DEPUTE ONLY NON-TEACHING STAFF FOR CENSUS DUTY-UPINDERJIT KAUR

  • Education Minister writes to CM, Dy CM, Director & DCs against teacher's deployment

Chandigarh May 3: Dr. Upinderjit Kaur, Education Minister, Punjab has asked the Director, Census Operations, Punjab and all the Deputy Commissioners to depute only non-teaching staff for census duty with further directions that no school is closed due to the complete absence of teachers from school in the larger public interest.

Disclosing this here today a spokesman of the Education Department Punjab said that the Minister in a letter to the Director and DCs stated that in various districts, a large number of teachers have been deputed for census operations. "The District Education Officers have pointed out that many schools have come to closure stage due to the absence of teachers on account of census duty and in several schools, whole staff has been put en bloc on the census duty in the districts", she said.

The Minister further stated that this was the start of the academic session and it was strongly felt that in case the teachers were not present in the schools during these crucial days, it would be very difficult for the State Government to improve the enrolment in schools and thus the Gross Enrolment Ratio (GER) and Net Enrolment Ratio (NER), as desired by Government of India/Planning Commission, could not be achieved.

She also informed that 18,864 teachers from secondary schools and 17,331 primary teachers have been put on census duty in the various districts affecting all the schools in the State. Apprehending further Dr. Upinderjit Kaur said that during the Phase-II of census operations, which was going to be held during the month of February and March next year, the academic work of the schools and students would be largely effected as the months of January, February and March were very crucial for the students as well as the teachers.

In a similar letter to the Chief Minister and the Deputy Chief Minister Punjab, the Education Minister has suggested to issue appropriate directions immediately to all the DCs to exempt Math, Science, English and language teachers from census duty by deputing only non-teaching staff with further directions that no school is closed due to the complete absence of teachers from school. She has also advised to deploy supervisors for census duty from other departments by attaching unemployed educated youth on daily basis.

Dr Upinderjit Kaur has also informed that the Right of Children for Free and Compulsory Education Act-2009 has been made effective with effect from 1st April 2010 and Government of India has asked the State Government to implement various provisions of this Act in true letter and spirit without any delay. "Though, the teachers were not exempted from the census duties under the legislation, however, it would perhaps be appropriate if the school teachers were not assigned this duty to achieve the desired targets under RTE Act to asses the requisite necessities and infrastructure in the schools" she added.

ROAD INFRASTRUCTURE IN PUNJAB IN FOR TRANSFORMATION AS 17 ROBS/RUBS TO BE OPENED TO TRAFFIC IN NEXT SIX MONTHS

 

Chandigarh, May 3: 

Mr. Sukhbir Singh Badal, Deputy Chief Minister Punjab today said that the State was all set to experience world class infrastructure  with all main state highways and national highways to be four/six lanned by the end of next year. He said that 17 ROBs /RUBs with the collective cost of Rs. 360 crores would be inaugurated within next six months where as work on another 18 ROBs would start soon. 

Mr. Badal today reviewed the progress of all infrastructure projects including Thermal Plants, Road infrastructure, High Level Bridges, Bathinda Refinery, elevated road in Amritsar and set the deadlines for completion of each and every projects.

It was informed in the meeting that 17 ROBs/RUBs would be completed within next six months. ROB Tanda- Sri Hargobind Road, ROB Bathinda-Dabwali Road and ROB Malout on Dabwali-Malout road would be inaugurated on 11th May, 2010. Two more ROBs on Batala-Dera Baba Nanak Road and ROB Jagraon-Raikot Road would also be inaugurated in the month of May. 

He said that the month of June would witness completion of 7 ROBs and RUBs that include ROB Bathinda on Dabwali Road, RUB Bathinda, RUB Mansa, ROB Amritsar (Jawala flour mill), ROB Jalandhar City (Maqsoodan ) on old GT Road Jalandhar, ROB on old GT Road Jalandhar (near Khalsa College) and ROB Beas on Batala Beas Road.  Mr. Badal said that ROB Ferozepur Cantt and ROB No.2 on Morinda bye-pass would be completed in December this year. Mr. Badal said that the March 2012 would witness completion of ROB Beas on NH1 on Dera Baba Jaimal Road, ROB at Bathinda on Bathinda- Ghudda Badal Road  and ROB at  Fatehgarh Sahib.

