SUKHBIR LAUNCHES NEW SOFTWARE TO MONITOR IMPLEMENTATION

OF GOVERNMENT SCHEMES

DESCRIBES IT AS A MAJOR STEP IN ADMINISTRATIVE REFORMS

Chandigarh, May 24

Mr. Sukhbir Singh Badal, Deputy Chief Minister today launched web Based Scheme monitoring Software to check the implementation of government sponsored schemes besides ensuring citizen partnership in these schemes in a transparent manner. The first of its kind in the Country software can be accessed at http://rupnagar.nic.in/DSMS/default.aspx/ and http://jalandhar.nic.in/DSMS/default.aspx.

Mr. Priyank Bharti, Deputy Commissioner Jalandhar today gave a demonstration to Mr. Sukhbir Singh Badal Deputy Chief Minister the new software developed by NIC to monitor the progress of all government schemes including Central Government Sponsored/State Government sponsored development works/schemes such as MPLADS, Indra Awas Yojna (IAY), Rural Water Supply and Sanitation Schemes, RDF, Discretionary Quota Development Fund, Sarv Sikhya Abhiyan, Shagun Scheme  etc on regular basis.

Appreciating the web based solution Mr. Badal said that this was a major step in administrative reforms launched by the state government as this software would ensure transparency in the implementation of government schemes. Mr. Badal said that this software was set to empower common citizen, who earlier had no say in the implementation of government schemes.

Giving the demonstration Mr. Bharti informed that these works/schemes are executed by various agencies such as BDPOs/PWD/Gram Panchayats/Rural Water Supply Departments/ DEO(P)/DEO(S) etc. and at times, it becomes difficult to access actual stage of the work and delay occurs in taking corrective measures and to check corruption.

The Deputy Commissioner informed that during his tenure in RoopNagar Deputy Commissioner, he decided to make use of Information Technology to streamline decision making process. He decided to computerize the Review of ongoing works in the District with regular updation through Internet of Financial expenditure, Physical progress and capturing of photographs of each work/scheme through a Software called “Scheme Monitoring Software”, which is the first of its kind of Software being launched and used for monitoring of schemes all across the Country with Punjab being the first state in the Country to use it.

Mr. Bharti said that under his overall guidance, National Informatics Centre, District Computer Centre, Rupnagar has developed a Web based solution named “Scheme Monitoring System (SMS)” for monitoring these works/schemes. The software captures details of each work, Work starting date, Completion date and total budget layout, executing agency, monthly progress details along with photographs showing the progress and all of this is entered, viewed through online Internet.   The software is developed, passed and certified by National Informatics Centre Govt of India and is being launched and is capable of being used in any department, for any Scheme and any where in the State and the Country.

He informed that the software has also Citizen Interface, wherein any Citizen can view details of all the works and their current status through the Web. During monitoring/ reviewing the projects, District Administration generate physical progress reports(Executing agency wise/ Scheme wise/Location/Village wise) and Financial progress reports instantly.

It was informed that being available on Internet, it becomes very easy for user department to update their information from their place of work and concerned officers at District level monitor the progress at ease. The software is under implementation at District Rupnagar and Jalandhar.

Mr. Bharti informed that this will also go a long way in checking of Corruption and increasing of Quality of output of works and leading to achieving the Aims and Objectives of the Schemes of Govt. in Transparent manner as enshrined in RTI Act.

SOCIETY – SUKHBIR’S ADVICE TO MEDIA

INAUGURATES NEW LIBRARY AND GUEST HOUSE IN JALANDHAR PRESS CLUB 

Chandigarh May 24:

Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal today called upon media to carry forward its pro-active campaign to check the social malice in the society and keep every organ of the government on the toes.

Speaking after inaugurating new Sadhu Singh Harmdard Library complex and newly added guest house and gymnasium in Punjab Press Club Jalalndhar ,Mr. Sukhbir Singh Badal said that press was the fourth pillar of a vibrant democracy and a pro active press can correct the government where ever it goes wrong.

Complementing the press in Punjab for its active role Mr. Badal said that a pro active media always keeps incumbent government on toes as nothing can escape the eagle’s eye of media. He said that he was happy that press club has thought of adding a fully equipped library with Cyber interface and said that this library would be use full for budding journalists for providing them background reference material on historic issues of Punjab. He said that nobody can survive in this world without updating his knowledge and journalists have who work as eyes and ears of the government should always keep themselves updated with the latest happenings in the World.

