Return of Koh-i-Noor diamond to India

Following is the text of letter written to the Hon'ble Prime Minister of India  supporting the contention of Mr. Keith Vaz MP U.K seeking return of Koh-i-Noor diamond to India.

Sir,

Needless to mention, Koh-i-Noor the pride of erstwhile Durbar of Maharaja Ranjit Singh now in possession of the British Government has been a bone of contention for centuries now.

Hon’ble Member of British Parliament Mr. Keith Vaz of Indian origin, has now requested British Prime Minister David Cameron to discuss the issue of returning Koh-i-Noor diamond to India.  I being elected representative of the people of Punjab strongly support the contention of Mr. Keith Vaz MP seeking the return Koh-i-Noor a symbol of pride, dignity and honour not only of the people of Punjab but our entire country.  It is not the priceless value of the diamond that has irked the mind of people like Keith Vaz but more of a token of our lost pride.  It is a matter of record that Koh-i-Noor was taken to England in 1849 following the defeat of the then ruler of Punjab region Maharaja Duleep Singh, 161 years earlier.

Therefore, now that the Prime Minister of U.K. Mr. David Cameron is likely to visit India shortly, I would on behalf of the Sikhs and Punjabi’s at large urge your good offices to take up the matter of return of Koh-i-Noor to its original owners.  I hope my request would be taken up appropriately, keeping in view the emotional and sentimental value that the people of India have for the priceless Koh-i-Noor diamond.

CBI ACTING AS THE DEFENSE TEAM FOR CONGRESS LEADER JAGDISH TYTLER NEXT HEARING ON AUGUST 21, 2010

Reacting to the CBI's stand that the case against Congress Leader Jagdish Tytler can be closed, Gurpatwant Singh Pannun, legal advisor Sikhs For Justice, a US based human rights group stated that CBI has always acted as the defense team for Jagdish Tytler and ignored material witnesses Resham Singh, Alam Singh and Chain Singh who saw Jagdish Tytler leading the violent mob at Gurudwara Pulbangash on November 1, 1984.

Sikhs for Justice and AISSF are jointly working with the victims of November 1984 Sikh Genocide for seeking prosecution of leaders who were involved in the killing of Sikhs in November 1984, stated that the revision petition challenging the order of Additional Chief Metropolitans Magistrate Rakesh Pandit acquitting Jagdish Tytler on April 27, 2010 was filed on the emergence of fresh evidence in the case. However the court while accepting the closure report did not take into account the conspiracy angle which Jagdish Tytler entered into to perpetrate the killings of the Sikhs……Sikhs For Justice.

BADAL SEEKS CENTRAL ASSISTANCE FOR CREATION OF LONG TERM AND MODERN STORAGE CAPACITY

CHANDIGARH JULY 27:

The Punjab Chief Minister Mr. Parkash Singh Badal today urged the Union Agriculture Minister Mr. Shard Pawar to immediately initiate steps to assist the state in creation of the long term, modern and scientific storage capacity for foodgrains.

Mr. Badal accompanied by the Deputy Chief Minister Mr. Sukhbir Singh Badal and Member Parliament from Bathinda Mrs. Harsimrat Kaur Badal called on Mr. Pawar in his office at Krishi Bhawan New Delhi this evening.

Briefing Mr. Sharad Pawar, the Chief Minister said that the increased food production coupled with slow movement of foodgrains have compounded the problem of food storage in the state.  He said that Punjab needed at least 78 lac MT of long term storage capacity out of which 25 lac MT should be in the form of SILOs which could store foodgrains up to three years.  He also requested Mr. Pawar to direct the Food Corporation of India to release the long standing dues of Rs.6000 crore due to five state procurement agencies, as the non payment of these dues had adversely affected the functioning of these agencies.

Taking part in the deliberations, Deputy Chief Minister Mr. Sukhbir Singh Badal also impressed upon the Union Agriculture Minister for sufficient creation of space for food storage as tones of food was damaged every year for the want of proper space.  He however said that foodgrains stored in open were subject to the vagaries of nature like rain dust etc. which rendered it unfit for human consumption over a period of time.  He said that Centre should help the state in building storage capacity on modern line as Punjab was a major contributor of foodgrains in the national pool.

