PUNJAB CABINET REITERATES COMMITMENT TO MAKE PUNJAB AS A FRONT-RUNNER STATE IN THE COUNTRY
- APPROVES NEW EXCISE POLICY
CHANDIGARH MARCH 14:
The newly constituted Cabinet in its first meeting held here today under the chairmanship of Punjab Chief Minister Mr. Parkash Singh Badal, passed a resolution to further intensify their efforts to fulfill the aspirations of the people of Punjab.
Disclosing this here today a spokesman of the Punjab Government said that the Cabinet expressed gratitude towards the people of state who had given historic mandate in favour of the Shiromani Akali Dal - Bhartiya Janata Party (SAD-BJP) alliance during recently concluded assembly elections.

The Council of Ministers also approved to convene the maiden session of the 14th Punjab Vidhan Sabha from March 19, 2012-. The tentative schedule of the Budget session from March 19 to 4 April, 2012 would include oath by MLAs, election of Speaker/Deputy Speaker, Governor’s Address, Obituary References, discussion on Governor’s Address. The supplementary grants for the year 2011-12 and vote of account for the year 2012-13 of the State Government would be presented on 28th March, 2012.
The Cabinet also approved the excise policy for the year 2012-13 with an increase of Rs.570 crores over last year. The excise revenues will touch Rs.3638.40 crores at the end of March, 2013 against the expected excise collections of Rs.3068.40 crores for the year 2011-12.
The Cabinet has also decided to continue with the existing system of allotment of liquor vends through draw of lots. He said that, as in the previous years, the draw of lots for allotment of vends will be conducted in a free, fair and transparent manner in the presence of applicants, public and the Deputy Commissioners of the Districts. He further said that an amount of Rs.105 crores out of the total excise collections will be treated as Dedicated Fund for Education and Sports Departments.
The Government has decided to take stringent measures against bootleggers and therefore, has proposed stringent penalties against them. The system of affixing of intaglio printed security labels on liquor bottles during the current year, has proved very useful and hence it has been decided to continue with this system.
The license fee on PML and IMFL has been increased by Rs.17/- per bottle. The quota for the current year has been increased approx by 5.5% over the last year. Keeping in view the licensees’ demand, the ratio of open/fixed quota of PML has been fixed 60:40.
To wean away people from hard drinks and to promote lighter drinks, maximum retail sale price of light and strong beer has also been fixed at Rs.70/- and Rs.75/- per bottle.
He further said that under the new policy, the minimum retail price (MRP) of PML has been increased by Rs.10/- per bottle and of IMFL by Rs.20/- per bottle.
He told that the process of renewal of licenses for Beer Bars, Hard Bars and Club Licenses etc. has been simplified. Now, instead of renewal of licenses annually, the licenses will be renewed after every three years. However, the renewal fee will be taken on annual basis.

RAKESH SINGH APPOINTED AS CHIEF SECRETARY, PUNJAB, MR. S.C. AGRAWAL APPOINTED CHIEF COMMISSIONER ‘RIGHT TO SERVICE COMMISSION’

The Punjab government has decided to appoint Mr. Rakesh Singh, a 1978 batch Punjab cadre IAS officer as new Chief Secretary of the state with an aim of honest and efficient delivery system and for further expediting implementation of Governance Reforms. Mr. Rakesh Singh, IAS, had a distinguished career and he has worked on various prestigious assignments as Deputy Commissioner Ferozepur, MD CITCO, Finance and Home Secretary in Union Territory Chandigarh, Secretary Housing in Punjab, Principle Secretary Medical Education and presently after working on various stints in Union Finance Ministry is working as Additional Secretary, Government of India in the Ministry of Finance. The outgoing Chief Secretary Mr. Subodh Chander Agrawal, IAS, has been appointed as Chief Commissioner Right To Service Commission to effectively monitor the implementation of Right To Service Act in its true spirit at the grass root level so that people in general could benefit from the historic empowerment given to them by SAD-BJP government.

SUMEDH SINGH SAINI APPOINTED AS DGP PUNJAB
CHANDIGARH, MARCH 14:
The Punjab Government has decided to appoint Mr. Sumedh Singh Saini, an IPS officer of 1982 batch, as Director General of Police, Punjab in place of Mr. Anil Kaushik, IPS to curb the crime and to check the menace of illegal narcotic trade in the border state Mr. Saini, an honest, dedicated, disciplined and devoted officer, who has proved his mettle as SSP of six districts of Bathinda, Hoshiarpur, Ludhiana twice and was specially chosen for SSP Union Territory Chandigarh. It may be mentioned that Mr. Sukhbir Singh Badal, Deputy Chief Minister, had taken a vow at Takht Sri Kesgarh Sahib to launch a concerted drive against drug paddling in the state and Mr. Sumedh Singh Saini would be instrumental in this momentous task.