Mr. Badal said that he was committed to clear all bottlenecks coming in the way of smooth flow of traffic on roads. He said that Punjab government already approved construction of 18 more ROBs  at the cost of Rs. 350 crores that include ROB Chawapali on Chawa-Samrala Road,  ROB Khanna on  Khanna- Lalheri Road, ROB  S.D. College Barnala, ROB Shambhu Yard, ROB Budhlada (Budhlada-Ratia road), ROB near Jakhal  (Gurney-Jakhal Road), ROB Mukerian (Mukerian-Gurdaspur Road), ROB Amritsar (Amritsar-Bikhiwind Road), ROB Chhajli (Sunam-Lehra road), RUB Sunam (near Grain market), ROB Kapurthala (near Science City), ROB Gidderbaha, ROB Bathinda (Dabwali Road), RUB Bathinda (Bathinda-Talwandi  Sabo road), ROB Suranassi (Bidhipur Phatak), ROB Gobindgarh on Gobindgarh-Kheri Naudh Singh Road, ROB Malerkotla (Malerkotla- Raikot road), ROB Banga (Banga –Phillaur road).

Mr. Badal said that one submersible bridge at Bhangi Choe at Hoshiarpur has already completed and Sarai Ka Pattan Bridge would be completed by August 2010 and Makhu Bridge by June 2011. Mr. Badal said that Punjab government has already approved high level bridge on Sultanpur Lodhi-Chola Sahib Road, another on river Satluj near Matewara on Ludhiana –Rahon Road and 3rd high level bridge on chakki river on Mirthal (NH1)- Dina Nagar (NH-15) Road and the work on these three bridges would be started next year.

The Deputy Chief Minister said that the concept of roads on the banks of irrigation canals that would reduce the distance between different cities considerably has got a momentum with project report of five roads getting approved by the experts. He said that five roads namely Ropar –Doraha Road along Sirhind Canal (55 Km) Manpur Head to Jagraon –Raikot Road along Abohar Branch (51 Km) Rayya to Khara road along Sabhraon Branch  (43 Km) Manpur Head to Barnala-Raikot Road along Bathinda Branch (48 Km) and Nidampur to Lehra Road along Ghaggar Branch (51 Km) would be completed by October next year at the cost  of  Rs. 500 crores.

Mr. Badal said that Punjab government was committed to provide world class road infrastructure in the state fulfilling its promise to the people of the state. He said that SAD-BJP government believes in translating dreams into reality and inauguration of main road networks and 17 ROBs/RUBs during next 6 months is all set to reflect the performance of the government.

98.92 LAKH TONNES WHEAT PROCURED IN PUNJAB

Chandigarh, May 3:

Government agencies and private millers procured more than 98.92 lakh tonnes of wheat till last evening as compared to  101.85 lakh tones in previous year on the day.

Out of total procurement of 98.92 lakh tonnes of wheat in all the procurement centers of Punjab, Government agencies procured 98.50 lakh tonnes of wheat (99.6%) till date whereas private traders procured 41644 tonnes (0.4%) of wheat. Till May 2, PUNGRAIN had procured 16.32 lakh tonnes (16.5%) whereas MARKFED procured 23.00 lakh tonnes (23.3%). PUNSUP procured 22.19 lakh tonnes (22.4%), PSWC procured 10.91 lakh tonne (11.0%) whereas PAIC was able to procure 10.04 lakh tonnes (10.2%) of wheat.

The Central Government agency FCI had been able to procure 16.03 lakh tonnes (16.2%). 

The spokesman added that District Ferozepur with 11.19 lakh tonnes of procurement was leading in procurement operations whereas District Sangrur with 9.12 lakh tonnes of procurement was at second slot and district Patiala with 8.16 lakh tonnes of procurement ranked at third position.   

The State Government has set up 1650 procurement centers and activated its total machinery to ensure smooth procurement of wheat, the spokesman added.

ROTATIONAL IRRIGATION PROGRAMME FOR RABI SEASON ANNOUNCED

Chandigarh, May 03:

The Irrigation Department, Punjab has announced the Rotational Programme for irrigation for the current Rabi Season through Canal water  upto 10-5-2010. The channels of Sirhind Canal System would run on the priority basis from Abohar Branch, Patiala feeder, Bist Doab Canal Sidhwan Branch and Bathinda Branch respectively.

Disclosing this here today a spokesman of the irrigation department said that Ghaggar link and its off taking channels i.e. Ghaggar Branch and Patiala Minor in Group 'B'  being in the first preference will run to their indent. Balance water supplies available will be utilized in direct distributaries of Bhakra Main Line in group 'A'  respectively.

The spokesman further said that Abohar Branch off-taking from Sirhind Feeder and distributries  in Group "B" being in the First preference will run to their ident. Balance water supplies available would be utilised in direct distributaries of Group 'A'.

The spokesman also said that the channels off taking from upper Bari Doab Canal i.e. Lahore Branch with its distributaries being in the first Preference would run to their indent .Balance water supplies   water available would be utilised in Main Branch Lower, Kasur Branch Lower, Sabraon Branch with their distributaries respectively.
