Large scale violations by district administration Kapurthala in accepting over 62000 SGPC voter forms in Bholath constituency at the behest of Chief Minister Sh. Badal. (Copy of complaint attached alongwith)
As stated above immense political pressure has been used by Sh. Badal CM on district administration Kapurthala to accept in bundles SGPC voter forms of ‘Patit’ (hair shorn) voters in Bholath SGPC constituency. Although only 52 lac voter forms have been received for all the 175 SGPC constituencies at an average of 29000 voters in each constituency, whereas over 62000 voters forms have been received in Bholath alone which itself indicates large scale bungling.
As we are aware the Chief Commissioner, Gurudwara Elections had directed all Deputy Commissioner’s of the state to accept voter forms from each voter in person after verifying that the said applicant was a ‘Gursikh’ (with unshorn hair). The said directions have been blatantly, willfully and purposely violated in Bholath Constituency. The DC Kapurthala and SDM Bholath the returning officer for Bholath have refused to show any record to us, the candidates of Akali Dal Panthic Morcha the party opposed to Mr. Badal’s Akali Dal.
A formal complaint has now been lodged by us with the Chief Commissioner at Chandigarh alongwith a sample voter form record procured by us of V. Begowal the native village of Bibi Jagir Kaur and V. Bhadas. A close perusal of records of two wards of Begowal indicate over 42 voter forms and 39 of V. Bhadas of ‘Patit’ Sikhs have been entered in the register of Executive officer Begowal and the patwari of V. Bhadas, which is a clear violation of the said directions. Similarly the signatures appended of the voters on the register have been fraudulently done by same official instead of individual voters because the said forms were handed over in bulk bundles by Bibi Jagir Kaur.
Therefore, in the interest of free and fair elections it is highly imperative that a thorough and complete inquiry into all 62000 voters forms be conducted since more than half of the said voters are ‘Patit’s’ and do not subscribe to conditions laid down to be eligible voters for SGPC elections.
