NRI Maninder Singh Dhaliwal Canada has sought the extradition
from the UAE who is involved in extortion cases.

NRI Maninder Singh Dhaliwal was detained in the United Arab Emirates on unrelated charges in late 2024, the Edmonton Police Service (EPS) announced Tuesday. Authorities have filed an extradition request to bring Dhaliwal back to Alberta, according to a police statement.
Investigators allege Dhaliwal is the leader of a criminal organization responsible for numerous extortion incidents in Edmonton. The EPS has been investigating 40 related cases, with the most recent incident — an arson — occurring on July 26.
“This investigation has been an enormous undertaking, requiring unprecedented international coordination,” said Insp. Duane Hunter of the EPS organized crime branch. “We are very pleased to see it culminate in the extradition request for Dhaliwal.”
Extradition Challenges
Bringing Dhaliwal to Canada could be complicated due to the absence of an extradition treaty between Canada and the UAE. Without such a treaty, there is no formal mechanism for transferring individuals accused of crimes from the UAE to Canada for prosecution.
Canada-Wide Warrant Issued
A Canada-wide warrant was issued for Dhaliwal in July, following a series of extortion-related incidents that involved threats, arson, and firearms. These acts primarily targeted South Asian developers, creating significant unease in the community.
The investigation, dubbed Project Gaslight, has focused on incidents believed to be orchestrated by a group in Edmonton under Dhaliwal’s direction from abroad. Police allege that Dhaliwal, 34, recruited individuals in Edmonton and paid them to carry out threats and set properties on fire when extortion demands went unmet.
String of Arrests
As of July, the EPS had investigated 40 crimes linked to the extortion spree, including arsons, drive-by shootings, and firearms offenses. The investigation has led to multiple arrests, with Dhaliwal and six others taken into custody last summer. The group includes four young men, a 17-year-old boy, and a 20-year-old woman.
A total of 54 charges have been laid against the suspects, including extortion, arson, intentionally discharging a firearm, break and enter, assault with a weapon, and offenses linked to participating in a criminal organization.
Caught on Camera
Court documents detail an arson incident that damaged two homes under construction in northeast Edmonton over two years ago. The suspects were captured on surveillance cameras pouring gasoline and setting the properties ablaze.
The property owner, a local developer, had been monitoring his construction sites after receiving extortion threats. On December 19, just before 1:30 a.m., the owner observed four individuals arriving in an SUV and igniting fires at two construction sites. He pursued the suspects while contacting police, who eventually apprehended the group. Melted jerry cans were recovered from the scene, with damages totaling approximately $1,000 per property.
Ongoing Investigation
Project Gaslight remains a complex, far-reaching investigation into crimes targeting Edmonton’s South Asian business community. While several arrests have been made, authorities continue to work on holding all responsible parties accountable.
