BHUNDER FILES NOMINATION PAPERS FOR RAJYA SABHA

Chandigarh, May 27: Shiromani Akali Dal General Secretary Balwinder Singh Bhunder today filed his nomination papers for Rajya Sabha elections to be held on May 31st to fill two vacancies from the state.
                Mr. Bhunder filed his nomination with Secretary Punjab Vidhan Sabha, Shashi Lakhanpal Mishra, who is the returning officer in the presence of President Shiromani Akali Dal and Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal.
                Mr. Bhunder who filed his nomination papers for his third term in Rajya Sabha was accompanied by Member Parliament Ranjit Singh Brahmpura, Cabinet Ministers Sikander Singh Maluka and Surjit Singh Rakhra, former minister Sarwan Singh Phillaur, CPS Virsa Singh Valtoha and MLA Ravinder Singh Brahmpura.
                Later talking to the media, Bhunder, who was a member of the Rajya Sabha from 1998 to 2002 and July 2010 onwards, thanked God Almighty, his party, CM Parkash Singh Badal and President SAD for expressing faith on him. Senior SAD leader said he would continue to raise party’s voice and issues in the upper house for the welfare of state, farmers and hard working people of the state.

The Punjab School Education Board (PSEB) today declared the results of matriculation examination. The Chairperson of the board, Dr. Tejinder Kaur Dhaliwal released meir list in a press conference here. The top positions were again bagged by the girls. The board again prepared separate sportspersons and academic merit lists. In terms of academic merit lists, Simrandeep Kaur of B.G.S.U.S. senior secondary school Khadoor Sahib (Tarntaran) secured first position with 99.08 percent marks with Simranjit Kaur of Prabhakar Senior Secondary School Bhalla Colony Chheharta (Amritsar) securing 2nd position with 98.92 percent and Arsh Malhotra of Shivalik Model School Jagraon (Ludhiana) getting 3rd position with 98.77 percent marks.
In Sportspersons merit, Tanisha Sharma and Pushwinder Kaur of BCM senior secondary school jamalpur colony, focal point, Ludhiana bagged joint 1st position with 100 percent marks each, Damanpreet Kaur of Teja Singh Sutantar senior secondary school, Shimlapuri, Ludhiana achieved 2nd rank with 99.85 percent marks while Mehakjot Singh of the same school secured 3rd position with 99.69 percent marks.
Addressing the mediapersons, Chairperson Dr. Dhaliwal said that the result of the board this year stood at 72.25 percent which was better by 7.50 percent than previous year which was 65.77 percent. The state witnessed an increase in the number of students getting more than 80 percent marks for the second consecutive year. During present year, 39,041 students got 80 percent or more marks which included 10255 students studying in Government Schools. From point of view of subject wise results, Punjabi got the top billing with pass percentage remaining at 94.98 percent.
Dr. Dhaliwal said that a total of 355 students secured a place in merit and the student placed last in this meir list got 625 marks out of 650. The cut out list of merit stopped at 96.18 percent. Ludhiana achieved the top ranking in merit list with 121 students. Bathinda and Hoshiarpur had 29 students each, Patial had 28, Amritsar had 16 and Barnala had 15 students in the merit list.
The girl students also made their mark by stamping their authority in pass percentage whereas the result of rural area students was very good in matric like in 12th. The pass percentage of girls was 78.30 percent and that of boys was 67.43 percent. The pass percentage of rural area students was 72.66 percent and that of urban area students was 71.46 percent. The result of affiliated schools was 82.76 percent, associated schools 70.46 percent, Government Schools 69.03 percent and aided schools 69.28 percent.
Dr. Dhaliwal also disclosed that a total of 3,42,330 students sat for the matriculation examination out of which 2,47,340 students passed with the pass percentage remaining at 72.25 percent. The number of students who failed completely stood at 25,662 i.e. only 7.50 percent of the total students. Total 69,152 students (20.20 percent) got re-appear. The result of 176 students (0.05 percent) was withheld. District Wise, Tarntaran secured 1st rank with 93.24 percent pass percentage, Gurdaspur came second with 92.05 percent pass percentage, Amritsar came third with 89.41 percent pass percentage, Pathankot bagged 4th position with 82.68 percent pass percentage, Ferozepur got 5th rank with pass percentage of 74.51 percent and Hoshiarpur secured 6th position with pass percentage of 73.05 percent.

BHUBANESWAR/CHANDIGARH, MAY 23:
The Education Minister, Punjab, Dr. Daljit Singh Cheema today chaired 4th meeting of sub-committee of Central Advisory Board for Education (CABE) at Bhubaneswar. In the meeting, all the attending states made the presentations giving details about infrastructural conditions at government schools besides offering solutions to bridge the gaps.
The meeting was attended by Education Minister Karnataka Mr. K. Ratnakar, Education Minister Rajasthan Prof. Vasudev Devnani, Vice Chancellor of National University of Educational Planning and Administration (NEUPA) Mr. T.B.J. Tilak, Mrs. Ranjana Arora from NCERT, Deepak Rajnan of Premji Foundation, D.P.I. (Secondary Education) Punjab Mr. Balbir Singh Dhol, Principal Secretaries and other senior officers from Education Departments of Tamilnadu, Uttar Pradesh, Orissa and all North East States.
In the meeting stress was laid upon teachers training programme, re-commencing of 5th and 8th class board exam and fast track the recruitment process to fill vacancies so that the educational standards do not suffer and quality education is ensured. All the members voiced their support for the formulation of an effective policy and recruitment calendar so as to fill the vacant posts of teachers besides ensuring that the recruitment is carried out at the right time.
All the participant states evolved a consensus about initiation of pre-primary classes in government schools as a way to improve educational standard from the formative primary level itself. The committee also discussed pre-service and in service training manual of teacher training module.
The members also demanded that a department of teachers training should be established in all the Universities of the country and also that in each state, a national level state of the art teacher training institute should also be formed. The members also stressed the importance of filling posts of English and Computer teachers. Next meeting of CABE sub-committee would be held on June 25, 2016 at New Delhi.
It is pertinent to mention that the committee under the chairmanship of Dr. Daljit Singh Cheema has been formed by Ministry of Human Resource and Development (MHRD) for the purpose of betterment of educational standards in government schools throughout the country. The committee is slated to submit its report within one year regarding steps taken and plans formulated to improve standard of education in the country.

                Punjab Deputy Chief Minister S. Sukhbir Singh Badal today disclosed that 300th martyrdom day functions of great sikh general and founder of khalsa raj, Baba Banda Singh Bahadur would be observed on grand scale. He also informed that these functions commencing 20th May at Gurdas Nangal (Gurdaspur) would continue till the period of one month. During the course of these functions, nagar kirtans dedicated to Baba Banda Singh Bahadur, exhibition of ancient weaponry, poetic recitals, seminars would be held at various places besides a marathon at New Delhi.
        S. Badal further said that the Punjab Government would organize a grand function on 20th May. Divulging more, he said that a function on large scale would be organized in near future at Chapparchiri (Sahibzada Ajit Singh Nagar) also. Further, he informed that Prime Minister Shri Narendra Modi has consented to attend the function in this regard to be held at New Delhi in the last week of June. The highlight of this function would be the presentation of a programme with the aid of ultra modern techniques and a kirtan darbar would be held in front of the qutab minar, where Baba Banda Singh Bahadur was martyred, on 24th June
        Presiding over a high level meeting regarding preparations for the 300th martyrdom day functions, the Deputy Chief Minister said that the Punjab Government would whole heartedly co-operate with and extend every possible help to the Shiromani Gurudwara Prabandhak Committee (SGPC) and Delhi Sikh Gurudwara Management Committee (DSGMC). He also said that no stone would be left unturned to make the functions, which would continue till 30th June, a success.
The Deputy Chief Minister also called for the constitution of a committee of experts comprising administrative officers from Punjab, SGPC, DSGMC and sikh scholars so as to prepare a roadmap for these functions within one week.
                S. Badal also reviewed the preparations for the functions to be organized to commemorate the 350th Parkash Purab celebrations of Guru Gobind Singh Ji and 50th anniversary of Punjabi Suba. He exhorted the officers as well as SGPC and DSGMC leaders to start preparations in the right earnest for these functions which would continue till January 2017.

CM CALLS UP BABA DHADRIANWALA
Chandigarh May 18 –
The Punjab Chief Minister Mr. Parkash Singh Badal today called up Sikh religious preacher Baba Ranjit Singh Dhadrianwala and assured him of all steps needed to ensure security for him in the wake of an attempt in Baba's life near Ludhiana yesterday.
Strongly condemning the brutal and dastardly assault on the religious preachers life, the Chief Minister said, "Violence has no place in a civilized society and runs against the teachings of the great gurus, saints and seers."
The Chief Minister also conveyed his sincerest condolences to the members of the family of one of Baba's close associates who lost his life in the assault on the preachers life. Mr. Badal also conveyed his sympathies and support to others who were wounded in the attack.
Meanwhile, the Deputy Chief Minister Mr. Sukhbir Singh Badal, condemning the incident in the strongest words, has directed Inspector General of Police Paramraj Singh Umranangal to personally oversee the case and ensure expeditious investigation.  The Deputy CM said that the guilty must be brought to book immediately.  "Not a single person responsible for the cowardly attack would be allowed to escape the long reach of law. Five of the alleged assailants had already been apprehended and the police are closing in fast on the rest of them, said the Deputy CM.

