BADAL ASSAILS CENTRE FOR HIKE IN THE PRICES OF PETROL, DIESEL,
COOKING GAS AND KEROSENE

The Punjab Chief Minister Mr. Parkash Singh Badal today lashed out at the Centre for unwarranted steep hike in the prices of petrol, diesel, cooking gas and kerosene oil announced today.
In a statement here, Mr. Badal said that it was very unforgivable that on the one hand the Centre claimed an abnormally high rate of growth in the country's economy while on the other it was burdening the common man with such unthinkable and unbearable rise in the prices of petroleum products. He said that this step showed that the country's economic planners not only lacked economic vision but also were detached themselves from the fundamental essentials of sound economic planning for the country, as this hike in the prices of petrol, diesel, cooking gas and kerosene would further aggravate the woes of both the farmers as well as the common man.
The Chief Minister demanded an immediate and total withdrawal of this hike.

PUNJAB CHIEF MINISTER FELICITATES PEOPLE ON KABIR JAYANTI

Punjab Chief Minister Mr. Parkash Singh Badal today felicitated the people on the eve of 612th birth anniversary of Bhagat Kabir ji.
In a message on this auspicious occasion Mr. Badal said that teachings of Kabir Sahib had raised the mankind above from the narrow minded considerations of caste, colour & creed and the Dohas (Shabads) of Kabir ji had been incorporated in Sri Guru Granth Sahi. Bhagat Kabir ji was not a saint by birth but had become one by his ideology and his message of love and communal harmony must be propagated to every nook and corner of the world, Mr. Badal added.
The Chief Minister also called upon the people to celebrate Kabir Jayanti with full harmony and devotion.

SUKHBIR AND SEKHWAN GREET PEOPLE ON KABIR JAYANTI

Mr. Sukhbir Singh Badal, Deputy Chief Minister Punjab today felicitated the people of Punjab on the eve of Kabir Jayanti.

ROTATIONAL IRRIGATION PROGRAMME FOR KHARIF SEASON ANNOUNCED
Chandigarh, June 25, 2010:
The Irrigation Department, Punjab has announced the Rotational Programme for irrigation for the Kharif Season through Canal water from 28-06-2010 to 05-07-2010. The channels of Sirhind Canal System would run on the priority basis from Bist Doab, Sidhwan Branch, Bathinda Branch, Patiala feeder and Abohar Branch respectively.
Disclosing this here today a spokesman of the irrigation department said that direct distributaries of Bhakra Main Line in group 'A' being in the channels of first preference will run to their indent and balance water supplies available will be utilized in Ghaggar Branch and its off taking channels i.e Ghaggar Branch and Patiala Minor in Group 'B' respectively.
The spokesman further said that all the direct distributaries of Sirhind Feeder in group 'A' being in the First preference will run to their indent and balance water supplies available would be utilised in Abohar Branch off-taking from Sirhind Feeder and its distributaries/Minors in Group 'B'.
The spokesman also said that the channels off taking from upper Bari Doab Canal i.e. Sabraon Branch with its distributaries being in the channels of first Preference would run to their indent and balance water would be supplies water available in Kasur Branch Lower, Main Branch Lower, Lahore Branch with their distributaries respectively.

