In a major breakthrough, Peel Regional Police have taken down a violent criminal network accused of extortion, insurance fraud, and multiple acts of violence across the Greater Toronto Area (GTA).
The results of the year-long investigation, codenamed Project Outsource, were revealed during a press briefing on Monday morning. Authorities confirmed the arrest of 18 individuals, who now face nearly 100 charges collectively.
Police Chief Nishan Duraiappah stated that the investigation stemmed from a sharp increase in violent extortion cases during 2023, many of which targeted South Asian business owners. The threats reportedly escalated into drive-by shootings, arson attacks, and other violent incidents that created fear within the community.
Detective Brian Lorette, who led the task force, said a Brampton-based group was behind a majority of these crimes, including those involving the towing industry.
In addition to extortion, the group allegedly staged dozens of car crashes on GTA roads to cheat insurance providers. Lorette described the scams as "entirely fraudulent," noting they were carefully planned and carried out in a way that sometimes required emergency services to respond, posing serious public safety risks.
Deputy Chief Nick Milinovich disclosed that the fraudulent claims submitted in connection with these staged accidents totaled over $1 million.
During the investigation, authorities seized an estimated $4.2 million in assets. These included 18 tow trucks allegedly used in the crimes, along with luxury vehicles, five stolen cars, six guns, 600 rounds of ammunition, bulletproof vests, and $45,000 in cash.
Search warrants were executed on June 10 across Peel Region, Caledon, York Region, and Toronto, with assistance from other GTA police departments, the RCMP, and the Canada Border Services Agency.
Police said the suspects were linked to towing companies operating under the names Certified Roadside and Humble Roadside.
“This remains an active investigation,” said Lorette. “We expect more arrests and charges in the coming days. We believe the seizures and arrests will significantly reduce criminal activity across the GTA and beyond.”