Making a strong plea for the creation of modern storage capacity for handling foodgrains, Mrs. Harsimart Kaur Badal also urged Mr. Pawar to help the state for setting up of scientific storage facilities in the terms of SILOs to store foodgrains for a longer period without compromising the nutrition value of foodgrains, which was badly affected without proper storage facilities. She also said that keeping in view Punjab’s outstanding contribution towards national food security, the GoI should come forward with a comprehensive policy for the creation of ultra modern storage infrastructure for foodgrains to benefit the state like Punjab.

Mr. Sharad Pawar assured the Chief Minister of a positive response in this regard and said that by August end the Ministry of Agriculture and Food would finalize the modalities for the setting up of small, medium and large SILOs for the storage of foodgrains.  He also directed the FCI to send rolling stock for the shifting of foodgrains from Punjab on the top priority so that empty space could be created for the ensuing Kharif season.

BADAL SEEKS INCLUSION OF PUNJAB UNDER PMAGY
Wasnik Asks CM to Avail of Central Assistance for Drug Addiction

CHANDIGARH JULY 27:

Punjab Chief Minister Mr. Parkash Singh Badal today urged the Union Minister for Social Justice & Empowerment Mr. Mukul Wasnik to include Punjab under Pradhan Mantry Adarsh Gram Yojna (PMAGY) as the state has the highest population of scheduled castes in the country touching nearly 28.9%, so that its SC population could get due benefits in terms of social and capital infrastructure.

The Chief Minister called on Mr. Wasnik in his office at Shashtri Bhawan in New Delhi this morning.

Taking part in the deliberations, Mr. Badal apprised the Union Minister for Social Justice & Empowerment that Punjab had more than 50% SC population in 2095 villages and four blocks of the state and therefore Punjab deserved to be included under this scheme. The Chief Minister informed Mr. Wasnik that the Ministry of Social Justice & Empowerment had already selected five states namely Rajasthan, Assam, West Bengal, Tamil Naidu and Andhra Pradesh under pilot programme of the PMAGY.

Mr. Wasnik agreed to the proposal of the Chief Minister to send a team of officers headed by Secretary Union Ministry of Social Justice & Empowerment Mr. KM Acharya to Punjab for detailed interaction with the officers of the state government on the various schemes for the welfare of the scheduled castes, other backward classes, persons with disabilities, senior citizens and victims of drug abuse to enable the state to reap full benefits from such programmes.

Showing concern over the growing trend of the drug abuse in Punjab especially amongst the youth, Mr. Wasnik asked the Punjab government to send a comprehensive proposal for prevention of drug abuse by way of setting de-addiction centers across the state. He mentioned that eleven Non-Governmental Organizations with long experience and expertise in treatment rehabilitation training and research have been designated as Regional Resource and Training Centres (RRTCs) for different regions of the country, which provided different services to NGOs working the field of drug abuse prevention in the form of documentation of all activities of the NGOs including preparation of Information Education Communication (IEC) material besides technical support to the NGOs and community based organizations and enterprises for undertaking advocacy, research and monitoring of drug abuse programme. He said that the GoI had released grant of Rs.22.79 crore under this programme for 2009-10.

The Chief Minister was accompanied by his Special Principal Secretary Mr. KJS Cheema and Resident Commissioner Punjab Bhawan Mr. K.Siva Parsad.

DEORA ASSURES CM OF EARLY ALLOCATION OF GAS FOR
ROPAR POWER PROJECT
GIVES NOD TO PUNJAB FOR LPG SUPPLY IN RURAL AREAS
THROUGH PACS

CHANDIGARH JULY 27:

The Union Petroleum and Natural Gas Minister, Mr. Murli Deora assured the Chief Minister Mr. Parkash Singh Badal of early clearance for allocation of gas at the Government administered price for its upcoming 1000MW Gas based power project at Ropar.

An assurance to this effect was given by Mr. Deora to the Punjab Chief Minister Mr. Parkash Singh Badal, who was accompanied by Member Parliament from Bathinda Mrs. Harsimrat Kaur Badal during a meeting with him in his office at Shastri Bhawan at New Delhi this afternoon.

