almost all newspapers have covered the event with pictures of him laying wreath on the memorial.
Mr. Bajwa said that he had chosen the day of March 23 for taking over his new assignment only because of martyrs’ day. Even after his return from Khatkar Kalan, he and other PPCC office bearers paid floral tributes to the martyrs Shaheed-e-Azam S. Bhagat Singh, Rajguru and Sukhdev at a function in Congress Bhawan.
The PPCC President said that utterances of Mr.Badal reflect his nervous mind. Mr. Bajwa said that statement of Mr.Badal is uncalled for and out of context. He said that let Mr. Badal tell the people of Punjab what his government has done to fulfill the dreams of national martyr’s who sacrificed their lives for sake of justice to all sections of society.

BAJWA SLAMS THE PUNJAB BUDGET PROPOSALS AS DIRECTIONLESS AND ANTI-PEOPLE

Punjab Pradesh Congress Committee President S. Partap Singh Bajwa while out-rightly rejecting the Budget proposals 2013-14, put up by the Finance Minister in the Punjab Vidhan Sabha today said that, Budget lacks vision and is totally directionless, unimaginative, anti-people and anti-poor, with no specific growth oriented reforms agenda. It is sad to point out that Punjab has lagged behind in growth with merely 6.73 % during the 11th plan period against the national growth of 8%, leaving it to be the lowest amongst about 10 major states. The Budget proposals in different sectors of the economy are totally based on unrealistic assumptions, with no fiscal management measures. He said that the state has totally failed in the fiscal consolidation path and adhering to various fiscal targets. He said that there is no specific proposal for improving the shattered economic which is a cause of worry for the people of the state.
Expressing his disappointment over the Budget proposals. S. Bajwa said that the SAD BJP government’s tall claims for giving priority to agriculture sector are totally beyond truth and there is nothing in the Budget proposals for boosting this important sector of the economy. He said that in the past years during SAD regime, Punjab has shown poor performance on agriculture front and there are no concrete proposals for reviving this important sector of the state’s economy. He said that there is nothing in the Budget for poor farmers who are committing suicides in despair and discontentment due to their poor economic condition. It was only the central support to research for Punjab Agriculture University which is contributing for strengthening agriculture and implementing diversification plans.
Thumbing down the Budget proposals as below average, S. Bajwa said that it has totally failed in addressing the problems of industry, business and trade. He said that there is no indication in the Budget proposals for steps for checking the flight of industry and business activity which at present is on a large scale. He said that the business environment in the state is worst due to poor support in Infrastructure, huge power cuts, corruption in public dealing offices and unresponsiveness attitude of the government machinery. He said that no businessman or NRI is ready to make investment in the state due to rampant corruption in the government offices. It would have been better if the government had disclosed the number of industries and business establishments that closed down in the current financial year due to the hostile environment created by this government.
Describing the Budget a low in substance and high on promises S. Bajwa said that the employment generation claims seems to be doubtful and the weaker sections, including scheduled castes and backward classes see no ray of hope for them. He said that it is only the centrally sponsored schemes that have come to their rescue. The Chief Minister had being demanding there closures and even the meager assistance availed from the centre has been misappropriated. He said that the promises made for health and education sector seems to be hollow like the previous Budgets due to lack of interest of the Punjab government in implementing various people oriented and welfare schemes.
S. Bajwa further said that the announcements in the Budget seems to be lofty and in the air and the face of the common man is not visible in the FMs Budget. He said that there is a meager increase in the Budget for welfare of scheduled castes and backward classes and similarly the other beleaguered sections of the society has been ignored with no relief or concession has been given to them. He said that SAD BJP government which has a bad history of implementation of its previous annual plans due to fiscal mismanagement and unnecessary expenditure for the comforts of people at the top level in the government will not be able to fulfill its Budget promises for the year 2013-14.He said that the Budget proposals reflect the government’s bad intentions of giving hidden dose of taxes to the people during the year. S. Bajwa maintained that these misconceived plans of the government will be detrimental to the interests of the state and its people.
S. Bajwa said since this is the first budget of the Government after it was voted back to power exactly a year ago, people had high hopes that the budget would unroll a road map for implementting the promises made to the people in its Election Manifesto. Alas, even this hope has been dashed to the ground.

High Court Vindicates Congress Stand on Atrocities on Dalit Girl of Tarn Taran – Bajwa

            The interim order of Hon’ble Punjab & Haryana High Court today on the Dalit family of Usma Village, Distt. Tarn Taran (Punjab) completely vindicates the stand of the Pradesh Congress who wanted to highlight the atrocity and injustice meted out to 23 year old young Dalit girl.  Criticizing the ruling SAD-BJP Govt. of the state, President PPCC    S. Partap Singh Bajwa, MP, said that we further resolve to put up a spirited fight for the common man of Punjab whenever such atrocities comes to our notice.  PPCC President asked the Punjab Home minister S. Sukhbir Singh Badal that if he has even an iota of self-respect this is the right time for him to put forth his resignation.   

