PUNJAB SET TO TAKE LEAD IN THE COUNTRY
IN IMPROVEMENT OF EDUCATION SYSTEM

  • 26668 teachers recruited, 12654 in the offing
  • Rs. 699.25 crore utilized in Sarv Sikhisha Abhiyan
  • Punjab leading state in terms of infrastructure and facilities

  • 795 schools upgraded and 218 new schools setup

Chandigarh February 15: To bring out revolutionary educational reforms in the schools, the Punjab Government has taken significant steps to promote teaching and learning through record recruitments of teaching faculty and provided required infrastructure in the state schools.

      Disclosing this, a spokesman of the Education Department Punjab said that never in the history of post-Independence, the department has seen such path-breaking and ambitious recruitment and development activities as during the last three years but the congress leaders, only to defame the SAD-BJP Government, are misguiding the people about the record progress made in the field of education in the state.

      Giving details he said that the previous Congress led government had spent Rs. 475.26 crore only out of total funds of Rs. 618.44 crore during the years 2002-2007 in the Sarv Sikhisha Abhiyan whereas the present government has utilised Rs. 699.25 crore out of Rs. 626.12 crore during the years 2008-2010 which was more than the budgetary outlay. The state government was able to get Rs. 369 crore from the GOI, more than the other states due to the timely submission of User Certificates (UCs) pertaining to previous funds. This shows that Congress leaders were allegedly making false statements about the non utilization of central funds on education whereas the previous Congress regime was solely responsible for deterioration of education system in the state.

      He said that the department has been making earnest and relentless efforts to fill all the vacancies in the schools and has been able to recruit around 26668 teachers during the last two years whereas recruitment process of 7654 teachers was in progress. Besides this, more 5000 teachers would also be recruited to fill the remaining vacancies. All the recruitments were made purely on merit, openness and in a transparent manner whereas the Congress regime did not pay heed to such a process, he added.

      He further added that despite the writs and litigations pending into the various courts filed by teachers unions, the department has been able to promote more than 4000 teachers. More promotions would be made in the coming days as the process had already been initiated. Adding further he alleged that in the previous Congress regime, the schools were suffering from paucity of teachers and most institutions were headless.

      He said that Rs.634 crore had also been spent on the upgradation of infrastructure in elementary schools, to provide safe drinking water and toilet facilities in 18969 schools. Punjab is the only state in India having kitchen sheds for preparation of Mid-Day meals in all the Primary and Upper Primary schools, he added.

      He further added that the government successfully achieved another milestone in the field of education with the upgradation of 351 schools under NABARD scheme (three in each constituency) at a cost of 141 crore where Science, Commerce, Arts and Vocational Groups would be made functional. About 197 new Primary schools have been opened and 725 schools have been upgraded from Primary to Upper Primary (middle) schools so as to achieve the ratio of 1:2 in Upper Primary to Primary schools. Besides this, more 70 middle schools would also be upgraded in the state and more in the offing, he said. In addition, 21 new model schools and 21 girls hostels would be set up in 21 educationally backward blocks at a cost of Rs. 3.02 crore and 42.50 crore respectively in the state.

      He categorically said that for the first time since Independence a concrete initiative has been taken for education reforms to make Punjab a leading state in the country in terms of providing infrastructure and facilities to primary and upper primary schools. Punjab beats Delhi in this regard, which has shifted to second position as infrastructure index for Punjab is 0.917, higher than 0.909 for Delhi, he said.

      He further added that this study is based on Educational Development Index (EDI) which is prepared by National University of Educational Planning and Administration (NUEPA), a premier organization, established by the Ministry of Human Resource Development, GOI, dealing with capacity building and research in planning and management of education not only in India but in South Asia also.

      He added that according to an analysis conducted by the NUEPA, on the basis of 2007-08 data, there were 18508 government schools in Punjab in total. Out of which 65.23% schools have play grounds, 88.38% schools have the facility of common toilets and 86.09% schools have got separate girls' toilets. Besides, drinking water was available to 96.68% schools and electricity was available in 83.65% schools. About 40.92% schools even have the facility of ramps. As per this study 96.32% state schools were running in government buildings whereas 96.45 % schools have pucca buildings, he said.