Shiromani Akali Dal today rejected the unwarranted steep price hike for the petrol, diesel, LPG and kerosene announced by the Congress led UPA government, describing this as a deliberate step to crush hardworking peasantry, middle class and virtually every segment of the society, already reeling under the back breaking effects of double digit inflation.
Mr. Sukhbir Singh Badal, President Shiromani Akali Dal and Deputy Chief Minister Punjab today said that this Aam Aadmi ki Sarkar was hell bent upon fleecing the common masses to fill the coffers of multinational oil companies without caring for its cascading effect on prices of essential commodities already piercing the roof. He said that Petro price hike would increase the transportation charges of all goods having a direct impact on price of all essential commodities affecting each household.
Describing the Rs. 3.5 per liter hike in Petrol, Rs. 2.00 per liter in diesel, Rs. 35 per cylinder in LPG and Rs. 3 per liter in kerosene as a day light robbery on the pocket of common man, the SAD President said that his party along with NDA constituents would strongly oppose this price hike, seeking its immediate roll back. He said that UPA government has shown its real face by stabbing in the back of common masses.
Mr. Badal said that price rise in diesel was totally unacceptable as it would adversely hit the farming community besides transport sector also. He said that SAD had been demanding implementation of Swaminathan Commission recommendations of linking MSP of agricultural produce with Price Index and freeing their marketing inside and outside the country without any government control. He said that instead of decontrolling the marketing of Agricultural produce to benefit 70% population of the country, the government has deliberately deregulated the price of petrol and diesel to benefit few multinational oil marketing companies. Mr.Badal said that with the steep price hike of Rs. 2 per liter in the diesel and meager hike in MSP of wheat by Rs. 50, government has unmasked its real face.
Describing Rs. 3 per liter price hike in kerosene and Rs. 35 per cylinder price hike in LPG as unprecedented, Mr. Badal said that this government that has failed to check the prices of essential commodities has become a partner in profiteering at the cost of common man.
Demanding a white paper on opaque price fixation formula Mr. Badal said that people must be made aware that how oil marketing companies in connivance with Congress led UPA government was minting money by including imaginary cost factors while fixing the cost of petroleum products.

PUNJAB TO UNDERTAKE RECRUITMENT
DRIVE FOR MARKFED
CHANDIGARH, JUNE 24, 2010:
Punjab Chief Minister Mr. Parkash Singh Badal gave nod to fill up 278 vacancies of various categories in Markfed for its smooth functioning. A decision to this effect was taken during a high level meeting chaired by the Chief Minister here late last evening.
Taking part in the deliberations the Chief Minister directed the cooperative department to recruit highly qualified staff and follow the norms strictly. He also approved the proposal to conduct the qualifying written test by the Punjab University for the recruitment of these vacancies. It was informed in the meeting that the posts of 14 senior branch officers, 51 field officers, 120 assistant field officers, 14 assistant sales officers and 58 accountants would be filled through direct recruitment. In addition to this the posts of a General Manager, 2 Deputy General Managers, 2 Production Managers, a Manager Quality Control, a Manager, a Quality Control Incharge, a Micro Biologist, a Chemist and 3 Assistant Food Technologists etc. would also be recruited.

PM’s FORTHCOMING VISIT TO CANADA
SEKHWAN REQUESTS PM TO ANNOUNCE THE ABOLITION OF BLACKLIST OF NRI SIKHS

Punjab NRI Affairs Minister Mr. Sewa Singh Sekhwan today urged the Prime Minister Dr. Manmohan Singh to make an announcement regarding abolition of blacklist of Sikh NRIs having no criminal background during his forth coming visit to Canada.
In a statement Mr. Sekhwan pointed out that the Sikh community have made unparalleled sacrifices during freedom struggle of the country and even organized various movements at foreign lands for ensuring the early independence. After independence the community have also made significant contribution in keeping intact the borders of the Nation besides making country self reliant on the food security front.
Mr. Sekhwan said that during the period of terrorism number of Punjabis took political asylum in different countries and most of them have no criminal background and they never indulged in any anti-national activity in those countries also. Despite that the Union Government had blacklisted number of such Punjabis, but the most unfortunate aspect was that there was no list of blacklisted Punjabi was available on any official website, he added.
He further said that now most of the Punjabis who have been denied visas in recent past were in old age and desperate to visit their home land. Similarly, the next generation which was born and brought up abroad was also keen to reconnect with their roots.
The NRI Affairs Minister appealed the Prime Minister to take liberal view on the issue of bringing back all those NRIs in mainstream by allowing them to visit their homeland keeping in view the important role being played by the NRI community in overall development of their native places by undertaking various development projects. He said that these NRIs can play an important role in the fields of education and basic civic amenities in their native areas where our country was lagging way behind in comparison of developed countries.
He suggested that the Prime Minister could take up this issue with his Canadian counterpart and US President during his forthcoming visit to Canada and ask them for verification of blacklisted Punjabis. Mr. Sekhwan informed that Shiromani Akali Dal Core Committee has also passed a resolution urging the Centerto review the Black Lists of Sikhs facing various charges and to delete the names of those against whom no serious cases can be made out.