BITTU THANKS RAILWAY MINISTER

S Ravnit Singh Bittu Member of Parliament from Sri Anandpur Sahib parliament constituency today thanked the railway minister for sanctioning his two projects which fall in his parliament constituency.
27 km long Rahon Samrala rail line has been approved for fresh survey by the ministry in the current budget.
34 km long Sri Anandpur Sahib Garhshankar rail link after survey by the rail ministry has been sent to the planning commission for necessary approvals.
In a prèss statement issued today Bittu said that by sanctioning the Sri Anandpur Sahib Garhshankar rail link the two holy sikh shrines Sri Akal Takht Sahib ( Amritsar) and Sri Takht Kesgarh Sahib (Anandpur sahib) will be connected which will enable lakhs of sikh pilgrims from across the globe to travel by train to these two destinations.
Rahon Samrala rail link will be a major boost to Doaba particularly to Nawanshahar, Hoshiarpur and Garhshankar area and it will act as alternate route also in case of any emergency on the highly congested main Amritsar Delhi rail line.
Sanctioning of these two projects will improve the economic state of the people of Punjab as well as make their travel more comfortable in the time to come.

UPA’S RAILWAY BUDGET 2012-13 TOTALLY DIRECTIONLESS, ANTI-PEOPLE AND LACKLUSTER
CHANDIGARH MARCH 14:
Punjab Chief Minister Mr. Parkash Singh Badal today assailed the Union Railway Budget- 2012-13 presented by Railway Minister Mr. Dinesh Trivedi as directionless, hopeless and anti-common man contrary to the stand of UPA government to safeguard the interest of the common man (Aam Admi). He said: “The anti- Punjab stance of Congress has been once again come to the fore as it had deliberately ignored the interests of the border state much to the dismay of the people of Punjab”.
In a statement, Mr. Badal immediately after assuming the charge of Chief Minister said that the Budget presented by the Railway Minister lacked both the direction and the vision which reflected that the Congress led UPA government was totally apathetic towards providing better facilities to the citizens of the country. He said the proposed hike in the railway fare of all types of trains varying from Passenger to Rajdhani etc. in the garb to upgrade the railway infrastructure for ensuring safety and providing security to the passenger along with providing better facilities was highly deplorable. Accusing the UPA government for meting out a step motherly treatment to Punjab, Mr. Badal said that the Railway budget of today was a testimony of complete insensitivity of the Congress led Union government towards the economic needs of the Border State. He said that today’s budget has once again dashed the hopes of industry and Agriculture sectors in the State adding that in the past 66 years no Congress Government has allotted ‘a km’ of additional Railway line to Punjab.
Mr. Badal said that the budget had also ignored the numerous requests made by the state government at different forums for the extension of the already sanctioned Kolkota-Ludhiana Eastern dedicated Rail freight corridor to Amritsar. Likewise, he said that the budget had also not taken care of the state's pending demand to sanction another Western freight dedicated Rail Corridor Mumbai – Delhi to Amritsar via Ludhiana for providing fillip to the industrial sector in general and the agro based in particular.
Making a scathing attack on the Union government, Mr. Badal said that in fact the UPA government was building castles in the air as most of its announcements pertaining to the previous railway budget remain unfulfilled, he said that it was irony of the fate that instead of optimally utilizing the vast resources of the ministry for providing better amenities to the passengers, the government has opted for hike in the passenger fare which would put extra burden on the common man who is already reeling due to the anti-people policies of the Congress government. The Chief Minister said that the budget has further expose the anti people face of the Union government.

CMA delegation met Governor, Punjab

A delegation of Chandigarh Management Association (CMA) met the Punjab Governor and Administrator, Union Territory, Chandigarh, Sh. Shivraj V. Patil. A delegation under the leadership of President, CMA and Chairman, Aryans Group of Colleges (AGC) Dr.Anshu Kataria apprise Hon’ble governor about the activity done by CMA. Ms.Madhuklika Kak, Secretary General and Brig.S.S.Sahni were also part of delegation.
The delegation informed governor about the history objective and activities of 46 year old association. On the other hand governor appreciated the initiate taken by CMA.