Chandigarh, May 18:
To ensure food security for every citizen of the state, the Punjab government would cover seven lac more families under the ‘Atta-Dal’ scheme.
A decision to this effect was taken by Punjab Chief Minister Mr. Parkash Singh Badal during a series of meetings to review various social security schemes and pro-poor initiatives here at his official residence this morning.
The Chief Minister asked the Food & Civil Supplies department to immediately initiate the process to bring these seven lac additional families within the ambit of Atta-Dal scheme so as to provide the same benefits already being extended to nearly 28 lac families. At present, 1.13 crore people were covered under this scheme and with the addition of seven lac more families, the total number of people covered under this scheme would go up to 1.41 crore, which would nearly cover half of state’s population.
Likewise, the Chief Minister also gave nod to launch another phase for distribution of 75,000 cycles, to the girl students studying in class +1 of Government Schools across the state under Mai Bhago Vidya Scheme from the coming August 15, involving an expenditure of Rs. 22 cr. The Chief Minister was apprised by the Secretary Social Security that the state government had already distributed 1,44,324 cycles to the girls of class +1 and +2 during 2015-16 at the cost of Rs. 39.50 cr. He also informed the Chief Minister that various social security pension schemes were up-to-date as the department has already disbursed the pension to the nearly 18 lac beneficiaries up to this April. The Chief Minister personally called up few such beneficiaries randomly from his mobile to get their feedback about the timely disbursement of pensions to them. He also directed the concerned Secretaries and Heads of Departments to often call up these beneficiaries to get their grievances, if any redressed promptly to their satisfaction besides keeping a complete track in this regard.
In order to streamline the system for getting financial assistance under social security schemes in hassle free manner, the Chief Minister asked the Social Security Department to ensure strict compliance of the amended notification for the new applicants. Pertinently to mention here as per the revised notification, the application forms could now be recommended by Sarpanch & one member of panchayat or one Nambardar & one member Panchayat or two members of panchayat or Chairperson/Member Block Samiti & one member of Panchayat or Chairperson/Member, Zila Parishad & one member of panchayat. In urban areas such recommendation could be made by any councilor in the concerned local bodies. The application forms so recommended would be received in the office of SDM. The SDM would immediately give provisional sanction and the applicant would start getting pension. The District Social Security Officer (DSSO) would verify such provisionally approved cases within a month.
Taking stock of Bhagat Puran Singh Health Insurance Scheme (BPSHIS) Mr. Badal asked the Principal Secretary Health to regularly monitor this scheme at her personal level so that the beneficiaries could avail the best medical and health care services. Meanwhile, the Principal Secretary Health also apprised the Chief Minister that nearly 15,000 beneficiaries have been treated in the various Government and private empanelled hospitals for which a sum of Rs. 10 crore has already been paid by the insurance company to these hospitals as medical claims. She also told Mr. Badal that seven private hospitals have been dis-empanelled under the scheme for providing deficient services to the beneficiaries. The Chief Minister categorically asked the Mandi Board besides Excise & Taxation and Labour departments to complete the entire exercise to register the eligible farmers, traders and construction labourers respectively as beneficiaries under BPSHIS positively by 31 May.
The Chief Minister also monitored the disbursement of scholarships for post-matric and pre-matric scholarship schemes for Scheduled Caste and OBC students under centrally sponsored schemes. He also constituted a committee comprising his Principal Secretary, Secretary Expenditure and Secretary Welfare of SCs & BCs to take effective steps for timely release of funds from Centre under different scholarship schemes.
Mr. Badal also asked all the departments to compile a compact database including name, complete address with mobile/telephone numbers of all the beneficiaries under various schemes to seek their vital inputs for bringing further improvement in these schemes and quick redressal of their grievances, if any. He said the underlying objective of the scheme was to ensure that the benefits of these pro-poor schemes must percolate at the grass roots level in order to achieve inclusive development.

BABA SAHIB AMBEDKAR’S STATUE TO BE INSTALLED IN VIDHAN SABHA SECRETARIAT--- SPEAKER

Chandigarh May 18:  The Punjab Government has chalked out year long celebrations to mark  125th Birth Anniversary of Dr. Bhim Rao Ambedkar  all over the State.
          This was stated here today by Dr. Charanjit Singh Atwal while presiding over a high level meeting to review arrangement of the celebrations. He said that a large statue of Dr. B. R. Ambedkar would be installed in the Punjab Vidhan Sabha Secretariat during an especially called Vidhan Sabha Session in October 2016. 
          Speaker ,Vidhan Sabha Punjab said that dedicated to the 125th Birth Anniversary of Dr. Bhim Rao Ambedkar, all the Universities in the state would organise a series of seminars and academic discussions based on the life history of the great legend. The decision to this effect was also taken at a high level meeting. Besides this a number of events would be organised all across the state in the memory of the Bharat Rattan Dr. Ambedkar whose firm dedication in shaping the Constitution of India would be discussed during the series of seminars to be organised by all government and private Universities all over the state. His contribution in uplifting the down trodden, women empowerment etc. would also be conversed.   
            Taking part in the deliberations, Mr. Gulzar Singh Ranike, Welfare of SC/BC and Animal Husbandry Minister appreciated the state government’s decision to celebrate the 125th Birth Anniversary of Dr. Ambedkar in a big way and said that the youth of the state would derive inspiration by various aspects of the life of Dr. Ambedkar. After getting a final nod from the government of India, a special train from Punjab for the historical places related to Dr. Ambedkar in the country would also be started shortly, said the Minister.
            Speaking on the occasion, Dr. Jaspal Singh Vice Chancellor, Punjabi University Patiala said that books containing the details of the series of seminars and academic discussions on Dr. Ambedkar would be translated into Punjabi language. He said that it was the need of an hour that our youth get acquainted with our historical background and seek inspiration from the contribution of Dr. Ambedkar.   
        Mr. Rajesh Bagha, Chairman Punjab State Scheduled Caste Commission said that modalities have been worked out to celebrate the 125th Birth Anniversary of Dr. Ambedkar. VIGILANCE BUREAU ISSUES DIRECTIVE TO BE AWARE FROM FAKE OFFICIALS

Chandigarh,18 May :
 The Vigilance Bureau Punjab has issued directive to be aware from fake officials. An official spokesman of the Vigilance Bureau said that it has come to notice of Vigilance Bureau, Punjab that some persons are impersonating as officers of Vigilance Bureau and calling government officials and collecting money from them.
   Stating this, a spokesman of the vigilance bureau said that the modus operandi of such elements is that they contact the government servants by impersonating as officers of Vigilance Bureau, Punjab and threaten that they have received corruption related complaints against them and for settling the matter, they demand small amounts from government servants.
                So, the General public is informed that in the past too, such incidents have occurred in Punjab and whenever the Vigilance Bureau has received specific reports, the accused were nabbed and were booked under the relevant provisions of law.
                The spokesman further said that it is again requested that if any person approach any private or government servant impersonating as Vigilance Bureau officer and demands money, they should immediately lodge complaint in the nearest Police Station. General public can also prevent such incidents by reporting the matter on toll free number 1800-1800-1000 (which is installed at Vigilance Bureau, Hqrs.) or on the website vigilancebureau.punjab.gov.in of Vigilance Bureau, Punjab.

He asked Kejriwal to desist from making false promises with the people as the politics based on falsely touchstones is of short life. Kejriwal must remember the history of India that people never forgive those politicians, who simply interested gaining political power by making false promises with the public.
These assertions were made by Mr. Majithia on the sidelines of foundation laying ceremony in Ward No. 12 & 13 of Majitha constituency. Indicating the defeat of the Aam Aadmi Party in MCD by-elections, he said that it is a tradition that the ruling party always recorded a decisive victory in the by-elections, but the Aam Aadmi Party in these by-elections managed to only get 8 seats out of 13. He said that this failure of Aam Aadmi Party is indicative of the public disenchantment with the ruling party. Minister further said that Kejriwal had siphoned out crore of rupees from the public exchequer for his personal advertisement campaign in the national media. He said that now in MCD elections, the public had given their verdict against the discourteous and anti-people policies of the Aam Aadmi Party government. Mr. Majithia dubbed the gherao of Punjab Chief Minister Residence by Aam Aadmi Party, a total failure and flop show.
Revenue Minister disbursed a grant of Rs.1.21 crore for the development works of Ward No. 12 & 13 of Majitha constituency. He reiterated his resolve for the overall development of this Majitha constituency by saying that he has relentlessly worked day and night for the development of this constituency. He expressed deep contentment that he is successful in ensuring overall development of this constituency. He said that all the promises made with the public of this constituency have been completed like; a state-of-the-art Bus Stand at Majitha, setting up of 220 KV Sub Station for ensuring 24x7 power supply, four lanning of the roads, construction of the Mandi besides the construction of Sub Tehsil Complex is underway with the cost of  Rs.3 crore. Prof. Rajinder Bhandari,  Vice Chairman, Punjab State Planning Board has lauded S. Parkash Singh Badal, Chief Minister Punjab for inaugurating the World’s biggest Roof top Solar Energy plant at Dera Baba Jaimal Singh at Beas. In a press communiqué released here Prof. Bhandari has termed it as a landmark in saving environment by generating alternative energy.
Prof. Bhandari also congratulated the New and Renewable Energy Minister S. Bikram Singh Majithia and Punjab State Power Corporation Limited (PSPCL) for signing a power purchase agreement with the Dera for 25 years. He said that he is hopeful about other states of the country also emulating this step and work on similar alternate energy projects to help save the degrading environment in order to maintain ecological balance.
He said that it will usher in a new era in the generation of environment friendly clean and green energy. He stated that this prestigious Solar power plant, which is spread in 82 acres, with solar panels on 8 roof tops of sheds, has a capacity to generate 19.5 MW of electricity.  Also 27 million units of electricity will be generated per year by the plant which will be enough to cater to the energy needs of 8000 urban houses.
Prof. Bhandari lauded the role of Radha Soami Satsang Beas Educational and Environmental Society in taking the initiative in setting up this state of the art project at the cost of 139 crore.

