CM REVIEW ARRANGEMENTS FOR TACKLING SWINE FLU

CHANDIGARH DECEMBER 21:

          Punjab Chief Minister Mr. Parkash Singh Badal today reviewed the arrangements made by the Health department for tackling the swine flu cases in the state.

          While presiding over an emergency meeting here, Mr. Badal directed the officers to remain alert and visit personally in all the districts to supervise the availability of medicines, ventilators and timely testing facility arrangements in the field.

          It was informed in the meeting by Principal Secretary Health & Family Welfare Mr. Satish Chandra that the health department had setup a control room in the office of the Director Health Services beside designating Nodal Officers in all the Districts in the state. So-far 127 cases of swine flu had been found positive and 20 patients died during last 6 months.

      Regarding the availability of medicines and other arrangements, Mr. Satish Chandra apprised that all the district and 36 Sub-divisional hospitals had adequate stock of Tamiflu medicines, syrup and other equipments needed for the treatment of Swine Flu cases along with the facilities of collecting blood samples for PGI testing to get result on the same day and keeping patients in an isolation in all the hospitals. Presently, the health department had arranged 1041 isolated beds and 115 ventilators in government and private hospitals in the state, added Mr. Chandra.

          Prominent amongst those who were present included Principal Secretary to the Chief Minister Mr. D.S. Guru, Principal Secretary Health & Family Welfare Mr. Satish Chandra and Director Health & Family Welfare Dr. S.P.S. Sohal.

BADAL WRITES PM TO TAKEUP ISSUE OF HARASSED PAK SIKH FAMILY WITH PAKISTAN  GOVT.

 

CHANDIGARH DECEMBER 21:

                    Punjab Chief Minister Mr. Parkash Singh Badal today urged the Prime Minister Dr. Manmohan Singh to take up the matter of forcefully cutting the hair of a Pakistan based Sikh lawyer by a group of Muslims there, with the Pakistan Government.

      In a letter written to the Prime Minister, Mr. Badal highlighted the plight of an embattled Sikh family in Pakistan,  as reported in a section of press on December 15, 2009 that a Sikh lawyer Mr. Anup Singh was thrashed and his hair was cut forcefully by a group of Muslims for reportedly refusing to embrace Islam and was later booked by police authorities under section 452 (house trespass, restraining or putting any person in fear of hurt) Pakistan Penal Code. 

                    Mr. Badal further mentioned that now, Mr. Anup Singh's brother Mr. Ravinder Singh was also facing the threat of being arrested by the Police. The beleaguered family had fled from their native village and had taken shelter at Gururdwara Sri Panja Sahib in Hassnabdal.

                    The Chief Minister impressed upon Dr. Manmohan Singh for his personal intervention to take up this matter with Government of Pakistan for providing requisite relief to the distressed family and ensuring their safety and security for return to their native village.

PUNJAB CM CONDOLES THE SAD DEMISE OF

JASPAL SINGH HERAN’S DAUGHTER

 

CHANDIGARH DECEMBER 21:

          Punjab Chief Minister Mr. Parkash Singh Badal today expressed profound grief and sorrow over the sad demise Miss. Gagandeep Kaur the daughter of Mr. Jaspal Singh Heran the Editor-in-Chief of ‘Rozana Pehredar’. She was 20 and passed away after a brief illness.

      Sharing his condolences with Mr. Heran, the Chief Minister expressed his heartfelt sympathies with the members of the bereaved family and prayed to the Almighty to grant peace to the departed soul and give strength and courage to them to bear this irreparable loss.

Meanwhile, Information and Public Relations Minister Mr. Sewa Singh Sekhwan also expressed his condolences with the bereaved family.

      Adviser to Chief Minister Mr. Harcharan Bains, Principal Secretary Information and Public Relations Mr. D.S. Guru and Director Information and Public Relations Mr. Gaggandip Singh Brar also condoled the sad demise of the daughter of Mr. Heran.

JUSTICE ALOK SINGH SWORN IN AS JUDGE PUNJAB AND HARYANA HIGH COURT 

Chandigarh 21 December:

      Mr. Justice Mukul Mudgal, Chief Justice Punjab and Haryana High Court today administered oath to Mr. Justice Alok Singh Judge of Punjab and Haryana High Court. With the elevation of Justice Singh, total strength of Judges has increased to 48.

