ICA Inspector NRI Kannan Morice Rajagopal Jayaram Convicted After Pleading Guilty to Corruptly Receiving Sexual Gratification

An Immigration and Checkpoints Authority (ICA) inspector who obtained sexual favours in exchange for immigration assistance has been sentenced to one year and 10 months’ jail.

On Sept 11, 55-year-old NRI 'Kannan Morice Rajagopal Jayaram' was handed the sentence after pleading guilty in July to three charges of corruption. Each charge involved a foreign national who had sought help with short-term visit pass applications to remain in Singapore.

The offences took place between 2022 and 2023. In addition to the three charges he admitted to, the court also considered three other similar cases involving three more men. Kannan’s bail has been set at $30,000, and he is expected to begin his sentence on Sept 18.

Kannan has been suspended from service since April 2023. Following his conviction, ICA announced on July 29 that disciplinary proceedings would be initiated against him.
Kannan joined ICA’s Visit Pass Unit in 2018 as a team leader, later rising to inspector in 2021. He oversaw a team of about 10 officers.

One victim, a 26-year-old Indian national referred to as V3 in court documents, arrived in Singapore in March 2022 to study hospitality management. When his visit pass extension was rejected in December 2022, he turned to Kannan for help.

Kannan instructed the man to meet him near Kallang MRT station and later brought him to his home. There, Kannan directed him to resubmit his application, which he then ensured was approved through his subordinate.

Court documents revealed that after the approval, Kannan pressured the man into performing sexual acts. Prosecutors Bryan Wong and Benjamin Low noted that the victim eventually gave in out of gratitude for the assistance.

Similar incidents occurred with five other men, aged between 25 and 30. While details of how the offences were uncovered were not disclosed, Kannan was formally charged in 2023.