Demand of the Revenue Patwar Union
Chandigarh, June 24, 2010:
Keeping in view the demand of the Revenue Patwar Union, Punjab, regarding payment of honorarium to the Patwaries for the work done for registration of votes in the year 1996, the Punjab Government has decided to pay Rs. 1000/- per Patwar circle to the Patwaries for this purpose.
Disclosing this here today a spokesman of Punjab Government said that an amount of Rs. 46.15 lac was being released in this regard.
The spokesman further said that the state Government has also decided that an amount of Rs. 2000/- per patwar circle would be paid to the patwaries for the work done for registration of votes for Shiromani Gurudwara Parbhandhak Committee (SGPC) elections during the current year. An amount of Rs. 92.30 Lac has been earmarked for this purpose, the spokesman added.

BADAL DARES CONGRESS TO REFRAIN FROM INTERFERING IN
SIKH RELIGIOUS AFFAIRS
SAMANA (PATIALA) JUNE 24, 2010:
Punjab Chief Minister Mr. Parkash Singh Badal today dared the Congress Party not to interfere in the religious matters of the SGPC keeping an eye on its forthcoming general elections.
Addressing a mammoth public rally here at grain market after laying the foundation stones of several development projects of nearly Rs.12 crore, Mr. Badal said that Congress was die hard to capture the control of mini Parliament of Sikhs - SGPC through its ‘B’ team comprising Delhi Gurdwara Management Committee President Mr. Paramjit Singh Sarna and President Shiromani Akali Dal Amritsar Mr. Simaranjit Singh Mann. He said; “It was not surprisingly but ironical that Congress which claimed to be a secular party was deliberately encroaching upon the jurisdiction of Sikh religious matters by indirectly lending support to Sarna & Co. in the SGPC elections”.
Mr. Badal categorically said that Congress Party could not befool the people of Punjab especially the Sikhs for its dubious role in delivering justice to them be it agriculture and industrial growth, settlement of contentious political issues including river waters dispute, transfer of Chandigarh and Punjabi speaking areas to Punjab. He said that the then Congress government at Centre betrayed the Punjabis by backtracking on the Rajiv-Longowal accord duly passed in the Parliament, for which he had already apprehension in his mind that this accord would never see the light of the day. Mr. Badal also recalled the derogatory role of Congress government in Haryana led by Chief Minister Mr. Bhupinder Singh Hooda on the issue of having a separate Gurdwara Parbandhak Committee for the state at the behest of Centre. Mr. Badal said that Congress should refrain from such nefarious designs with a sole ulterior motive to sow the seeds of hatred and communal tension amongst the peace loving people of Punjab and its neighbouring state.
The Chief Minister further said that he and his party was not scared of the jackal calls of the Congress and was ready to face any challenge. He said that the very foundation of the Shiromani Akali Dal was based on countless sacrifices made by its workers and leaders through a long ordeal and henceforth the SGPC came into existence after the legislation passed in the Parliament, probably the Sikh religion had the only democratic organization in the form of SGPC. He stated that the thoughtful people of Punjab would never allow the vested interests of handful anti-panthic elements to destabilize the SGPC which had been controlling the Sikh shrines in Punjab and other neighbouring states.
Recalling other instances of Congress excesses against Punjab, Mr. Badal said that the congress led UPA government at Centre had always been inimical to Punjab and its people. He however, said that the Congress party merely showed lip sympathy with our hard working Punjab farmers by appreciating their grand achievement to produce food grains for the entire nation but never bothered to make a substantial hike in MSP in view of ever increasing costs of agricultural inputs including diesel, fertilizers and pesticides. He said that Centre must realize the significant contributions of Punjabis in the national freedom struggle where alone 80% sacrifices were made by them adding he noted that these brave Punjabis deserved a special recognition but were blatantly ignored by the subsequent Congress governments from time to time.
Later, talking to the media persons with regard to the rationalization of VAT on petrol and diesel, Mr. Badal said that this problem would automatically be taken care of with the implementation of General Sales Tax Act w.e.f. April 1, 2011.
Referring to the matter of illegal possession of shamlat land in the state, the Chief Minister said that he was fully aware of the situation and the government would soon announce a policy to rationalize the disposal of shamlat land to the best of use As we had already bestowed ownership rights on the tillers in the border areas across the banks of rivers at a nominal fixed rate of Rs.6000 per acre, who had been tilling the government land under occupation since long.
Replying to an another question to specify the SAD-BJP government’s stand regarding the abrogation of clause 5 of the Punjab Termination of Agreements Act, Mr. Badal declined to comment on the issue as the matter was sub-judice in the Supreme Court.
Referring to the comprehensive plan to check river waters pollution in Sirhind Canal, Beas and Satluj rivers flowing in the state, Mr. Badal said that an ambitious programme of Rs.2891 crore had been finalized for cleaning of these rivers which were being polluted due to direct discharge from the municipal waste and industrial effluents into these rivers. Under this scheme, several sewerage treatment plants would be set up along with these rivers at different sites to check the pollution.
Responding to the demands put forth by the Chairman District Planning Committee Patiala and President of the NRI wing of SAD Mr. Surjit Singh Rakhra, the Chief Minister announced a grant of Rs.6.15 crore for the facilities of sewerage, drinking water, roads and street lighting in Samana town. He also announced a grant of Rs.7 crore for the development of adjoining rural areas of Samana constituency out of Rural Development Fund.Mr. Badal handed over a cheque of Rs.2 crore for the execution of various development works with in the municipal limits of Samana town to the President of the local Municipal Council Mr. Kapur Chand Bansal.
Earlier, the Chief Minister laid the foundation stone of two 66 KV grids at village Randhawa and Bahmana at Rs.4 crore each to be completed by the TRANSCO with in a year besides another foundation stone of state-of-the-art municipal complex at a cost of Rs.2.03 crore in Samana. He also sanctioned Rs. 2 crore for the widening of bridge of Jhambowali drain near village Bahmana of Rs.
Later, the Chief Minister laid the foundation stone of water works and two deep tubewells to augment the supply of potable water at a cost of Rs.1.20 crore in village Kheri Gujrana near Patiala.

