SUKHBIR REVIEWS FLOOD SITUATION IN SAMRALA VILLAGES

  • STATEWIDE ALERT TO MONITOR WATER LEVEL IN CANALS ISSUED

Samrala, July 6, 2010

Mr. Sukhbir Singh Badal, Deputy Chief Minister Punjab today reviewed the situation in flood affected villages of Samrala that were inundated by breach in Samrala major affecting more than two dozen villages.

The Deputy Chief Minister accompanied by Irrigation Minister Mr. Janmeja Singh Sekhon after conducting aerial survey of the marooned village reached the siphon on the canal at village Dhande and took a review meeting with the district and canal authorities. It was explained that siphon area has been fully cleared and sedimentation of canal that was blocking the flow of water has also been emptied. The District Authorities also explained the measures taken by the administration to provide immediate relief to the affected people beside step taken to drain out water from the water logged villages and fields. They informed that Toddarpur, Dhande, Orana, Kulewal, Barma, Herian, Rajewal and Kheernian were the most affected villages. They said that special pumps have been requisitioned from neighboring districts to expedite dewatering operation of the flood hit area.

Mr. Sukhbir Singh Badal instructed the authorities to depute one Class -I Officer to monitor the relief of a cluster of five villages. He said that a statewide alert has been already issued to all Deputy Commissioner to monitor the water level in all canals besides checking the vulnerable points on the embankments of all canals and drains. He said that with 144 MM rain fall in last 24 hours, the total flood protection machinery have been put on high alert situation. He said that Irrigation Minister has already convened a high level meeting at Chandigarh to chalk out strategy to face any flood like situation.

Talking about the loss suffered by the villagers, the Deputy Chief Minister said that he has already ordered special Girdawari of these villages and Punjab Government would announce compensation after receiving the report of Girdawari from the Revenue department.

Interacting with the affected villagers, Mr. Badal emphasized that all villagers should face the challenge unitedly rising above the factional feuds. He said that State government was committed to provide helping hand to the flood affected villages and teams of Doctors have been told to camp in the affected areas to vaccinate the villagers to prevent the outbreak of any epidemic. He said that Animal Husbandry department has already sent teams of veterinary Doctors to take care of domestic animals. He said that special arrangement has been made to provide green fodder to the milch animals. He said that district authorities have been directed to organize community kitchen for the affected villagers.

Prominent amongst others who accompanied the Deputy Chief Minister included Mr. Jagjiwanpal Singh Kheernian, MLA Samrala, Mr. Sharanjit Singh Dhillon, Chairman Punjab State Agro Food Grains Corporation and BKU leader Mr. Balbir Singh Rajewal.

Eenforcement agencies

Chandigarh July 6, 2010

The Punjab Government has directed all the enforcement agencies to ensure the visual transmission of glasses of the wind screen and the rear windows of the vehicles owned by public was not less than 75%. Similarly the visual transmission of the glasses used for side windows were not less than 50% as per the guidelines of the Central Motor Vehicles Rules, 1989.

Stating this here today a spokesman of the government said that the state government would take adequate steps to ensure the strict compliance of these guidelines so that no harassment is caused to the general public during traffic checkings. Any kind of violation in this regard would also be dealt with firmly, he added.

SUKBIR SINGH BADAL THANKS PEOPLE FOR WHOLEHEARTED SUPPORT

Shiromani Akali Dal President and Deputy Chief Minister Mr. Sukhbir Singh Badal today thanked countrymen particularly Punjabi Community for its wholehearted support and making "Bharat Bandh" a huge success and described the success as expression of anger of the people against the anti people policies of the congress party.

In a statement released from the party headquarters here by Secretary and Spokesman Dr. Daljit Singh Cheema, SAD President said that unprecedented support by the people to the Bandh has clearly established that people were fed from the anti common man policies of the UPA government and people were united against the policies and decisions of the government aimed at making people bankrupt.

Mr. Badal described the recent hike in the price of Kerosene oil, diesel, gas cylinder and Petrol as "harmful" for the ordinary people and demanded its immediate rollback. He said that people’s support to the Bandh has proved that people are up against this evil coalition "UPA" and if the UPA is not convinced it should resign and seek fresh mandate for the people. He said that India is the largest democracy in the world and in democratic set up any political party loses the right to rule on losing confidence of the people which UPA has already lost, he added.