      He further added that the Punjab Government has decided to automate all functions of Government Schools in the State with an aim to develop Management Information System (MIS) and Geographical Information System (GIS) for effective planning and decision-making. The main objective of building MIS and GIS systems was to monitor the delivery of education to school children and to administer and manage the internal functions of schools in an effective and efficient manner, he said.

      He further said that that automation of school functions would be implemented in approximately 18500 schools out of which 5250 would be upper primary schools. All upper primary schools have already been provided with computer labs having Information Technology (IT) infrastructure, he added.

PUNJAB SEEKS UK ASSISTANCE FOR TEACHERS COMMUNICATION SKILLS IN ENGLISH

 

CHANDIGARH FEBRUARY 15:

      The Punjab government is exploring the possibility of a tie-up with the U.K. government as well as the British Council for an institutionalized teacher's training programme in spoken English skills.  The issue was discussed at a meeting the U.K. Minister for Business and Skills Mr. McFaden had with the Punjab Chief Minster Mr. Parkash Singh Badal at the latter's residence here today.

      The Chief Minister asked Mr. McFaden to facilitate a tie-up with renowned U.K. institutions under which teachers from that country could visit Punjab for short duration teachers training courses to improve the communication skills of Punjab teachers in good English. Mr. McFaden promised to pursue the matter both with the UK government as well as with the British Council.

It may be recalled here that the British Council is already engaged in similar programmes as ' Project English' but Mr. Badal sought to expand and institutionalized the same under a long-term regular arrangement and for this Mr. Badal offered to establish a Skill Center in the state.

      The U.K. Minister is here to study water management and the impact on climate change on Punjab's economy, apart from educational exchange.

  

BADAL CONDOLES THE DEATHS OF MR. MEHBOB AND MR. ANKHI

 

CHANDIGARH FEBRUARY 15:

      Punjab Chief Minister Mr. Parkash Singh Badal today expressed profound grief and sorrow over the sad demise of noted litterateurs and Sahitya Academy Award Winners Mr. Harinder Singh Mehbob and Mr. Ram Sarup Ankhi. 

      In a condolence message, the Chief Minister recalled the outstanding services of Mr. Harinder Singh Mehbob and Mr. Ram Sarup Ankhi towards the promotion of Punjabi language and literature besides enriching cultural heritage of Punjab.  He said; "with the passing away of Mr. Mehbob and Mr. Ankhi a void has been created in the Punjabi Literary circles, which was difficult to be filled."

      Mr. Badal shared his heartfelt sympathies with the members of the bereaved families and prayed to the Almighty to give strength and courage to them to bear this irreparable loss and grant peace to the departed souls.

 
 

THE DEATHS OF MEHBOB AND ANKHI, A GREAT LOSS TO PUNJABI LITERATURE-SUKHBIR

SEKHWAN ALSO CONDOLES THE DEATHS OF NOTED PUNJABI WRITERS

 

Chandigarh, February 15: The Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal today expressed deep shock at the demise of noted Punjabi writers Mr. Harinder Singh Mehbob and Mr. Ram Sarup Ankhi.

      In a condolence message Mr. Sukhbir Singh Badal described their deaths a great loss to Punjabi literature and religious writings. Mr. Badal said that while Mr. Ankhi with his specific style created a niche in Punjabi literature bringing alive the rural life in Punjab whereas Mr. Mehbob brought an element of simplicity in religious message.

      Condoling the deaths of Mr. Mehbob and Mr. Ankhi, Punjab Information & Public Relations Minister Mr. Sewa Singh Sekhwan said that both writers had contributed immensely to the Punjabi literature and religious writings. The death of these noted writers was an irreparable loss to the entire country in general and Punjab in particular, he added.

      Mr. Badal and Mr. Sekhwan expressed heartfelt sympathies with the bereaved families and prayed to the God to give peace to the departed souls and strength to respective families to bear this irreparable loss.

 

EDUCATION MINISTER UPINDERJIT KAUR CONDOLES

THE DEATHS OF SH. MEHBOB AND SH. ANKHI

  Chandigarh, February 15: The Education and Languages Minister Punjab, Dr. Upinderjit Kaur today expressed her deep sense of shock and sorrow over the sad demise of noted prolific writers Sh. Harinder Singh Mehbob and Sh. Ram Sarup Ankhi.