Rs 8.31 crore for Changar area development works-Migani

Punjab Chief Minister Parkash Singh Badal has approved various development projects worth Rs.8.31 crore for to provide potable water, irrigation facilities and roads for 26 villages of most backward Changar area under Anandpur Sahib subdivision in the district.
Disclosing this Mr Arunjit Singh Migani Deputy Commissioner Rupnagar said that the approval was given during a high level meeting called by the Chief Minister on Wednesday at Chandigarh in which Advisor to the Chief Minister Dr Daljeet Singh Cheema, Sant Ajit Singh MLA Anandpur Sahib, Mr Madan Mohan Mittal District Planning Committee Chairman and other senior officers of all concerned departments were present in the meeting.
Mr Migani said that the Chief Minister has approved the six water supply schemes, covering two or three villages, to provide potable water for the residents of the area and Rs 3.54 crore would be spent on these schemes. He further added that the Mr Badal also given his approval for Rs 3.17 crore irrigation water supply schemes to provide better irrigation facility to approximately 1500 acres of cultivated area in the area through check dams. Besides this, the Chief Minister also directed the concerned authorities to provide power connection on priority basis for government water supply schemes and government tubewells in the Changer area, he added.
The Deputy Commissioner further informed that the Chief Minister also directed the officials concerned to improve the road network in the area by constructing new roads and repairing the existing roads. Rs 1.60 crore has also been approved for the repair of existing Anandpur Sahib-Dehni road to provide better connectivity with national highway leading to Himachal Pradesh. Besides this, the Chief Minister also directed the irrigation department to prepare a plan for lift irrigation scheme in the area, he added.

