ONE TIME SETTLEMENT POLICY AMMENDED
Chandigarh 11 December:
The Punjab Government has made amendments in One Time Settlement Policy for the loanee units of Punjab Finance Corporation and also makes One Time Settlement (OTS) for settlement of interest free loan cases as a part of this policy.

Stating this here today a spokesman of the Punjab Government said that the two categories namely Riot affected borrowers and loans where companies under liquidation would be covered under OTS scheme. Making it further clear, he said that OTS amount would not be less than outstanding Principal plus expenses.
Referring to the amendments made to the eligibility clause, the spokesman said that the cases jointly financed by PFC and PSIDC would be covered under OTS policy. Policy would remain open till December 31, 2009, he said. He also said that if the borrowers make lump sum payment within 90 days, no interest would be charged on the OTS amount and 50% rebate would be given on the OTS amount. The OTS (net of rebate) shall not be below the outstanding Principal and expenses in any case, he added.

Adding further he said that the OTS amount would be worked out on the basis of loan amount disbursed and not sanctioned. Multiple loans would be settled simultaneously. However, where all the mortgaged assets of the loanee concern/company/guarantors have already been sold, a guarantor who is not promoter would be allowed to settle his share of liability independently, provided such guarantor has no linkage by way of family relationship, joint property or business interests with other guarantors/promoters, he said.
The Spokesman further said that the entire outstanding amount of Rs. 7571.62 lac in 74 TADA cases would be waived off. Outstanding principal plus 50% simple interest would be reimbursed by the State government to the PFC. In case a loanee deposits the outstanding Principal amount, the penal interests shall also be waived off, said

ROTATIONAL IRRIGATION PROGRAMME FOR RABI SEASON ANNOUNCED
Chandigarh, December 11:

The Irrigation Department, Punjab has announced the Rotational Programme for irrigation for the current Rabi Season through Canal water upto 17-12-2009. The channels of Sirhind Canal System would run on the priority basis from Patiala feeder, Abohar Branch, Bist Doab Canal, Sidhwan Branch and Bathinda Branch respectively.

Disclosing this here today a spokesman of the irrigation department said that Ghaggar link and its off taking channels i.e. Ghaggar Branch and Patiala Minor in Group 'B' being in the first preference will run to their indent. Balance water supplies available will be utilized in direct distributaries of Bhakra Main Line in group 'A' respectively.

The spokesman further said that Abohar Branch off-taking from Sirhind Feeder and distributries in Group "B" being in the First preference will run to their ident. Balance water supplies available would be utilised in direct distributaries of Group 'A'.

The spokesman also said that the channels off taking from Upperbari Doab Canal i.e. Main Branch Lower with its distributaries being in the first Preference would run to their indent .Balance water supplies water available would be utilised in Lahore Branch, Sabraon Branch and Kasur Branch Lower with their distributaries respectively.



SEKHWAN THANKS BADAL ,SUD FOR PASSING AYURVEDIC UNIVERSITY BILL

Chandigarh, December 10: Mr. Sewa Singh Sekhwan, Public Relations Minister, Punjab today thanked Chief Minister Mr. Parkash Singh Badal and Medical Education Minister Mr. Tikshan Sud for taking the historic initiative to pass a bill to set up Guru Ravidas Ayurvedic University at Hoshiarpur.

Mr. Sekhwan who is also Patron of Punjab RMP Union said that they had mooted this proposal to the Punjab Chief Minister that Punjab government should set up full fledged Ayurvedic University in the State to promote the ancient Medical Science of Ayurveda and to facilitate further research and development in this sector. He said that the Chief Minister had agreed to this proposal and he and Mr. Sud constantly pursued this proposal and this dream of having third Ayurvedic University of the Country got fructified today.

DISTRICT ARTISAN HATT CENTRES TO BE SET UP-KALIA

Chandigarh December 10:
With a view to ensuring sustained growth of the State’s economy by developing small scale industrial units in the State, the Punjab government has formulated various programmes and policies mainly to promote small scale industries in the State. Disclosing this here today, Mr. Manoranjan Kalia, Industries Minister Punjab, said that promotion of Small Scale Industry had always been among the top most priorities of the Punjab Government.

To facilitate about 20% artisans belonging to the scheduled caste population of the State engaged in the occupations like Punjabi jutti making, Daris and Kher weaving, Phulkari, basket making, bee keeping, pickle, Murabba and other herbal products making, the Punjab Government would set up Artisan Hatt Centers in all the districts of the State .Land has already been identified and an amount of Rs. 2 Crores has been approved for this purpose. The main objective of this scheme was to abolish the system of middlemen constantly exploiting the artisans and to protect and revive the rich cultural heritage of Punjab. Under this scheme the district administration would provide minimum three acres of land located in the urban areas for setting up of District Artisans Hatt Centres where a permanent structure of 25 Hatts would be erected. Adding further the Minister said that PSIEC would organize the exhibition cum sale melas in these hatt centers where the artisans, entrepreneurs and craftsmen of Punjab would be provided free space to exhibit and sell their products directly to the customers. However, a nominal rent would be charged from the outsiders to meet the maintenance cost of the Hatt Centres.