Earlier speaking on the occasion Mr. Manoranjan Kalia, Local Bodies and Industries Minister Punjab described it as a perfect literary tribute to Dr. Sadhu Singh Hamdard.

Speaking on the occasion Dr. Barjinder Singh Hamdard underlined the need for restoring the fast depleting credibility of media as it was the main instrumental in success of democracy in the country. He said that Sadhu Singh Hamdard Trust besides meeting the initial cost of setting up of this library would continue to bear the cost of updating, running, maintaining and further improving this library according to changing needs of media.

Earlier Mr. R.N.Singh president Punjab Press Club thanking Mr. Sukhbir Singh Badal for his generous support to the club said that club was indebted to S. Parkash Singh Badal for provding Rs. 5 Lakh seed money to establish this club.

Mr. Sukhbir Singh Badal announced a grant of Rs. 5 Lakh for this club on this occasion.

Chandigarh May 24:

Mr. Sukhbir Singh Badal Deputy Chief Minister today promised era of development in Punjab, ensuring time bound completion of all infrastructure projects.

Speaking after laying foundation stone of Rs. 20 crore BMC flyover project, set to decongest the heart of Jalandhar city, Mr. Badal said that Jalandhar in next six months was set to witness completion of three ambitious railway over bridges that were hanging afire since long. He said that immediate after taking over he had three meetings with Railway Minister and Two other with Chairman Railway Board to extract promise from them for time bound completion of all Railway Over Bridges in Punjab.

He said that he had deputed one senior chief engineer who used to daily liaise with Railway Ministry to remove impediments in completion of these project their and then only. He said it was due to this concerted approach adopted by the Punjab Government 17 ROBs / RUBs would be inaugurated in the year 2010-2011 whereas year 2012 would witness completion of another 18 ROBs. He said that Railway Board informed him that out of total 25 ROBs in the northern railway 17 were being constructed in Punjab alone. He said that people of Jalandhar would enjoy bottleneck free traffic with the completion of Damoria Pull in March 2011, DAV College ROB in June 2011 and Sadar Thana ROB by the end of next month.

Focusing on up-gradation of urban infrastructure, Mr. Badal said that Punjab would be the first state in the country that would have all its major towns linked with Four / Six Lane Highways. He said that NHAI has already approved One Rs. 2200 Crore Mega Project of express way linking Ambala to Jalandhar with access control, Zero crossing road ensuring nonstop traffic. He said that this road would have over bridges / under bridges at every crossing and would be built with ultra modern traffic technology.

Announcing Rs. 311 crore special Urban renewal package for the city Jalandhar Mr. Badal said that besides earlier sanctioned Rs. 121 crore for sewerage project, he was sanctioning Rs. 140 crore more for ensuring 100 % sewarage coverage for Jalandhar City. Mr. Badal said that this package would also include Rs. 15 crore for improvement of roads and another 35 crore for beautification of Jalandhar city.

Promising to fulfil the dream of power surplus state within next two years Mr. Badal said that besides four new thermal plants set to generate additional 6500 MW power, Punjab was all set to produce 2000 MW from Non Renewable sources.

Reiterating the promise to put Punjab Industry on World Map Mr. Badal said that with the augmentation of Three International Airports including Raja Sansi Amritsar, Mohali and Green field Airport at Machiwara besides starting of domestic flights from Ludhiana, Pathankot and Bathinda, Industry and Trade of Punjab would get a big relief.

Earlier speaking on the occasion Mr. Manoranjan Kalia Industry and Commerce Minister said that Jalandhar was getting favoured treatment form SAD BJP Government since its inception. He said that besides announcing Rs. 100 crore grant for Municipal Corporation from Jalandhar the government has gifted a national institute of NIFT. He said that besides spending Rs. 20 crore on upgradation of three focal points. Jalandhar soon have a modern planned colony on a piece of 360 acre land. Mr. Kalia informed that land acquisition process would begin next month.

Congratulating the people of Jalandhar Mr. Kalia informed that door to door collection of solid waste would began next month and government was set to spend Rs. 3.25 crore on beautification of Company Bagh.

