LUDHIANA POLICE COMMISSIONER PROBE INTO CITRUS COUNCIL ISSUE

 

CHANDIGARH JUNE 22, 2010:

The Punjab Government has decided that the matter of misuse of funds by the officers of the Council for Citrus and Agri Juicing and Organic Farming Council would be enquired in by a team headed by Mr. Ishwar Singh, Commissioner of Police Ludhiana. The team has been directed to submit its report within two months.

Disclosing this here today a spokesman of the Punjab Government said that comments on the matter were obtained from the Chief Executive Officer of the Councils. This report has been considered and not found to be satisfactory and misappropriation of government funds could not ruled out. The matter was considered at the level of the Chief Minister Punjab, the spokesman added.

CM APPROVES INDUSTRIAL MEGA PARK TO BE DEVELOPED BY GMADA

GIVES GREEN SIGNAL FOR LOCAL BUS SERVICE IN MOHALI

 

CHANDIGARH JUNE 22, 2010:

Punjab Chief Minister Mr. Parkash Singh Badal today gave a nod to the Greater Mohali Area Development Authority (GMADA) to set up an Industrial Mega Park over an area nearly 1500-2000 acres.

A decision to this effect was taken by Mr. Badal in a meeting with the senior officers of GMADA here at Chief Minister's residence this morning. The Secretary, Housing and Urban Development apprised the Chief Minister that the proposed Industrial Park would further propel the pace of industrial development in the state and this chunk of land would be made available to the prospective entrepreneurs to set up their ventures.

The Chief Minister also gave in principle approval to launch a local bus service within Mohali to facilitate the local residents and commuters. The Chief Minister also asked the Chief Administrator GMADA to tie up with PRTC to chalk out the modalities for running the local bus service in Mohali on the pattern of Jalandhar and Ludhiana.

In an significant decision the Chief Minister also gave approval to set up a modern Fire Station at Mohali at a cost of 15 crore, equipped with latest fire fighting machinery to combat any unforeseen eventuality arising out of major fire tragedy. Mr. Badal also asked the PUDA to replicate the state-of-the-art fire station in consultation with local government in all cities of the state in order to cover urban as well as rural areas. The Chief Minister asked the GMADA to utilize the services of eminent architects, planners, builders and contractors of national repute to execute various development projects in a time bound manner.

The Chief Minister meticulously reviewed the progress of different on going development projects carried out by GMADA, especially the master plan of six local planning areas of Mullanpur, SAS Nagar, Kharar, Banur, Dera Bassi and Zirakpur. He further directed GMADA to complete the works of sewerage & water supply, street lighting & pavement of the streets in these areas positively with in a year. Showing deep concern over the flow of polluted water from Chandigarh to N-choe in Mohali, the Chief Minister said that he would soon take up this matter with Chandigarh Administration to immediately stop untreated discharge to N-choe. Under lining the need to conserve the rain water, Mr. Badal asked GMADA to strictly enforce the scheme of rain water harvesting especially in the up coming residential as well as commercial pockets.

Mr. Badal highly appreciated the Aerotropolis development projects over an area of 900 acres worth Rs. 1200 crore where modern Aero-city is being developed with an ultra modern facilities. The prestigious project of Aerocity would also include facilities of Hotels & Convention Hall, Exhibition & Exposition Halls, Aviation Academy, Logistics Uses, Offices for Aircraft Companies and Aircraft catering & Kitchens etc. The Chief Minister also approved the construction of proposed hockey stadium in the sports complex Sector 63, Mohali along with Old age-cum-working women hostel in sector 68, an amusement park-cum-hatt & five star hotel-cum-conventional centre in sector 62, habitat centre (sector 68), green field super speciality hospital and a common municipal solved waste facility for Mohali. Like wise, the Chief Minister also approved six-laning of 8 kilometer Mullanpur-Siswan road.

With a view to provide best medical & health care facilities for the residents of Mohali, Mr. Badal informed that he would soon take up the matter with the Director, PGI to prepare a comprehensive health plan for the entire region of Mohali in collaboration with Hospital Consultancy Corporation Ltd. .

Prominent amongst others who attended the meeting included Principal Secretary to Chief Minister Mr. D.S. Gurru, Secretary Housing & Urban Development Mr. S. S. Sandhu, Chief Administerator GMADA Mr. Vivek Partap Singh besides other senior officers of the GMADA.

