PUNJAB ENHANCES HOME GUARDS VOLUNTEERS ALLOWANCE

Chandigarh June 1:

The Punjab Government has enhanced the daily wage allowance of Punjab Home Guards Volunteers from Rs. 150/- per day to Rs. 300/- per day with immediate effect.

Disclosing this here today a spokesman of the Punjab Government said that now the Punjab Home Guards volunteers would get Rs. 9000/- per month. Washing allowance of these volunteers has also been enhanced from Rs. 40/- per month to Rs. 80/- per month.

COUNSELING IN B.ED ADMISSIONS- DR UPINDERJIT KAUR

Chandigarh June 01:

With a view to optimize the current admission process and make it more transparent, the Punjab Government has decided to conduct the centralized online counseling for B.Ed. course for the session 2010-11 in the Colleges of Education affiliated to Guru Nanak Dev University Amritsar, Panjab University Chandigarh, Punjabi University Patiala and Lovely University, Phagwara for the first time in the state.

Disclosing this here today Dr Upinderjit Kaur Education Minister Punjab categorically stated that the online admission process would be entirely transparent, time-saving and economical. Assuring smooth and transparent admissions purely on merit basis, she added that this was an effort to make counseling student-friendly and bring transparency to conduct the admission process in the educational institutes.

The Minister further said that the GNDU Amritsar would conduct online counseling through the web. "All eligibility criteria, number of seats, selection criteria etc. would be mentioned on the unisversity website. Eligible candidates are required to fill in the online forms on the website of the university and submit it online. Merit list of successful candidates would be published on the website" she added.

Elaborating the eligibility conditions, she added that candidates with at least 50 % marks either in the Bachelor’s Degree and/or in the Master’s degree or any other qualification declared equivalent thereto, would be eligible for admission to the programme. Any candidate with 49.90 or less marks would not be eligible. “The reservation for SC/ST/OBC and other categories would be as per the rules of the Central Government/State Government, whichever is applicable. There would be a relaxation of 5 % marks in favour of SC/ST/OBC and other categories of candidates. Candidate with 44.90 % marks or less would not be eligible”, she said.

The Minister further said that candidates who have appeared for the qualifying examination and whose results have not been declared, would be provisionally allowed to apply for counseling at their own risk and responsibility, but they would become eligible for counseling only after they have produced the evidence of having satisfied the above said conditions. “Compartment cases, if their results are declared before final counseling, would be considered subject to availability of the seats”, she added.

The Minister further said that the admission to various education colleges of these universities situated in state of Punjab would be done strictly as per norms laid down by N.C.T.E and by the admission committee to be constituted by the GNDU, Amritsar. The mode of admission would be determined and notified separately by the University. In Punjab, 85% seats would be reserved for the Candidates from within the State and 15% would be open to candidates of other States/U.Ts on All India basis.

Dr Upinderjit Kaur further added that the merit of each candidate would be determined on the basis of marks secured by him or her in the qualifying degree and there would not be any entrance test. The qualifying marks obtained by each candidate would be normalized using a set formula. After normalization of marks for each university of the Punjab State, a combined merit list would be prepared. Normalization of marks would not be applicable to the candidates taking admission under the all India quota, she said.

She said that after normalization of marks, 5% marks would be given to candidates who have passed their 8th and 10th class examination from schools situated in rural areas of Punjab. For this, they would have to submit a certificate of that school falling in rural area at the time of passing 8th as well as 10th class issued by the Head of the School, duly countersigned by the concerned D.E.O.

The Education Minister further said that the GNDU would notify the last date for submission of application forms for the counseling. The allocation of college would be made by computerized counseling. Adding further she said that there would be two counselings for admission to B.Ed. seats and the total process of counseling would be completed as per the schedule prepared by the university. “All affiliating universities would ensure that no college was affiliated for less than 24% of the seats in the subjects in any case. All seats in the B.Ed. colleges would be filled through centralized counseling only by the university”, she added.