Shri Nitish Kr., Chief Minister, Bihar, who had to take part in the swearing in ceremony of Shri Badal, the Chief Minister “Designate” of Punjab on 14th March 2012, could not attend the function due to budget session of Bihar Vidhan Sabha and some other unavoidable reasons. He has nominated his senior cabinet collegue Dr. Bhim Singh, Minister, Rural Work Department, Govt. of Bihar, for this purpose. Dr. Singh has started his journey from Patna to Chandigarh via New Delhi to take part in this function. Rural Works Department Minister, Shri Singh will reach on Chandigarh airport at 10.50 AM. He will proceed by road from Chandigarh airport to Sector-6 UT guest house. On 14th March he will participate the swearing in at (Chappar Chiri) in the oath ceremony of C.M.
After taking part in the Chappar Chiri ceremony he will return to UT guest house and he will proceed to New Delhi by road via Ambala-Kurushetra-Karnal-Panipat and Sonipat and return back to Patna on 15th March.
DESIST FROM MISLEADING PEOPLE – BADAL APEALS TO AMRINDER SINGH
Chandigarh, March 12 : The Punjab Chief Minister Mr. Parkash Singh Badal today cautioned the Punjab Pradesh Congress President Capt. Amarinder Singh to desist from the old habit of raising the bogey of ‘false cases against the leaders of the Congress party’ and challenged him to bring to his notice any such single case.
Reacting to the allegation of Capt. Amarinder Singh that false cases were being registered against the Congress leaders at the instance of ruling party, the Chief Minister said that his government never believed in politics of political vendetta and have taken a clear decision that we would ensure justice to every citizen. He said that you had been levelling similar allegations that ‘50 thousand false cases have been registered against the Congress leader’s during last five years and twice on the floor of the House, I have rejected your allegations and challenged to produce any single case but you have failed to do that. The Chief Minister said that your propaganda regarding false cases have been rejected by the people of Punjab in the recent Vidhan Sabha elections as intelligent electorate have seen through the hollowness of your allegations.
He said that I again reiterate my commitment to ensure justice to every citizen of Punjab and again request you to bring to my notice any instance of false case with solid evidence so that we can take appropriate action against the guilty. He advised PPCC Chief to desist from levelling baseless allegations without any evidence so that no confusion was created amongst the general public.

Capt Amarinder asks Mr Badal to rein in biased police officials , stop victimising Cong workers
CHANDIGARH, March 11
: Punjab Pradesh Congress Committee President Capt Amarinder Singh today asked the Chief Minister Mr Parkash Singh Badal to rein in his police officials who have run amuck and started targeting and victimising the Congress workers.
In a statement issued here today Capt Amarinder revealed that even though not a week has passed so far since this government was re-elected, some police officials apparently in an overenthuisiastic bid to oblige their political masters have started harassing the Congress workers.
The PCC President disclosed that he has started receiving reports from across the state from his MLAs and those who lost that their workers and supporters are being harassed and victimised by the Akali workers and the police. "This is absolutely unacceptable and intolerable", he said while warning against provoking the Congress backlash which can only lead to confrontation.
The former Chief Minister hoped that Mr Badal stands by what he said that there will be no vendetta. "His intentions should reflect in deeds and not merely in words", he said, while remarking, "however, so far that has not been the case".
The PCC President observed, "winning or losing is the part of democracy, but that does not mean you victimise your political opponents just because you won and got power". At the same time, he added, "let me clarify to one and all that no election is the last election and no win is going to be everlasting, hence let power not go to your head".

Chandigarh, March 11: Mr. Parkash Singh Badal Patron Shiromani Akali Dal and Mr. Sukhbir Singh Badal President Shiromani Akali Dal today expressed profound grief at the untimely demise of Mrs. Mohinder Kaur wife of Mr. Sadhu Singh Brar, Special Correspondent ,Spokesman, who died yesterday at Faridkot due to cardiac seizure Mrs. Mohinder kuar (62) is survived by a husband, a son and a daughter.
Both leaders have expressed heartfelt sympathies with the bereaved family and prayed to Almighty to give peace to the departed soul and strength to them to bear this irreparable loss.
Mrs. Mohinder Kaur was cremated today in the afternoon at cremation ground sector-25 Chandigarh. Wreath on behalf of Mr. Sukhbir Singh Badal was laid on mortal remains of Mrs. Mohinder Kaur. Prominent civil servants distinguished members from media fraternity; friends and relatives of Mr. Brar were present in strength in the cremation.

In a joint meeting of SAD-BJP Legislative Party, BJP Party Observer Mr. Shanta Kumar suggested the name of Mr. Parkash Singh Badal, which was proposed by Mr. Ashwani Sharma, BJP State President. Mr. Badal’s name was seconded by Mr. Sukhbir Singh Badal, President SAD and endorsed by Bhagat Chunni Lal, BJP Legislative Party leader, Jathedar Tota Singh and Mr. Madan Mohan Mittal, former ministers. Mr. Shanta Kumar and Mr. Arun Jaitely specially came from Delhi for this meeting.

Speaking after his election as leader of SAD-BJP Legislative Party, Mr. Badal said that he was falling short of words to express his gratitude to all MLAs, who have given him this enormous responsibility. He said that when he became Chief Minister for the first time in 1969, he was the youngest CM of the country and now I would be the oldest CM in the country. He said that he has seen all phases of life and performed his duty as CM in various phases of his life. He thanked the people of Punjab for showering their love and affection for him.
Thanking the Bhartiya Janta Party, Mr. Badal said that the relationship of SAD with BJP was emotional relationship and never in the political history there was any trade off with alliance partner as both parties have moved with perfect understanding. He said that he was happy for being given this responsibility but was conscious of the challenges before him in his new term as this government has to fulfill the raised expectations and aspirations of people of Punjab.

