NRI Anand Shah Among 39 Face Serious Charges in Gambling and
Money Laundering Case

Rambhai Patel, 37, and Balwinder Singh, 39, immigration fraud case, two Indian nationals, have been implicated in orchestrating a series of staged armed robberies across multiple U.S. states to facilitate fraudulent visa applications. Patel pleaded guilty on May 20, 2025, to one count of conspiracy committing visa fraud in federal court in Boston. Singh is scheduled to enter his plea on May 22, 2025.
Beginning in March 2023, Patel and Singh conducted at least nine fake robberies at convenience stores and restaurants, including five in Massachusetts. The scheme aimed to create false crime scenarios, enabling individuals posing as victims to apply for U nonimmigrant visas (U Visas), which are designated for victims of certain crimes who assist law enforcement.
During these staged events, a fake robber would brandish a weapon, steal cash, and flee, all captured on surveillance footage. The so-called victims, who had paid Patel substantial sums—up to $20,000 in some cases—would delay reporting the incident to police to enhance credibility. Patel allegedly compensated store owners for access to their premises for these hoaxes.
At least two individuals submitted U Visa applications based on these fabricated incidents. The charge of conspiracy to commit visa fraud carries a maximum sentence of five years in prison, three years of supervised release, and a fine of up to $250,000. Patel also faces potential deportation upon completion of his sentence.
The case was investigated by the FBI and U.S. immigration authorities, with assistance from local law enforcement agencies in Massachusetts, Pennsylvania, Kentucky, and Tennessee.