ROTATIONAL IRRIGATION PROGRAMME FOR KHRIF SEASON ANNOUNCED
CHANDIGARH, MAY 18:
            The Irrigation Department, Punjab has announced the Rotational Programme for irrigation for the current Khrif Season through Canal water from May 19 to May 26, 2016. The channels of Sirhind Canal System would run on the priority basis from Abohar Branch, Patiala feeder, Bist Doab Canal, Sidhwan Branch and Bathinda Branch respectively.
            Disclosing this here today a spokesman of the irrigation department said that the channels off taking from Ghaggar Branch and Patiala Minor in group 'B' being in the first preference will run to their indent. Balance water supplies available will be utilized in direct distributaries of Bhakra Main Line in Group A' respectively.
            The spokesman further said that Abohar Branch off-taking from Sirhind Feeder and distributaries in Group "B" being in the First preference will run to their indent. Balance water supplies available will be utilized in direct distributaries of Sirhind Feeder and distributaries in Group "A" respectively.
            The spokesman also said that the channels off taking from Upper Bari Doab Canal i.e. Sabraon Branch with its distributaries being in the first Preference would run to their indent. Balance water supplies water available would be utilised in Kasur Branch Lower, Main Branch Lower and Lahore Branch with their distributaries respectively.

 PUNJAB TO SET UP PLANNING UNITS AT PANCHAYAT LEVEL TO ENSURE OVER ALL DEVELOPMENT OF VILLAGES
Chandigarh 18 May 2016: The Punjab government has envisaged an ambitious plan to ensure over all development in the rural areas of the state and create Adarsh Villages across the state. The government has also issued direction to the district level officers to make sure the implementation of this plan to be  executed in true letter and spirit.
            Disclosing this here today Mr. Sikander Singh Maluka, Rural Development and Panchyat Minister, Punjab said that as a part of the revamping the villages of the state, the government has also decided to establish Planning Units at Gram Panchayat levels so that the development works are closely monitored. An adequate grant according to the population of the village has been earmarked in the 14th Finance Commission, said Mr. Maluka.
 Adding further, he said that public representation at village level is given   so as to strengthen Panchayat Raj in the state. He also said that Gram Panchayat would formulate Development Plan at Planning Units, with Sarpanch of the respective village, Panchyat Secretary, Gram Employment assistant, Members of standing committee, Junior Engineer, Asha workers, School teachers, Horticluture, Soil conservation officers, Agriculture Assistant would be the members. Besides this NGO and retired officers/workers, Nehru Yuva Kendra and Self Help Groups would also be roped in. 
Giving details of the Development Plan, he said that the plans have been formulated on the guidelines of the Centre Government where transparency in disbursing grants and also seeking suggestions from the people were the main consideration. The planning is devised keeping in mind the vital issues like, community welfare ,sex ratio, Death rate of Mother and child, Malnutrition in children and Drop-out, Social Security and Justice, Primary Education, Landless farmers, employment services, welfare of the Schedule Castes and Backward class, Health and welfare etc.  
He added that the state government was firm in lifting the socio-financial status of the scheduled caste families, taking care of the older and ailing people people. The foundation of planning unit would also look into ensuring cleanliness, safe potable drinking water, setting up of playground, park, maintaining the Cremation grounds, E-Sampark (connectivity), Panchayat Ghar, Digging Ponds, Constructing pulleys, Link roads, constructing building for Anganwari centres etc. 
             Referring to the development on the agriculture front, Mr. Maluka said that special attention would be given to enhance production level in Agriculture produce and innovative schemes would be introduced for Poultry farming, Fish farming and animal rearing and other remunerative trades for the rural youth.

Chandigarh, May 23: The Punjab Deputy Chief Minister S. Sukhbir Singh Badal has expressed profound shock over the demise of S. Randhir Singh, who breathed his last yesterday after a brief illness. He was 85 and survived by 3 sons and 1 daughter. His son Darshan Singh Khokhar is Principal Correspondent with the daily Punjabi Jagran while his another son Dr Gurmit Singh Sidhu is professor in the Religious Studies Department at Punjabi University, Patiala.
In his condolence message, S. Sukhbir Singh Badal said that S. Randhir Singh was a virtuous man who inculcated moral values amongst all children. The Deputy CM prayed to the almighty to grant eternal peace to the departed soul.
Meanwhile, the Information and Public Relations Minister, S. Bikram Singh Majithia has also deeply condoled the sad demise of S. Randhir Singh and prayed to the Akal Purkh to give enormous strength to the family to bear this irreparable loss. The antim ardas in the memory of departed soul would be held on 2nd June at his native village Khokhar Kalan in Sangrur district.

Amritsar, May 13:
            The Punjab Deputy Chief Minister, S. Sukhbir Singh Badal today laid bare his vision for all round development of the holy city Amritsar and announced that in the coming 6 months, Rs. 500-600 crore would be spent on the beautification and overall development of the holy city. He also disclosed that all projects being executed in the city, which are development oriented, would be completed within next 3 months.
            Interacting with the media persons at the inauguration of Urban Haat, S. Badal further said that in the near future, special emphasis would be laid on development of heritage hotel, Bus Rapid Transport System, Solid Waste Management system and electric parking. Divulging more, he said that the urban haat and Gobindgarh fort would be developed as a tourist centers.
            It is important to mention here that urban haat has been developed by Punjab Urban development Authority (PUDA) in league with Indian National Trust for Art & Cultural Heritage (INTACH) with the primary purpose of preserving cultural, artistic and culinary traditions of Punjab.
Earlier, the Deputy Chief Minister paid obeisance at Sri Darbar Sahib along with his better half Union Minister for Food Processing Industries, Mrs. Harsimrat Kaur Badal. Addressing the media persons at the information center, he said that his recent China visit has been very fruitful as 5-6 companies are ready for establishing cycle plant in the state.
            Disclosing more, he said that a cycle plant would be coming up in Ludhiana in 300 acres which would produce 15 lakh cycles and provide employment to 1 lakh people. He also said that a quilt plant would be set up in Amritsar at a cost of Rs. 200 crore employing 2000 people. He also announced opening up of investment office in China by the state government to attract more investments for the state.
            Divulging more information, S. Badal said that Punjab is numero uno state in mushroom, honey, tractor, harvester combines, yarn, hosiery, readymade garments, hand tools and sewing machine production.
            Castigating Aam Aadmi Party (AAP) for spreading malicious rumours about industry moving out of Punjab, S. Badal said that no industry is moving out of Punjab and the state is well on its way to becoming an industrial giant. He further said that it doesn’t have an iota of knowledge about glorious history of Punjab and Sikhs and is showing its true colours with each passing day. He elaborated that AAP is infiltrated by the naxalite elements which doesn’t augur well for the democratic set up.
            He further clarified that the Punjab Government has no role in the stopping the airing of Zee Punjab Haryana Himachal channel as this was done by the Union Government’s regulatory body on media.
            Coming to the SYL issue, he made it clear that Punjab Government is ready for any sacrifice to protect river waters of the state and would not allow even a single drop of water to be taken out of state.
            Taking a sharp dig at Congress’ campaign strategist Prashant Kishore, S. Badal said that from the way Prashant Kishore is trying to infuse life into Congress party, it seems that he aspires to be next Chief Minister.
            Touching the development plan, he said that only SAD has pro-farmer record and it caters to interests of all the sections of society which is evident from the various people friendly schemes for e.g. ------Health insurance for traders and farmers, waving of tube well bills, atta-dal scheme, shagan scheme, mukh mantri tirath darshan yatra, 200 units of free power to the SC households.
            He exhorted the people to avoid falling into the trap of parties intending to use them as mere vote banks and instead vote for peace, progress, prosperity and development.
He also took stock of the ongoing development oriented projects in the city and gave instructions for their speedy completion.

EDUCATION MINISTER DR CHEEMA SHOWERS HIGH PRAISE UPON THE TOPPERS OF +2 EXAMINATIONS
CHANDIGARH, MAY 13:
The Punjab Education Minister Dr. Daljit Singh Cheema today felicitated the students who earned distinction by topping the +2 Examination. Dr. Cheema also extended gratitude and high words of praise towards the teachers of such school who have excelled exceptionally well in the examination. Teachers with good result would be awarded with appreciation letters by the department. He said that the education department would soon convene a meeting to evaluate the performance of those teachers who had given dismal performance in the examination.
In a press communiqué released here Dr. Cheema expressed deep contentment over the result of Government Schools, Rural area schools, Girls and Sportspersons. He said that it is the outcome of the various welfare schemes of the Punjab Government that the girl students in every succeeding examination raised their standards and notch top positions.
Dr. Cheema said that this year the pass percentage is 79.55% which is better than previous year. Likewise, the pass percentage of the government schools is 77.59%, which is second best after the result of meritorious schools. The overall pass percentage of the girl students is 85.83% and the pass percentage of rural area schools is 79.07%
He said that 341 students secured position in the merit list and all these students got more than 95% marks. Out of this merit list 76 students belongs to Government schools including the 23 students from meritorious schools. He said that it is also noteworthy that this year 41 sportspersons also did exceptionally well in the academics besides their routine sports activity and they secured position in the combined merit list.

