CABINET SUB-COMMITTEE TO REVIEW UNAUTHORIZED
CONSTRUCTION OF RELIGIOUS NATURE

CHANDIGARH JULY 22,2010:

In the light of the order of the Supreme Court, the Punjab government has constituted a Cabinet Sub-Committee under the Chairmanship of Local Government, Industries and Commerce Minister Mr. Manoranjan Kalia to review the cases of unauthorized construction of religions nature which had already been taken place on case to case basis and make appropriate recommendations on each case.  The other members of the Cabinet Sub-Committee included; Rural Development & Panchayat Minister Mr. Ranjit Singh Brahampura and Information & Public Relations Minister Mr. Sewa Singh Sekhwan.

Disclosing this here today a spokesman of the Chief Minister's Office said that the Punjab Chief Minister Mr. Parkash Singh Badal had ordered that no unauthorized construction would be permitted in the name of Temple, Church, Mosque or Gurdwara etc. on public streets, public parks or other public places etc. in compliance with the order of the Apex Court. All the Deputy Commissioners and Senior Superintendents of Police would ensure total compliance of the order. 

  The spokesman further said that with regard to unauthorized construction of religious nature which had already taken place, the Cabinet Sub-Committee had been asked to obtain a list of such religious places from the deputy commissioners at the earliest as the Supreme Court had ordered the state government to review the same on case to case basis and take appropriate steps as expeditiously as possible.

CM ORDERS TO STOP COUNSELING PROCESS OF
TEACHERS IN EDUCATION DEPARTMENT

CHANDIGARH JULY 22, 2010:

The Punjab Chief Minister Mr. Parkash Singh Badal today ordered to immediately stop the on going process of counseling for the recruitment of 7654 posts of teachers in the education department in the wake of objections raised by the Valmik/Mazhabi Sikhs for not given their due share of 12.5% in the reservation policy. 

A decision to this effect was taken by Mr. Badal in a meeting with a 50 member deputation of Adi Dharam Samaj Punjab led its president Mr. Raj Kumar Atikaye.  Likewise, the Chief Minister also conceded to their another demand to lower the merit for 1289 posts of Inspectors in the state Food & Civil Supplies department in case of Valmik/Mazhabi Sikhs to enable them to avail their reservation quota as per the rules of the state government's recruitment policy.   

Expressing gratitude to the Chief Minister, Mr. Atikaye assured the Chief Minister that they would now withdraw their proposed state-wide strike on July 27.  He also thanked on the behalf of Valmik community to ensure justice to them in the process of ongoing recruitment drive in the education and food and civil supplies department. 

Meanwhile, the Chief Minister also directed the deputy commissioner and mayor of Jalandhar to immediately execute the construction of 'Valmik Bhawan' as the district administration had already identified the land and state government had released Rs.85 lakh.

Prominent amongst others who were present in the meeting included Principal Secretary to Chief Minister Mr. DS Guru, OSD to Chief Minister Mr. NS Sangha besides Mr. Yograj Kumar, Mr. Naresh Pradhan, Mr. Mukesh Hans and Mr. Darvid Mand from district units of Adi Dharam Samaj.

NEW INVENTIONS IN IT AND COMMUNICATIONS- A TOOL AS WELL AS CHALLENGE FOR SECURITY FORCES-PUNJAB DGP
 GIVES NOD TO RS 84 CRORE PLAN

Chandigarh, July 22, 2010:
Punjab DGP Mr. P.S.Gill today underlined the need for recent advancements in information technology and communication as an important tool of investigation besides revamping communication network of the force to meet future cyber challenges being posed by the hi-tech criminals.

Presiding over a meeting of the Punjab State Empowered Committee for the implementation of Crime Criminal Tracking Network and Systems (CCTNS Project) here today, Mr. Gill said that new inventions in IT and communications besides helping the investigators were posing a great challenge for security forces as criminals were using latest fads in technology to hoodwink the security network. He said that challenge before security forces was to move to step ahead the hi-tech criminals to pre-empt their nefarious designs.