Describing this Vidhan Sabha polls as semi-final for 2014 Lok Sabha elections, Mr. Badal said that both parties would now work collectively to win all 13 seats, decimating the Congress Party from the political scene.
Earlier in the meeting Mr. Shanta Kumar said that this election marks the decimation of UPA from the center and formation of NDA government. He said that SAD-BJP alliance has broken 46 years record by returning to power for second consecutive term. He said that Mr. Parkash Singh Badal was a towering personality and unparalleled leaders in the polity of country.

Chairing the meeting of newly elected MLAs of Shiromani Akali Dal at Punjab Bhawan, Mr. Parkash Singh Badal today thanked all Punjabis for reiterating their faith in the programs and policies of SAD-BJP government and creating a history in Punjab to bring back an incumbent government for second term. He said that he was thankful to the Almighty for giving him strength to fulfill the task during last five years and has sought blessings form God to live up to the aspirations of the electorate in the fresh term. He said that we have to redouble our efforts to live up to the challenges of governance in next five years.
Exhorting the newly elected MLAs to become agents of change, Mr. Badal said that we should also collectively take a vow that we would ensure justice while performing our duties and contribute our might to accelerate the ongoing development process in the state. He said that we have to fulfill the aspirations of the people and become a tool to implement the pro-poor, pro-people policies of the alliance.
Mr. Badal said that in this election Secular image of the alliance has got strengthen and more than two dozen new faces have got chance to serve the public.
Giving credit to transparent recruitment of 1.5 lakh youth in the government services during last five years by various departments and Subordinate Service Selection Board, Mr. Badal said that people of Punjab have appreciated this fact and we would continue the same policy in next five years.
Appreciating the smooth alliance with BJP during last five years, Mr. Badal said that in five year long tenure there was no rift with alliance partner and even in elections both partners have fought collectively with a singular goal to defeat Congress Party.
Cautioning the newly elected MLAs for challenges ahead for the government, Mr. Badal said that we have to work together to overcome these challenges to fulfill the aspirations of the people.
Addressing the MLAs party president Mr. Sukhbir Singh Badal said that in this election people have given message to the all political parties that only performance and no drama pays in the electoral politics and SAD-BJP government would have to redouble its efforts to come to the raised expectations of people from the alliance. Capt Amarinder thanks party workers; assures to stand by them
CHANDIGARH, March 9:
Expressing his gratitude to the party workers and voters for their support, Punjab Pradesh Congress Committee President Capt Amarinder Singh today assured them that he will continue to stand by them under all circumstances.
Setting aside the rumours and speculations about his having resigned, Capt Amarinder made it categorically clear that he had owned up the responsibility for the party’s defeat in the elections and not resigned and nor did he intend to do so.
“Owning up the responsibility does not mean I have resigned”, he clarified, while adding, “I cannot leave about 50 thousand Congress workers who are facing vendetta cases at the mercy of the current government”.
The PCC President, who left for New Delhi today, said, he will be meeting the party President Ms Sonia Gandhi in the next few days and brief her about the election outcome and various factors that contributed to the party’s defeat. “I will strictly go according to the directions of the Party President”, he said.
Capt Amarinder clarified that he was not going to resign or retire and will only do so after leading the party to a victory. “I can’t leave my party workers and supporters at this stage particularly when they have been victimised and are apprehensive of more victimisation in the coming days”, he asserted, while adding, “today I make it clear to one and all that I am going to stay and stand by my party workers come what may as they have reposed tremendous faith and confidence in me and I don’t want to let them down”.