PCASs to Undertake Distribution & Collection of Power Bills

The Punjab Chief Minister Mr. Parkash Singh Badal today gave in principal approval to the Primary Co-operative Agriculture Societies in the state to undertake the distribution & collection of power bills on behalf of the Punjab State power Corporation Ltd (Power Com).
A decision to this effect was taken by Mr. Badal in a meeting with the senior officers of Co-operation Department and power com here at Chief Minister’s residence late last evening.
Disclosing this here today a spokesman of the Punjab Government said that this decision would immensely benefit the consumers residing in the rural areas as they would now required not to spare time to visit the bill collection centers in nearby cities thereby saving a lot of time and energy.
The spokesman further said that it would not be mandatory for all the PCASs to adopt this scheme.
The societies would work for the incentives as they would be paid Rs 2.5 for distribution of a bill and RS 5 for the collection of the amount. All the parties to the agreement i.e. The Power Com, The Agriculture Society and the Consumer would be benefited from the scheme.
Meanwhile, the Financial Commissioner Cooperation Dr. B.C. Gupta apprised the Chief Minister that 51 societies have already undertaken this work successfully.

CM OKAYS MOU TO BE SIGNED BETWEEN HLL AND DRME FOR PROCUREMENT
OF MEDICAL EQUIPMENT
GIVES NOD TO START M.SC NURSING FROM NEXT ACADEMIC YEAR
CHANDIGARH JUNE 23, 2010:
Punjab Chief Minister Mr. Parkash Singh Badal today gave a nod to the Medical Education & Research department to sign a comprehensive MoU with HLL Lifecare Ltd. – a GoI enterprise for ten years for the purchase, installation and managing maintenance of medical equipment and furniture in the government medical colleges and hospitals in the state.
A decision to this effect was taken by Mr. Badal in a meeting at CMO this morning. Mr. Badal asked the associate Vice President of Procurement and Consultancy Division of HLL Lifecare Ltd. Mr. RS Manku who made a detailed presentation to the Chief Minister, for installation of the state-of-the-art medical equipment in the medical colleges and hospitals positively by March 2011. Mr. Manku apprised the Chief Minister that HLL was 100% owned by Ministry of Health & Family Welfare, GoI with varied business interests in procurement & consultancy services, infrastructure development, diagnostic services, logistics/ supply chain management, technology transfer having five manufacturing units, across India and with wide product range spreading across the world.
Mr. Manku informed the Chief Minister that HLL would offer procurement of goods and services, post contract management, logistic services by charging a lumpsum amount of 2% on the entire cost of the procurement undertaken by it. He assured the Chief Minister that HLL would strive hard to ensure excellence in the installation of the ultra modern medical equipment on one hand and bringing good health and happiness to the people of Punjab on the other through the procurement of high-end medical equipment with 100% accountability and complete transparency.
The Chief Minister asked the Chief Secretary to further fine tune the modalities involved in the smooth procurement of medical equipment and hospital furniture in consultation with the top management of HLL and Secretary Medical Education & Research. He reiterated that the quality of the medical equipment should not be compromised at any cost but at the same time he also asked the HLL to ensure maintenance and training to the technicians for its operation.
Later, the Chief Minister also gave approval to the Hospital Services Consultancy Corporation Ltd. to undertake the site designing and construction of government nursing institute at Patiala and a physiotherapy block in the medical college Patiala at cost of Rs.4.50 crore and Rs.2.50 crore respectively within a year. Mr. Badal urged the Chairman HSCC Mr. VC Sharma on telephone to immediately take up these projects to ensure their completion within a time frame.
The Chief Minister approved the design of the Nursing Institute and physiotherapy block to the constructed at Patiala during a presentation made by Mr. Sanjiv Sood Executive Director HSCC, who assured Mr. Badal that both these projects would be accomplished within the stipulated time schedule. He also informed the Chief Minister that HSCC had already been entrusted with the task of the upgradation of Govt. Medical College & Hospital Amritsar and Baba Farid University of Health Sciences and its associated Guru Gobind Singh Medical College Faridkot.
Taking part in the deliberations, Medical Education & Research Minister Mr. Tikhsan Sud urged the Chief Minister to start post graduation in nursing in all the three government nursing institutes at Patiala, Amritsar and Faridkot. Mr. Badal agreed in principle to start the M.Sc (Nursing) from the next academic session and asked the Medical Education & Research Department to upgrade the existing infrastructure in these colleges for efficiently running the post graduation in nursing.

