MALPRACTICES IN PPSC RECRUITMENT OF DOCTORS: CM
ORDERS PROBE CS ASKED TO SUBMIT REPORT WITHIN 30 DAYS 

Chandigarh, MARCH 8, 2010 

The Punjab Chief Minister Mr. Parkash Singh Badal today ordered an inquiry into allegations of malpractices in the recruitment of doctors by the PPSC. The decision follows reports in a section of the press which spoke of alleged irregularities and malpractices in the matter.

The state Chief Secretary Mr. S C Aggarwal has been asked to conduct the inquiry and submit the report within 30 days.

A spokesperson of the Chief Minister said here this evening that the government took a serious note of allegations of malpractices in recruitment or in other issues because “transparency and accountability” in governance and public dealings were the key components of the government’s vision and agenda. “We have recruited over 19000 teachers alone and there has not been even a single complaint in any of the appointments made. “ The government has not only strictly enforced the criterion of merit as the sole yardstick for appointments and other government dealings but has also made the whole process thoroughly transparent by outsourcing it to outside experts with completely autonomous functioning. We have also made accountability in decision-making mechanism the cardinal principle in our vision of governance. This is a part of the on-going process of Administrative and Governance Reforms in the state. ,” said the Chief Minister’s spokesperson.

Meanwhile, the Chief Minister reiterated his government’s resolve to provide clean, transparent and accountable governance in the state, adding that along with development, fighting graft remained on top of the government’s agenda.

Seminar on "Social, Economic and Political Mainstreaming of
Women in Punjab" on International Women's Day.

Cell for Gender Development (CGD), Mahatma Gandhi State Institute of Public Administration, Punjab (MGSIPAP) and MGSIPAP Regional Centre, Patiala organized a Seminar on "Social, Economic and Political Mainstreaming of Women in Punjab" on occasion of International Women's Day.

Dr. Upinderjit Kaur, Minister, Education Department Punjab graced the occasion and released a book entitled "Ajoki Aurat-Dasha Te Disha" published by MGSIPAP. This edited volume by Dr. Aarohi Walia and Prof. Achru Singh is a compilation of articles of various eminent writers like Dalip Kaur Tiwana, Kuldip Singh Badungar, Dr. Baljinder Kaur Brar etc.

In his foreword of the book, Sh. B.K.Srivastava, Director General MGSIPAP lucidly described how since times immemorial the status of women has undergone change. The scriptures are replete with quotes and examples of the exalted status of women in Indian society. A woman plays myriad roles in her life as mother, wife, daughter, daughter-in-law, sister and they justify each role successfully.

Mr. S.K.Ahluwalia, IAS (Retd), Regional Project Director, MGSIPAP Regional Centre Patiala welcomed the dignitaries. The other speakers on the occasion were Dr. Dalip Kaur Tiwana, Former MLA, Bir Devinder Singh, Kuldip Singh Badungar.

The Seminar ended by a vote of thanks given by Ms. Gouri from Cell for Gender Development (CGD), MGSIPAP.

CHAWLA CALLS UPON GIRLS TO FOLLOW TRUE TRADITIONS OF INDIAN CULTURE

Prof Laxmi Kanta Chawla, Health & Family Welfare Minister, Punjab here today while presiding over a function to mark International Women’s day at DAV College, Chandigarh, emphasized upon the students, especially the girls to follow the true traditional values of womanhood taking inspiration from great women and freedom fighters like Panna Dhai, Kanak Lata, Maharani Rani Luxmibai (Rani of Jhansi), who sacrificed their lives for the cause of the nation.

She regretted that the new generation today, is adversely influenced by the western civilization like a viral infection, which has completely broken the backbone of India. India’s strength lies in its cultural and moral values. Speaking against the ill-practice of female foeticide, she said unfortunately, even the educated and affluent people are also indulging in the killing of girl child.

Prof. Chawla highlighted the plight of women who were not so well of and have to do petty jobs to make both ends meet, being sexually harassed and such cases not even being reported. She called upon the advertisers to reflect women portrayal in print and electronic advertisement, in a more responsible and dignified manner..