Sukhpal Singh Khaira, Ex ML urge the party high command to summon an emergency meeting of the full house of PPCC, to introspect reasons for the defeat of Congress in Punjab
Having lost a won battle due to manifold important reasons, it is highly pertinent to summon an emergency meeting of the party to introspect fairly and deeply into the debacle of the party in assembly polls. This meeting should be held under the aegis of senior party observers from Delhi. The incharge party affairs and independent observers should hear out all MLA’s, party candidates, DCC Presidents one to one to find reasons for the defeat. PPCC President should also show magnanimity to explain to Congress rank and file, causes for having lost an election second time in a row to the SAD-BJP under his command.
Prior to polls there was an atmosphere of euphoria in party cadres due to unprecedented anti incumbency against the SAD-BJP govt. Misgovernance, complete family rule, highly politicized police and civil administration coupled with rampant corruption, highhandedness and hijack of transport, cable network, sand quarrying, bulk liquor were burning issues against the govt. Had the Congress leadership exploited the above stated issues and taken the fight down to the ground, i am dead sure results would have been different. Merely issuing statements and inaction on the grounds caused great loss to the party.
Inaccessibility, callous and lackadaisical approach of those at the top, surrounded by non political people, rendered the working machinery of the party frustrated and demoralised. Even the reconstitution of the PPCC in the run up to the elections caused a dent in the party image by leaving out deserving leaders with a base.
To top it all, the distribution of tickets, inability to rope in rebel candidates, failure to read the impact of BSP and PPP also damaged the prospects of Congress seriously.
Further adding injury to insult, top Congress leaders celebrated ‘Holi’ yesterday at the house of a politician- industrialist in Chandigarh inviting singers from Pakistan. The celebrations took place when Congress workers are mourning, weeping and not taking meals in grief of the defeat. Congress leaders celebrated, while the Akali leaders led by Sh. Badal offered prayers and held a meeting at Anandpur Sahib on the occasion of ‘Hola-Mohalla.’ What a contrast?
The reasons for my urgent demand for deep introspection arises out of extreme anguish, pain and agony amongst the cadre, rank and file of the party after the defeat. Many in the party have a hunch that in case immediate corrective measures are not taken timely, the party in Punjab may go the UP and Bihar way. It would even be more painful to see a glorious party like Congress built and nursed by stalwart leaders like Mahatma Gandhi, Pandit Jawahar Lal Nehru, Indira Gandhi and Sh. Rajiv Gandhi crumbling due to vested interests and certain individuals.

RECRUITMENT IN PCS (EB) AND ALLIED SERVICES TO BE MADE EVERY YEAR
CHANDIGARH, MARCH 9:
The Punjab Government has decided to carry out the process of recruitment of PCS (EB) and Allied Services and relevant rules would be amended to this effect.
A decision in this regard was taken in a meeting held by Punjab Chief Minister Mr. Parkash Singh Badal here today in which in which Chief Secretary Mr. S.C. Agrawal, Principal Secretary Finance Mr. KBS Sidhu, Principal Secretary to CM Mr. SK Sandhu, Chairman PPSC Lt. Gen R.S.
Sujlana participated. It was decided that the entire process of selection of PCS (E.B.) and Allied Candidates as well as PCS officers including 31 nomination posts would be completed by PPSC before June 30, 2012. The meeting also decided that the requisition for filling up the posts of PCS and Allied Services, which will become available till June 30, 2013, will also be finalized and sent to PPSC by April 30, 2012. The Chief Minister also issued instructions for identification and action for the construction of New Administrative Complex for the PPSC at Patiala immediately and it was decided that the recruitment for 26 vacant posts of PPSC would be made by Commission itself.
It was also decide that the recruitment for Senior Assistants and Junior Engineers scale posts of all other equivalent scales/ grades in the state would be undertaken by Services Selection Board, Punjab only.The meeting also decided to devise new method of recruitment for junior engineer through Common Entrance Test by Punjab Technical University or National Institute of Technology or some other competent organization. The meeting decided to raise the honorarium of Rs 25,00 for Chief Examiner and Rs 2000 for examiner to the level of UPSC. It was decided that it would be also paid to all those, who have checked papers of ongoing recruitment. The meeting also decided that the practice of filling up Government posts on outsourcing basis should be phased out and Specific Services like Security, Housekeeping, Sanitation, Transport etc may be outsourced.

AIMA & CMA Organized Workshop for African Students
Students gets tips to become successful entrepreneurs

All India Management Association (AIMA) in collaboration with Chandigarh Management Association (CMA) organized its first ever workshop for Students of African countries studying in India. The theme of the Workshop was “Don’t Hunt for a Job, Be your own Boss”. Over 52 students from different countries of Africa participated in this Workshop held at PHD Chamber in sector-31, Chandigarh.
Mr. Kamal Singh, Director, AIMA; Dr. J S Juneja, Past President, AIMA; Mr. Anuj Aggarwal, CMD, Altruist Technologies Pvt Ltd; Dr Anshu Kataria, President –CMA & Chairman- Aryans Group of Colleges and Ms Madhulika Kak, General Secretary-CMA addressed the students in the event .
Some of the other speakers who shared their perspectives included Mr. R C Chopra, Consultant, Mr. J R Singal, CMD – Eastman Industries Ltd, Mr. Gurdip Singh Deep – Advisor – Parwanoo Urban Cooperative Bank, Dr. H R Bhojwani, Advisor – Ministry of HRD, Govt of India, Mr. C J Singh, MD – Core Communication Pvt Ltd and Mr. Gurmeet Singh, Director – GCS Group.
The focus of the Workshop was to inculcate spirit of enterprise among these African Students. They will get to know firsthand what is entrepreneurship and its challenges, complexities, pain and pleasure of starting an enterprise. This is primarily being undertaken keeping in mind the need of creating entrepreneurship particularly when jobs are scarce. Students after undergoing this workshop can pursue their interest on starting their own enterprise when they go back to their countries. The highlight of this Workshop is also a live visit to some of the small enterprises where the participants will have first hand appreciation of running business and where they will learn the entire process of doing business.
Earlier welcoming the participants Mr. Kamal Singh said the objective of the workshop is to strengthen the partnership of India and Africa by making students of Africa aware of the challenges of entrepreneurship. Dr. While giving the Workshop Overview said that it is needed particularly for these students when they go back and they will be able to implement this concept for starting their own enterprise. Mr. Anuj Aggarwal, inaugurated the Workshop complimented both AIMA and Chandigarh Management Association to start this initiative and also advocated the need of strengthen the spirit of entrepreneurship specially for African Students. He gave his own experience on starting his enterprise successfully.
Some of the subjects the participants will cover are Micro Small Medium Enterprises in India & Africa, How to Manage Small Business, Small Business Management. This Workshop has been organized as a part of India Africa partnership and it is supported by Ministry of External Affairs, Govt of India.Dr. Anshu Kataria and Ms Madhulika Kak thanked AIMA for bringing this workshop to Chandigarh and appreciated the efforts in this regard.

