woman arrested for tying her son's hair to a stairway handrail

NRI sikh woman, Balbir Kaur, 27 had tied her 10 years
old son's long hair tightly to a stairway handrail in the apartment
as punishment and about 9pm, the police officers responded to a
call on the 350 block of North Union Road. When they arrived, they
could see a young boy through the window who had been screaming
and did not come to the door when officers asked him.
Rex Osborn, a police spokesman said, police arrested
a 27-year-old woman for cruelty to a child. The boy and his one-year-old
sibling were taken into custody by Child Protective Services. She
was booked into San Joaquin County Jail in French Camp on a count
of felony child endangerment.
Our local reporter said: Officers were able to untie
the boy's 20-inch long hair without having to cut it, Osborn said.
The AP reports that Police had to cut the boy's 20-inch
hair to release him from the railing.
On Wednesday afternoon, she was released on her own
recognizance, on $50,000 bail and she was scheduled to appear in
San Joaquin Superior Court on Aug. 13, 2007