Mr. Sukhbir Singh Badal, Deputy Chief Minister, Punjab today instructed the Ludhiana District administration and irrigation authorities to visit the spot and take immediate measures to plug the breach in Samrala major that has flooded over 10 thousand acres of farm land in 22 villages in Samrala, Machhiwara and Kumkalan area. He has also ordered special girdwari to assesS the loss to farm land, house properties and lives if any.

The Deputy Chief Minister has also asked Chief Secretary Mr. S.C. Agrawal to issue directions to all Deputy Commissioners in the state to step up vigil along the embankments of canals all over the state to identify the weak points so that steps could be taken to strengthen those. He said that the flood protection machinery all over the state be put on alert to meet any eventuality. Mr. Badal said that civil administration and canal authorities can seek the help of local police and local panchayats in identifying weak points on the embankments of the canal. Mr. Badal asked Chief Secretary to personally monitor the situation by seeking daily reports from the all Deputy Commissioners.

Mr. Badal instructed Ludhiana administration to take immediate measures to drain out water from water logged villages to provide relief to marooned villagers. He said that residents of water logged houses should be immediately shifted to nearest safe location and arrangements be also made to provide green fodder to the domestic animals. He asked Ludhiana administration to immediately depute teams of health and veterinary department in the affected areas to take necessary step to prevent the out break of any epidemic.

Mr. Sukhbir Singh Badal, Deputy Chief Minister Punjab today visited the residence of Martyr Jarnail Singh, the CRPF Jawan of the village Bagha (Fazilka), who was killed recently in Chhatisgarh while fighting Maoists and announced Rs. 2 lac ex-gratia besides promising job to his adopted son. Rs. 1 lac additional grant was announced by local MP Mr. Sher Singh Ghubaya.

The Deputy Chief Minister accompanied by Irrigation Minister Mr. Janmeja Singh Sekhon, local MP Mr. Sher Singh Ghubaya, Chief Parliamentary Secretary Mr. Sukhpal Singh Nannu and local MLAs MR. Gurtej Singh Ghuriana and Mr. Surjit Kumar Jyani reached the residence of Martyr Jarnail Singh to share grief with his father Hansa Singh and wife Jagir Kaur. The Deputy Chief Minister said that Nation was proud of Martyrdom of Jarnail Singh who laid down his life protecting the unity and integrity of the country. He said that Punjab government was committed to provide helping hand to the family of martyr besides perpetuating the memory of Martyr Jarnail Singh so that future generations could take inspiration from his sacrifice. Mr. Badal handed over a cheque of Rs. 2 lac ex-gratia to the family and local MP also announced Rs. 1 lac additional ex-gratia from his funds. Mr. Badal said that he has instructed district administration to immediately provide job to Baljit Singh, 22 year old adopted son of Martyr in civil or police department.

Mr. Badal said that Nation was indebted to the sacrifice of Martyr Jarnail Singh and Bagha-Ferozepur Road would be named after him to perpetuate his memory. More over one gate would be erected on this road named after Martyr Jarnail Singh. School Hall in the local school would also be named after Shaheed Jarnail Singh.

Earlier in the day, Mr. Badal visited the family of former Member Parliament Mr. Zora Singh Mann who expired recently in Delhi. Mr. Badal regretted that he could not attend the Bhog ceremony yesterday as his flight could not land due to bad weather.

Later talking to media persons Mr. Badal described Mr. Zora Singh Mann as disciplined soldier of Shiromani Akali Dal. He said that in the death of Mr. Mann, it seems that Badal family has lost their own family member. He said that our family would always remain indebted to Mr. Zora Singh Mann.

Answering the queries, Mr. Badal said that today’s Bharat Bandh called by NDA and left parties was expression of protest against UPA’s lop sided policies that was crushing the common man. He said that price hike of petrol, diesel, LPG and kerosene was not justified as this hike would have cascading effect on already spiraling inflation. He thanked the people of Punjab for making Punjab Bandh a complete success and giving the warning to the Union government to immediately rollback fuel price hike. Mr. Badal said that Punjab government was committed to maintain law and order situation in the state and no one would be allowed to disturb peace in the state.