Clarifying on the management quota seats, the minister categorically said that in view of the interim policy regulations notification issued by the University Grants Commission, 15% of the seats out of 85% state quota seats in un-aided private self-financing institutions, would be treated as management quota seats to be filled up after the first round of counseling.

She further said that the management of the institutes would fill up management quota seats on the basis of combined merit list through own counseling in a transparent manner and provide information about vacant management quota seats at least three days before the start of the second counseling to the University which would fill up these vacant seats.

10+1 AND +2 SCIENCE CLASSES TO BE STARTED

IN GOVT. COLLEGES DR. UPINDERJIT KAUR

Chandigarh June 1:

The Punjab Government has decided to start 10+1 and +2 science classes in the government colleges from current academic session 2010-2011 under self finance scheme. This was disclosed by Education Minister Punjab Dr. Upinderjit Kaur here today.

She said that the science classes for 10+1 students in 23 government colleges, having adequate science laboratories, would commence from July 1, 2010 for which admission process would be completed upto June 25th would start from 25 June. “The semester system would be introduced for 10+1 and +2 classes and the first semester exam would be held from 1st September, 2010 whereas 2nd semester would start from February 15, 2011. 40% syllabus would be covered in 1st semester and 60% in 2nd semester”, she added.

The Minister further added that the government colleges would have to affiliate with Punjab School Education Board upto 10th June, 2010 to start the science classes. “The colleges having shortage of lecturers have been authorized to induct guest facility teachers. The colleges would collect Rs. 350/- per month and no other charges would be collected from the students.

Adding further the Minister said that the science classes would be started in government college for girls Amritsar, government college Bathinda, government Brajindra college Faridkot, government college Gurdaspur, government college Hoshiarpur, government science and research college Jagraon, government college Jandiala, government college Kapurthala, government college Kotkapura, government college Karamsar Rara Sahib, government college for girls Ludhiana, government college Malerkotla, government college S.A.S Nagar (Mohali), government Ripudaman college Nabha, government college Naya Nangal, government college for girls Patiala, government college Patti, government college Roop Nagar, government Ranbir college Sangrur, government college Sidhsar, government arts and science college Talwara, government college Tarntaran and government college Tanda.

PUNJAB MILKFED PROCURES 370.65 LAC KG MILK IN APRIL

Chandigarh, June 1:

Punjab State Co-operative Milk Producers Federation Limited (Milkfed) has procured 370.65 lac kg of Milk from 5618 societies of the State during the month of April, 2010. Stating this here today, a spokesman of Milkfed said that daily average milk procurement of the Milkfed was 1235.5 lac kg in Punjab.

The spokesman further said that Milkfed was also taking care of animals, specially milch animals. As many as 41677 sick animals were treated in Punjab through 56 First Aid Centres by 1585 Veterinary routes of Milkfed. He said that cattle feed, mineral mixture, lick brick and fodder seed was sold by the Milkfed to the tune of 7623 metric tonnes,13144 kilograms, 361 and 89572 kilograms respectively to the milk producers. The Milkfed has also sold 51.7 metric tonnes of Ghee through Societies in the state, he added.

Punjab Government is committed to continue its efforts for the welfare of dairy farmers, so that they would get better remuneration of their milk, the spokesman added.

Industries & Commerce Minister, Punjab, attended a

meeting of the High Level Committee of State Industries

Mr. Manoranjan Kalia, Local Government Industries & Commerce Minister, Punjab, attended a meeting of the High Level Committee of State Industries Minister regarding National Manufacturing Policy held at Udyog Bhawan, New Delhi under the Chairmanship of Shri Jyotiraditya M. Scindia, Union Minister of State for Commerce & Industry.