She criticised the practice to follow blindly, the British Education System that was introduced by the British for their own interest, which went contrary to our rich cultural values and ethos. She also spoke about the religious practices which perpetuate the prejudice against women.

“We must realize and know the real motive behind celebrating the International Women’s day and pledge to strengthen the moral values amongst our girls, so that they can rise and withstand any adversity that comes their way.

      Speaking on the occasion Dr. B.C. Josan, Principal DAV College, Chandigarh thanked Prof. Chawla for her inspirational words and ensured to introduce some of her suggestions as rules in the institution.

      He congratulated the women staff and students on this day and elaborated that International Women’s Day is a global day for celebrating the economic, political and social achievements of women.

            The Girls of DAV College presented the cultural programme including Fashion Show, Rajasthani Dance, Western Dance, Punjabi Dance, Manipuri Dance etc., which was coordinated by Prof. Rita Jain and Ms. Paulin L Samuel warden of girls hostel.

            Prof. Chawla also distributed the prizes to the winners. The Convener, Women Cell, Prof. Manju Sharma thanked the students and faculty who made the show a success.

A certificate is also required to make and subscribe to an oath or affirmation in the prescribed form before the concerned Returning Officer or any other person so authorized by the Election Commission of India. WINNER AWARD 2010 TO PEDA BY INDIA-TECH FOUNDATION MUMBAI

      Punjab Energy Development Agency (PEDA) has been declared winner of RENEWTECH India 2010 State Awards. This award is being given by Core Committee of RENEWTECH India.

      Disclosing this here today a spokesman of the Punjab Government said that this award to PEDA would be given away by Hon’ble Dr. Farooq Abdhullah, Minister for New & Renewable Energy on 9th March, 2010 in Pune. This award is being given to PEDA in solar Power on Grid segment.

      The Spokesman further said that Punjab is the first state in the country where 2MW Solar PV Power Plant in Private sector was commissioned in December 2009. Another 5MW Solar PV plant in district Hoshiarpur and 1 MW Solar PV Plant at La;ru District Mohali under construction and will be commissioned by June 2010.

      Sh. T.P.S Sidhu, Chief Executive PEDA, informed that PEDA is facilitating many more MW scale solar power plants, under “Jawahar Lal Nehru Solar Mission” which will add clean energy to the State Power kitty.

Punjab Information Technology Department will carry out a comprehensive census

For drafting a state level Telecom Towers Regulatory Policy, the Punjab Information Technology Department will carry out a comprehensive census of all existing telecommunication towers in the State in the next one month. This was decided in a meeting chaired by Information Technology Minister S. Adaish Partap Singh Kairon and attended by senior officers of departments of Information Technology, Local Self Government, Rural Development and Panchayats, Industries, Punjab Small Industries & Export Corporation, Punjab State Electricity Board and Punjab Pollution Control Board.

      A state level census of existing telecom towers has been ordered because at present, none of the five or six departments receiving applications related to construction of such towers have complete statistics about the number of such towers which have cropped up all over the State without any permission.

Mr. Kairon also emphasized the need to insist upon multiple usage of the telecom towers so that every telecom company does not set up its own telecom towers to cover the same area and generate unnecessary congestion, noise and vibrations arising out of accompanying generators . For that purpose, a study group has been constituted under Principal Secretary Information Technology Mr. Sarvesh Kaushal to explore as to how many telecom towers are required to cover the entire geographical area of the State and the minimum optimum number of nodal telecom towers which should be jointly used by all telecom service providers.

      The state policy would include comprehensive guidelines for setting up telecom towers in residential areas, commercial areas as well as in the rural areas of Punjab. The policy will prescribe strict specifications regarding natural disaster and earthquake resistant structural design, construction material and least polluting telephony and electricity generating equipment and recommend uniform fee structure. The issues related to receipt of applications at centralized single windows, prescribing timelines for various processes and fees etc. will also be duly addressed while drafting the policy.