            This judgment of Hon’ble Punjab & Haryana High Court comes in the wake of petition filed by family of victim who was brought to the Punjab Vidhan Sabha by Congress leaders to present their case but Congress was prevented by the use of police machinery.

    In a letter addressed to the newly appointed PCC president Partap Singh Bajwa, Major Amardeep said, “at the onset of you taking over the reins of the Congress Party in Punjab and keeping to the traditions and ethos of this National party I feel my moral obligation to resign as Secretary, Punjab Pradesh Congress Committee, so that you could constitute your team”.

Respected president ,
At the outset as brought to my notice by virtue of being an member of the AICC  so no show cause notice could be issued to any member of the AICC by you . The only power to issue such notice to the  member of AICC vests with the Hon’ ble  congress president or with the chairman of the central disciplinary action committee according to the constitution of our congress party . I think it could be sufficient for you to withdraw this illegal and unwarranted show cause notice to me and the other members of the AICC and not prolong this issue any further as it would not be in the interest and welfare of our party .

But however being a loyal soldier of the party I with respect to the chair and our High command bring the  following facts which should be sufficient to rebut the allegations contained  in the notice against me .      

It was very unfortunate and disturbing to see that I have been issued a show cause notice vide ref no 1752/13 dated 25-02-13, anyways I am giving you the reply I am giving clarification on every point one by one.

Regarding the campaigning in Moga bye election inspite of my ill health I was very much present there for two days (20-21 Feb2013) in village Madeerkalan where Mr Kuljit Nagra was the incharge along with the congress leaders Mrs Rajinder Kaur Bhattal, Mr Hans Raj Josan. Later I was present at the old grain market where Union Minister Mr Pawan Bansal addressed a press conference with Mr G S Charak  (general secy in charge Punjab) and other  senior leaders present . On 21st Feb the candidate asked me to make an  public  appeal  through TV channel. In my own capacity I also helped the candidate personally at my will which can be verified from the candidate. There was no official communication given to me about the booth numbers which you have mentioned now. (Submitting you pictures of the campaigning along) 
I had a verbal talk with yourself and also the secretary in charge for the election campaign  where in I had requested you and her for exemption  that due to my health and family issue I will not be able to campaign as I had to attend to my family member who was ailing due to cancer, later passed away on dated 22-02-13. This was conveyed to you in the first week of February so where does the question come of allocating the booths to me.

Regarding the unfortunate incident at Chandigarh golf club which you have mentioned in your show cause notice, I am occasional golfer,  & yes It was a sad incident which took place at the golf club and you seem to be using it as a tool to malign my image . Due to family values in culminated in me I do not wish to get personal considering your age and position  about who is  causing shame to whom least said the better , “People living in glass houses should refrain from throwing stones on others”
With due respect if yourself or the party felt that I had not performed in the Moga by election, ethically you should  have  taken all the measures at the party forum level only .Why and how the show cause notice was leaked to the media intentionally as per your statement in HT released from Patiala says it all.  Doesn’t this amounts to the gross indiscipline ?
The party lost the Moga bye election, instead of taking blame on yourself and the coterie around you for gross mismanagement in elections ,  you  started targeting the senior congress leaders of the state selectively to divert the attention from the reasons of the defeat to blame game. The party lost in the Moga city after a long span which is a strong hold of the congress, you personally camped in village charik (Moga) where the party lost by over 1200 votes, the congress had wrested  the Moga assembly seat 8 times till date. Can the PPCC president reply why only selected few  people were issued show cause notice when his own son who contested parliament and assembly elections Raninder Singh ( Tikku ) who did not turn up even once in Moga bye election, So why the policy of pick and choose? I personally think that you should self introspect the loss of two bye elections with huge margins where congress had strong holds and take onus for the loss.
Keeping in view the forth coming parliament elections the show cause notices were unwarranted because the moral of the cadre is already low and this action would cause resentment and dissention in the party which may effect the  prospects of the party in the coming parliament elections. I think if you would have placed your house in order first, the party in Punjab would not have suffered two successive defeats in the 2007 and 2012 assembly elections by personally visiting all 117 assembly segments.   
I am loyal soldier of the party since last twenty years and three time MLA, also my family served the congress party from pre partition era. My ancestors were even jailed with Pt Jawaharlal Nehru during Jaito morcha at Nabha. After operation bluestar you quit the party but my father Late S Gurdarshan Singh didn’t resign from the party, it seems that you are nursing that grouse against my family ever since. During peak of terrorism my mother after losing her husband was assigned duty to strengthen the mahilla congress in the state thus appointed founder mahila congress president of the state of which late Sh Rajiv Gandhi had given her award for her contribution to the party. Myself being the fourth generation working for the congress party have and am being assigned duties by the high command in other states too from the Indian youth congress days till now  always have protected the interest of the party first by fulfilling my duties to my best abilities so  how cannot I not perform in my own state? I shall always be loyal soldier  of our  party.
In the afore mentioned facts I have tried to show that I am  not in anyway in the habit of committing any act  of party indiscipline . In this back ground I call upon yourself to withdraw this show cause notice as our party interest is being compromised to pursue vested interests. Also your illegal notice as per congress party constitution amounts to gross indiscipline from your end along with leakages in the press through your office so therefore  my reply is being submitted to protect your malicious campaign to hurt my clean  image publically.