Earlier Mr. Sukhbir Badal in the presence of Revenue Minister Mr. Ajit Singh Kohar , Industry Minister Mr.Manoranjan Kalia, Chief Parliamentary Secretaries Mr. Sarwan Singh Phillaur , Mr. Avinash Chandar besides Local MLAs  Mr. Jagbir Singh Brar, Mr. K.D.Bhandari, Bhagat Chunni Lal laid the foundation stone of Rs. 20 crore project to construct flyover on busiest point of the city BMC chowk. On this occasion Mr. Baljit Singh Nilamehal Chairman Improvement Trust, Mr. Charanjit Singh Channi President SAD Jalalandar Urban and Mr. Ravi Mahindru District President BJP.

SEKHWAN FLAYS CENTRE FOR REFUSING PERMISSION TO VISIT UAE

CHANDIGARH MAY 24:

Taking a strong exception to the Ministry of Overseas Indian Affairs’ refusal to Punjab Public Relations and NRIs Minister Mr. Sewa Singh Sekhwan to visit UAE to meet the 17 Indian youth who have been sentenced to death by Sharjah Court in UAE and to pursue the matter of their release with the defence lawyers, Mr. Sekhwan termed the Centre’s decision as totally arbitrary, irrational and against the interests of Punjabis as 16 youth were from Punjab alone. 

In a statement, Mr. Sekhwan flayed the Ministry’s decision bereft of a conscientious thought process taken without application of mind thereby denying permission to him to lead a delegation comprising Punjab NRIs Commissioner Mr. Vikas Pratap and President NRI Sabha Mr. Kamaljit Singh Hayre to Dubai this week to ensure justice for the youth facing conviction there. 

Mr. Sekhwan said that this visit was intended to boost the morale of Punjabi youth who had been facing death sentence there in this hour of crisis and to express solidarity on behalf of Punjabis with the beleaguered youth.  He however, said that it was obligatory on the part of the Punjab government and Shiromani Akali Dal to enquire about the well being of these youth and the status of the legal process involved in defending their appeals.  “Such callous attitude of the GoI to deny permission to the delegation on the pretext of sensitivity of the matter was nothing but ‘miscarriage of justice’, added Mr. Sekhwan.

WOMEN COMMISSION TO ORGANIZE CAMPS FOR REDRESSES OF WOMEN

COMPLAINTS

Chandigarh May 25:-

In a bid to resolve the complaints of sufferer women, the Punjab State Women Commission (PSWC) would organize the special camps in the state.

Disclosing this here today a spokesman of the PSWC said that the Chairperson Bibi Gurdev Kaur Sangha and Mrs. Ranjit Kaur Bhatti member Would hold the women grievances camps at Circuit House Jalandhar on May 25th, 2010 at 10:00AM to 5:00PM for the district Jalandhar, Kapurthala, Hoshiarpur and Ludhiana. Mrs. Pushpinder Kaur Majboor and Mrs. Kiranjot Kaur both members of the Commission would redress the complaints for the district Amritsar, Tarntaran and Gurdaspur at Panchayat Bhawan Gurdaspur at 9:00AM to 5:00PM.

He further said that commission would call both the complainants and the respondents in the camps. New application could also be made on the spot by the victim women to the commission members, he added.

ROTATIONAL IRRIGATION PROGRAMME FOR KHARIF SEASON ANNOUNCED

Chandigarh, May 24:

The Irrigation Department, Punjab has announced the Rotational Programme for irrigation for the Kharif Season through Canal water from 27-5-2010 to 03-06-2010. The channels of Sirhind Canal System would run on the priority basis from Bathinda Branch, Bist Doab, Sidhwan Branch, Patiala feeder  and Abohar Branch  respectively.

Disclosing this here today a spokesman of the irrigation department said that direct distributaries of Bhakra Main Line in group 'A' being in the channels of first preference will run to their indent and  balance water supplies available will be utilized in Ghaggar Branch and its off taking channels i.e Ghaggar Branch and Patiala Minor in Group 'B'  respectively.

The spokesman further said that all the direct distributaries of Sirhind Feeder in group 'A'  being in the First preference will run to their indent and balance water supplies available would be utilised in Abohar Branch off-taking from Sirhind Feeder and its distributaries/Minors in  Group 'B'.

The spokesman also said that the channels off taking from upper Bari Doab Canal i.e. Sabraon Branch with its distributaries being in the channels of first Preference would run to their indent and balance water would be supplies water available in Kasur Branch Lower, Main Branch Lower, Lahore Branch with their distributaries respectively.