To a question regarding ban on sand querying imposed by Punjab and Haryana High Court Mr. Badal said that he has asked Chief Secretary to approach hon’ble High Court to get the stay vacated as the ban on sand querying was causing steep hike in price of sand in the state affecting the construction activity.

Nationwide anger against steep hike in fuel price by Congress led UPA government erupted on the streets throughout the nation from Kashmir to Kanyakumari with Shiromani Akali Dal MP Mrs. Harsimrat Kaur Badal, BJP President Mr. Nitin Gadkari, former President Mr. Rajnath, JDU President Mr. Sharad Yadav leading thousands of SAD-BJP-JDU workers in getting arrested at New Delhi against the anti people policies of UPA.

Before getting arrested for the first time in her political career, Mrs. Harsimrat Badal, firebrand Member Parliament of Shiromani Akali Dal charged UPA for unprecedented price hike of essential commodities that was forcing 20 crore people of country spending sleepless nights, not able to get two square meal. She said that due to wrong economic policies of Congress led UPA 22 crores of farmers were neck deep in debt. She said that it was ironical that in a nation with 25 lac people dying of hunger every year 5.80 lac tones of grains have rotten in the godowns of government procurement agencies.

Daring Punjab Congress to make its stand clear on unwarranted fuel price hike, Mrs. Badal said that Punjab Congress by justifying fuel price hike has betrayed 2 crore electorate of Punjab. She said that people have seen the true colour of Congress Party by their stand on fuel price hike.

Mrs. Badal said that by decontrolling petro products, Congress led UPA government has hit the farming community most that was already reeling under the impact of rising prices of farm inputs. She said that on one hand UPA has decontrolled the price of farm inputs like diesel and fertilizers, on the other hand farmer was doubly hit by government controlled fixed MSP besides control on movement of grain and ban on its exports.

Mrs. Badal said that when UPA assumed power, inflation was at zero level that was touching now the level of 20. She questioned that 100 day agenda UPA has gone for sixes with prices of essential commodities rising 300% in 300 days. She said that price hike has hit every one whether he was employee or an officer or a farmer. She said that this Aam Adami ki Sarkar was ensuring that Aam Adami should be squeezed to benefit few MNCs. She questioned the rationale of spending 20 thousand crores on Commonwealth Games and Rs. 400 crores on its opening ceremony with 7000 Indians dying every day with hunger.

Seeking immediate rollback of fuel price hike Mrs. Badal said that Congress led UPA already sucking  the nation through telecom scam, coal scam, IPL scam was now bent upon creating a new record by this Petro price scam. She said that either Congress led UPA should control prices or leave the power.

On this occasion leaders of all constituents of NDA lambasted the Congress led UPA government for its failure to check prices. Later Mrs. Harsimrat Badal Mr. Nitin Gadkari, Mr. Rajnath and Mr. Sharad Yadav were arrested near Chandni Chowk  leading the protestors against price hike.

Bank of India launched special scheme for education loan

Chandigarh, 4th July, 2010

Bank of India would organize Education Loan Camps throughout the country in next 2 months. In Chandigarh Zone, 10 such camps would be organized in Chandigarh, Himachal Pradesh & Haryana.

Shri Alok K.Misra, Chairman and Managing Director, Bank of India today inaugurated the campaign from Chandigarh by disbursing loans to needy students in presence of gathering of parents and students at PHD Chamber, Sector-31, Chandigarh. Many students of Chandigarh based Aryans Group of Colleges got on the spot sanction of the Education Loan.

Addressing the media Shri Alok K.Misra, CMD, Bank of India said that Bank of India is financing this segment very aggressively. Shri Misra mentioned that North India has emerged as Education Hub in the recent years, whereas earlier students used to go to South India for higher education. He also added that Bank of India’s Education Loan has very low rate of interest i.e. 9.5% p.a. upto Rs.4.00 lacs. Further interest concession of 0.5% upto Rs.50,000/- and 1% to loans over Rs.50,000/- for girl students is provided. 1% interest concession is provided to all students upon service of interest during moratorium period of loan. He also added that not only education loan but Bank of India is financing education project also. Dr.Anshu Kataria, Chairman, Aryans group of colleges was also present on the occasion.

