CHANDIGARH, JULY 17, 2010:

The dream of health services at door in the most backward region of Malwa in Mansa and Bathinda district became a reality today with Mr. Parkash Singh Badal, Chief Minister and Mr. Sukhbir Singh Badal Deputy Chief Minister, Mrs. Harsimrat Kaur Badal Member Parliament and Mr. Atul Sobti CEO and MD Ranbaxy laboratories Ltd. collectively launching Sanjeevan Swasthya Sewa, a joint programme of Ranbaxy and Punjab Government by flagging off 10 specially designed health care vans in Mirjeana, the remotest village of Punjab falling on Punjab Haryana Border.

These 10 specially designed health care vans fitted with audio visual, medical, surgical equipment have provision for emergency life support, minor procedures essential medicines and basic laboratory tests in first phase 10 vans have been operationalised to cover 40 blocks of Mansa , Bathinda and Muktsar Districts . In the second phase whole Punjab would be covered with in next two years.

Speaking on the occasion as Chief Minister Mr. Parkash Singh Badal reiterated the commitment of the Government to upgrade health infrastructure in by sanctioning Rs. 346 crores for the health sector besides recruiting 736 doctors, the Deputy Chief Minister promised to provide RO System in every problem hit area of Malwa and Majha belt with in next 12 months to tackle the genesis of most of the diseases afflicting the people. Showing the futuristic vision Member Parliament Mr.s Harsimrat Kaur Badal distributed thousands of saplings on the occasion appealing to the people to pledge to nurture these plants throughout their life to tackle the problem of environmental degradation collectively. Impressed by the enthusiasm of Punjab Government CEO of Ranbaxy Mr. Atul Sobti promised to cover total Punjab under Sanjeevan Yojna after taking approval from the board.

Speaking on the occasion Chief Minister said that the focus of Punjab Government was on up-gradation of Health and Education infrastructure especially in the rural areas. He said that besides Rs. 346 crores for the health sector , Rs. 277 crores have been earmarked for three medical colleges in the State. 736 doctors would be soon recruited besides all vacancies of teachers in the schools. He said that Punjab Government would introduce Biometric attendance system in all village dispensaries and schools connected with the central server in Chandigarh to monitor the attendance besides infrastructure problem in rural areas. He said that Punjab Government was committed to clean all water channels in the state from the effluents and contemplating a separate canal with 200 cusecs capacity for tertiary water in Ludhiana where this problem was acute.

Speaking on the occasion Mr. Sukhbir Singh Badal Deputy Chief Minister Punjab said that genesis of all health related problems in Punjab lied in quality of portable water being consumed by the people. He said that 3000 problem villages of Malwa and part of Majha would have RO system by December this year to nip the most of the health related problem in the bud. He exhorted the panchyats to approach water supply department so that Punjab Government could setup water works worth Rs. One crore in each village of the Punjab. Reiterating the commitment to check the scourge of cancer afflicting the Malwa belt Mr. Badal informed that besides one cancer hospital in Bathinda Punjab Government has approached Prime Minister to setup AIIMS with speciallsation of Oncology at Bathinda and central team would soon conduct study in Malwa region.

Exhorting the people to become part of a movement to plant and nurture more and more trees Mr. Harsimrat Kaur Badal made a impassioned appeal to the people to safeguard the mother earth as degradation of environment was resulting in extreme fluctuation of weather causing repeated floods and draughts in the State. She also distributed thousands of saplings to the people on the occasion.

Mr. Atul Sobti CEO and MD Ranbaxy Laboratories expressed happiness at the enthusiastic response of Punjab Government for Sanjeevan Project. He said that this international company was conceptualized in Punjab 50 years ago and now has branches in 125 countries besides manufacturing plants in seven countries. He was morally committed to provide basic health facilities in Punjab and would like to cover whole Punjab under Sanjeevan Scheme after approval from the board. Giving the details of the project Mr. Sobti MD of the Ranbaxy said that in the first phase 10 vans would cover 2169 sq. km area of 238 villages falling in Mansa and neighboring districts benefitting over 6,88,758 persons. He said that basic purpose of this programme was to improve availability of quality health care to the common people, prevention and early detection of commonly found cancers of cervix of uterus, breast , mouth, lungs and prostrate in this region.