PASSING OUT PARADE OF FIRST BATCH OF WOMEN TRAINED GUARDS WITNESSES JOBS TO ALL 158 TRAINED WOMEN GUARDS

    HARSIMRAT DESCRIBES IT AS POSITIVE STEP FOR WOMEN EMPOWERMENT

         It was red latter day for the Police Recruit Training Centre Jahan Khelan in District Hoshiarpur as Member Parliament Mrs Harsimrat Kaur Badal today inspected the passing out pared of 7th batch of recruits including first batch of 158 women guards.    

       Speaking in the occasion Mrs. Badal said that girls after successfully proving their competence in BSF, have now accepted another challenge of excelling in private security jobs. He said that the culmination of training of first batch on 8th march, coinciding with International Women Day speaks about the historic relevance of this occasion. She said that Shiromani Akali Dal always believed in empowerment of women and SAD would support Women Reservation Bill in Parliament. She said that women have shown their talent in all fields and now in our country on all important posts including President, Speaker Lok Sabha, President Congress party, and Leader of Opposition in Parliament, women are discharging the duties.

    Calling upon women to become an active partner in launching campaign against social evils including female foeticide, Dowry and Drug addiction, Mrs Badal said that if women in the family were determined, they can eradicate these evils. She said that it was unfortunate that in country like India, 5 lac unborn female fetus were aborted every year and we have to make determined efforts to eradicate this illegal practice.

    Congratulating PRTC Jahan khelan for this novel initiative Mrs. Badal said that It was the initiative of Mr. Sukhbir Singh Badal Deputy Chief Minister who had last year suggested training of women also in PRTC. She said that Mr. Sukbir Singh Badal had approved Rs. 10 Crore separate Hostel for women to house 160 women recruits. Speaking on the occasion MD Punjab Police Security Corporation said that today batch includes 562 recruits including 158 girls.

    He said that all the recruits including 158 girls have got placement offers from multinational companies. He informed that second Punjab Police training centre started working in Budlada in district Mansa and Rs. 10 crore would be spent in creating infrastructure there. He said that in Laddha kothi Sangrur IRB training centre has started working.

     The passing out parade of girl’s batch was led by Meena Rani. Earlier Mrs Badal inspected the passing out parade and gave prizes to the winners.

KALIA ANNOUNCES SIMPLIFICATION OF BUILDING BYELAWS -2010

 Chandigarh, March 5, 2010  

     Keeping in view the changing needs of the society, the Punjab Government today announced major modifications in the building byelaws.

      This was disclosed here today by Mr. Manoranjan Kalia, Local Government Minister, Punjab, while addressing a Press Conference. The Minister said that the new changes would be more conducive to the people and would encourage the group housing projects in the state. Urban estates which were transferred to the local bodies would be covered under these modified building byelaws.

      In order to strike a balance between changing needs of the society and emerging urban development scenario and to cope with the factors like rapid urbanization horizontal sprawling, road network, tremendous change in technology and socio-economic set up in the recent past, that the changes in new building byelaws were announced.

      Referring to the amendments, Mr. Kalia said that to facilitate more openness around buildings, there would be no restriction of height subject to Air Safety Regulations, Traffic Circulation and Fire Safety Norms. According to the existing specifications, residential building could be constructed upto a height of 38 ft. 6 inches but now it could be raised upto 50 feet, said Mr. Kalia.

      There would be no restriction of density of number of Dwelling Units per acre which at present was restricted to 60 DUs per acre, it would increase the supply of affordable housing, said the Minister. Clubbing of plots for purposes of constructing one unit with provision of rain water harvesting system and provision of underground water storage tanks to ensure proper water pressure for supply to upper floors would be permissible, he added.

       Adding further the Minister said that excess constructions in the existing buildings would be considered for regularization incase confirm to the above mentioned provisions. To facilitate the owners the owners to start construction work immediately on residential plots in the Schemes of improvement Trusts and the residential plots in Urban estates, Industrial Focal Points or Scheme prepared under any other Act which stands transferred to the Municipal Authorities, henceforth, a Self Certification Scheme has been introduced for such schemes areas, under which sanction order from the Municipal Authority in the form of Building permit would not be necessary and the Building Plans shall be deemed to be sanctioned on the basis of a certificate from the "Architect registered under the Architect's Act, 1972" that the Building Pan is in conformity with the applicable rules.