      In a condolence message Dr. Upinderjit Kaur condoled that in the death of Sh. Harinder Singh Mehbob and Sh. Ram Sarup Ankhi, Punjab as well as literary world has lost distinguished writers. She described Sh. Mehbob and Sh. Ankhi as multi-faceted personalities and torchbearers of writings with constructive approach and visions, who have left an elegant mark on the world around them. They were indeed great inspiring writers who have communicated what they observed with explicable urge giving a fresh dimension to the Punjabi literature, she said.”

      She further added that Sh. Mehbob and Sh. Ankhi had contributed a lot to the Punjabi literature with their valuable literary books. The demise of these noted writers was an irreparable loss to the Punjabi literary circle. They would be ever remembered by one and all in recognising their immense talents as writers, humanist, and above all as original thinkers and fine human beings, she said.”

      The Education Minister expressed heartfelt sympathy with the bereaved families and prayed to the Almighty to give strength and courage to bear this irreparable loss and grant peace to the departed souls.

 
 

ROTATIONAL IRRIGATION PROGRAMME FOR RABI SEASON    ANNOUNCED

Chandigarh, February 15:

      The Irrigation Department, Punjab has announced the Rotational Programme for irrigation for the Rabi Season through Canal water from 20.2.2010 to 27-2-2010. The channels of Sirhind Canal System would run on the priority basis from Bathinda Branch, Bist Doab, Sidhwan Branch, Patiala feeder and Abohar Branch respectively.

      Disclosing this here today a spokesman of the irrigation department said that direct distributaries of Bhakra Main Line in group 'A' being in the channels of first preference will run to their indent and  balance water supplies available will be utilized in Ghaggar Branch and its off taking channels i.e Ghaggar Branch and Patiala Minor in Group 'B'  respectively.

      The spokesman further said that all the direct distributaries of Sirhind Feeder in group 'A'  being in the First preference will run to their indent and balance water supplies available would be utilised in Abohar Branch off-taking from Sirhind Feeder and its distributaries/Minors in  Group 'B'.

      The spokesman also said that the channels off taking from upper Bari Doab Canal i.e. Sabraon Branch with its distributaries being in the channels of first Preference would run to their indent and balance water would be supplies water available in Kasur Branch Lower, Main Branch Lower Lahore Branch with their distributaries respectively.

 

"WATER RESOURCES MUST STAY AS A STATE SUBJECT 

CENTRE'S MOVE ON WATER RESOURCES DANGEROUS: BADAL 

"STATES COMPETENT TO HANDLE WATER TABLE CRISIS"

  Chandigarh February 13 –

      The Punjab Chief Minister Mr. Parkash Singh Badal today came down heavily against eh center's reported move to transfer water from the state list to the concurrent list.

      "Any such move would be fraught with serious implications on economic as well as political fronts. Punjab as an agrarian state can not allow any erosion of its jurisdiction over the issue. Waters are the be all and end all not only of our farmers but of the entire populace and of the economy of the state. Any move to dilute the state's control over the subject would be utterly inadvisable," said the Chief Minister in a statement here.

      The Chief Minister said that his government would strongly oppose such moves.  "We have vehemently fought for the rights of Punjab on the river water resources. Even as it is, the center has found underhand means to rob Punjab of its precious resource. The issue is sub-judice with the Supreme Court and the center's proposed move would, apart from cutting at the roots of the federal spirit, also amount to an affront to judiciary," said Mr. Badal.

        "Center must desist from tinkering with the basic structure of the Statute which clearly demarcates the areas of jurisdiction between the center and the states. Already, various Congress governments at the center had progressively chipped away at the federal character of the country and turned the Constitution into a document heavily tilted against the states. If anything, it needs to be amended to make it more federal in character, in keeping with the underlying impulse of the people of the constituent states," said the Chief Minister.

           Mr. Badal said that the water resources had rightly been put on the state list but the center had always been working to weaken the state's rights over the subject. He wondered how the center could even think of proceeding with such legislation without taking the state's into confidence. "Centre must appreciate the sensitivity of the matter and must not rush to stir the hornet's nest as it could lead to serious but avoidable complications," he cautioned.

         On the question of falling water table in many states, Mr. Badal said that  he fully shared widespread concern over the over- utilization of water, but the states themselves are competent to deal with the issue. "In fact, we have already been the first to take pro-active steps on the subject through a mandatory provision to push back  the date of paddy plantation in the state. This step has already shown positive results'" he added.