He said that this programme was aimed to address the critical issue of non availability of doctors in the rural areas and to discourage unsafe medical practices by quacks and RMPS. He said that major areas of focus would be antenatal and safe delivery services, prevention and management of unwanted pregnancies , post partum services , breast feeding, nutrition , family planning etc. besides this children would be vaccinated for MMR , Hepatitis B and as per national schedule , this programme would also focus on education of girls, boys, women including mothers , grandmother and heads of families , religious leaders on prevention of female foeticide.

Each medical van would have Two doctors one male and one female , One ANM , One social worker besides a driver and would be supervised by Chief Medical Officer. The total cost of the project in first phase has been to the tune of Rs. 4 crore.

Prominent amongst those who were present on the occasion included Mr. Balwinder Singh Bhunder Member Parliament, Mr. Amarjit Singh Sidhu and Mr. Darshan Singh.

SUKHBIR FOR EXPEDITING RELIEF OPERATIONS- ASKS AGRICULTURE DEPARTMENT TO GUIDE FARMERS IN RESOWING OPERATIONS
TOLL IN PUNJAB FLOODS RISE TO 25 WITH TWO MORE DEATHS IN SARDOOLGARH

Chandigarh, July 16: Mr. Sukhbir Singh Badal, Deputy Chief Minister today issued instructions to the district Administration to expedite relief operations as flood water has started receding in the state. The Deputy Chief Minister also issued instructions to agriculture department to activate its extension network to guide the farmers in re-sowing operations. Death toll in Punjab floods rose to 25 with two more deaths being reported from Sardulgarh area. Meanwhile on the instructions of Deputy Chief Minister, Chief Secretary Mr. S.C.Agrawal went to flood hit areas of Patiala, Sangrur and Mansa to review and monitor situation on the ground.

Reviewing the flood situation with Chief Secretary Mr. S.C. Agrawal, Mr. Badal said that real test for administration would start after floods as there was fear of epidemic of flood related diseases. He said we are committed to prevent epidemic by providing potable water, sufficient quantity of chlorine tablets besides freshly cooked food to the flood victims. He issued instructions to provide relief to every affected farmer and family within 7 days positively and asked Deputy Commissioners to personally monitor the relief disbursement. He also appealed to various NGOs to chip in relief operations to provide help to the suffering humanity. It was informed that over Rs. 70 crore has already been disbursed to the districts.

It was informed in the meeting that crops over 3.25 lac acres of land has been submerged in the floods. The floods in 1116 villages have also claimed the life of 25 domestic animals more than 800 houses including 75 in Sardulgarh have been completely damage in the flood where as 620 houses have been partially damaged.

Deputy Commissioner Mr. Kumar Rahul informed Deputy Chief Minister that crops on over 9000 acres have been damaged besides damaging 19452 houses in the district. He said that relief operations were in full swing as langar at 8 locations were providing food to the people.  He said that 24 quintal ration besides 1.10 quintal milk, 69 water cans, 725 water glasses of mineral water have been distributed to the victims. 47 Additional water tankers have been deployed in flood hit areas.  Medical teams have organized camps, checking and vaccinating people. He said that veterinary doctors have vaccinated 700 cattle till date. He said that flood water in Sardulgarh would recede by the evening if there was no fresh rain. He said that situation was fully under control.

Meanwhile no fresh rain was recorded in Punjab during last 24 hours.

ARMY JAWAN WIDOW GETS PENSION AFTER TWENTY YEARS –COURTESY
EFFORTS OF SAINIK WELFARE DIRECTORATE

Chandigarh, July 16:

Ms. Palwinder Kaur wife of disappeared Sepoy Balbir Singh, who left his home at Village Shaleri, Tehsil Sirhind for his Unit (15 SIKH LI) located at Bathinda on 10th October 1990 but never reached destination, today finally got family pension after a long ordeal of two decades, with the relentless efforts of Directorate Sainik Welfare and Ex-Services Grievances Cell, SAS Nagar.

Brig. Indrajeet Singh Gakhal, Director Sainik Welfare Punjab today presented her the pension documents here at Directorate head office. She would get pension Rs. 3500/- per month besides more than three lac as arrear.