      A science graduate from Saharanpur, Justice Singh pursued Law and joined practice in 1982 at Civil Courts Roorkee, Hardwar. Later in 1993 started appearing before Supreme Court of India. He was elevated to the High Court of Uttrakhand in October 2009 as Judge and now transferred to Punjab and Haryana High Court.

Ludhiana, December 20:

      Punjab Chief Minister Mr. Parkash Singh Badal today announced that the Punjab Government would soon set up a chair in one of the Universities of Punjab in the memory of great   Sikh martyr Baba Jiwan Singh (Bhai Jaita Ji) to perpetuate the rich legacy of self sacrifice and   unique martyrdom.

      Presiding over a state level Shaheedi Samagam jointly being organized by the Punjab Government and Baba Jiwan Singh Foundation here at Dana Mandi, Saleem Tabri Jalandhar Bye Pass, Mr. Badal paid rich tributes to Baba Jiwan Singh and said his unmatched sacrifice would prove to be a beacon for our future generations. Mr. Badal said that the unparalleled sacrifice of Baba Jiwan Singh spoke volumes of his dedication and devotion towards the Sikh Panth.

      It may be recalled that following the martyrdom of Sri Guru Teg Bhahdur Ji on 11th November 1675 at Chandani Chowk  Delhi,  Bhai Jaita, the great warrior walked 322 Kms to Sri  Anandpur Sahib, carrying the sacred head of the Guru after his great  sacrifice  and handed it over to 10th Guru Sri Guru Gobind Singh Ji and got the blessing as the Guru's son  i.e. 'Ranghrete Guru Ke Bete'.

      Lashing at the anti- social elements which were bent upon to tarnish the social fabric of our state, Mr. Badal said that the people of Punjab were wise enough   and they could not be misled by these unscrupulous elements. He said the people of Punjab would not allow the hard earned peace and brotherhood after decades long black days of terrorism go waste and were committed to ensure a peaceful and congenial atmosphere in the state.  He also lambasted at the congress party for unnecessarily meddling in the Sikh religious affairs and cautioned them not to hurt the sentiments of Sikhs just for gaining political mileage. Mr. Badal further said that congress would never succeed in capturing the control over SGPC by resorting to such cheap political gimmicks.

      On the occasion, Mr. Badal also announced that Punjab government would soon construct a Bhawan in the memory of Baba Jiwan Singh at Ludhiana. He also announced that the march (Nagar Kirtan) from Gurdwara Sri Sheesh Ganj Delhi to Sri Anandpur Sahib would be organized   next year to commemorate the martyrdom day of Baba Jiwan Singh Ji.

      Earlier the Chief Minister released booklet in Punjabi on the life and works of Baba Jiwan Singh Ji.

      Paying homage to Baba Jiwan Singh, BJP Parliamentary Party Chairman Mr. L K Advani urged the Chief Minister in order to give a befitting tribute to Baba Jiwan Singh Ji, the Punjab Government should organize a state level function next year at Sri Anandpur Sahib, where he brought the head (Sis) of slain Sri Guru Teg Bhahdur and handed it over to Sri Guru Gobind Singhj Ji.  

      Lauding the role of Punjabis in the Indian freedom struggle, Mr. Advani said that    he was astonished to read the names of the martyrs in Andaman and Nikobar Island, where the freedom fighters from the different parts of the country were brought and imprisoned their cellular jail. He said that the majority of these patriots and freedom fighters were Punjabis who depicted their indomitable spirit of patriotism and their urge to get their mother land free from the clutches of British regime.

      In his address, Deputy Chief Minister Mr. Sukhbir Singh Badal paid glorious tributes to Bhai Jaita Ji and described him as an epitome of martyrdom in the   Sikh History. He said that those communities, who tend to forget their martyrs and their supreme sacrifices’ never prosper   in any field and it was our bounden duty to commemorate these occasions regularly so that our younger generation could imbibe the spirit of self sacrifice and patriotism from their unique sacrifices. He said SAD- BJP Government was committed to ensure welfare all the sections of the society especially the poor and down trodden. He said that the launch of Atta -Dal scheme and regular payment of pension for old age widows besides shaugan schemes were the initiative of our alliance government to instill a sense social security and their welfare. He  reiterated that the peace , amity and communal harmony  would be maintained at all costs  and no body would  be allowed to take law in his own hand, so that  the peaceful atmosphere  in the state could  not  be  vitiated.