DECISION ON PSEB UNBUNDLING AFTER CONSULTATIONS : BADAL

Chandigarh December 9 – The Punjab Chief Minister Mr. Parkash Singh Badal said here today that the interests of the state, the Electricity Board, the people and the employees would be kept in view while arriving at a decision on the unbundling of the Punjab State Electricity Board.

In a statement here, Mr. Badal said that any apprehension in the minds of any concerned party was pre-mature at this stage as no final decision in this regard had yet been taken. He said that he had met the Union Minister for Power Mr. Sushil Kumar Shinde recently to seek extension of the deadline and the extension had been given. He said that the state government had repeatedly sought and received such extensions from the center in the past also. He said that he had personally intervened in the matter to secure these extensions.
The Chief Minister further said the government would take the employees of the PSEB and other affected parties into confidence while taking a final decision.

Meanwhile, a delegation of farmers unions called upon the Chief Minister in this regard here this evening. Mr. Badal re-iterated the government's known stance in the matter and assured the delegation that no decision had yet been taken on unbundling of the PSEB.

Those who met the Chief Minister included the Kirti Kisan Sabha president Mr. Prem Singh, the BKU (Ekta-Ugrahan) president Mr. Joginder Singh Ugrahan, the Inqlabi Mazdoor Sabha President Mr. Hardev Singh Kheri, the Kisan Sangharash Committee President, Mr.Kamal Preet Singh Pannu and the Punjab Khet Mazdoor Union Mr. Zora Singh.

WON'T ALLOW COMPETITIVE POLITICS OF AMARINDER-BHATTAL TO DERAIL PEACE IN PUNJAB – SEKHWAN
DON'T REPEAT GIANI-DARBARA SINGH MISDEMEANORS AGAIN

Chandigarh, December 9: Mr. Sewa Singh Sekhwan, Information & Public Relations Minister, Punjab today categorically stated that the competitive politics of Capt. Amarinder Singh and Mrs. Rajinder Kaur Bhattal to score brownie points at the expense of hard won peace in Punjab would not be allowed at all.

In a statement issued here today, Mr. Sekhwan reminded the Punjabis that Punjab had already suffered a lot due to the competitive politics of then Congress leaders Giani Zail Singh and Mr. Darbara Singh that pushed Punjab in the vicious cycle of violence claiming more then 25,000 lives of Punjabis. He said that Congress has mastered the art of experimentation of creating situations leading to violence, communal hatred to fulfill their own nefarious agenda of divisive politics. He said that Giani Zail Singh even after rising to the post of Union Home Minister kept on patronizing pseudo religious outfits to create disturbance in Punjab to embarrass then Chief Minister and his political rival Darbara Singh. " He trained the tiger to finish Akalis and his political rival but later it became difficult Congress to tame this tiger and was responsible for than two decade long misery and turmoil suffered by the people of Punjab", he added.

Mr. Sekhwan regretted that Congress leaders Capt. Amarinder Singh and Mrs. Rajinder Kaur Bhattal were now again repeating the same experiment in the dirty power play of their intra party politics for which people of Punjab were being made to pay for no fault of their own. He said that Mrs. Bhattal in an determined attempt to sabotage the publicity of road show of Captain, organized floor show in assembly to grab Page-1 space. "Their race to grab Page-1 space and push their rival to Page-3 has made sacrosanct assembly a laughing stock of people", Mr. Sekhwan commented.

Cautioning the Congress duo to desist from competitive politics at the cost of state, Mr. Sekhwan said that Punjab government was determined to protect the hard won peace in the state and would not allow them to vitiate the cordial atmosphere in the state.

TEN DAIRY INSPECTORS MADE FOOD INSPECTORS

Chandigarh- December 9:Punjab Govt. has bestowed the authority to work as Food Inspectors on ten Dairy Inspectors of Dairy Development Department in addition to their own duties. With this , they will be able to check the quality of liquid milk along with performing the dairy development activities. S. Gulzar Singh Ranike, Hon’ble Cabinet Minister, Animal Husbandry, Fisheries and Dairy Development Department, Punjab while distributing the certificates to ten inspectors informed that they will now perform the duty to draw the liquid milk samples and to check the menace of adulteration. He further told that this was a long standing demand of the Department that the powers of quality control on liquid milk may be given to the Dairy Dev. Deptt along with Health Deptt, which is directly connected with the milk consumers as well as milk producers. Conceding this demand, Hon’ble Chief Minister, Punjab S. Parkash Singh Badal has taken vital decision and issued the orders.

S. Inderjit Singh, Director, Dairy Dev. Deptt, Punjab, present on this occasion asserted that to check adulteration of harmful chemicals in liquid milk, this step was very necessary because the field staff of the deptt. have already been enforcing sanitation and hygiene in the organized milk plants under Milk & Milk Product Control order- 1992 (MMPO-1992), But the Department had no control over the milk in the unorganized sector, which purchases about 70% of milk produced. Now, the Inspectors of the Dairy Dev. Deptt. will be able to perform their role to improve the quality of milk handled by businessmen in unorganized sector.

New Food Inspectors, present on the occasion, thanked Hon’ble Chief Minister, Punjab S. Parkash Singh Badal and Hon’ble Cabinet Minister, Animal Husbandry, Fisheries and Dairy Development Department, Punjab, S. Gulzar Singh Ranike and assured them that they would fully cooperate with the department and the govt. in fulfilling the responsibility assigned to them in their respective areas.
