Record 4500 promotions in Punjab Police break
prolonged stagnation, boost morale- DGP
Chandigarh, June 15:
The Punjab Police has ordered record number of over 4500 promotions, mainly of the constabulary and further up to Inspector level breaking the stagnation at various levels thereby boosting the morale of the force.
Disclosing this here today Mr. P.S Gill, DGP said that these promotions were result of direction of Deputy Chief Minister, Mr. Sukhbir Singh Badal, who had asked Punjab Police to identify impediments adversely affecting the morale of the force and systematically remove those causes. The DGP said that on finding that denial of timely promotions due to various administrative hurdles like non finalization of seniority lists was creating delays and therefore, the focus was first to finalize seniority lists and then methodically remove other hurdles. A special call was constituted to liaise with Personnel, Legal Remembrancer and Advocate General office.
The DGP Mr. P.S. Gill revealed that from January this year a total 494 Sub-Inspectors have been promoted as Inspectors out of which 387 promotions have been made in Executive Police and 104 such promotions have been made in the armed police. He further informed that 835 ASIs have been promoted as Sub-Inspectors, 1046 Head Constables as ASIs and 1600 Constables have been made Head Constables. Besides this, two promotions were in executive clerical cadre and one in finger print bureau. He informed that more promotions would be made in near future also.

FOLLOW THE LEGACY OF GURU ARJAN DEV JI – CM
CHANDIGARH JUNE 15:
Punjab Chief Minister Mr. Parkash Singh Badal today called upon the people to follow the precious legacy and teachings of Sri Guru Arjan Dev Ji, the fifth Guru of the Sikhs who made a supreme sacrifice to defend the rich values of humanism, righteousness and unity of mankind.
In a message on the martyrdom day of Sri Guru Arjan Dev Ji – the apostle of peace and tolerance, the Chief Minister said; “Guru ji laid down his life for a noble cause fighting against the ‘tyranny and oppression’. His unprecedented selfless sacrifice would ever imbibe inspiration amongst the future generations. The real tribute to great Guru would be to tread on the path shown by him besides practicing high moral values and ideals preached by Guru ji as a ‘saviour of human rights’.
The Chief Minister impressed upon the people to always remember the underlying spirit and message associated with Sri Guru Arjan Dev ji's unique sacrifice.

BADAL SANCTIONS RS. 73 CRORE FOR IMPROVEMENT OF
INFRASTRUCTURE IN 5 RELIGIOUS TOWNS
CHANDIGARH JUNE 12:
In a significant move, the Punjab Chief Minister Mr. Parkash Singh Badal today cleared the proposal of Rs.72.37 crore to provide state-of-the-art infrastructure including 100% drinking water and sewerage facilities in the five religious towns of Punjab namely Baba Bakala in Amritsar district, Khador Sahib, Goindwal Sahib and Chola Sahib in Tarn Taran district and Kiratpur Sahib in Roopnagar district.
A decision to this effect was taken at a high level meeting chaired by Mr. Badal at Chief Minister’s residence this morning.
It was informed in the meeting out of Rs.72.37 crore, Rs.28.25 crore would be spent on sewerage schemes and Rs.8.30 crore on water supply to be undertaken by the Water Supply & Sanitation department. Besides, Rs.35.82 crore had been earmarked for internal infrastructure in these towns. Of which Rs. 6.76 crore would be spent on international drainage and renovation of ponds, Rs.1.44 crore on the development of parks, Rs.2.05 crore on street lighting and Rs.17.34 crore on concrete paving of internal roads and Rs.8.24 crore on white washing and painting of walls.
The Chief Minister directed the Principal Secretaries Local Government and Water Supply & Sanitation to personally oversee the quality of development works executed in these religious towns. The Chief Minister was apprised the entire development works in these towns would be completed positively by September 2011.

CM APPROVES RS.106 CRORE RESTRUCTURING PLAN
FOR ANIMAL HUSBANDRY DEPARTMENT
DEPUTES SENIOR OFFICERS TO OVERSEE FUNCTIONING IN FIELD
CHANDIGARH JUNE 12:
In a major restructuring move to strengthen the Animal Husbandry department, the Punjab Chief Minister Mr. Parkash Singh Badal today approved a massive plan of Rs.106 crore to open nine new Veterinary Poly-clinics, 70 tehsil and block level veterinary hospitals and dispensaries, 22 and 45 mobile vans at district and tehsil level besides renovation of 507 hospitals and 568 veterinary dispensaries in the state.
Reviewing the functioning of the department, Mr. Badal sanctioned Rs.62.97 crore for the construction of 9 poly-clinics at Fatehgarh Sahib, Kapurthala, Ludhiana, Jalandhar, Tarn Taran, Mohali, Nawanshahr, Amritsar and Moga. It was informed in the meeting that these poly-clinics would be made functional by the next year and the orders for the equipment to be installed there had been placed with the reputed firms. An amount of Rs.29.51 crore had been earmarked to provide state-of-the-art equipment in about 1000 dispensaries at tehsil/block level. Likewise, Rs.22.58 crore had been provided for the repair/renovation of the buildings of 449 veterinary hospitals and 568 dispensaries.
The Chief Minister also approved a sum of Rs.15 crore to modernize the Punjab Veterinary Vaccine Institute at Ludhiana, out of which Rs.8 crore would be spent on the building and Rs.7 crore on equipment. Similarly Rs.4.51 and Rs.6.57 crore had been sanctioned for 22 and 45 mobile veterinary vans at district and tehsil level. A sum of Rs.3.50 crore had been provided for setting up of feed testing laboratory at Verka with ultra-modern facilities first of its kind in the north region.
To ensure better coordination with the field staff of animal husbandry and to provide better veterinary services to the people especially in the rural areas, Mr. Badal had deputed the Financial Commissioner Animal Husbandry Mr. GS Sandhu to look after Ludhiana and Hoshiarpur district, Secretary Animal Husbandry Mrs. Usha R. Sharma had been entrusted with the supervision of Patiala, Sangrur and Jalandhar. Likewise, Director Animal Husbandry Dr. HS Sandha would oversee the functioning of animal husbandry department in Tarn Taran, Amritsar and Bathinda district. Registrar Punjab Veterinary Council Dr. Darshan Singh had been given the responsibility of Barnala and Mansa. Joint Director Animal Husbandry Dr. Gambhir Inder Singh would supervise the activities in Ropar and Gurdaspur, Joint Director Animal Husbandry Dr. Amarjit Singh in Moga and Ferozepur, Joint Director Animal Husbandry Dr. Arun Kumar in Nawanshahr and Kapurthala, Deputy Director Dr. Tara Chand Saini would look after Fatehgarh Sahib and Faridkot and Deputy Director Dr. Jaswinderjit Singh would be overseeing the animal husbandry operations in Mohali and Muktsar districts.
The Chief Minister directed the FCD to send a comprehensive report based on the observations made by these officers during their field visits every month to enable him to monitor the functioning of the department in a far more meaningful and result oriented manner.