The Minister said that the Government of India should make Blue Print of the resources available in each State and accordingly grant a package of incentives to the States depending upon each State’s natural endowments and potential. He said that the natural resources like Iron & Steel, Coal etc. do not belong to a particular State but is a national resource which should be equitably distributed by the Government of India amongst all States for their harmonious and uniform growth. The Policies of the Government of India should be such that the Country as a whole should become globally competitive and not that a particular State at the cost of some other State is made globally competitive.

Regarding the State of Punjab, the Minister said that the State has not got its due share from the Government of India for the development of Industry. Initially in the regulatory regime, when the Government of India used to issue Industrial licenses for the location of the large industrial units, most of the big units went to the coastal States away from the State of Punjab. Resultantly, only the traditional Small Scale Industry based on inherited entrepreneurial skills of Punjabis could develop in the State. However, these industries also had to bear the brunt of Indo-Pak Wars followed by a long period of militancy. This was followed by global economic slowdown. Another major blow to the Industry in Punjab was given by the Tax Holiday and Central Excise Duty Exemption granted by Government of India to the industrial units in the neighbouring States of Himachal Pradesh and Jammu & Kashmir. The Minister said that in order to make the traditional small scale industry competitive, some need based incentives be given to the Industry in Punjab. In addition, the Government of India should also make some major investments in Punjab in the shape of Anchor units for the promotion of ancillarisation and employment generation. He also emphasised that Punjab State being rich in agro produce, a scheme for providing special incentives meant especially for State of Punjab for the Food Processing Industry be introduced to make it competitive.

The Minister further said that in addition to the above, another blow to the Punjab Industry was the withdrawal of Freight Equalisation Scheme on Iron & Steel and Coal by the Government of India. He, therefore, requested the Government of India to reintroduce the Freight Equalisation Scheme on Iron & Steel and Coal so that the Industry in Punjab becomes globally competitive. Punjab State being a landlocked State, Shri Kalia also requested the Government of India for the setting up of the Dry Ports in Punjab which is need of the hour. He further said that in order to facilitate the movement of Industrial goods from Punjab, the Government of India should extend the Delhi-Mumbai Industrial Corridor and the Eastern Freight Corridor upto Amritsar.

The Minister said that under the MSE-Cluster Development Programme of the Government of India, the State of Punjab has sponsored 28 clusters, out of which only 15 have been approved so far. He, therefore, requested for the expeditious approval of rest of the clusters. He further said that under the Industrial Infrastructure Upgradation Scheme (IIUS), a Machine Tool Cluster at Batala with project cost of Rs.59.06 crore has already been approved by the Government of India. Another Cluster for Hand Tools at Jalandhar with project cost of Rs.90 crore has been approved in principle under this Scheme. Proposal for the setting up of Cluster for Steel Re-rolling Mills at Mandi Gobindgarh is also in the pipeline. The Minister requested the Government of India to expedite the approval of the Clusters under the IIUS Scheme of Government of India.

The Minister said that there is multiplicity of schemes by the Government of India. He said that the Government of India should conduct State wise survey and accordingly frame State Specific Schemes so that the States could benefit better out of these schemes. Mr. S. S. Channy Principal Secretary Industries and Commerce Punjab also attended the meeting.

Shri. Surinder Verma, Chairman of Citizens Awareness Group said that Indian Tobacco control legislation provide the citizens absolute smoke free environment as it does not permit smoking in Public places, does not permit advertisement of Tobacco products/prohibits sale of Tobacco products by a person below the age of 18 years and Tobacco/ Tabasco shops should be 100 yards away from educational institutions. Those who violate these provisions are liable to pay fine of Rs.200 in the court.

Sh. Ved Parkash Director of the Abhilesh Lok Manch said that it is a serious problems. As per WHO figure 54 lacs people in the world and 9 lacs from Indian dies due to ill effects of Tobacco. Govt. institutions print as well electronic media and non government organizations are already working in this Direction and Public Co-operation is need of the hour

He spoke on the ill effects of Tobacco and warned pregnant women from chewing tobacco as it could disable the newborn.