The DGP formally approving the Punjab project of Rs.84 crores out of total allocation of of Rs.2000 crore project of crime and criminal tracking network and systems (CCTNS) for submitting it to Government of India, in the meeting said that challenge before this committee was to evolve futuristic system of communication and technology and train our forces in the new technology.

The DGP revealed that CCTNS is an ambitious Mission Mode Project of Govt. of India having an outlay of Rs. 2000 crores during the 11th five year plan of National e-Governance Plan (NeGP). The CCTNS envisages nation wide integration of the crime and criminal information through adequate networking and having web based applications in place.

The DGP also appreciated the efforts put in by the members of SPMC and also the technical guidance rendered by Director, Information and Technology (DoIT) and Punjab Police Housing Corporation for proper coordination and monitoring of the progress of this project.

On this occasion M/s Wipro Ltd., State Project Management Consultants (SPMC) for this project made a detailed presentation on PIMR.

Mr. S.M. Sharma, ADGP C&T and Nodal Officer for project informed that the PIMR has been prepared by going through the police practices in the field and at Police Hqrs. and by identifying the gaps in the present and to-be practices. The report suggests large scale digitization of crime and criminals records for the past 10 years in the State and capacity building of the whole force, with specific emphasis of the personnel connected with Crime and Criminal Systems, besides computerization of different practices in the field of crime/criminal tracking and associated fields of police working, he added.

It may added that the CCTNS project in Punjab Police is being coordinated and monitored by the IT&T Wing of Punjab Police with close technical cooperation from the Director Information and Technology (DoIT) and Punjab Police Housing Corporation .Whereas the emphasis is on enhancing the efficiency of the police working, the ultimate aim is to encourage availability of citizen-centric services online.

CENTRAL TEAM VISITS FLOOD AFFECTED AREAS IN PUNJAB

Chandigarh July 21, 2010:
An Eight member central team led by Mr. R.P. Nath, Joint Secretary Ministry of Home Affair, Govt. of India visited  Punjab on Tuesday to assess the losses occurred due to recent floods in the state Stating this here today, a spokesman of the State Government said that a 4 member team visited the districts of SAS Nagar and Patiala alongwith the Financial Commissioner Revenue Smt. Romila Dubey. The second team of 4 members visited the Districts of Mansa and Sangrur alongwith the Director, Disaster Management, Punjab. The team was given a presentation showing the losses due to floods in the State of Punjab. Also the Deptt. of Irrigation gave a presentation projecting their demand of Rs. 1175 cr. for channelisation of River Ghaggar.
According to the spokesman, the issues raised before the central team included the  relief under Central Relief Fund (CRF) Scheme was granted as per the rates of relief fixed by the Govt. of India i.e.
only Rs. 1600/- per acre where the loss was assessed 50% or above out of CRF shared by Govt. of India and State Govt. in ratio of 75:25.
However, rates of relief fixed by Govt. of India were too meager as compared to rates of agricultural inputs like seeds, fertilizers, weedicies, pesticides, insecticides, diesel etc. besides farming labour.

He further said that a lot of damage was caused to a farmer’s land when flood water passed through, so a farmer has to invest substantive amount for land leveling and making it fit for agriculture. Relief should be provided to the farmer on this account as well, he added
Referring to the repair of irrigation structures like canal, embankments etc permissible under CRF but repair of Tube wells which irrigate about 70% of the area in Punjab were not specifically mentioned in the illustrative list of permissible works under CRF. So, repair of damaged private tubewells should be permissible under CRF.
Since the tubewells are privately owned, relief should be granted on per tubewell basis.

Adding further he said that CRF or any other central fund should have the provision flood protection and preparation works and mock exercises not just to provide relief after a calamity. Channelization of river Ghaggar required to be done with awaited discharge of atleast 50000 Cusecs in the entire length of River Ghaggar upto Sardulgarh in State of Punjab and also further in the portion falling in the Haryana Territory. All the drainage works should be remodeled accordingly. The construction of embankments should also be carried out. The proposal shall be got cleared from Ghaggar standing committee.