HARSIMRAT WRITES TO ANTONY- SEEKS PERMANENT COMMISSION FOR
WOMEN ARMY OFFICERS ALSO

 

CHANDIGARH JUNE 22, 2010:

Member Parliament from Bathinda constituency Mrs. Harsimrat Kaur Badal today wrote a letter to Union Defence Minister Mr. A.K. Antony, urging him to direct Army to grant Permanent Commission to Women Officers by implementing the orders of Delhi High Court in this regard.

In a communiqué to Union Defence Minister, Member Parliament said that it was commendable that Indian Air Force has decided to grant Permanent Commission to 22 Women Officers without challenging the verdict of Delhi High Court but regretted that Indian Army has not still implemented the High Court order reflecting its bias and prejudice against women as a class.

Mrs. Badal said that two organs of Defence services can not have separate standards with one accepting order while other ignoring it. She said that such retrograde attitude does not reflect well on the Army.

Seeking immediate implementation of High Court order on Permanent Commission to the women, rising above the gender discrimination, Mrs. Harsimrat Badal said that she had already requested Prime Minister Dr. Manmohan Singh seeking immediate withdrawal of notification of Union Public Service Commission barring the recruitment of women as Officers in Paramilitary Forces.

Mrs. Badal requested Defence Minister to ensure that Army sheds its retrograde outlook towards women officers and implement High Court order without any delay. She requested the Union Defence Minister to issue orders to Army in this regard.

Mrs. Badal lamented that UPA government claiming the credit of introduction of Women Reservation Bill in Parliament, was reflecting it male oriented bias by barring the entry of women constituting 50% population of the country, as direct officers in paramilitary forces and denying them Permanent Commission in the Army.

She said that women had shown their competence in every field. She said that several militaries globally induct women, but only a few allow them to perform active combat roles. Mrs. Badal said that Canada, Denmark, Finland, France, Germany, Norway and Switzerland whereas U.S.A, Britain and Israel allow women to serve in combat arms positions like artillery, but exclude them from infantry whereas Britain and Israel allow women to serve in combat arms positions like artillery, but exclude them from infantry. She said that when BSF opened the entry of women and they were posted on Western and Eastern borders, the infiltration and smuggling from these areas declined considerably.

Punjab honours Gurdaspur lad for topping IMA batch

 

CHANDIGARH JUNE 22, 2010:

Punjab Defence Services Welfare Minister Mr. Sewa Singh Sekhwan today honoured Gurdaspur lad Lt. Amanat Jagjit Singh, who recently passed out from the Indian Military Academy and stood first in the order of merit in the Technical Graduate Course. The young officer passed out from the Academy on 12th June 2010 and outshined 103 gentlemen cadet to won this highest award of his entry.

Speaking on the occasion, Mr. Sekhwan said that the State government has accorded top priority to provide quality training facilities for Punjabi youth to compete for various services in Indian Army, Air Force and Navy. He informed that special training courses were being run at SAS Nagar, Jalandhar and Bathinda for National Defence Academy/ Indian Military Academy aspirants and another centre would shortly be opened at Ferozepur to facilitate border area students. Besides this, the State government has already launched a novel scheme to provide a stipend to the tune of Rs. One lac per year to each successful candidate for NDA, IMA, OTA, Air Force and Naval academies during their training period and Rs. 50 Lac had already been earmarked for this purpose during current year, he added.

It may be mentioned here that a B.Tech Graduate , Lt. Amanat Jagjit Singh cleared his Service Selection Board in his first attempt and joined the Indian Military Academy through University Entry Scheme. He has the distinction of joining an Armored Regiment in which his father Col H P Singh, was commissioned 33 Years back.

PUNJAB TO RECONSTITUTE PUNJAB OFFICIAL LANGUAGE COMMISSION-DR. UPINDERJIT KAUR

  • committee urges other states to declare Punjabi as a second language
  • demands equitable distribution of advertisements to Punjabi newspapers under Punjab advertisement policy

CHANDIGARH JUNE 22, 2010:

With a view to promote Punjabi mother tongue in the subordinate courts in the State the Punjab Government would soon reconstitute Punjab Official Language (Legislative) Commission so that all legislations in English language could be translated in Punjabi. Besides this, the State Punjabi Language Empowered Committee would also ensure for fully implementation of Punjab State Advertisement Policy drafted for releasing of advertisements to newspapers in accordance with Punjabi language policy.