The Chief Minister urged Mr. Deora to immediately ensure allocation of 4.5 million metric standard cubic meter gas per day at the government administrative price from the National Gas Grid via Dadri-Nangal pipeline for the proposed 1000 MW Gas Based Power Plant being set up at Ropar, for which the land was already available and the arrangements for gas transportation had been finalized with GAIL.

Taking part in the deliberation, Mrs. Harsimrat Kaur Badal sought expeditious clearance for supply of gas for the Ropar power project as the generation of thermal power was not only economically unviable due to high transportation charges on coal but also hazardous for the environment due to pollution.

Pleading the case of LPG supply in the rural areas of Punjab through the State’s Primary Agricultural Cooperative Service Societies (PACS) to strengthen the cooperative base, Mr. Badal said that there was a huge demand of LPG in the rural sector but the distribution network in these areas was grossly inadequate. The people living in rural areas were forced to burn wood which resulted in environmental pollution.

The Chief Minister apprised Mr. Deora that Punjab had a dynamic net-work of Primary Agricultural Cooperative Societies (PACS) covering almost the entire rural population of the State.  Many of these Societies had recently been declared as Multipurpose Cooperative Societies and were undertaking multifarious business activities to supplement the income of their members, in addition to their traditional role of supply of agricultural inputs.  Mr. Badal mentioned that the network of PACS in the State could be effectively used for the supply of cooking gas in the rural areas.

Mr. Badal also raised another issue to provide CNG for the buses initially for Ludhiana as a pilot project, where the incidence of pollution was quite high and could be subsequently replicated in other corporation towns of Bathinda, Patiala, Jalandhar and Amritsar.

Conceding the demand of Mr. Badal for the supply of LPG in rural areas through State’s Primary Agricultural Cooperative Service Societies (PACS), Mr. Deora assured the Chief Minister of a positive response and said that he would soon get the entire case examined from the Ministry before issuing directions to the oil companies to provide distribution of LPG gas to the PACS through the State Cooperative Department.    Mr. Deora also assured the Chief Minister that he would look into the feasibility of supplying CNG to Punjab.

The Chief Minister was accompanied by his Special Principal Secretary Mr. KJS Cheema and Resident Commissioner Punjab Bhawan Mr. K.Siva Parsad.  Chief Executive Officer HPCL-Mittal Energy Ltd. Mr. Prabh Das, Mr. LN Gupta and Mr. Apruva Chandra (both Joint Secretaries) in the Ministry of Petroleum were also attended the meeting.

6 LANING OF PANIPAT-JALANDHAR TO BE COMPLETED BY JUNE 2011

NHAI PUTS FOUR HIGHWAY PROJECTS WERE RS. 4225 CRORE ON FAST TRACK

Chandigarh, July 27: The major hurdles coming in the way of expeditious completion of Rs. 2750 crores project of 6 laning of Panipat-Jalandhar national highway were sorted out today as Deputy Chief Minister Punjab Mr. Sukhbir Singh Badal today called on Mr. Birjeshwar Singh, Chairman National Highway Authority of India in New Delhi.

Accompanied by State PWD Minister Mr. Parminder Singh Dhindsa, the Deputy Chief Minister had a detailed meeting with NHAI Chairman to sort out lingering issues coming in the way of early completion of various life line projects of Punjab. The Deputy Chief Minister impressed upon NHAI Chairman that there was no entry or exit point in highway for Ludhiana city right from Doraha to Ladowal. In the meeting it was agreed to provide one exclusive entry and exit point for business city of Ludhiana and ensure completion of this major project by June 2011 positively.

A joint committee of Chief General Manager, NHAI Chandigarh and Chief Engineer National Highways, Punjab PWD was constituted to work out the solution for small obstacles coming in the way of smooth completion of this project. The meeting also decided to put all the four projects with combined project cost of Rs. 4225 crores including 6-laning of Panipat Jalandhar Section of NH-1, 4 laning of Jalandhar Dhilwan Section of NH-1, 4/6 laning of Kharar Ludhiana Section of NH-95, 4 Lanning of Ludhiana Talwandi Section of NH-95 on fast track ensuring their early completion.