Rs. 1175 Cr. interim project has been prepared and submitted to the Central Team would be placed before the Ghaggar Standing Committee.

The Punjab Chief Minister Mr. Parkash Singh Badal has urged the Prime Minister Dr. Manmohan Singh to treat this project as a National Project. With the formation of Disaster Response Fund from 2010-11 the state should be allowed to use the balance unspent amount of Calamity Relief Fund for any purpose as it deems fit, he added.

SARNA WOULD NOT BE ALLOWED TO DERAIL ’84 GENOCIDE TRIAL-SEKHWAN

Chandigarh, July 21, 2010:
Mr. Sewa Singh Sekhwan, Information and Public Relations Minister today said that Delhi Sikh Gurdwara Management committee Chief PS Sarna would not allowed to derail the trial of ’84 genocide, by falsely charging against the senior advocate HS Phoolka. He also appealed Mr. Phoolka to reconsider his decision and don’t fall in the trap as Sikh community has full faith in his ability to get justice to the victims of ’84 genocide.

In a statement here today, Mr. Sekhwan said that by charging Mr. Phoolka at the crucial time of trial when whole Sikh community was waiting for conviction of Sajjan Kumar and Tytler with bated breath, Sarna has exposed  his deep rooted links with 10 , Janpath. He said that Sarna's statment is a part of deep rooted conspiracy to save the skin of the congress leaders Jagdish Tytler and Sajjan Kumar who were on the verge of getting punishment in the cases being pursued by Mr. Phoolka. He said that this whole exercise was meant to save 10, Janpath. He said that Sarna has leveled allegations to demoralise Mr. Phoolka. His allegations have hurt the sentiments of the community which will not forgive him for his dirty tricks.

Describing Sarna as B team of Congress party, Mr. Sekhwan said that by such acts he has exposed himself to the contempt of whole Sikh community and day would come when he would have to repent on his follies.

Shiromani Akali Dal today described the statement made by Delhi Sikh Gurdwara Management committee Chief PS Sarna against the senior advocate HS Phoolka, who is pursuing the cases of the 1984 anti Sikh genocide cases, as false, baseless and politically motivated.

In a statement released from the party head office here today, SAD Secretary and Spokesman Dr. Daljit Singh Cheema said that Sarna's statment is a part of deep rooted conspiracy to save the skin of the congress leaders Jagdish Tytler and Sajjan Kumar who were on the verge of getting punishment in the cases being pursued by Mr. Phoolka. He said that Sarna has leveled allegations to demoralise Mr. Phoolka. His allegations have hurt the sentiments of the community which will not forgive him for his dirty tricks, he added.

Dr. Cheema further said that this was not the first time, earlier too Mr. Sarna had played many tricks to save the culprits. He made the first move by stopping pensions of the widow's to discourage them. Then he honored the leaders of the congress party, which is directly responsible for the genocide in the Gurdwara Sahiban. Even on the day when the community members were observing the 25TH anniversary of the Sikh genocide, he honored the congress CM in the same Gurudwara Sahib where ardas was being performed for the departed souls.

Now at a time when Mr. Tytler and Sajjan Kumar are again facing the trial which is near completions, so Mr. Sarna has played another trick by leveling totally false and baseless allegations against the advocate HS Phoolka who is pursuing the cases meticulously . This action of Mr. Sarna has gravely hurt the sentiments of the sikh community and all other right thinking people of the country.

Dr. Cheema appealed to Mr. Phoolka that he should not pay any attention to the mischievous allegations. The sikh community and the aggrieved families need his valuable services . He also assured Mr. Phoolka that SAD fully supports him and believes that his efforts would bear fruits very soon.

ROTATIONAL IRRIGATION PROGRAMME FOR KHRIF SEASON ANNOUNCED

Chandigarh, July 21, 2010:
The Irrigation Department, Punjab has announced the Rotational Programme for irrigation for the current Khrif Season through Canal water from 22-7-2010 to 29-7-2010. The channels of Sirhind Canal System would run on the priority basis from Patiala feeder, Abohar Branch, Sidhwan Branch, Bathinda Branch and Bist Doab Canal respectively.

