Washington, D.C. — NRI S. Paul Kapur, security and strategic affairs scholar, The Trump administration has nominated for the role of Assistant Secretary of State for South & Central Asian Affairs.
Kapur currently teaches at the U.S. Naval Postgraduate School and has previously served on the State Department’s Policy Planning Staff (2020–2021).
Biography...
- S. Paul Kapur was born in New Delhi, India to an Indian father and an American mother.
- He grew up in the United States, though he frequently visited India during his childhood.
- He obtained his Bachelor’s degree (B.A.) from Amherst College and his Ph.D. from the University of Chicago.
- Kapur is a professor in the Department of National Security Affairs at the U.S. Naval Postgraduate School.
- He is also a visiting fellow at the Hoover Institution.
- Earlier, he taught at Claremont McKenna College and was a visiting professor at Stanford University.
- From 2020 to 2021, he served on the U.S. State Department’s Policy Planning Staff, working on Indo‑Pacific strategy, U.S.–India relations, and South/Central Asia policy issues.
- He directs or is involved in U.S.–India “Track 1.5” dialogues and defense/diplomatic engagement projects.
- Kapur is a recognized authority on South Asian security, nuclear deterrence, and Islamist militancy.

- Kapur is known for arguing that Pakistan’s use of Islamist militancy is a deliberate strategic tool, not merely a byproduct of instability.
- In February 2025, Kapur was nominated by President Donald Trump to serve as Assistant Secretary of State for South and Central Asian Affairs, replacing Donald Lu.
- He was confirmed by the U.S. Senate on October 7, 2025, in a close 51–47 vote.