Chandigarh May 13:
 For accelerating the pace of tobacco control activities, the Director, Bureau of Investigation, Punjab, Chandigarh in a commendable move directed all Commissioners of Police, Senior Superintendent of Police and AIG/GRP, Punjab to enforce Cigarettes and Other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Act, 2003(COTPA)across Punjab. Directions have also been issued to regular review of COTPA implementation in their MCR (monthly crime review) meetings and regular collection of violation related data, implementation of Juvenile Justice (JJ) Act 2015 regarding sale of Tobacco to minors, Poisons Act regarding serving of Nicotine as E-Cigarettes and Hukkah Bars and Motor Vehicle Act regarding smoking in vehicles.
 This action by the police came in response to the State Level Coordination Committee (SLCC) and State Level Monitoring Committee (SLMC) held on 28-03-2016 under the Chairpersonship of Principal Secretary, Health and Family Welfare, Punjab, Mrs. Vini Mahajan. She said that it is the responsibility of every stakeholder department and civil society who are members of the State & District Level Coordination Committee to create awareness about hazards of tobacco and implement the anti-tobacco/nicotine laws effectively.
The role of Police Department is very crucial to control the menace of tobacco/nicotine. Police department is the fulcrum on which the success of tobacco control rests. Mr. HussanLal, Commissioner, Food & Drug Administration said that a coordinated effort from all stakeholders departments is the essence of controlling the menace of tobacco and nicotine.
Dr.Rakesh Gupta, State Program Officer, National Tobacco Control Cell, Punjab has felicitated the police department for this effort made by them. He said with police playing an active role in the implementation of anti-tobacco laws, the fight against tobacco and nicotine shall be geared up in Punjab. Dr. Gupta also told that a Civil Writ Petition is going on in High Court of Punjab and Haryana, Chandigarh in which a quarterly report is filled by the Health Department about the abuse nicotine in chemical form.
      Punjab has already notified a Permanent State and District Level task force that monitors COTPA and abuse of Nicotine in chemical form. It is also conducting regular enforcement drive of which police is an important part to check the menace of E-Cigarettes and Hukkah Bars.

The Vigilance Bureau today nabbed  two patwaris red handed while accepting bribe of Rs.15, 000.
   Disclosing this spokesman of Vigilance Bureau said that Patwari Sukhdarshan Singh posted at Pakho Kalan-A and Satdev Singh at Pakho Kalan-B were arrested  for accepting bribe from complainant Jasveer Singh. Complainant Jasveer Singh alleged that both Patwaris were demanding bribe for transferring  the 2 acres land in their cousin’s name..
       On the tip off provided by the complainant a trap was laid and the both Patwaris were  nabbed red handed while receiving the bribe of Rs. 15,000.

Replying to a question about the eight Punjabi youths trapped in Malaysia, the Chief Minister said that the state government would soon taken up this issue with the Ministry of External Affairs, Government of India for their safe return to Punjab after seeking detailed inputs in this regard.
Referring to the setting up of regulatory authority for private schools, the Chief Minister said that it would be soon established to save the hapless parents from sheer exploitation by the management of private schools in the state. He said that the regulatory authority would keep a vigilant eye over the functioning of these schools so as to provide the much needed reprieve to the aggrieved wards and their parents.
Highlighting the major initiatives taken by the state government to preserve the rich cultural heritage of the state, the Chief Minister said that the Punjab’s immense contribution in the national freedom struggle despite just 2% of country’s geographical area and 2.5% of its population was known world over for above 80% sacrifices, which was unprecedented in the world’s history. He said that monuments like Virasat-e-Khalsa, Wadda Ghallughara, Chota Ghallughara besides the upcoming Jang-e-Azadi at Kartarpur and War Memorial at Amritsar would go a long way in making our younger generation sensitized about our glorious legacy.

 RESERVE BANK OF INDIA (RBI), SEBI TO CLOSELY COORDINATE WITH PUNJAB GOVERNMENT TO FLUSH OUT FRAUDULENT FINANCIAL COMPANIES

 Chandigarh May 12:
In a concerted effort to flush out fraudulent financial companies, Punjab Government shall closely coordinate with Reserve Bank of India and Security Exchange Bureau of India (SEBI). To protect the interests of investors, Reserve Bank of India has taken supervisory action on 18 such companies in last 2 years and has also run public financial awareness campaigns across the State. IAS/PCS officers of the State shall also be trained on financial activities/management by RBI.
The progress of RBI, SEBI and their coordination with State Government was discussed during the meeting of State Level Coordination Committee of Non-Banking Finance Companies (NBFCs) chaired by Mr. Sarvesh Kaushal, Chief Secretary Punjab. State Level Coordination Committee has been formed to take concerted and coordinated action in coordination with State Government authorities, regulatory agencies, against delinquent entities and Un-incorporated Bodies involved in financial activities and other related issues.  
          During the meeting, the Chief Secretary was informed by RBI that supervisory action has been taken on 18 companies of the region for non-adherence to the RBI guidelines. The supervisory action included Cancellation of Certification of Registration of Dignity Motor Finance Limited, Ramir Finance & Leasing, Sagar Motor Finance, Shubh Leasing Ltd & Punwire holdings. The prohibitory order has been issued to Kuldip Finance Ltd, Mitter Finance company Ltd, Skylark deposits Ltd, Skylark Motors, Sukhchain Finance, Thakar Investment, Virk Hire Purchase ltd . Further show cause notices have also been issued to Alchemist Chemicals Ltd, SCF Finance Ltd, SRF hire purchase limited, Deep Finance Ltd, Royal Moga hire ltd.etc.
During the meeting, Chief Secretary was also informed that RBI has conducted one day awareness programme on protection of interest of depositors at Maharaja Ranjit Singh Police Academy Phillaur and Police Lines Sangrur and Amritsar. SEBI has also provided the training support to deliberate matters pertaining to collective investment schemes. A Financial Literacy programme was also conducted under the framework of Financial Literacy Architecture for Regional Office Environment – Unified programme at Amritsar. RBI also conducted a webcast in collaboration with Institute of Chartered Accountants India (ICAI) on “roles and responsibilities of Auditors of NBFCs”. Chief Secretary directed the RBI officials to conduct one day programme at Mahatma Gandhi State Institute of Public Administration (MGSIPA) for Punjab Government senior officials and conduct one day programme for IAS/PCS officers of the State at RBI regional headquarters. The Punjab State Education Board shall also explore the option to introduce financial awareness course in the curriculum of schools.
 RBI also made a detailed presentation on a website for SLCC members wherein they can share the information with all the SLCC members on a real time basis on a single platform. Chief Secretary directed SLCC members to start using the online platform for information sharing. The status of various complaints being investigated by Economic Offences Wing was discussed in detail during the SLCC meeting.
Chief Secretary directed RBI, SEBI to have regular meetings with concerned Government officials to finalize the investigation reports. Chief Secretary also suggested to SEBI to send informative messages to the citizens of the State for public awareness against fraudulent companies. The progress of implementation of Punjab Crime and Criminal Tracking Network Systems (CCTNS) was also reviewed in detail and Chief Secretary was told that 346 Police Stations of the State are already using CCTNS and FIRs are being registered online. The Police Department was asked to make remaining police stations live on CCTNS including data digitization in next 2 months.

The Irrigation Minister, Punjab, S. Sharanjit Singh Dhillon has expressed happiness at the selection of 30 Punjabi candidates in the civil services (IAS & allied services) the results of which were declared recently.
Appreciating the achievements of Punjabi candidates and terming their success as having special significance for Punjab, S. Dhillon said that the results have clearly proven that there exists an environment most conducive from educational point of view besides world class infrastructure.
The Irrigation Minister further said that the Punjabi youth have always been in the frontline in respect of rendering services in armed forces, engineering, science and other sectors, which has been convincingly proved by the present results. He also said that the youth of the state are being maligned by being branded as drug addicts which is far from the truth.

