“On Sep. 23, Thursday afternoon, US Vice President Kamala Harris plans to meet Indian Prime Minister Narendra Modi  to discuss regional issues, including democracy, human rights, climate change, the COVID-19 pandemic and security,” according to a senior administration official and local media.

Biden will meet with Modi on Friday, Sep. 24. Modi may also bring up immigration and other issues important to Indians who have moved abroad.

Biden and Kamla Harris will each meet separately on Thursday/Friday with leaders of the so-called Quad, which includes Japan and Australia, in addition to India.

"I am also looking forward to meeting vice-president Kamala Harris to explore opportunities for cooperation between our two nations particularly in the area of science  and technology," PM Modi said.

“At the invitation of Joe Biden, I am visiting the USA to continue our dialogue, and exchange views on areas of mutual interest. Also looking forward to meeting Vice President Kamala Harris to discuss global issues and explore ideas for cooperation between India and US,” Modi tweeted.

Harris' relationship with India is very complicated. It may started when Modi tried to help Trump in election openly in his last trip. NRIs divided in this issue.

  • Indian Americans are one of the fastest-growing political forces in the United States. Harris, whose mother was born in India, attracted donations, votes and attention from Indian Americans during her political rise to the U.S. Senate and the vice presidency.
  • Her career, political stances and even the activism of her niece — social media influencer Meena Harris — have been chronicled by the Indian media.
  • Before she became Biden's running mate, she criticized India's human rights record, which includes violence and persecution of religious minorities. Those positions have led some in India to hold the mistaken belief that Harris would push harder than Biden for human rights and democratic reforms, said Vaishnav, of the Carnegie Endowment.

  • In 2020, Joe Biden's running mate had been a vocal and sharp critic of India's Kashmir policy, especially after the revocation of Artice 370 and special status that was granted to the union territory.
  • The Democrats have generally been less inclined towards India than Republican Presidents, for a variety of reasons generally related to America's geostrategic interests and Pakistan's proclivity towards fostering an economic and diplomatic model that is reliant on military and humanitarian aid, investments and hand-outs.