Emphasizing the need for early award of contract for Rs. 118o crores projects 4/6 laning of 80 Km. long Kharar-Ludhiana Section of NH-95 and 4 laning of its 78 Km. long Ludhiana-Talwandi Section, Mr. Badal said that traffic on NH- 95 has increased manifold and sought early award of contracts for both projects fulfilling the promise of Prime Minister Dr. Manmohan Singh. The Chairman NHAI assured the Deputy Chief Minister that the work of Ludhiana-Talwandi Section would be allotted by September 2010 and for Kharar-Ludhiana Section by January 2011.

The Chairman asked the Mr. Dev Raj, Chief General Manger NHAI posted in Chandigarh to monitor the progress of all these projects jointly with Punjab PWD to solve the hindrances, if any there and then only.

Prominent amongst those who were present in the meeting included Secretary PWD Mr. Kulbir Singh and Chief Engineer National Highways Mr. R.P.Singh.

Health Minister reviews arrangements regarding H1N1 (Swine Flu)

Chandigarh, 27th July

In view of the fresh positive case of H1N1 at Jalandhar, a review meeting was held here today by Prof. Laxmi Kanta Chawla, Health Minister, Punjab in her office to discuss the status & preparedness regarding management of H1N1 cases. Sh. Satish Chandra, Principal Secretary, Health, Dr. J.P. Singh, Director Health Services, Dr. Ashok Nayyar, Director Family Welfare, Dr. Rakesh Sharma, Director, Ayurveda and Dr. Deepak Bhatia, State Nodal Officer (H1N1) were present. The status of positive cases as reported till March 2010 was discussed along with the fresh cases reported Positive in this second phase. It was observed that 3 cases had been reported suspected in the current phase, while only single case reported positive, who is admitted in a Private Hospital at Jalandhar.

The preparedness of state regarding logistic etc was observed to be satisfactory as sufficient quantities of Tamiflu, VTM, PPE kits etc are available with the state. The Health Minister was apprised by officers that all the district hospitals & Sub Divisional Hospitals will have beds identified for isolation purposes as well as beds in private hospitals will also be utilized as & when cases report. The Anesthetists & Microbiologists have already been trained to manage the H1N1 cases.

Prof Chawla appealed people not to panic, but to approach District Hospitals & Sub Divisional Hospitals in case symptoms related to influenza like illness (ILI) appears. She added that Department of Health & Family Welfare is fully geared up to manage the cases as regards investigation & treatment etc are concerned which are available free of cost across the state. The patients will be immediately examined by the health authorities and the throat swab for confirmation will be sent for testing at PGI, Chandigarh.

Dr. Kiran Bedi Inaugurated 4th Academic Session of Aryans

MOHALI, JULY 27:

Dr.Kiran Bedi, India’s first and highest ranked woman IPS officer, inaugurated 4th academic session with lamp lightening ceremony at Aryans campus at village Nepra (Banur), Chandigarh- Patiala Highway, near Chandigarh. Special Orientation Programme was organized for the new students on this occasion. The programme was presided over by Aryans Group of Colleges, Chairman Dr. Anshu Kataria.  Mr. Rakesh Sethi, Zonal Manager, Bank of india Mr. K.K.Soni, Zonal Manager, Indian overseas bank and were guests of honor on this occasion.

While giving the inaugural address to MBA, BBA & BCA students, Dr.Kiran Bedi stressed upon the need for constant learning and emphasized that one should aspire to learn something new every day to achieve excellence.In her speech Dr. Bedi  highlighted the need for students to focus on learning technical and creative skills, and also urged them to develop language skills to communicate effectively.

KAMAL NATH ASSURES CM OF EARLY CLEARANCE OF ROAD PROJECTS
WORTH RS. 435 CRORE UNDER CRF AND ISC

CHANDIGARH JULY 26:

The Union Minister of Road Transport & Highways Mr. Kamal Nath today assured the Punjab Chief Minister Mr. Parkash Singh Badal that the standing committee would clear all the pending projects including 14 roads and a bridge under Central Road Fund (CRF) besides 9 roads under Inter State Connectively (ISC) at a cost of Rs. 351 crore and Rs. 84 crore respectively within 15 days.