Capt Amarinder condemns Tarn Taran incident; raps Sukhbir’s ‘zero tolerance claims

CHANDIGARH, March 5:

Condemning the brutal and shameful incident of some Punjab Police cops beating up a woman outside a marriage palace at Tarn Taran just because she had complained against attempts at her molestation, Punjab Pradesh Congress Committee President Capt Amarinder Singh today lashed out at its claims of “zero tolerance” towards the misconduct by the officials.
He said, the Home Minister Sukhbir Badal seems to have lost control over the things as he appeared to be busy in everything other than the governance.
In a hard hitting statement issued here today, Capt Amarinder maintained that suspending the cops was no solution. He said, this was not an isolated incident but only one in a long series of such incidents taking place under the nose of the Deputy Chief Minister who also happens to be the Home Minister of the State.
Questioning the claims of “zero tolerance” against misconduct or indiscipline, the PCC  president said, the police only suspended the cops after the video clip showing them beating up the woman went viral on the net. “Had the incident not been recorded by some person the incident would not even have got noticed”, he pointed out.
The former Chief Minister said, the way the cops behaved with a woman who was complaining against the eve teasing only reflected the mindset of the cops who are being patronised by the Akali jathedars. He pointed out, only a few days ago a lawyer was shot dead by the son of an SGPC member.
Capt Amarinder warned against the recurrence of such incidents at an alarming frequency. These incidents have only proved that the government, particularly the Home Minister was not at all in control of things as he had neither been able to tame his own cadres not the erring police officials.

Rana Gurjeet has been asked to look into all the aspects of the shameful incident at Tarn Taran, where police cops beat up a woman when she had come to them for help against some eve teasers. Rana Gurjeet has been asked to meet the victim, her family and the eyewitnesses and submit his report to the PCC President.
Sukhpal Khaira has been asked to file a fact finding report on the tragic accident near Nakodar in Jalandhar in which 12 young students and the bus driver lost their lives.

            Today’s newspapers are splashed with two tantalizing and startling incidents of 13 school children dead in an  accident and the brutal beating of a woman in Tarn Taran, instead of rendering justice. These gory incidents infact present the true picture of a dismal, disorganized and dilapidated affairs of a once glorious Punjab.
            As we are aware, more than 5000 people loose their lives in road accidents annually in Punjab but probably this is not enough to draw the attention of power drunken leaders like the junior Badal. During the last five years as an elected representative, I tried my best to raise the issue of road accidents in the Vidhan Sabha but to no avail. No meaningful discussion could ever take place despite my best efforts, leave aside finding a solution.
            Similarly, police brutality is the order of the day, the way the woman and her father were beaten and thrashed by policemen, clearly indicate to complete anarchy, jungle raj and breakdown of the law and order mechanism. The killing of an ASI, breaking of the leg of an AIG, tearing of the uniform of a Home Guard jawan and spate of rapes across Punjab, have failed to wake up the govt. from its deep slumber.
            The fact is that the real issues concerning the ordinary people have taken a back seat that include education, health care, unemployment, drugs, road accidents, law and order. Instead of focusing on these vital issues, the Dy.CM in Moga election was busy accusing Smt. Sonia Gandhi of liking Pizza’s or Capt. Amarinder Singh having fondness for drinks and chicken. Not once did Sukhbir Badal mention the above stated issues of the people during his campaign.
            It is also saddening to note that we have developed personality cult politics in Punjab as I analyzed by me for the last fifteen years, since I entered electoral politics. It has been a slanging match and a verbal duel between the Badal’s and Capt. Amarinder Singh in place of positive politics.
            An economic survey conducted by Cato Institute of America in collaboration with known Indian economists, such as Sh. Swaminathan Aiyar and Sh. Ashok Gulati, Chairman Agriculture Price Commission has put Punjab at 12th position behind even states like Bihar, Chhattisgarh not to mention Gujarat or Haryana.
            But according to Badal duo, Punjab is on the top in all spheres and so do their mouth pieces such as the PTC channel or govt. sponsored advertisements indicate to.
            Suspending two constable level officers for thrashing a lady or challaning a truck driver for killing 13 school children are not enough. Congress demands an emergency session of the Vidhan Sabha to fix accountability at the political level for complete breakdown of the constitutional working in Punjab. The CM and the Dy.CM must own responsibility for these sensational incidents and discuss threadbare in Vidhan Sabha to find solutions and not mere lip service or else Punjab would continue to suffer.