Disclosing this here today a spokesman of the irrigation department said that Ghaggar link and its off taking channels i.e. Ghaggar Branch and Patiala Minor in Group 'B'  being in the first preference will run to their indent. Balance water supplies available will be utilized in direct distributaries of Bhakra Main Line in group 'A'  respectively.

The spokesman further said that Abohar Branch off-taking from Sirhind Feeder and distributries  in Group "B" being in the First preference will run to their ident. Balance water supplies available would be utilised in direct distributaries of Group 'A'.

The spokesman also said that the channels off taking from upper Bari Doab Canal i.e. Main Branch Lower with its distributaries being in the first Preference would run to their indent .Balance water supplies   water available would be utilised in Lahore Branch, Sabraon Branch, Kasur Branch Lower with their distributaries respectively.

 NO FEE ENHANCEMENT FOR EXISTING STUDENTS
SLASHES MANAGEMENT QUOTA FEE FOR BDS

Chandigarh, July 20, 2010:

The Punjab Government has enhanced the existing fee structure for the MBBS courses in the state which would be applicable only on new admission.

Decision to this effect was taken in a high level meeting under the chairmanship of Punjab Chief Minister Mr. Parkash Singh Badal.  The fee for existing 50% government quota seats in various Medical Colleges for MBBS Courses has been enhanced from Rs. 1.15 lac  to Rs.

1.50 lac annually, where as the fee for 35% management quota seats for Rs. 3 lac to Rs. 4 lac annually.  It was also decided in the meeting that fee for NRI seats to be enhanced from $ 75000 (for complete MBBS Course) to  1 lac US $.

Likewise, it was also decided in the meeting to enhacned the fee for the government quota seats for BDS Courses in the Dental Colleges from Rs. 63,250 (annually) to Rs. 1.50 lac (annually). Where as fee for management quota seats has been slashed from Rs. 2.30 lac to 1.50 lac.

Revised annual fee for BAMS and Bachelor for Homeopathy would be Rs.80,000/-  for all the fees.

CM ASKS POWERCOM TO RELEASE POWER CONNECTIONS TO
VILLAGE PANCHAYATS ON PRIORITY

 

RELEASES RS.3.25 CRORE FOR DEVELOPMENT WORKS IN BASSI PATHANA ASSEMBLY CONSTITUENCY DURING SANGAT DARSHAN

 

SANGHOL (FATEHGARH SAHIB) JULY 20, 2010:

Punjab Chief Minister Mr. Parkash Singh Badal today directed the Punjab State Power Corporation Limited to release power connections to the village panchayats on the priority with in a fortnight, which had already installed tubewells.

Presiding over a Sangat Darshan comprising 81 village panchayats of newly carved Bassi Pathana assembly constituency after delimitation, Mr. Badal released a grant of nearly Rs.3.25 crore for the execution of various development works out of Rural Development Fund on the construction and repair of roads, street lighting, drinking water and construction of drains.  He also released a special grant of Rs.1.51 crore for the construction of boundary walls of government middle and private schools in 36 villages.He also sanctioned Rs.1.50 crore for the bricklining of minors in the area to enhance the carrying capacity of the irrigation water in the region.

On the occasion, the Chief Minister announced that the work on the new tehsil complex of Khamano would be executed by the Punjab Infrastructure Development Board shortly.  He also assured the residents of the area that the state government was sympathetically considering their long pending demand to upgrade the Khamano tehsil as sub division.

The Deputy Commissioner Fatehgarh Sahib Mr. Yashvir Mahajan apprised the Chief Minister that Rs. 45 lakh had already been released for the construction of latrines in the villages and Rs.2.88 crore had already been spent on water supply and other development works under grant from 12th Finance Commission during the current fiscal.

Mr.Badal impressed upon the administration both at the district as well as block level to be responsive and accountable to the felt needs of the people.  He directed the Deputy Commissioners and Senior Superintendents of Police to issue detailed instructions to their subordinate staff to listen to the grievances of the members of village panchayats and extend all basic courtesies to them.