      Chairman of Baba Jiwan Singh Foundation and Ex- Deputy Speaker Lok Sabha Mr. Charanjit Singh Atwal urged the Chief Minister to declare a gazette holiday either on the birthday or martyrdom of Baba Jiwan Singh Ji. He also demanded that a University should be named after Baba Jiwan Singh Ji and also a Bhawan to be constructed in his memory over a land of 2 acres. He also impressed upon the Chief Minister to establish a Punjab State Safai Commission on the pattern of Government of India and the implementation of 85th constitutional amendment in true sprit.

RS 23.73 CRORE SANCTIONED FOR CONSTRUCTION OF

21 NEW MODEL SCHOOLS-UPINDERJIT KAUR

    21 girls hostels in educationally backward

Chandigarh December 20: With a view to impart quality education to the students, the Punjab government has sanctioned Rs 23.73 crore for construction of 21 new model schools to be set up in educationally backward blocks in the state.

      Disclosing this here today Dr. Upinderjit Kaur Education Minister Punjab said that the Punjab Education Department has declared the current academic year 2009-10 as a “qualitative year” to bring out revolutionary educational reforms in the schools in the state. Adding further she said that these 21 model schools will be set up on the pattern of the Kendriya Vidyalayas in 21 educationally backward blocks spread across seven districts which included Bathinda, Ferozepur, Muktsar, Tarn Taran, Sangrur, Patiala, Mansa.

      The Minister said that the model schools wiould have infrastructure and facilities at least of the standards of the Kendriya Vidyalayas. “The pupil-teacher ratio and curriculum would also match the standards of the Central Schools”, she added.

      Dr. Upinderjit Kaur further said that the Central government also approved the proposal for setting up 21 hostels for girls in these blocks. “The Centre will give Rs 21 lakh to set up each hostel and will share the costs with the state government in the ratio of 90:10,” she said.

      The Education Minister further added that in a major revamp of primary, middle and secondary school education in the State, all schools had been be provided requisite infrastructure, including building, labs, libraries and lab equipment. She also emphasised the need of regular monitoring and inspection of the schools so that the quality of education gets improved in the government schools.

20 MOBILE VAN VETERINARY DISPENSARIES

WILL BE PRESSED IN SERVICE SOON- RANIKE  

CHANDIGARH, DECEMBER 20:

      With a view to boost the dairy farming in the state, the Punjab government has decided to press in 20 Mobile Van Veterinary Dispensaries to provide on the spot treatment facilities to the animals.

      Disclosing this today Mr. Gulzar Singh Ranike, Animal Husbandry Minister, Punjab said that a seven member committee under the chairmanship of the Chairman Punjab State Farmers Commission Dr. GS Kalkat has been constituted to give recommendations for the services of mobile van dispensaries in the state. The other members of the committee would be the Vice Chancellor GADVASU, Principal Secretary Animal Husbandry, Director Animal Husbandry, Managing Director Milkfed, Consultant to the state Farmers Commission and former Director Animal Husbandry Punjab Dr. Anil Kaura, Chairman Milk Plant Mohali Mr. Parminder Singh Chalaki and President of the Punjab Progressive Dairy Farmers Association Mr. Daljit Singh. Mobile van dispensaries would be equipped with surgery facilities, X-ray and ultra-sound, medicines and other interventions, Mr. Ranike added.

      The Minister also asked the VC GADVASU to finalize the modalities in consultation with Veterinary Council of India for relaxation of norms for opening of new veterinary colleges in the private sector. He also asked the Principal Secretary Animal Husbandry to immediately recruit at least 100 qualified veterinarians to provide instant service to the farmers for artificial insemination besides also rendering services of de-worming, vaccination, first-aid and management at the door steps of the farmers.   

PUNJAB TO CONSTITUTE LIVESTOCK REGISTRATION AUTHORITY-FIVE ULTRA-MODERN CATTLE MANDIS TO BE OPENED IN CURRENT YEAR  

FIRST NORTH ZONE LIVESTOCK SHOW HAVING Rs 2.5 CRORE PRIZE MONEY IN MUKTSAR ON MAGHI MELA                                                                              

 

Bathinda,December 19:  Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal today said that the state would introduce registration of its productive livestock so that it could effectively monitor the growth of livestock sector in a planned way and come out with schemes to help livestock farmers. Besides this, five new ultra-modern cattle mandis equipped with quality veterinary care were being set up during the current year to give fillip to the rapidly growing dairy sector, he added.          