A decision to this effect was taken by Mr. Kamal Nath in a meeting with Chief Minister, who called on the former accompanied by his PWD (B&R) Minister Mr. Parminder Singh Dhindsa in his official residence at New Delhi.

The Chief Minister apprised Mr. Kamal Nath that the 14 roads under CRF were in Bathinda, Sangur, Ropar, Hoshiarpur, Mansa, Jalandhar, Gurdaspur, Amritsar, Tarn Taran, Kapurthala, Moga and Ferozepur districts besides a new high level bridge along with approaches on both sides on river Satluj crossing Kot Budha Mallanwala Sabhraon Road between Ferozepur and Tarn Taran district. Nine roads covering a length of nearly 70 KMs under ISC projects included widening and strengthening of Ratia-Sardulgarh road, Ghanouli-Nalagarh road upto Himachal Pardesh border, Anandpur Sahib-Naina Devi road upto HP border, Barnala-Mansa-Sardulgarh-Sirsa road upto Haryana border, Dunera-Saliali-Lheroon-Gall road upto HP border, Chakki Dalhousie road, Patiala-Pehowa road from Bhunerheri to Patiala, reconstruction of 33 meter bridge span on Patiala-Pehowa road on Chhoti Nadi and construction of 2 high level bridges including approaches over Anandpur Sahib hydel channel and Nangal hjydel channel crossing Anadpur Sahib-Naina Devi road.

Responding to the other issues raised by the Chief Minister Mr. Kamal Nath asked his Ministry to expedite the 4-laning of 17.50 KM Bathinda-Ghuda road under the Central Road Fund (CRF) scheme at a cost of Rs. 18 crore during the current financial year.

Mr. Kamal Nath apprised the Chief Minister that his Ministry had already transferred the Zirakpur- Patiala-Bathinda Road (NH-64) to the state government for its execution through PWD (B&R) department. He also directed the Chariman National Highways Authority of India to work out the modalities for the transfer of NH 15 (Amritsar-Harike-Faridkot-Bathinda-Abhoar-Ganganagar upto Rajasthan border) and NH 71 (Jalandhar-Moga-Barnala-Sangrur-Patran upto Haryana border) to the State PWD department as 70% of the length of these roads had already been widened to 10 meters. He also asked Mr. Badal to direct the Secretary PWD (B&R) to finalize the priority works to be executed under CRF and ISC with the senior officers of the Ministry of Road Transport and Highways to enable the ministry to approve these works at the earliest.  He also assured Mr. Badal that the request for proposal document for 4-laning of Zirakpur to Patiala road (NH 64) would be soon approved by the Public-Private-Partnership Appraisal Committee.

The Chief Minister was accompanied by Secretary PWD (B&R) Mr. Kulbir Singh, Chief Engineer State National Highways Mr. R P Singh, Special Principal Secretary to Chief Minister Mr. KJS Cheema and Resident Commissioner Punjab Bhawan Mr. K.Shiva Parsad. Besides Joint Secretary Ministry of Road Transport & Highways Mr. SK Bandhopadhyay, Chief Engineer Ministry of Road Transport & Highways Mr. SK Marwaha and Chief General Manager NHAI Mr. Dev Raj also attended the meeting.

SHINDE ALLOWS 345 MW FROM UNALLOCATED POWER FROM CENTRAL SECTOR TO PUNJAB FOR PADDY SEASON

ASSURES CM OF EARLY CLEARANCE OF COAL BLOCK FOR GIDDERBAHA THERMAL PLANT

CHANDIGARH JULY 26:

Union Power Minister Mr. Sushil Kumar Shinde today assured the Punjab Chief Minister Mr. Parkash Singh Badal to allow 345 MW from the unallocated power of Central Sector generation stations from mid July to mid October 2010 to ensure 8-hour uninterrupted power supply to the agriculture sector for the Paddy season.

