NRI lawyer Varoon Modak named as Biden-Harris
campaign ballot access counsel 2024 re-election

President Joe Biden has tasked campaign officials with ensuring he appears on ballots in every state and territory.

Alana Mounce will serve as ballot access director for the Biden-Harris 2024 campaign. Varoon Modak, a lawyer, will serve as senior counsel for ballot access. The two will make sure Biden’s name appears on Democratic Primary and Caucus ballots in all 50 states and seven U.S. territories.

Modak, who currently works as counsel in Elias Law Group’s Political Law practice, will be joined by political veteran Alana Mounce, who will serve as ballot access director

About Varoon Modak:

  • Varoon Modak is a counsel in Elias Law Group's Political Law practice. He advises candidates, elected officials, PACs, ballot measure committees, non-profit organizations, and other clients on federal, state, and local campaign finance, lobbying and ethics laws, as well as ballot access, recounts, voting rights, election administration, and other election law matters. 

  • Prior to ELG, Varoon was an associate at Perkins Coie LLP and a California-based political law firm.

  • He also previously served as in-house counsel for a national political organization, and as a judicial law clerk for the Honorable Arthur S. Weissbrodt of the U.S. Bankruptcy Court for the Northern District of California. Before earning his law degree,

  • Varoon worked for several political consulting and polling firms in California. 

  • Varoon is a graduate of Georgetown University Law Center and the University of California, Berkeley.

  • He is based in ELG’s Washington, D.C. office, and is also a member of the California Political Attorneys Association.