PRINCIPAL SECRETARY TO CHIEF MINISTER, MR D S GURU REVIEWS WHEAT PROCUREMENT ARRANGEMENTS AS PART OF HIS FIVE DAY TOUR TO THE STATE FOR SMOOTH  PROCUREMENT OPERATIONS.

Chandigarh, February 13-

On the directions of Punjab Chief Minister, Mr. Parkash Singh Badal, the Principal Secretary to Chief Minister Mr. Darbara Singh Guru today started his five-day tour to the state for reviewing and monitoring the arrangements of wheat procurement for Rabbi season. During his visit he will discuss all the necessary arrangements required for smooth procurement of wheat with all the Deputy Commissioners and district heads of procurement agencies, so that the farmers of the state face no hardship or inconvenience in the mandis, during procurement season.

      As part of the program, Mr. Guru today held a meeting at Ludhiana with the Deputy Commissioners of districts of Ludhiana, Ropar and Mohali, District Transport Officers and District Heads of procurement agencies of these districts here this afternoon and reviewed the arrangements for wheat procurement. He inquired about the status of the wheat production in their districts, area under wheat cultivation, expected production, availability of space and vardana, transportation and storage arrangements, electricity and water and  mechanical process for cleaning of wheat and so on. He made it clear that no laxity will be tolerated at any level and Deputy Commissioners will be held personally responsible for any lapse in their area of jurisdiction.  The Deputy Commissioners and Heads of the agencies informed that all arrangements are being made on war footing for wheat procurement and there is no problem on any front in speedy procurement of wheat in their respective districts.

      Mr. Guru informed that 35 lakh hectares has been brought under wheat cultivation in the state and likely production of this crop is 155 lakh Metric Tonnes. He said that 110 lakh MT is likely to be procured and the state government is making arrangements for procurement of 115 lakh MT. He said that the state government is very much concerned and in view of this, the arrangements are being monitored two months in advance. He said that the Chief Minister Mr. Parkash Singh Badal has issued directions to all the Deputy Commissioners to ensure hassle- free procurement and there should be no inconvenience  to the farmers in the mandis.  All the mandis are being equipped with efficient marketing support infrastructure and it will be ensured that the farmers are given payment on the sale of their wheat produce within 48 hours.  All the agencies have geared up their operations and all the arrangements will be in place before the start of procurement operation.

      Mr. Guru   further  asked  the Deputy Commissioners to optimally utilize all the resources and to bring efficiency in the system. He told them that special attention should be given to ensure availability of labour and transport, so that there is no problem in timely lifting of wheat from mandis. Deputy Commissioner Ludhiana Mr. Vikas Garg, Deputy Commissioner Ropar Mr. Priyank Bharati, Addl. Commissioner Mohali Mr. Iqbal Singh Brar and heads  of  all Procurement agencies, including PUNGRAIN, MARKFED, PUNSUP, Punjab Warehouse, Punjab Agro and FCI were present in the meeting.

      Mr. Guru will visit Jalandhar tomorrow followed by Patiala on 15th February, Bathinda on 16th February, Ferozepure on 17th February and Amritsar on 18th February 2010. He will interact with the Deputy Commissioners and heads of all the procurement agencies during his five days visit to the state.

Chandigarh, February 13: 

      Punjab Chief Minister, Mr. Parkash Singh Badal, while presiding over a joint meeting of senior officers of Industries department and the representatives of Textile Industry from all over Punjab at Ludhiana today, constituted a high -powered Committee to prepare a comprehensive plan to suggest a pilot project for empowerment of rural youth including girls and boys through skill development programs. He asked the Principal Secretary Industries Mr.  S. S. Channy to coordinate the endeavor and finalize the program within two weeks time alongwith creation of an institutional framework for providing gainful employment to the unemployed youth.

      Addressing the meeting, Mr. Badal observed that there is huge potential of  skilled man power in Punjab and the state government machinery, & the industrial community must jointly launch a crusade for eradication of unemployment problem by training our boys and girls in different disciplines and ensure their absorption in the industries and other entrepreneurship ventures in the state. He said that   the major industries must start short term training programs  in their required fields to train boys and girls to meet their demand of technical  and skilled people. He said that they should be given excellent remuneration with provision of enhancement in their emoluments according to their performance and capabilities. He said that the state government will extend all possible help in this coordinated endeavor.