Mr. Badal said that the underlying objective of the Sangat Darshan was to listen to the grievances of the people and redress them on the spot in the presence of the civil and police officers of district administration.  The Chief Minister said that today he had one-to-one interaction with the complainants who came up mostly with the grievances of relating to the disposal of sewage, pavement of streets and drains, construction of roads, dharmshalas, cremation grounds and sports clubs.

Meanwhile, the Chief Minister honoured Mr. Mohinder Singh Maneli Panch Pardhani district President Fatehgarh Sahib with Siropa, who along with his 40 supporters joined the SAD on the inspiration of district President SAD Fatehgarh Sahib Mr. Jagdip Singh Cheema.

Talking to the media persons on the issue of blacklist, Mr. Badal said that the Union Home Ministry had forwarded a list of 185 such cases to the state government for verification before taking any decision to drop their names from the list, but the actual persons were 169.  He pointed out that as per list 39 persons faced no criminal charges, 28 persons were facing criminal cases, 7 were present in Punjab, 84 persons had incomplete addresses, 11 belonged to other states and 46 persons had been recommended for removal of their names from the list.

Surinder Kaur and Mr. Ravinder Singh Khalsa (both Member SGPC), besides the senior party leaders of SAD-BJP of Fatehgarh Sahib.  All senior officers of civil and police of district administration Fatehgarh Sahib were present during the Sangat Darshan.

ERA OF SPECIALIZATION IN JOURNALISM-MANPREET
SCOPE OF GROWTH MORE IN VERNACULAR JOURNALISM EDUCATION
RELEASES THE FIRST EVER BOOK ON JOURNALISM EDUCATION IN HINDI

Chandigarh, July 22, 2010:

Mr. Manpreet Singh Badal, Finance Minister Punjab today said that Country was witnessing an era of specialization in journalism especially after advent of electronic media.

Speaking after releasing a book titled Patkarita, Media Avam Jansanchar written by Prof. Reena Gulati, Mr. Manpreet Badal said that with the explosion of knowledge on internet, the reader was looking for comprehensive knowledge on various subjects and media was fulfilling that demand by bringing out specialized publications. He said that last decade has witnessed specialized periodicals on automobiles, mobile phones, computer software and Hardware, fashion, bride and bridegroom garments, sports and individual games like golf, tennis, chess etc. meeting the demand of different niche markets. He said that print media has learnt to survive after the onslaught of electronic media and hoped that people would continue their love for printed word. He said that tremendous growth of economic papers and magazines especially in vernacular and increasing coverage of economic issues in newspapers during last one decade reflects the involvement of common masses in the economic growth of the country.

Expressing concern over decline in reading habits, the finance minister said that we must motivate our children to inculcate the habit of reading as knowledge was one’s permanent companion in life. He said that media can play an important role in motivating the youth in this direction.

Appreciating the endeavor of author to attempt first book in Hindi Journalism covering almost all the fields of Mass Communication, Mr. Badal said that last five year have seen tremendous growth and proliferation of vernacular newspapers in Punjab and he foresees a great future for vernacular press in the country. He said that there was tremendous scope of growth in the journalism education especially in vernacular languages. The Finance Minister said that this book would be quite useful for aspiring vernacular journalists as they had to struggle with queen’s language during their journalism courses. He suggested Prof. Reena Gulati to come out with Punjabi Version of this book.

Speaking on the occasion Prof. Reena Gulati said that while as a student of Hindi journalism in Guru Nanak Dev University she felt handicapped due to absence of study material of Mass Communication in Hindi and Punjabi. She said that most of the students in Mass Communication do no opt for Mass Communication in Hindi or Punjabi fearing this difficulty in student age. She said that she had decided to fill this vacuum and this book was a result of her three years efforts to compile source material and putting them in book shape to help the students of Mass Communication. She thanked Mr. Harish Jain, Publisher, Unistar Publication for supporting her in this venture.