       Mr Badal was addressing a mammoth gathering of Dairy farmers thronged from all over the Punjab after inaugurating three day Zonal Livestock   Show and milking competition being held here for the districts of Bathinda, Mukatsar, Mansa, Barnala Moga and Sangrur . He informed that the Punjab government would constitute a Livestock Registration Authority with the mandate of registering productive livestock in the State.  The Authority after registering the animal would issue a certificate to its owner, stating the age, breed, estimated value, vaccination details of the concerned animal and it would be acceptable by loaning authorities while doing the valuation of animals.                 

The Deputy Chief Minister announced to organize  North Zone Livestock Show  at Muktsar during Maghi Mela from January 8 to 12,  2010  in which quality livestock from northern states including Punjab, Haryana, Himachal Pradesh,  Jammu & Kashmir, Uttrakhand, Uttar Pradesh, and Rajasthan  would vie for Rs. 2.5 crore collective prize money. He said that these cattle fairs were being organized to encourage people to promote livestock breeding, horse breeding and equestrian sports and expressed confidence that these would also motivate livestock farmers to opt for high milk yielding buffaloes, cows, cross bred cows, goat, sheep, pig and poultry. He further informed that the State government had already approved the setting up of four new veterinary colleges in the state.         

  Speaking on the occasion, Punjab Animal Husbandry Minister Mr. Gulzar Singh Ranike informed that the state government would soon open 19 veterinary hospitals throughout the state to provide quality veterinary services for dairy farmers.          

Later on speaking to media Mr Badal dared Former CM capt. Amarinder Singh to come to public with his list of 14000 congress workers facing political vendetta cases besides the list of illegal weapons issued as he was alleging with an intention to destabilize the hard earned peace in the state.

GREEN SIGNAL FOR SARV SHIKHIYA AUTHORITY TO RUN 4 ADARSH SCHOOLS IN PUNJAB

 CHANDIGARH, DECEMBER 19

          In a significant decision the Punjab Government today has given a nod to Sarv Shikhiya Authority (SSA), Punjab to manage and run three  Border area  Adarsh Schools included Bukankhanwala (Ferozepur), Bhikhariwala (Gurdaspur) and Wler Khurd (Tarn Taran)  beside one more at Bathinda.

          A decision to this effect was taken by the Punjab Chief Minister Mr. Parkash Singh Badal during a high level meeting held under his chairmanship here this morning. Giving a freehand to Mr Krishan Kumar, Director General School Education for managing and appointing highly educated teachers for these schools. The Chief Minister asked the SSA to establish these schools as exemplary in imparting quality education to the underprivileged brilliant students of the border areas. Mr. Badal also directed, to make these schools functional by March 2010. The Chief Minister also directed  the Finance department to release Rs. 50.13 crore as state share of SSA immediately to avail of  next funding  of Rs. 110 crore from Centre as its share under this scheme.

          Mr. Badal also asked the Education department to chalk out a comprehensive plan to initiate the counseling of the students of 8th class by engaging some reputed agency to enable them to choose the field of higher education in accordance of their aptitude.    

          It was informed in the meeting that the Buildings of these four schools have already been completed at a cost of about Rs. 2.60 crore each. Presently nine Adarsh Schools are being run by Punjab School Education Board (PSEB) at Nandgarh (Bathinda District ), Dhardeo Buttar (Amritsar District), Shehezada Sant Singh (Ferozepur District), Khanbha, Jawhar Singh Wala (Both in Moga District), Sirwali Bhangewala, Bhagu, Kotbhai                      (all in Muktsar District)  and Khatkar Kalan (Shaheed Bhagat Singh Nagar).

          Prominent amongst others who attended the meeting included Chief Secretary SC Agrawal, Principal Secretary to Chief Minister D S Guru, Secretary  Education GS Grewal, DGSE Sarv Shikhiya Authority (SSA) Mr. Krishan Kumar and Chairman Punjab School Education Board Mr. DS Dhillon.

CLARIFICATION REGARDING THE PRESS RELEASE

PUNJAB EXPANDS WAGE ACT SCOPE  

Chandigarh December 19: A Spokesman of the Punjab Labour Department has clarified that as per the judgment of the Hon’ble Supreme Court of India, a teacher is not an employee covered under the Minimum Wages Act 1948. Another matter pertaining to schools is pending before the Hon’ble Punjab and Haryana High Court. Therefore the Minimum Wages Advisory Board in its meeting held on December 16 has not taken any decision regarding the fixation of minimum wages for the teachers.