      Responding to the demand of industrial community for creating hostel facilities and good security environment for girls and boys to be employed in their establishments, Mr. Badal said that the state government will create necessary infrastructure and foolproof security arrangements, for this purpose as suggested by the high-powered committee. He emphasized the need of constituting joint teams of senior officers of the industries and the industrialists to bring about attitudinal changes among the people and the youth and to inculcate among them a sense of confidence to join in this drive for their own welfare and also growth and the development of the state.  He assured that the state government will make sincere and concerted efforts for making this empowerment program a great success.  

      The meeting also discussed the issue of legalizing the three shift system in the industry as prevalent in Tamil Nadu to increase industrial productivity and ensuring more employment opportunities to the youth. The Chief Minster asked the Secretary Industries to study the whole issue and find an appropriate solution to this vital issue. He observed that unemployment is a major problem in the state leading to various social and economic problems and it must be tackled effectively by removing all the bottlenecks. He said that our aim is to make Punjab a top ranking state in the country.

      Mr. S P Oswal and the other members of industrial community brought out various issues in the meeting especially the textile industry and pointed out that the major obstacles in the way  of recruiting the female workers from villages are the social apprehension regarding their safety and security. They also asked for creating data bank regarding potential work force. The Chief Minister assured them that the government will extend all support  for mitigating the hardships of industrial and business community.

      Later, Mr. Badal in an interactive session with the  Scientists of Punjab Agriculture University called for giving a new push to the agriculture economy through extensive research and extension programs to increase productivity and generating more income for the farming community. He said that the Punjab Government had already released Rs 20 crore to the PAU and announced that Rs 75 crore will be given every year for meeting the financial needs of the University.

      Strongly advocating the  need for making available the latest agriculture technology and research   benefits to the farmers at the grass root level, Mr. Badal  stressed that  block level agriculture camps should be organized through out the state for educating the farmers for various agri-related developments,  new seeds , fertilizers and other inputs. He said that the scientists in different disciplines of agriculture, horticulture and related fields should go to the rural areas and give practical demonstration to the farmers at the field level.

      Mr. Badal observed that the  land holdings in the state are shrinking and the individual farmers cannot afford costly agriculture machinery. He said that there is a need  for setting up of  agro service  centers  equipped with agri- related machinery to give it on hire basis to the small and marginal farmers. He said that cooperative agriculture farming is only solution for sustainable agriculture profession.

      Expressing his serious concern over the growing unemployment among the rural  and urban youth, Mr. Badal asked the University authorities to launch short term training   programs to impart skills to the surplus man power in the villages and  extend them opportunities of self  and gainful employment. He strongly advocated the need for establishing the linkages of PAU and the industry to start useful short term courses for benefiting both the industry and the unemployed people in the villages.

BADAL "SHOCKED" OVER THE DEATH OF

TWO PUNJABI YOUTH IN AUSTRALIA,

ASKS PM TO RAISE ISSUE AT DIPLOMATIC LEVELS

Chandigarh, February 12 –

      The  Punjab Chief Minister Mr. Parkash Singh Badal today expressed "shock and profound grief "over the mysterious and tragic death of two Punjabi youth in Australia last night. He also urged the Prime Minister Dr. Manmohan Singh to seek diplomatic intervention from the international community against the growing incidence of violent racist attack against Indians, especially Punjabis in some countries, including Australia.

          Mr. Badal has announced a grant of 5 lac each to the next of kin of the deceased.

            The youth, 21 years old  Navdeep Singh Dhaliwal and his 19 year old brother Kawaldeep Singh  Dhaliwal , had gone to Australia  for studiesand  in  2008-09,  according to family sources. Their father Mr. Swarn Singh of Sunam, said that they had no inkling of the impending tragedy till last night.

          Deputy Chief Minister Mr. Sukhbir Singh Badal and PWD (B&R) Minister Mr. Parminder Singh Dhindsa have also condoled the deaths of the two brothers. Mr. Dhindsa represents the Sunam constituency in the Punjab Vidhan Sabha.

          Mr. Badal described the incident as "deeply tragic" and said that despite assurances from the Australian Government and embassy of Australia in India such ghastly incidents continued to recur in that country and the government did not seem to have done enough to stop this trail.  He urged Dr. Manmohan Singh to personally intervene and ask the Australian Government to create a secure environment for Punjabi youths who are making significant contribution for the growth and development of Australia.