Mr. Rakesh Sethi, Zonal Manager told that Education Loan is covered under Shiksha Suraksha Plan and finance for insurance amount is available. Loan is repayable within 7 years after one year of completion of course or six months after getting the job whichever is earlier.

The total outstanding in the Education Loan by all Public Sector Banks is Rs.34,192.03 crore as on 31.03.2010, out of which BOI’s share is Rs.1720.00 crore i.e. 5% of total with fourth position. During the year 2009-10 there was growth of 29% i.e. from Rs.1333.00 cr. to Rs.1720.00 cr. in the Education Loan portfolio of the bank. Chandigarh Zone total Education Loan are to the tune of Rs.27.08 cr. as on March 2010 registering a growth of 22.50%.

Name of refinery continues to be “Guru Gobind Singh Refinery Project.”

Chandigarh: 4th July, 2010:

The news published in a section of the press on 3rd July that name of Bhatinda refinery project has been changed to HPCL-Mittal Energy Limited is not correct. It is clarified that the name of the refinery continues to be “Guru Gobind Singh Refinery Project.” The project was earlier being implemented by HPCL but consequent upon joining of hands with Mittal group by HPCL, a new joint venture company ‘HPCL-Mittal Energy Limited’ has been formed for execution of the Guru Gobind Singh Refinery. Request was received by State Government from the company to change its name from Guru Gobind Singh Refinery Limited to HPCL-Mittal Energy Limited. While considering this request, it has been ensured that the name of refinery continues to be “Guru Gobind Singh Refinery Project.”

Work on execution of refinery project involving investment of Rs. 18,900 crores is going on in full swing. Investment of over Rs.11,000 crores has already been made and orders for entire equipment has been placed by the Refinery authorities. About 85% physical targets have been achieved at site .

There has also been significant improvement in the original configuration of refinery and polypropylene and other by-products have been added in this thereby increasing the potential for downstream petrochemical industries such as BOPP. This will definitely increase the scope of industrialization and employment generation through retail distribution network not only in Bathinda but the entire state of Punjab. Alongwith refinery, 1014 km crude oil pipeline from Mundra to Bathinda is also being constructed. This likely to be completed simultaneously with refinery. The refinery project is being completed much before the original deadline.

DENTAL FORTNIGHT FROM 1-15 JULY- FREE TEATMENT AT CAMPS & DENTURES FOR POOR & NEEDY: SAYS HEALTH MINISTER, LAXMI KANTA CHAWLA

The Department of Health and Family Welfare is organizing the 19th Dental Health Fortnight in all District Hospitals, Sub-Division Hospitals and CHCs throughout the state from 1.7.2010 to 15.7.2010. This was stated today by Prof. Laxmi Kanta Chawla, Health and FW Minister, Punjab. She said Punjab is the first and only state in the country to have started this novel and unique programme. Such fortnights are being organized every year in the month of November for the last eighteen years, however owing to huge success of the programme, the Department has decided to organize this fortnight biannually from this year onwards under the National Rural Health Mission. Prof Chawla said that 76 camps are being held throughout the state during this fortnight. She added that all kinds of Dental Treatment will be provided absolutely FREE OF COST to all patients visiting these camps. Besides free treatment, poor and needy patients will also be given FULL SET OF ARTIFICIAL DENTURES free of cost, which otherwise costs between Rs. 3000 and 5000 in the open market.

Dr Rajesh Sharma, Deputy Director, (Dental), in this regard informed that the other objectives of this Dental Fortnight are to spread awareness about various Dental Diseases and their Prevention as well as to demonstrate proper brushing techniques to patients, school children and teachers. He added that during dental fortnight efforts would be made to generate awareness through exhibitions, plays and skits amongst masses regarding the dietary habits and their effect on teeth and general health along with awareness about Oral Cancers and their prevention. He further stated that there will be a special focus on school children and they will be examined in large numbers and given free dental treatment.

Punjab is first state in country to go in for commercial dairy farms

Chandigarh, July 4, 2010

Punjab has managed to give a new lease of life to dairying as an allied agriculture activity by being the first state in the country to go in for commercial dairy farms; this has helped in economic upliftment of dairy farmers as well as increasing milk production.