Presiding over a meeting of the State Punjabi Language Empowered Committee, the Chairperson Dr. Upinderjit Kaur, Education & Languages Minister Punjab here today, said that the empowered committee has authorized the Principal Secretary Higher Languages to raise the matter with State Chief Secretary, Advocate General and Registrar Punjab and Haryana High Court to implement mother tongue Punjabi in its true letter and sprit in all the subordinate courts of the State as the State has already amended and promulgated Punjab Language Act-2008 in this regard.

The Minister further added that the state government has already directed the all the departments, boards/corporations, subordinate courts and educational institutions to designate nodal officers for proper supervision and implementation of Punjabi language as an official use in the right earnest keeping in view the true spirit of amended Punjab Languages Act-2008. "It is our constitutional, moral and social obligation to use Punjabi as an official language in our day to day work/functions in order to glorify our rich cultural and heritage," she said.

Dr Upinderjit Kaur said that for the preservation, promotion and optimum use of Punjabi language the Punjab Government would soon reconstitute the Punjab Official Language (Legislative) Commission and fill up all the vacancies in the commission so that all legislations could be translated in the Punjabi at the earliest to facilitate the legal community and courts. She asked the department of Justice to draft a panel of expert translators in this regard.

Dr. Upinderjit Kaur said that the empowered committee took a serious view that some of privately managed convent schools and Central Schools including Kendriya Vidiayalas for not implementing the Punjabi Language as a compulsory subject from 1st to class 10th under the Punjab Punjabi and learning of other Languages Act, 2008. The education department has been asked to issues strict warning to such institutions to implement Punjabi language at the earliest, adding this she said that the state government had already amended the clause (e) of section-2 of the Punjab, Punjabi and Learning of other Languages Act, 2008 through a notification on March 22, 2010 thereby including all Central, Navodya or Army schools affiliated to CBSE and ICSE in the state under the provisions of schools.

The Minister said that the state empowered committee collectively urged again the UT administration to accord Punjabi mother tongue its due status of first language in the terrioterry as it was originally setup for the Punjabis and was established on the fertile 30,000 acre land belonging to Punjab State by uprooting the 28 villages comprising Punjabi population. Besides, the Punjabis had made earnest hard work and enormous contribution in the prosperity of UT Chandigarh, she added. She also said that the state committee has also made collective appeal to the states like Himachal Pardesh, Rajasthan, Uttrakhand and Uttar Pradesh to implement Punjabi as a second language to fulfill the aspirations of Punjabi community residing in these states.

Dwelling on few other issues relating to promote Punjabi mother tongue, the committee has also decided to constitute a sub committee to monitor the Punjab State Advertising policy being implemented for the newspapers relating to equitable distribution of advertisements to the Punjabi newspapers as per the recommended share of 62.50 %, she added. Besides this, the committee has also resolved to mediate with the Speaker Punjab Vidhan Sabha to accord due representation to Punjabi newspapers in the Vidhan Sabha Press Committees and press gallery seating arrangement.

Presenting his views Mr Manpreet Singh Badal Finance and Planning Minister Punjab made a passionate appeal to the writers, academicians and all Punjabi loving community to give full support and assistance to Punjab Government in promoting the mother tongue Punjabi as a universal language by using simple expressions. On the request of Education Minister, he also assured to make provision for adequate honorarium to the non-official members of District Level Empowered Committees already constituted to inspect all the Government offices, subordinate courts and educational institutes for proper implementation of Punjabi language in the districts.

IMPLEMENT RESULT FRAMEWORK DOCUMENT
MANPREET EXHORTS ADMINISTRATIVE SECRETARIES OF PUNJAB

 

CHANDIGARH JUNE 22, 2010:

Mr. Manpreet Singh Badal, Finance Minister Punjab has emphasized on the need of introducing Result Framework Document both at the district and at the headquarter levels for better coordination between the administrative secretaries and the Ministers of the departments concerned.

Speaking on the occasion after inaugurating a two - day workshop on Result-Framework Document (RFD) organized by Mahatma Gandhi State Institute of Public Administration Punjab, Mr. Badal said that RFD reflects the vision, mission, objectives, functions and performance obligation of the authorities concerned. He also said that the forceful implementation of this document was especially essential for achieving the targets fixed by the governments. Its servers as an instrument to highlight the department’s transparent functioning, observed Mr. Badal.

A delegation from Government of India headed by Dr. Prajapati Trivedi, Secretary Performance Management would impart training to the Administrative Secretaries and Heads of the Departments for better understanding of RFD and its implementation during this workshop.

The Punjab Ministers, Chief Parliamentary Secretaries, Administrative Secretaries, Heads of the Departments and other senior functionaries of the government were present on the occasion.