Brahm Mohindra ask the Captain to 'be courageous and truthful'

Brahm Mohindra wrote Capt. Amarinder Singh:

           In the larger interest of the unity in party, I decided not to pursue this matter further but your statement in all the newspapers today belittling my personality has precipitated the whole issue. I would like to take issues one by one raised by you in the statement.

        First of all show cause notice was uncalled for and unwarranted. Being President of the party, you could always call me and seek my explanation, but on the contrary you issued a show cause notice. Rational behind this move, I am unable to understand. Further, without waiting for my reply you issued a statement to the press and again a statement today. Whole of the print media is full of this. It is always the President of the party who maintains discipline in the party and ensures no party worker goes to press on internal matters. This code is applicable to all rank and file of the party. But by going to the press the way you have gone today, you yourself have breached the discipline. This is highly unfortunate.

        Secondly, you claimed that you visited my constituency in 2007 and 2012. In public you present yourself as a courageous person. We appreciate that. Please be courageous and truthful. Did you not skip the election public meeting? This meeting was arranged four days before the elections on your asking, which is a very crucial time for a Candidate. It could have harmed me extensively. Mr. J.D. Seelam Member Parliament observer of the High command is a witness to it.
            Regarding 2012 elections – Please let me know the time, date and venue, when you visited. People of the constituency will be very happy to know this.

          Thirdly, you have said that in a meeting I was given the duty for Moga elections. I categorically deny this as I was not invited to any such meeting nor I attended any such meeting. This allegation proves my point that there is a conspiracy, handiwork of the people very very close to you.

            Fourthly, in your statement you have mentioned about Booth No. 121, 122 and 123, which I said you have not visited. I never made this charge or never said this. This is also irrelevant to my reply to the show cause notice.
          This whole thing is baffling. It seems you are ill informed or wrongly informed. I request you to please update yourself in an honest and right perspective about the whole matter.

            I have also apprised the High Command in detail about the developments created by the issuance of show cause notices.
            In order to keep the records straight, I am releasing it to the press.

Indiscipline is unacceptable: Capt Amarinder

CHANDIGARH, March 3: Asserting that the party discipline was non-negotiable, Punjab Pradesh Congress Committee President Capt Amarinder Singh today said that indiscipline of any kind was unacceptable and cannot be tolerated at any cost and the party high command had been briefed and updated about everything related to the Moga elections and its aftermath.
Referring to the false claims made by two party MLAs Brahm Mohindra and Randeep Nabha, Capt Amarinder stated that they, besides some other leaders, had been simply asked to explain their absence from the campaigning. “Instead of explaining their absence they diverted and digressed from the matter and went to the press raising irrelevant issues”, he pointed out.
Setting the record straight, the PCC President said, Mohindra came to Moga only once only to excuse himself from the party duty for the reasons best known to him. “If he marked a token presence somewhere on the way does not mean that he participated in the campaign”, he said, while pointing out, “he (Mohindra) never went to any of the wards allocated to him”.
Besides, Capt Amarinder made it clear, the MLA was very much intimated about the area allocated to him in the meeting he attended before the start of the campaign much against his claims that he was not informed. “If he was not informed about the duties then how can he claim that I did not visit the polling booths 121, 122 and 123”, he asked, while making it categorically clear that he visited all the 46 villages and all the 31 wards in the city.
Referring to his (Mohindra’s) personal grievances against him that he did not campaign in his constituencies in 2007 and 2012, the PCC President said, he campaigned for Mohindra on both the occasions like in any other constituency. Moreover, he asked, “is he trying to justify himself saying he had personal grievances against me and now was making it an excuse for not campaigning and working for the party?”
About Nabha, Capt Amarinder said, he claimed that he was suffering from high blood pressure but he never mentioned about the serious illness of his cousin. “However, everybody was shocked and surprised that the man who was having high BP was caught in a brawl at Chandigarh Golf Course not only bringing a bad name to himself but to the party as well”, he remarked, while disclosing that he had been playing golf for about 12 days during the campaign period.