'Parkash Singh Badal to be chief minister'
Chandigarh, March 8 (IANS) Shiromani Akali Dal president Sukhbir Singh Badal Thursday said that his father, Chief Minister Parkash Singh Badal, will continue in the top job after the SAD-BJP combine was voted back to power in the assembly elections.
Talking to reporters before going for a legislature party meeting of the Akali Dal here Thursday morning, Sukhbir said that Badal senior is the only choice for being chief minister.
"As Akali Dal president, I announce that Badal Sahib (Parkash Singh Badal) will be the next chief minister also," Sukhbir said here.
Badal Sr., who has been chief minister four times earlier in 1970, 1977, 1997 and 2007, is likely to be sworn in as chief minister early next week.
His election as leader of the Akali Dal legislative party leader is likely to be a formality after Sukhbir's announcement.
The Akali Dal will have another meeting of its core committee later Thursday evening followed by a meeting with alliance partner BJP here Friday.
There has been speculation in Akali Dal and political circles here on whether Parkash Singh Badal, 84, will agree to a record fifth term as chief minister or whether he will ask his son and Akali Dal president Sukhbir Singh Badal to take charge.
Sukhbir Badal, who is the deputy chief minister in his father's outgoing government, led the Akali Dal campaign from the front and was the most visible face of the party compared to his ageing father.
Party leaders are crediting him for the historic victory of the Akali Dal-Bharatiya Janata Party (BJP) combine in the assembly poll.
Beating the traditional anti-incumbency factor, the combine bagged a comfortable majority with 68 seats in the 117-member Punjab assembly as results were declared.
It is for the first time in over four decades that a government has been able to return to power for a consecutive term in Punjab.
While the Akalis won 56 seats, the BJP bagged 12 seats.
The Congress, which was hopeful of returning to power this time, got only 46 seats.

PUNJAB GOVERNOR GREETS PEOPLE ON HOLI AND HOLLA MOHALLA
CHANDIGARH, March 7: The Punjab Governor and Administrator, Union Territory, Chandigarh, Mr. Shivraj V. Patil extended warm greetings to the people of Punjab and Chandigarh on the eve of Holi and Holla Mohalla.
In his message, Mr. Patil said the festival of Holi symbolsis the victory of good over evil. He said that this festival marks the advent of spring and also brings together all people, in its spirit of mutual love and harmony, forgetting all distinctions of caste, creed and religion.

APPLICATIONS INVITED FOR MERIT-CUM-MEANS BASED SCHOLARSHIPS FOR STUDENTS OF MINORITY COMMUNITIES
CHANDIGARH, MARCH 7:
The Punjab Government has invited applications for need-based cum Merit-cum-Means Based Scholarships from the eligible students of Notified Minority Communities for pursuing professional and technical courses at under graduate and post graduate level in institutions recognised by the appropriate authorities for the year 2012-13.
According to an official spokesman the state wise break-up of scholarship was available on the website of Union Ministry for Minority Affairs www.momascholarship.gov.in and a link of this site was also available on the website www.minorityaffairs.gov.in and all states have been asked to advertise the scheme latest by March 31st.
The spokesman said that advertisement for the scholarship would be published by March 31st and the last date for submission of online application for fresh scholarship was September 30th, 2012 and last date of submission of duly signed printed version of online application to the state department through respective institutes was October 10, 2012. The department would generate the merit list from November 1st to November 15. A similar schedule has been uploaded on the website for renewal of scholarships was available on the website.