The Chief Minister accompanied by PWD (B&R) Minister Mr. Parminder Singh Dhindsa today called on Mr. Shinde in his office ‘Sharam Shakti Bhawan’ at New Delhi this morning.

Taking part in the deliberations, Mr. Badal demanded to enhance the allocation of power from unallocated central sector power quota to 30% from 10% during the paddy season proportionately to state's contribution of rice in the central pool. He said that the allocation of 345 MW from the unallocated power of Central Sector generating stations would be over and above the additional power tied up by Puncom for paddy season through bilateral arrangement such as purchase through traders and regional/inter regional banking.

Mr. Badal also urged the Union Minister to immediately ensure allocation of 4.5 million metric standard cubic meter gas per day at the government administrative price from the National Gas Grid via Dadri-Nangal pipeline for the 1000 MW Gas Based Power Plant being set up in Punjab at Ropar. The Chief Minister also asked Mr. Shinde to immediately advise NTPC to set up a Central Sector Power Plant of at least 4000 MW Ultra Mega Power project in the state with at least 50% share as Punjab had no central sector power plant and was ready to offer land and water linkage for the project.

Making a strong plea for immediate allocation of coal block of high quality, Mr. Badal urged the Union Power Minister to recommend the state’s case as a special one as it was facing acute shortage of power and more over we had already tapped all the hydro potential and now left with only option of generating thermal power, for which assured coal supply was a pre-requisite. The Chief Minister also sought coal linkage for 2640 MW Gidderbaha Power Project as Central Electricity Authority (CEA) had already recommended Coal linkage. This prestigious project had been delayed only for the want of coal linkage whereas the other formalities had been completed.

The Union Power Minister assured Mr. Badal of positive response on all the issues raised by him in the meeting. He also asked the Chief Minister to take up the issue for supply of gas from GAIL for its gas based plant at Ropar with the Chairman Energy Group of Ministers on Natural Gas Mr. Parnab Mukherjee to impress upon the Ministry of Petroleum and Natural Gas for making early allocation of requisite gas for the 1000 MW proposed project from the national gas grid. Mr. Shinde also said that the Ministry of Power would soon recommend the case of coal linkage of Gidderbaha Thermal Plant to the Ministry of Coal as it had already been approved this project under the category of thermal power projects to be set up during the 12th Five Year Plan. He reiterated that the state farmers would not be allowed to suffer due to shortage of power during the ensuing paddy season as Punjab was the major contributor of food grain in the national pool and deserved special dispensation for unallocated power from the Central Sector Generating Stations. Mr. Shinde also asked the Chairperson Central Electricity Authority to send a team of technical experts to study the functioning of thermal and hydro projects in the state and suggest measures to enhance the capacity of power generation qualitatively as well as quantitatively.

TO 11 DOCTORS & 47

Mohali SAS Nagar, 26 July:

Prof. Laxmi Kanta Chawla, Punjab's Health & Family Welfare Minister, here today gave away Appointment Letters to 11 Ayurvedic Medical Officers and 47 Upvaids, during a brief ceremony held here today at the State Institute of Health & Family Welfare, Punjab. Sh Vinod Kumar Bhalla, Commissioner AYUSH and Dr Rakesh Kumar, Director Ayurveda was also present along with her. These positions are contractual and have been filled under NRHM against the vacant posts after confirmation from waiting list according to the different categories.

While addressing these candidates, Prof Chawla exhorted the doctors and up-vaids to work selflessly, as curing people was biggest service towards mankind. She further emphasized them to perform their duty with utmost sincerity and dedication. Addressing a large number of female doctors and upvaids present there, Chawla reiterated that females must be strong, as they belong the country where great women like 'Jhansi ki Rani' -Laxmibai and Kanaklata took birth. She asked these ayurvedic doctors to serve the community and create further awareness about ayurveda among the people.

Sh Vinod Bhalla, Commissioner AYUSH, told that there was no shortage of medicine in the dispensaries. He further laid more emphasis upon awareness regarding preventive aspect of diseases. Dr Rakesh Kumar, Director Ayurveda and Dr Ghai from Ayurveda department also addressed the newly appointed staff.