Punjab Chief Minister Mr. Parkash Singh Badal today avowed to make any supreme sacrifice to safeguard the river waters of the state adding he said he will continue his relentless struggle for the rights of Punjab and welfare of its people till his last breath.
Addressing a series of Sangat Darshan programs in Sri Muktsar Sahib Assembly constituency, the Chief Minister categorically stated that Punjab doesn’t have a single drop of spare water to share with anyone. He said that SYL agreement was imposed on Punjab by the successive Congress governments, which was grave injustice meted out to state and the then Congress leadership in state remained mute spectators in this regard. Mr. Badal unequivocally said people of Punjab would never forget and forgive the betrayal of Congress in divesting Punjab of its due share in river waters even abrogating the universally accepted Riparian principles. “Ironically Capt. Amarinder Singh along with other state Congress leaders accorded a rousing welcome to the then Prime Minister Mrs. Indira Gandhi on ground breaking ceremony of SYL, which spoke volumes of their insensitivity towards the rights of state”, said Mr. Badal. He said when the entire Congress leadership was rejoicing over the construction of SYL in state, the Shiromani Akali Dal was opposing this anti-Punjab move by launching morchas as a state wide protest and thus asked the people to introspect who was their real friend or enemy? The Chief Minister further said that water was basic ingredient of life and any such move to share the river waters of the state would be disastrous as it would ruin Punjab.
Training guns against the Congress, the Chief Minister said that the successive Congress governments at the centre have meted out step motherly treatment with the Punjab by denying it of Punjabi speaking areas, legitimate share in river waters and even its capital. He said that the Congress has inflicted a deep wound on Sikh psyche meddling in their social, political, economic and even religious matters. Mr. Badal said that none of any Punjabi could ever forgive Congress for its dubious role in orchestrating anti-Sikh riots and military attack on Sri Darbar Sahib in 1984.
Talking to the media persons, the Chief Minister said that state government was keeping a strict vigil over the recent gang war incidents and assured the law and order would be maintained at any cost. Mr. Badal said that he had already instructed the DGP to show no laxity in this regard as the state government was committed to ensure security and safety of its citizens.
With a view to inculcating a sense of cleanliness and hygiene in the villages, the Chief Minister announced to give a cash award of Rs. 50 lac, Rs. 25 lac and Rs. 10 lac for first, second and third village respectively selected by the state government.
Highlighting significance of Sangat Darshan program, the Chief Minister said that this two-way communication model was very effective as it provided a mechanism to resolve the people’s grievances on the spot. Apart from this, sangat darshan program also hastened up the pace of development because it eliminates the scope of inordinate delay in the implementation of decisions.

SERVICES OF PPS OFFICER PLACED AT VIGILANCE BUREAU

 HEAD OFFICES OF FIVE DEPARTMENTS CHECKED; 212 OFFICERS/EMPLOYEES FOUND ABSENT
CHANDIGARH, MAY 10
            Keeping in view the commitment of Chief Minister of Punjab towards approach of people to officers/employees and redressing people's issue in time, today checking of Head offices of five Department of Chandigarh and Mohali was conducted wherein 212 officers/employees were found absent. The Punjab government spokesperson gave this information here today.
The government spokesperson stated that to ensure the presence of government officers and employees in government offices instructions were issued following which today morning at 9.15 am checking of Local Bodies Department Directorate, Punjab Water Supply and Sewerage Board, Agriculture Department, Soil Conservation Department and SC and BC Welfare Department was conducted.  During checking of all these departments 212 employees were found absent. Teams of vigilance, local governance and local coordination committees conducted these checking and the same will continue in future too.
Giving details of the checking conducted, the spokesperson stated that during the checking of Local Bodies Department Directorate wherein of the 171 officers and employees, 75 were found absent. The local governance department led officers conducted checking of Punjab Water Supply and Sewerage Board wherein 30 employees/officers were found absent. Similarly, the special secretary local governance department conducted checking at Kheti Bhawan Phase 6 Mohali wherein 22 officers of joint/deputy/assistant director and 55 others were found absent. In Kheti Bhawan itself, during checking of soil conservation department 16 officers/employees were found absent. The local coordination department's additional secretary conducted surprise checking in SC and BC Welfare Department wherein 14 officers/employees were found absent.

 Punjab spent Rs. 70 Crore to setup 12 highly modern Cattle Fair Grounds
Chandigarh May 10:
       In a bid to provide modern facilities to the farmers and cattle traders, the Punjab government has spent Rs. 70 Crore for the setting up of 12 highly modern Cattle Fair Grounds through its Rural Development and Panchayat Department.
         Disclosing this here today a spokesperson of the state government said the these fully modern Cattle Fair grounds were developed at Vallah in Amritsar district at a cost of Rs. 441.41 Lakh, at Nabipur in Sri Fatehgarh Sahib at a cost of Rs. 756 Lakh, at Killianwali in Sri Muktsar Sahib (Rs. 759 Lakh), at Sabhanpur in Kapurthala (Rs. 295 Lakh), at Jagraon in Ludhiana (Rs. 782 Lakh), at Nabha in  Patiala (Rs. 374.47 Lakh), at Dhanola in Barnala (Rs. 790.73 Lakh), at Daun Majra in Mohali (Rs. 626 Lakh), Charik in Moga (Rs. 196.49 Lakh), at Mour in Bathinda (Rs. 673.97 Lakh), at Batala in Gurdaspur (Rs. 544.76 Lakh) and at Rampura in Bathinda district (Rs. 77.63 Lakh).
           The spokesperson further said that during any fair all cattle were being treated with medicated solution to clean their hoofs and given shower automatically at the entry points. In all these modern cattle fair grounds the facilities like cemented feeding area, bathing shower tubs, platforms for loading and unloading of cattle, secure area through a surrounded boundary wall, sheds, proper entry and exit gates, quarter for Chowkidars, canteen, washrooms for farmers & cattle traders and presence of a veterinary doctors were made available to run the fair in a smooth and hassle free manner.

Ludhiana, May 10:
      Chief Minister Mr Parkash Singh Badal, Deputy CM Mr Sukhbir Singh Badal and Information & Public Relations Minister Mr Bikram Singh Majithia today condoled the sudden and sad demise of senior Photojournalist Mr Ravi Kanojia (34), who passed away in an unfortunate incident at Jhansi yesterday. Mr Kanojia was on an official assignment in Jhansi when this unfortunate incident took place.
     Basically hailing from Noorwala Road area of Ludhiana, Mr Ravi Kanojia was currently working as Principal Staff Photographer with Indian Express newspaper and posted in New Delhi. He started his career with Indian Express from Ludhiana in the year 2002 and since then, covered several national and international events across the country. From the year 2002 to 2009, he worked in Ludhiana and from 2009 till date, was posted at New Delhi.
     In their condolence message, CM Mr Parkash Singh Badal and Deputy CM Mr Sukhbir Singh Badal said that Mr Ravi Kanojia was a fearless photojournalist who was a well known face in journalistic circles of the country. They said that the Punjab government is standing rock solid with the deceased photojournalist's family in this hour of grief.
      Mr Bikram Singh Majithia said that Mr Ravi Kanojia would always be remembered as a young and fearless photojournalist, who had a charming personality and was a very down to earth person.
      Mr Ravi Kanojia is survived by father, mother and three sisters. His cremation would take place at the cremation ground in Daresi area, here, at 10 am tomorrow, i.e. May 11, 2016 (Wednesday).

 Electric cycle manufacture to become reality in Punjab with E-Cycle Valley foundation stone to be laid in August

Suzhou (Shanghai) May 10 - Punjab is set to launch an electric- cycle revolution with Deputy chief minister Sukhbir Singh Badal giving the go ahead for laying the foundation stone of the proposed E-Cycle Valley in Ludhiana in August besides simultaneous allotment of land to five international companies to manufacture e-cycles for the domestic and international market.
The Deputy chief minister took this decision after visiting the factory of leading e-cycle manufacturer Bafang at the Industrial Park here besides one to one meetings with leading manufacturers as well as component suppliers. "I have studied the entire eco-system necessary to come out with affordable electric cycles and am confident this can be implemented at the - Cycle Valley in Ludhiana. The Punjab government will fast track permissions as well as allot land to all the five promoters who have decided to set up manufacturing facilities including four Chinese and one Taiwanese company", he added.
Mr Sukhbir Badal during his meetings with investors including Mr Sunny He of Bafang company at Suzhou here besides representatives of Brian Tang of Sate Lite Kent Lee of Hangzhou Joy Kie Industry, Johnson Ju of Shenzhen New Canghai Machinary and Johny Lin of Promax Taiwan said e-cycles were non existent in India and that there was a huge scope for the same. "The time is ripe for e- cycles to make an entry into India and pioneering companies will benefit the most", he added.
The Deputy CM said as far as the Punjab government was concerned, it would promote the E Cycle Valley as a world cycle hub spread over 300 acres. "Efforts are on to facilitate manufacture of 15 lakh cycles per year besides creating 1.5 lakh employment opportunities", he told investors.
Mr Badal also took a round of the Bafang company complex to understand different components needed for manufacture of e-cycles besides inspecting the final product. He urged Bafang to develop best e-cycle solutions for both the Indian and the European market.
Hero Cycles Chairman Pankaj Munjal gave a brief about potential of the e-cycle industry in India. He said there was a huge gap between the cycle and motor cycle segment with consumers paying Rs 4,000 on an average for a cycle and Rs 50,000 for a motor cycle. He said there was a huge potential for competitively priced e-cycles costing Rs 10,000 and even premium ones costing up to Rs 25,000.
Earlier the Deputy CM also visited the Suzhou Industrial Park spread over an area of 80 square kilometres. The Park, which is a joint Chinese- Singaporean enterprise, has two urban cores besides four urban districts including an international trade zone as well as educational and tourist areas. Mr Badal while appreciating the innovative space mix at the Park said the Punjab government would use the experience of Suzhou in the development of New Chandigarh.

 ROTATIONAL IRRIGATION PROGRAMME FOR KHARIF SEASON ANNOUNCED
CHANDIGARH, MAY 10:
            The Irrigation Department, Punjab has announced the Rotational Programme for irrigation for the current Kharif Season through Canal water from May 11 to May 18, 2016. The channels of Sirhind Canal System would run on the priority basis from Sidhwan Branch, Bathinda Branch, Bist Doab Canal, Patiala feeder and Abohar Branch respectively.
            Disclosing this here today a spokesman of the irrigation department said that the channels off taking from Bhakra Main Line in Group A' being in the first preference will run to their indent. Balance water supplies available will be utilized in direct distributaries of Ghaggar Branch and Patiala Minor in group 'B' respectively.
            The spokesman further said that Sirhind Feeder and distributaries in Group "A" being in the First preference will run to their indent. Balance water supplies available will be utilized in direct distributaries of Abohar Branch off-taking from Sirhind Feeder and distributaries in Group "B" respectively.
            The spokesman also said that the channels off taking from Upper Bari Doab Canal i.e. Main Branch Lower with its distributaries being in the first Preference would run to their indent. Balance water supplies water available would be utilised in, Lahore Branch, Sabraon Branch and Kasur Branch Lowe with their distributaries respectively.