Mushawarat welcomes U.P. election results
New Delhi, 7 March 2012: The All India Muslim Majlis-e Mushawarat (AIMMM), the umbrella body of Indian Muslim organisations, held a meeting here to consider the election results in five states, especially Uttar Pradesh. The meeting was attended by AIMMM President Dr Zafarul-Islam Khan, former President Janab Syed Shahabuddin, Vice President Janab Muhammad Jaafar, General Secretary Janab Ejaz Ahmad Alam, Janab Mujtaba Farooq and Janab Akhtar Husain Akhtar.
Dr. Khan said after the meeting that the AIMMM is satisfied with the results in Uttar Pradesh and congratulates the mature U.P. voters for puncturing the BJP balloon even in Ayodhya and thereby demonstrating that the voters reject communal and divisive politics.
Dr. Khan said that the U.P. results have yet again demonstrated the central position of Muslim voters in the state and that no government may be formed by ignoring them. The results, he said, are also a lesson for the Congress that mere lip service and meaningless gestures will not win it votes. It is time political parties stopped taking Muslims for granted. Dr. Khan hoped that the UPA will learn its lessons and make good its promises to Muslims and other minority and backward communities so that these results are not repeated in 2014.

Shiromani Akali Dal President and the Deputy Chief Minister Mr. Sukhbir Singh Badal has created history not only commanding his party into unprecedented second term but also by himself retaining his Jalalabad with the highest margin 50269 in the state. He succeeded not only humbling the Congress but also frustrated the aggressive attempts by his estranged cousin and former finance minister Manpreet Singh Badal to add third dimension to the Punjab polity.
This is the third successive election in which Mr. Badal has proved his organizing capacity, beginning with the victory in 2007 elections. In the Lok Sabha elections again, the party had performed well and his wife Harsimrat Kaur Badal had won from Bathinda with the highest margin in the state. This election has only added to the stature of the Akali Dal chief.
In Jalalabad, his campaign was superbly organized by his close aide N. S. Dhanoa who had been functioning as his OSD. He camped in Jalalabad all through the election campaign reaching out to every section of the electorate there.

Punjab Chief Minister Mr. Parkash Singh Badal today expressed profound grief and sorrow over the sad demise of Mrs. Shakuntala Tiwari, the mother of Daily Post Editor-In-Chief and Managing Director Manish Tiwari who passed away at Indraprastha Apollo Hospital, New Delhi early this morning after prolonged illness. She was 63 and is survived by her husband, two sons and a daughter.
Mr. Badal also shared his heartfelt sympathies with the members of the bereaved family and prayed to the Almighty to give strength and courage to bear this irreparable loss and grant peace to the departed soul.

NRI COMMISSION SEEKS REPORT FROM SSP JALANDHAR REGARDING HARRASMENT BY TRAVEL AGENT
Chandigarh, March 2:
The Punjab State Commission for NRIs has sought a report from SSP (Rural) Jalandhar regarding a complaint received from Protector of Emigrants.
According to a spokesman of NRIs Commission, Mr. Om Parkash of Village Dakoha had submitted a complaint to Protector of Emigrants that his son Vicky was sent to Iraq by an agent Vinod Kumar@ Bunty s/o Madan Lal r/o Village Dakoha, Rama Mandi, Jalandhar . He was entrusted to some illegal persons there and was being forced to work day and night and provided a single meal per day. He had further alleged that his son never received any salary and was suffering from serious illness.
The spokesman added that the complainant had apprised about innocent people, who were being fleeced by the un-authorized agents by showing them green pasture abroad but were being forced to work like slaves. He informed that taking cognizance in the matter; the Commission has asked the SSP (Rural), Jalandhar to hold an enquiry into the allegations of the complainant and adjourned the case to April 12, 2012.

