HYDERABAD Interpol red corner notices have been issued against
54 Non-Resident Indian (NRI) husbands who are wanted by the state
police in dowry related and desertion cases.
Of these, extradition procedures have already begun in 15 cases
by the ministry of external affairs. They are likely to be extradited
by the middle of this year, hope Crime Investigation Department
(CID) official who monitor these cases in the state.
The Interpol, Delhi is in the process of giving red corner notices
against another 35 persons, most of whom live in the United States
and the United Kingdom.
Since 2003, 89 cases were booked against NRI men wanted in various
cases, 90 per cent of these pertaining to desertion of wives and
dowry harassment. The rest 10 per cent related to cheating and other
economic offences.
Interestingly, the highest number of cases were booked in Hyderabad
and Cyberabad limits where complaints were lodged against 50 NRI
husbands. The other districts include East Godavari, Guntur, West
Godavari, Vijayawada, Nalgonda, Nellore, Medak, Kadapa and Warangal
districts.
"India has extradition treaties with 22 countries including
the US and UK. There is no extradition treaty with Pakistan and
Bangladesh," CID inspector general of police S Umapathi told
TOI.
The number of cases has been on the rise for the past five years.
In 2003 only two cases were booked and in 2007, the number rose
to 82. This year, in one month alone 17 cases against NRIs were
booked.
Before issuing red corner notices, police first issue a lookout
notice through the Union home ministry. With this lookout notice,
22 national and international airports, 19 ports and 30 border checkposts
in the country are alerted. This notice is issued when a wanted
person’s passport has not been seized.
For a red corner notice, the prerequisite is a non-bailable warrant
against him after the investigating agency has filed a charge sheet
on him. Police commissioners and superintendents of police write
to the Interpol Liaisoning Officer at CID to issue the notice. The
officer corresponds with CBI Interpol wing.
If CBI interpol wing is satisfied with the details, it will inform
Interpol headquarters at Lyons in France. The Interpol wing puts
the details on its website and the information goes to all airports
and checkposts around the world.
If a wanted person is found in a foreign country, the ministry
of external affairs corresponds with the country to extradite him.