BADAL CONDOLES SAD DEMISE OF AMRIT KAUR

Punjab Chief Minister Mr. Parkash Singh Badal today expressed profound grief and sorrow over the sad demise of Smt. Amrit Kaur (66), the wife of former Assistant Editor, Punjabi Tribune Mr. Karamjit Singh, who passed away here at her residence on last night after a prolonged illness. She is survived by her husband and two daughters.
In a condolence message, the Chief Minister prayed to the Almighty to give strength to the bereaved family members, friends and relatives to bear this irreparable loss and grant eternal peace to the departed soul.

Chandigarh, May 10: The Punjab Police through its Community Policing Wing has launched a unique campaign to paste reflective stickers on all slow moving vehicles especially tractor trolleys sans this provision to avoid accidents on the highways thereby saving precious human lives. It may be noticed that in the recent past, numbers of people have lost their lives so far due to late night collision between vehicles and tractor-trolleys on the highways.
Disclosing this here today an official spokesman pointed out that it has been noticed that lack of reflectors on slow moving vehicles being used particularly in Rabi and Kharif season for bringing agri-products in state mandis results in major accidents and loss of human lives. He said that before the start of ongoing Rabi season, Punjab DGP Mr. Suresh Arora had directed the Community Policing Wing to rope in Saanjh committees constituted throughout the State to take up this noble cause with twin purposes of making these vehicles safer besides sensitizing the rural populace about the importance of required reflective stickers on their vehicles.
The spokesman revealed that the initial target has been fixed for one lac such reflective stickers and till date 34,000 such stickers have been pasted and the campaign was going on full swing. Giving the district wise details of this initiative, the spokesman informed that maximum 4000 such reflective stickers have been pasted in Patiala district followed by 3600 each in Amritsar (City), Batala, Ferozepur, Barnala and Pathankot. Besides this, 3000 each reflective stickers have been pasted in Khanna and Bathinda districts followed by Fazilka(2200) and 1800 each by Kapurthala and Jalandhar (Rural) districts

State jails to become virtual “Correction Homes” soon-announces Sukhbir Singh Badal

 Chandigarh, May 9: Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal today reiterated his commitment to turn the state jails as virtual ‘Correction Homes’ by ensuring implementation of Jail manual in true letter and spirit  and asked ADGP/Prisons to take all required steps to check any illegal activity especially usage of drugs or mobile phones in jails by jail inmates. Mr. Badal, who also holds the Home portfolio and now these days, is in China leading a high level delegation reviewed the yesterday’s joint swift action of Punjab police and Jails department in State jails with Punjab DGP Mr. Suresh Arora and ADGP/Prisons Mr. MK Tiwari through telephone.
                The Deputy Chief Minister further said that stringent legal action should be taken against any violation so that these jails shouldn’t become breeding ground for anti social elements and encourage their illegal activities. He also emphasized the need for usage of latest technology in the form of jammers, CCTV cameras besides pressing in to service the highly trained sniffer dogs to keep tab on notorious jail inmates.
                Punjab DGP Mr. Suresh Arora informed the Deputy Chief Minister that keeping in view the shortage of Officers in jail department, the State Police has decided to post some tough officers as Jail Superintendents for efficient management of central jails.
                He said that during the recent statewide search operations, some shortcomings have been noticed and Jail department has been apprised of those. He said that 82 mobile phones were seized in last four months and 65 more have been recovered yesterday. He said that soon all the jails of state would have sufficient jammers and coverage of their every nook and corner with CCTV cameras.
                He categorically said that the State police would extend every possible help and support to Jail department to keep these jails free of objectionable/prohibited material so that these could never become house for drugs and organized crime.
                Meanwhile, two DSPs namely Kulwant Singh, Deputy Jail Superintendent, Amritsar and Devinder Singh Randhawa, Superintendent, Patti Sub-Jail have been placed under suspension by the State government. ADGP/Prisons Mr. MK Tiwari said that a high level enquiry has been constituted to fix the responsibility within seven days and stern action including dismissal from service could be taken against erring officials.

 Shanghai, May 9 - The Shanghai Municipal Agriculture Commission will partner with the Punjab government to transfer technology as well as help Punjab farmers to grow Chinese vegetables to give a boost to the State's diversification drive.
This assurance was given by Shanghai Agriculture Commission Vice Chairman Feng Zhioyong during an interaction at the Commission's headquarter here.
Mr Zhioyong gave a brief about the activities of the commission including its huge consumer base. He said the Commission had already visited Punjab and would identify areas of mutual interest for sharing of best practices. He also expressed satisfaction with the measures being taken by the Punjab government to attract industry and said there was a huge scope for investment in the food processing sector.
The Punjab Deputy Chief Minister Mr Sukhbir Singh Badal while speaking on the occasion said Punjab was promoting food processing industry in a big way and urged Chinese companies to invest in this sector. He also gave details of the tax concessions as well as availability of pre cleared sites and fast clearances to set up industry in Punjab.
Business delegate Bhavdeep Sardana of Sukhjit Starch suggested that Punjab could use Chinese agriculture technology in soya bean processing to catapult its agriculture sector to the next level. He said Punjab farmers could also grow vegetables used in Chinese cuisine.
Following the meeting with officials of the Agriculture Commission the Punjab delegation also visited the State owned Bright milk plant in Shanghai. The plant, which is one of the biggest in China, is one of the biggest producers of ultra heat treated (UHT) milk. Mr Sukhbir Badal suggested during the visit that Chinese expertise in this sector be used to rejuvenate the Verka brand as well as produce UHT milk in Punjab which could be marketed successfully during the summer months when there is a shortage in supply.
Earlier in the morning a large number of high end bicycle and electric cycle manufacturers pledged their support to the proposed Cycle Valley coming up in Ludhiana in one to one meetings with Mr. Sukhbir Singh Badal.
Mr Sukhbir Badal along with Hero Cycles Chairman Pankaj Munjal discussed the exact nature of investment which could flow into the Cycle Valley as well as the quantum of investment. Several companies said they were looking at investments between five to ten million dollars in the initial stages.
Mr Pankaj Munjal while discussing the business model of the new integrated cycle park, said the company was in the process of tying up with Chinese bicycle manufacturers high end cycles for different segments. There is an immense demand for lifestyle cycles including mountain cycles. "We in Hero have increased production of mountain cycles from zero to two lakh in two years", he added.
Among the top company representatives meeting the Deputy CM today included Promax Taiwan company general manager Johny Lin. Promax produced components for high end bicycles. Mr Lin said he was in advance talks with Hero group to set up a facility in Ludhiana. Besides this other companies meeting the Deputy CM included Jonson Ju of Shenzhen New Canghai Machinary Co Ltd. Mr Ju said his company was not only manufacturing bicycles but also trading worldwide in cycle parts. "We would like to have a presence in the Cycle Valley also ", he added. Shanghai, May 8 -  Punjab Deputy chief minister Sukhbir Singh Badal today announced that the world's largest high end and electric bicycle manufacturing facility with a capacity of 15 million cycles would be established at Ludhiana over 300 acres of land.
Addressing a joint meeting of the Indian and Chinese bicycle associations at the China Cycle 2016 exhibition here, the deputy chief minister said "we are the world leader in manufacturing of the common man's cycle. But now the demand is for high end as well as electric cycles. We are inviting world players to set up shop in Punjab. The local industry will also be benefitted as we are requesting then to tie up with world manufacturers for providing ancillary support".
Mr Badal announced the facility, which would be known as Cycle Valley, would initially provide employment to 1.5 lakh persons and go up to 4.5 lakh persons once it reached its full potential.
He said the mega project would revolutionise bicycle production in India as well as the world. "We expect Punjab to become a hub for export of high end bicycles as creation of a unique eco system will result in a reduction of costs by up to 20 per cent. Industry will benefit due to manufacturing units and ancillaries being housed in one location".
Mr Badal announced that Hero would be the anchor client as well as strategy partner for the Cycle Valley and that the best manufacturers and ancillaries in India and abroad would be invited to set up their facilities at the valley. "We are offering pre cleared sites to all investors along with quick clearances and I assure you will have no problem in setting up shop in Punjab as it has been rated as number one in ease of doing business in India".
Urging bicycle companies across the world to invest in the Cycle Valley, the deputy chief minister said there was immense scope in manufacturing high end cycles as lifestyle products. He said bicycling in cities was also likely to catch up once more than 100 cities in India were upgraded to smart city level under which they would all have special bicycle tracks.
Speaking on the occasion China Bicycle Association president Ma Zhaoyang Wang said the cycle industry in India and China shared a lot of commonalities. He said the CBA was ready to hold hands and walk together with the industry in India. He said there was a huge scope for high end as well as electric cycles.
Leading Chinese company - Phoenix Dr Zhaoyang Wang called for giving a push to developing cycle components in Punjab. He also called for the need to promote cycling to give a further fillip to the industry in Punjab.
Hero Cycles Chairman Pankaj Munjal while thanking Mr Sukhbir Badal for coming up with the Cycle Valley concept, said the Cycle Valley would witness sales going up from US one billion dollars to 5 billion dollars because exports would ride on a modernised eco system. He said a US University would do the design interface for the Valley and it would also have a high tech testing laboratory to meet European standards besides an Experience centre and a Cycle testing track. He also announced that the Asian Bicycle Association was holding its conference in Punjab in December this year.