Punjab simplifies Bonafide residence certificates procedure

The Punjab Government has simplified the procedure for issuance of bonafide residence certificates to the children, wards of pensioners who are residents of Punjab and whose period of stay at their newly settled places in Punjab prior to the date of submission of the applications is less than five years.
Disclosing this here today, a spokesman of the Punjab Government said that now residence certificate should be issued by the respective head of department from where the employee was retired by showing the pension payment order (PPO) issued by the Accountant General, Punjab
The directions to this effect have already been issued to all the Commissioners, Deputy Commissioner and Heads of the Departments. They have also been asked to ensure the immediate compliance of these instructions, he added.

CM APPROVES TO SET UP MODEL C-PYTE CENTER
CHANDIGARH JUNE 23, 2010:
The Punjab Chief Minister Mr. Parkash Singh Badal today gave approval to set up a state-of-the-art model Center for Training & Employment (C-PYTE) center in the state to replicate the same model in other centers at all the district headquarters with a focus to impart job oriented training to the youth.
Presiding over the 2nd meeting of the Governing Council of C-PYTE here at Chief Minister’s Office, Mr. Badal said that this model C-PYTE center would be equipped with the latest infrastructure to provide training to the youth in the armed and para-military forces manned by the expert ex-army personnel.; He also gave in principle approval to open seven new C-PYTE centers at Hoshiarpur, Fatehgarh Sahib, Barnala, Moga, Ropar, Sangrur and Jalandhar besides two such centers exclusively for girls at Tarn Taran and Mansa. The Chief Minister also asked the Principal Secretary Employment Generation & Training to tie up with the consulates abroad and in the embassies at Delhi for the gainful employment of the trained youth from the C-PYTE centers as heavy machinery drivers, security guards, construction workers, lathe machine operators, turners, plumbers and health care workers.
The Chief Minister also asked the department of Employment Generation & Training to explore the possibilities to establish 2-3 dedicated centers of naval training for our unemployed youth to be gainfully employed in the navy as well as merchant navy which had a huge employment potential. Mr. Badal also asked the Director General C-PYTE to prepare a comprehensive plan for those trained youth in these centers also who could not be successfully employed after their completion of training course.
It was informed in the meeting that as many as 4634, 3795, 4503, 4700 and 4703 trained youth had been absorbed in defence, government service, private/ public sector, self employment and various industrial houses during year 2004-05, 2005-06, 2006-07, 2007-08 and 2008-09.

Gen. (Retd.) Mr.BS Dhaliwal, Principal Secretary Finance Mr. KBS Sidhu, Special Principal Secretary to Chief Minister Mr. KJS Cheema, Commissioner Jalandhar Division Mr. SR Laddar, Labour Commissioner Mr. Raminder Singh, Director Information & Public Relations Mr. DS Mangat, Director General CPYTE Brig. Retd. GJ Singh. Besides DDG (Punjab and J&K) Jalandhar Brig. KD Malhotra Director Rtg. (Punjab and J&K) Jalandhar Col. Sanjeev Dubey and Commanding Officer Naval Unit NCC Chandigarh Capt. GM Singh were also present in the meeting.