This was disclosed here today by the official spokesman of the Dairy Development Punjab

Commercial dairy farms have been established in Punjab with the help of the state government. These farms have been established after the government enrolled four banks to provide loans at reasonable rates of interest to farmers. The success of these farms also lies in the fact that these have only cows and no buffaloes. This has helped in increasing the milk production by almost three times.

He further said that in the past two years they had managed to establish 750 commercial dairy. He further said that the minimum size of each farm was 20 cows and most of the farms now had 60-70 cows.

"These farms have machine milking a good preventive health care regimen and silage for storing green fodder. A large dairy farm allows the farmer economies of scale and most of these farmers are now earning around one lac a month" he added.

SUB COMMITTEE CONSTITUTED TO ANALYSE
THE CENTRAL LEGISLATIONS DRAFTED ON HIGHER EDUCATION

With a view to submit the proposal to the Center, the Punjab Government today constituted a sub-committee to analyse the draft legislations proposed to be implemented by the central government to streamline the various higher educational institutes and governing bodies in the countary.

Disclosing this here today a spokesman of Higher Education Department said that the state government has raised the issues, before the Union Ministry of Human Resources Development in a conference held at Delhi recently, which included key provisions of the proposed bills of National Commission of Higher Education and Research (NCHER), National Education Finance Corporation (NEFC), National Academic Depository Bill (NADB) and National Mission on Education (NME) through ICT in all the states.

To discuss the various issues relating to higher education including these central bills, a high powered committee on higher education today met under the Chairmanship of Education Minister Punjab Dr. Upinderjit Kaur in which the committee members opposed the controversial provisions included in the draft bills of NCHER and NEFC which amounts to encroach upon the autonomy of states as well as universities.

Noting that implementation of a uniform education system as envisaged by NCHER was not possible in a country with different languages, Dr Upinderjit Kaur said the proposed body was "opposed to the basic concept of unity in diversity". She has demanded that education be moved back to the State List from the Concurrent List. The state government is also opposed to the idea of having a registry of academicians eligible for appointment as Vice-Chancellors, saying it would result in practical problems.

The committee discussed the various issued relating to the new central legislations on higher education thoroughly and unanimously decided to submit detailed report in this regard to HRD Ministry. To analyze these draft bills, a five members sub-committee has been constituted which included Vice Chancellors of Punjabi University, GNDU University, Punjab University, Baba Farid University of Medical Sciences and former Vice Chancellor Mr. S.P Singh. Dr. Ajaib Singh Vice Chancellor GNDU would be the convener of this committee that would meet on July 7th, 2010 at Patiala to prepare a report for submission to the Education Minister Punjab. It was also decided that the high powered committee would meet again on 15th July, 2010 at Chandigarh to discuss report of this sub committee.

Terming it as an infringement on state's rights, the Minister and Vice Chancellors were of the view that the proposed NCHER bill would erode the autonomy of universities thereby centralizing all the powers to be vested with a central authority which would deteriorate the regional education system being followed by the different universities of the states. They feared that the proposed NCHER could also endanger the cultural diversities of the states. Besides this, the autonomous power to implement regional curriculum by the universities as well as states could be diminished by this central legislation.

Prominent among others Principal Secretary Higher Education Mr. Mandeep Singh Sandhu, Vice Chancellor Punjabi University Dr. Jaspal Singh, Vice Chancellor Punjab University Dr. R.C. Sobti, Vice Chancellor GNDU University Dr. Ajaib Singh, Vice Chancellor Baba Farid Medical University of Health Sciences Dr.S S Gill, former Vice Chancellor of Punjab University Dr. R.P. Bamba and former Vice Chancellor of GNDU Mr. S.P Singh also spoke on the occasion.

All Party Delegation on River waters issue waits PM' nod for an appointment: Badal air-dashes to Mumbai to consult top legal luminaries

CHANDIGARH/NEW DELHI, JULY 2, 2010:

An All Party delegation from Punjab has sought an appointment from Prime Minister Dr. Manmohan Singh to present the state's viewpoint on the issue of river waters of Punjab. A reply to the request is awaited.

Meanwhile, the Punjab Chief Minister Mr. Parkash Singh Badal left for Mumbai this afternoon for consultations on the river waters issue with top legal luminaries of the country, according to his Media Advisor Mr. Harcharan Bains.