Com Nilotpal Basu, Central Secretariat Member, CPI (M) reported ‘ Draft Resolution on Some Idealogical Issues’ and ‘ Draft Political Resolution’ to the state level General Body meeting of the Party held here today at Bhakna Bhawan. These draft Resolutions were earlier adopted by the Central Committee for final adoption of the 20th Congress the highest policy making body of the Party being held at Kozhikode ( Kerala) from April 4 to April 9 , 2012 .
The Ideological Resolution places CPI(M)’s analysis and understanding of the present world situation under International finance capital led imperialist globalization . The Resolution notes that the global financial meltdown caused by the sub-prime credit crisis was sought to be overcome through humongous bailout packages to resurrect those very financial giants who caused the crisis in the first place. This resulted in converting corporate bankruptcies into sovereign bankruptcies. This is being sought to be solved through the reduction in government expenditures by imposing ‘austerity measures’ and drastically reducing social sector expenditures that are mounting further economic onslaughts on the people. This, in turn, is leading to further contraction of the purchasing power in the hands of the people , sowing the seeds of a deeper crisis of double –dip global recession that is , today, looming large.
The Ideological Resolution further notes that the protests against such predatory capitalist exploitation are on the rise globally and particularly in Latin America. It is growing in Europe and all over the world as seen in the ‘Occupy Wall Street’ movement. These popular forces today constitute an important element in strengthening the worldwide struggle against imperialist globalization . They are also an important element in uniting the anti-war , anti-imperialist, anti –military aggression and intervention movements with movements against globalization. It is this unity that needs to be built into a powerful global anti-imperialist movement which will have the potential for a future revolutionary transformation.In Indian conditions, the Ideological Resolution details CPI(M)’s programmatic understanding of combining parliamentary and extra parliamentary forms of struggle to develop a powerful movement to build an alternative to the existing bourgeois-landlord order. The Resolution warns the need to guard against deviations that either neglect extra parliamentary struggles or negate the role of parliamentary struggles.The Resolution underlines that there is both class exploitation and social oppression in Indian society. Hence, the struggle against both forms of exploitation and oppression should be conducted simultaneously. It further notes that without a firm struggle to defeat communalism , the revolutionary advance in our country will not be possible. It has also underlined the need to strengthen the struggle against gender inquality and oppression in all its manifestations .
On the current political situation the draft Political Resolution observes “ in the current situation , when the left has suffered serious electoral reverses, and when West Bengal, the strongest base of the party is under attack, it is of the utmost importance to expand the influence and base of the party in other states”. The Resolution outlining the political tactical line states that CPI(M) has to politically fight both Congress and BJP. As against the Congress aand the BJP, the CPI(M) puts forth the left and democratic alternative . Only a left and democratic platform can be the alternative to bourgeois –land lord rule . This lternative needs to be built up through a process of movements and struggles and the emergency of a political alliance of the left and democratic forces . In the course of these efforts ,it may be necessary to rally those non- congress,non –bjp forces which can play a role in defence of democracy , national sovereignty ,secularism ,federalism and defence of the peoples’ livelihood and rights. The emergency of such joint platforms should help in the process of building the alliance of the left and democratic forces. According the highest priority to strengthening the independent role of the Party, the resolution also stresses the necessity to strengthen Left unity. In the present situation we should strive for joint actions with the non-congress secular parties on issues so that the movements can be widened.
The political resolution exhorts the Party to lead to fight against the neo –liberal policies which are harming interests of the working people. We have to conduct the struggles for land, food, employment and social justice, The CPI(M) has to counter the forces of communalism and divisiveness and defend secularism . We have to combat the imperialist pressures in all spheres . We will defend the Party and Left against the attacks and violation of democratic rights in West Bengal.
Comrade Charan Singh Virdi, State Secretary of the Party also addressed the General Body meeting .He urged upon the Party members to send amendments to the draft resolutions to the Central Committee exercising their democratic right .
From all over Punjab 310 State Committee and District Committee members participated in the meeting. Com. Rattan Singh, veteran communist leader presided over the meeting.

WSH: Sher-E-Punjab win big against Chennai Cheetahs
Jalandhar, March 1, 2012: The home crowd had plenty of reasons to celebrate as favourites Sher-E-Punjab launched their campaign in the World Series Hockey (WSH) in style, winning 5-2 win against Chennai Cheetahs here Thursday.
The scoreline didn't really do justice to the close tussle which took place on the field here at the Surjeet Singh Hockey Stadium.
For Sher-E-Punjab, the scorers were Mandeep Antil (7th minute), Harpreet Nagra (34th minute), Prabhjot Singh (49th & 70th minutes) and Gagan Ajit Singh (57th minute) while Pakistani star Imran Warsi struck a brace for the Cheetahs, both his goals coming off drag-flicks in the 24th and 63 minute respectively.
For the last 46 minutes, the Chennai Cheetahs forwards and midfield twisted and turned with the ball only to find themselves confronted by an impenetrable thicket of blue-shirted Sher-E-Punjab defenders.
During that time the Shers extended their scoreline to 4-1 after taking an early lead with a suave Mandeep Antil goal that seemed to preface a night of dominance. Skipper Prabhjot's talent as a dribbler and a provocateur proved decisive in giving his side the handsome win.
Chennai had two clear chances to make a comeback in the first half but they conceded a penalty stroke with one minutes remaining for the interval.
Sher-E-Punjab star Deepak Thakur was obstructed from taking a clear shot at the goal and the umpire had no hesitation to point towards the dreaded spot. Harpreet Nagra made his entry into the record book by converting the first penalty stroke of the WSH.
For Chennai, there were no such clear-cut openings in the second half despite their strategy to deploy five players in the rival D.
Striker Gagan Ajit Singh celebrated his daughter's fourth birthday with a cracker - it was a trademark Gagan scorcher from top of the D, which went racing past the hapless Cheetah goalkeeper Jasbir Singh.