            Punjab Chief Minister Mr. Parkash Singh Badal today dared the AAP Chief Arvind Kejriwal to make his stand clear on the Punjab’s territorial issues before the Punjabis.
            Addressing the people on the last leg of three-day Sangat Darshan program here in Nawanshahar Assembly Constituency, the Chief Minister categorically said that Kejriwal should desist from befooling innocent people of Punjab as his stoic silence on Punjab issues was creating apprehensions in their minds about his so called loyalty, sincerity and commitment for the development of state and welfare of its people. Mr. Badal unequivocally stated that Kejriwal being Haryanvi was tightlipped and not coming up openly to show his cards on safeguarding the rights of Punjab on several contentious issues like River Waters, Chandigarh as Capital and transfer of Punjabi speaking areas to the state. These issues were hanging in fire since long due to the apathetic attitude of the successive Congress led governments at Centre. The Chief Minister pointed out Kejriwal’s dubious character has been unmasked due to recent instance of his Delhi Government submitting an affidavit in Apex Court against the interests of Punjab on SYL issue. Mr. Badal appealed the people to be judgmental enough to identify the political leadership which was sincerely working for the welfare of the state or others indulging in cheap politics like AAP and Congress with a sole motive to rule in state to satiate their lust for power. Mr. Badal said that diversionary tactics by AAP like C-voter fake survey would not help it any way rather it would gradually swept away AAP in the strong undercurrent of SAD-BJP’s popularity which has already declared development as its poll plank for 2017 Assembly elections. Exuberating confidence, Mr. Badal said Kejriwal and his handful of cronies would soon meet the same fate as the state Congress leadership was made to lick the dust by SAD-BJP alliance in 2007 and 2012 Assembly elections.
            Holding Congress party squarely responsible for the decay of local industry in the state, the Chief Minister said that liberal financial incentives and concessions given to hill states had severely hit our industry which resulted in mass exodus of several industrial units from Punjab to the neighboring states like HP, J &K and Utrakhand.
            Later talking to the media persons, Mr. Badal said that he was fully seized of the matter regarding the various gangsters operating in Punjab and was being regularly updated by the DGP Mr. Suresh Arora. He said law and order was the top most priority of the government and the same would be maintained at all costs.
            The Chief Minister approved a project of Rs. 10 crore for laying sewer and installation of Sewerage Treatment Plant in Rahon.

Chandigarh, May 8: The Punjab Police today conducted a state wide major search operation in most of jails jointly with the Prison Department and Civil administration in the early hours of the morning as a part of its ongoing drive to ensure that the jails in Punjab are free of objectionable/prohibited material and do not become house for drugs and organized crime. It may be mentioned here that yesterday while in an informal interaction with media persons, Punjab DGP Mr. Suresh Arora had categorically said that special emphasis would be laid on strengthening the jails not only by providing required number of police officers but also enhancing electronic surveillance in the form of installing more jammers and CCTV to cover every nook and corner of jails.
Disclosing this here today a spokesman of Punjab Police informed that this search operation was undertaken in Amritsar , Hoshiarpur, Gurdaspur, Tarntaran, Fazilka, Moga, Faridkot, Mansa, Sri Muktsar Sahib and maximum security jail Nabha, Modern Jail Nabha, Patiala, Sangrur, Ropar jails and Sub jail Barnala simultaneously. This operation results in recovery of number of mobile phones, sim cards besides tablets being used as drugs by inmates.
The spokesman revealed that Mr. Amar Singh Chahal, Commissioner of Police, Amritsar led team which comprises one DCP, 5 ADCP, 5 ACPs, 17 SHOs, 60 NGOs, 500 EPOs and 50 Lady Constables along with Jail Superintendent and other officials and Civil officials undertook this gigantic task and succeeded in recovering 21 Mobile phones (four smart phones and 17 normal phones) 5 batteries of mobiles, 02 mobile chargers, 11 charging leads, 03 head phones, 8 sim cards, 02 memory cards , Rs. 14340 cash, 05 bundles od bidis, and 11 silver foils. Besides this, 20 tablets of 0.5 mg of clonazepam, 9 tablets of colazepam were also recovered. FIR u/s 52 A of Prisons Act and u/s 21,22 NDPS Act has been registered in PS Cantonment, Amritsar.
The spokesman further informed that SSP Hoshiarpur Mr. Kuldeep Singh Chahal led police team recovered one mobile phone along with charger from Hoshiarpur jail. SSP Gurdaspur Mr. Jagdeep Singh Hundal led police team recovered 430 gms narcotic powder besides 6 mobile phones and one sim card. SP(Investigation) Tarntaran Mr. Jagmohan Singh led police team recovered 12 mobile phones, 4 sim cards and Rs 5500/- cash.
Similarly in Bathinda zone, SSP Mansa Mr. Mukhwinder Singh led police team recovered four mobile phones, one sim card and two mobile batteries during search of Mansa jail. SSP Fazilka Mr. Narinder Bhargav and SSp Moga led police teams searched Fazilka and Moga jails but nothing suspicious was recovered.
The spokesman further revealed that in Patiala Zone, SSP Fatehgarh Sahib Mr. Harcharan Singh Bhullar led police team thoroughly searched the Patiala Central jail and recovered two mobile phone out of which one have two sim cards and one gm opium. SSP Patiala Mr. Gurmeet Singh Chauhan led police team searched high security Nabha jail and nothing suspicious was recovered. 15 mobile phones were recovered from modern jail Nabha. Four mobile phones (two without batteries), three blue tooths, one bundle of bidis and 4 sachets of tobacco and Rs 1800/- cash were recovered from Sangrur jail. Four sim cards have been recovered from Barnala sub jail. Besides this, SSP Ropar Mr. Varinder Pal Singh led police team has recovered one sim card, one blade, 8 electrical bulbs, China string and electrical wire from Ropar jail.
 The spokesman pointed out that during the operation acute shortage of jail staff, doctors, pharmacists, poor infrastructure of drug de-addiction centres came in to notice. Besides this, need for installation of cctv cameras in large numbers to cover crucial points of jails, regular checking of jail through sniffer dogs was became imperative to keep these jails free from usage of drugs

  Chandigarh, May 3: The Punjab Deputy Chief Minister, S. Sukhbir Singh Badal has issued strict instructions to the Punjab Police to register cases against drug lords operating in state and attach their properties. He gave the deadline of a month to break supply chain of drug smugglers and put them behind bars.

Chairing a review meeting of SSPs of all the districts here today, the Deputy Chief Minister said it should be ensured that no cases are registered against innocent people and corruption should be rooted out at thana level. He said that as part of a specialized campaign against drugs, people must be made aware at village level and at ward level in urban areas and also police officers from ADGP to SP rank should hold public meetings and exhort people to co-operate in eliminating drug menace.

S. Badal further asked for total diligence and devotion to duty on the part of police personnel to put a complete stop to the cross border infiltration of narcotics. Calling for spreading awareness in masses about 181 helpline number, he instructed that the names of people giving information about drugs should be kept confidential and they be rewarded with Rs. 10000 cash prize. He said that war against drugs cannot be won without the cooperation of people.

The Deputy Chief Minister instructed the SSPs to form 5 member police-public co-operation committees at village and city level to create awareness and curb the activities of anti-social elements. He also gave the target of covering 3000 villages of the state in 6 months for this purpose. He also laid stress on organizing of conducting awareness camps in educational institutions to keep youth away from drugs and anti-social forces.

Coming to other aspects, S. Badal said that the officials who are stationed at one place for a very long time should be immediately transferred and also that ‘Black Sheeps’ in the police department be identified and strongly proceeded against. Strongly advocating the need for establishing ‘Nakas’ during night, he gave orders regarding putting this into practice besides instructing that the vehicles used for surveillance at night must be equipped with GPS facility. He also emphasized deploying CCTV cameras at the sensitive and vulnerable spots in the cities in order to curb crime.

During the meeting, DGP, Punjab, Mr. Suresh Arora apprised the Deputy Chief Minister that 34000 points have been identified throughout the state to deploy CCTV cameras and 5000 cameras have even been made operational with the help of field officers. Regarding the Ludhiana Safe City Project, he said that 139 high resolution cameras would be deployed under the project. On the occasion, Principal Secretary to Deputy CM P.S. CHANDIGARH, MAY 3:

The Education Minister, Punjab, Dr. Daljit Singh Cheema today disclosed that next phase of ‘Mukh Mantri Vigyan Yatra’ would begin from 16 May under which 33000 students per month would be taken to the tour of Pushpa Gujral Science City Kapurthala every month.

At a meeting with the senior officials of the department here at Punjab Civil Secretariat, Dr. Cheema said that a bus from each district would go to the science city under ‘Mukh Mantri Vigyan Yatra’.

While reviewing the recruitment process during the meeting, Dr. Cheema instructed that due process be completed and appointment letters should be issued to the new teachers by 31st May. He also said that total 6557 appointments would be done out of which 650 lecturers, 940 master cadre teachers, 123 DPEs, 244 PTIs, 100 Art and Craft teachers and 4500 ETT teachers would be given appointment letters. He also gave instructions to complete the promotion process during the present month.

 Chandigarh, May 3:  Punjab Deputy Chief Minister, S. Sukhbir Singh Badal has made it clear that no stone should be left unturned to ensure that the benefits of welfare schemes of the state government reach common masses. He also cautioned that no laxity should be tolerated in this regard.

In a meeting held here today with all the Deputy Commissioners to review the implementation of welfare schemes initiated by state government, the Deputy Chief Minister asked all the DCs to ensure distribution of health insurance cards to the beneficiaries under Bhagat Puran Singh Sehat Bima Yojana by the concerned officers involving the public representatives and gram Panchayats.

He also directed them to distribute all cards by May 15th and get feedback and verification from the beneficiaries about receipt of cards in all villages. He also instructed the DCs to launch awareness campaign about the benefits of health cards at village level by sub divisional and block level officers and complete the exercise by 20th of this month.

Instructing the Excise and Taxation department to prepare 2 lakh health cards for traders by the end of this month, the Deputy CM similarly gave instructions to the Agricultural department to prepare about 3.25 lakh health cards for the farmers within this month.

Divulging about the development centric initiatives of the Punjab Government, S. Badal said that under Rural Mission the state government would spend Rs. 1977 crore of various development works out of which Rs 714. 65 crore had already been released for the districts. He also divulged that under urban mission, all municipal towns would be provided all basic facilities at a cost of Rs. 3500 crore. Besides this, the DCs have been directed to spend Rs. 5 crore from MNREGA in a month in each district on various development works as Rs. 500 crore has been set aside for the same under MNREGA.

Touching the aspect of skill training, S. Badal said that about 200 skill centers would be set up in the state of which half would be for women. He asked the DCs to locate visible and approachable places where such modern centers could come up. He also announced that burial grounds for Christians and Muslims communities would be constructed by July this year and DCs would submit lists of those villages where such separate grounds need to be constructed.

Advocating the need to maintain perfect administrative discipline, the Deputy Cm instructed the DCs to conduct surprise checks so as to control absenteeism which causes harassment of general public and undue delay in the delivering of government services to the people.

On the occasion, Chief Secretary Sarvesh Kaushal, Additional Chief Secretary Development N.S. Kalsi, Principal Secretary to CM S.K. Sandhu and Principal Secretary to Deputy CM P.S. Aujla and senior officers of various departments were also present.

Punjab Sports Department appoints 168 junior coaches

Chandigarh, May 3:

          The Punjab Sports Department has appointed 168 junior coaches as part of the strategy devised by the state government to promote sports activities and produce world beating players.

          Disclosing this, Director, Sports Department, Punjab, Mr. Rahul Gupta said that the newly appointed 168 coaches would train the budding players associated with 24 sports. He divulged that Punjab Government is paying special attention to the development of sports infrastructure in the form of new stadiums with ultra modern facilities. He further elaborated that the Deputy Chief Minister, Punjab, S. Sukhbir Singh Badal, who also holds Sports portfolio, has undertaken various initiatives for strengthening sports infrastructure which has seen multi-purpose stadiums, hockey stadiums and sports schools coming up where the future champions would be provided the best of training.

          He also informed that a proposal has been sent to the Deputy Chief Minister regarding deputing 61 police coaches in the sports department besides the initiation of the process of recruiting 125 National and International medalists of Punjab regarding which an advertisement would soon be published by the sports department.

CHANDIGARH, MAY 3:

Punjab Agriculture Minister Jathdar Tota Singh today reviewed the arrangements of the agriculture department regarding the cultivation of Kharif crops like; Paddy, Cotton and Basmati Rice.

During a high level meeting, Jathdar Tota Singh issued instruction for the adequate availability of river water and electricity to the farmers. He categorically asked the Chief Agriculture Officers (CAOs) to complete the task of cotton sowing within week by all means. The minister also directed the officers to persuade the farmers not to use un-recommended and hybrid seeds of cotton crop. He said that farmers be sensitized to use the verities of seeds recommended by Punjab Agriculture University, Ludhiana.

The Minister also instructed the Chief Agriculture Officers to send weekly crop cultivation progress report to the department so that the department, after compilation of reports of all the districts, could inform the Chief Minister, Punjab on routine basis.

During the meeting, Mr. Nirmaljeet Singh Kalsi, Additional Chief Secretary (Development) directed the officers to aware the farmers regarding the latest cultivation techniques and technology so that the state might not face any eventual untoward situation of crop failure. Mr. Kalsi asked the officers that any problem faced by famers must immediately be brought to the notice of higher authority so that problems could be redressed without any delay. He also asked the officers to use multimedia means of communication like; Doordarshan/Radio for reaching out to more and more farmers in a bid to sensitize regarding the cultivation process and techniques besides producing special documentaries casting progressive farmers unrevealing their success stories in farming.

Mr. Jasbir Singh Bains, Director, Agriculture informed the minister that for the coming kharif season, the state had fixed the target of 27.10 lack hectare paddy cultivation, 2.00 lakh maize and 5.00 lakh hectare for cottong cultivation. He informed that all the arrangements of pesticides, seeds and fertilizer have been completed.

 Lambi, May 3:

Terming the river waters as the lifeline of the people of the state, the Chief Minister Punjab Mr. Parkash Singh Badal called upon them to be prepared to face any tough battle in the near future to safeguard their rights over the contentious issue river waters.

Addressing the people on the last leg of his three-day Sangat Darshan program held here in Lambi assembly constituency, Mr. Badal said that the issue of river waters was not merely restricted to farming community rather it was associated with the overall development and prosperity of the state. He said that if the state was robbed off its water, its fertile lands will turn into desert and not only the farming community, the entire economy of the state would be in doldrums.

Describing agriculture as the backbone of state's economy, he said that the farm laborers, commission agents, traders and even industrialists would be adversely affected and thus appealed the people to leave no stone unturned to safeguard the state’s legitimate right over its river waters.  

 Making people aware of the Congress' role in robbing state off its water, the Chief Minister said that Congress led governments never missed any opportunity to divest the people from their rightful share in their river waters and the incumbent Chief of state Congress Captain Amarinder Singh has played pivotal role in this. Talking about the issue of SYL canal's construction he said that the then Prime Minister of India Mrs. Indira Gandhi had laid foundation stone of project and Captain Amarinder Singh has welcomed this step amid great fanfare and gaiety. At that time too, the Akali Dal strongly raised its voice against this apathetic attitude and discriminatory treatment meted out to Punjab and now same sequence of events were happening once again. Answering a media query Mr. Badal said that as per the Riparian Rules Punjab has exclusive rights over its waters and not even a drop will be spared with anyone. He added that Rajasthan was given Punjab's water in an unjustified and arbitrary manner and the then Central government never took Punjab into confidence while deciding this crucial issue.

Ridiculing the Aam Aadmi Party (AAP) for its stand on the water issue, the Chief Minister said that the real face of AAP has been fully exposed with the affidavit it filed in court over the issue. He said that in its affidavit the Delhi government has stated Punjab's stand on the issue as unconstitutional and against the interests of nation and even stated that this decision of Punjab may lead to disintegration of country. He said that Mr. Arvind Kejriwal belonged to the state of Haryana and his affinity for the state was natural and thus expecting Kejriwal to safeguard Punjab rights would be utterly farce.

Talking about the importance of holding Sangat Darshan programs Mr. Badal said that it was the best example of democracy. In this democratic set up, people are offered help as per their need. He added that besides saving efforts and time, the main purpose of Sangat Darshan program to ensure people's participation in developmental projects. He added that his primary duty was to solve people's problems at their doorstep.  Holding Sangat Darshan in sweltering hot summer, Mr. Badal said though the doctors have advised him to stay away from excessive hot or cold weather, but such weather cannot dissuade him from meeting his goals and he will keep on performing his duty. He said that Sangat Darshan programs are held only in Punjab and that too is limited till the time SAD-BJP government was serving the people of state. He added that in a democratic set up, to ensure people's participation, Sangat Darshan was the most instrumental concept. In Sangat Darshan people's problems are resolved on merit basis and the officers concerned are held responsible for the works. He added that Congress and other parties tried to stop the Sangat Darshan program through courts but the courts too have endorsed this initiative.

Calling upon people to ensure their participation in developmental works, he said that people should themselves keep an eye on the works. He added that besides ensuring timely completion of project the quality of work too is improved and any kind of discrepancy in project implementation can also be checked. While keeping an eye on the project, people also realize their duties.

The Chief Minister announced grants for panchayats of villages Khera, Sheranwala, Fatuhi Khera, Sikh Wala, Punjawa, Reranwali, Lambi and Nambardar Patti while holding Sangat Darshan of these villages.

JOSHI DIRECTS TO RECRUIT 116 MEDICAL TEACHERS

Chandigarh, May 3:

          The Punjab Government has given approval for the direct recruitment of 116 Professors, Associate Professors and Assistant Professors of different departments

in Government Medical Colleges at Patiala and Amritsar.

          Disclosing this here today, Punjab Medical Education and Research Minister Mr. Anil Joshi said that these vacancies would be filled according to recruitment criteria of the department. He also divulged that Departmental selection committee has been constituted for this purpose. It will be beneficial for increase in the MBBS seats in both colleges after this recruitment drive. The Minister directed the department that recruitment should be fully transparent and according to rules.