It may be added that to her dismay and shock Ms. Palwinder Kaur learnt after few days that her husband did not join back the unit and had been declared a deserter. She informed the local police that her husband had gone missing but no serious efforts were made to trace him. She went from pillar to post, as the only bread earner for her three infant children had been snatched away by the fate. As Sepoy Balbir Singh had been declared a deserter and his pay was also stopped by the Army.

She had to fend for herself by doing menial jobs and was able to feed her children and give them education. All these years she kept on approaching Army Authorities for the pension but in vain as her claim was rejected on technical reasons. During this period the District Sainik Welfare Office, Fatehgarh Sahib kept on providing some financial help. Her sorrows did not end here as she along with her children was thrown out of her husband's house by the In-laws and forced to take shelter with her mother at Village Tarkheri (Fathegarh).

The things turned for good when Col. SK Randev assumed the charge of District Sainik Welfare Officer, Fatehgarh Sahib. The case for pension to Ms. Palwinder Kaur was taken up fresh with Army Authorities in the beginning of 2008. She was also employed in the Sainik Vocational Training Center, Fatehgarh Sahib to give her financial independence. Protracted correspondence with OIC Records SIKH LI, PCDA (Pension) Allahabad, 15 SIKH LI, and various Formation Headquarters by Brig. Indrajeet Singh Gakhal, Director Sainik Welfare Punjab, at last has brought luck for her. Lt Col SS Sohi (Retd) President of Ex-Services Grievances Cell, SAS Nagar also took personal interest in the case and kept on chasing the Record Office and PCDA (Pension). All these efforts fructified and finally PCDA (Pension) have sanctioned the family pension to Ms. Palwinder Kaur.

PUNJAB SCRIPTS NEW CHAPTER IN RURAL HEALTH CARE DELIVERY
SYSTEM CM, DY. CM, HARSIMARAT FLAGS OFF MOBILE HOSPITAL VANS

MALKON (MANSA), July 16:

Punjab today scripted a new chapter in the rural health care delivery system by launching free mobile hospital service in Mansa, Bathinda and Muktsar districts in collaboration with internationally acclaimed pharmaceutical major Ranbaxy Laboratories Ltd. under its community health care programme.

Addressing a massive gathering on the launching ceremony of Ranbaxy Sanjeevn Health Service, the Punjab Chief Minister Mr.

Parkash Singh Badal highly appreciated the initiative of Ranbaxy to provide basic health care facilities at the doorsteps of the poor and needy.  Mr. Badal said that under the first phase of this programme nearly 166 villages, 40 health centers and population of 3.5 lakh in the region would be benefited from the facilities like diagnostic tests, provision of male female doctors and para-medics, state-of-the-art medical infrastructure and medicines at free of cost.

Unveiling the plan to modernize the entire health care system in the state, the Chief Minister said that Rs.346 crore had already been sanctioned on the recommendation of the special committee constituted for this purpose.  Under this scheme 29 new community health centers would be set up besides up-gradation of existing infrastructure in the sub-divisional and district level government hospitals.  A massive plan to renovate the hospital buildings, the state government had tied up with the Hospital Consultancy Corporation of India (HCCI) for the designing and up-gradation of medical equipment and infrastructure.  He also revealed that 736 doctors were being recruited and would be soon posted in those hospitals which had

acute shortage of staff.   He said that the State government had also

embarked upon a massive plan to upgrade the government Medical Colleges at Amritsar, Faridkot and Patiala on the top priority.

On the education front, the Chief Minister said that the SAD-BJP government had established Central University at Bathinda and another world class university would soon come up at Amritsar.  As many as 13 new degree colleges and 8 poly-technic colleges were being set up across the state to provide the best education facilities to our youth especially in rural areas.

Speaking on the occasion, Deputy Chief Minister Mr. Sukbir Singh Badal said that Punjab had witnessed unprecedented growth and development in just nearly three and–a–half-years.  He said that the concerted efforts of our government to strengthen the power sector had borne fruit which was evident from the fact of 8-hour uninterrupted power supply in the agriculture and urban sector.  He lauded the efforts of Ranbaxy for launching free mobile hospital service in the Malwa belt and urged the Chairman & Managing Director Mr. Atul Sobti to cover the entire Punjab under the scheme.  He also said that the entire belt of Malwa which had a poor quality of potable drinking water would be provided with RO system as 80 villages in district Mansa had been covered so far and the remaining would be taken up during next six months.

Member Parliament from Bathinda Mrs. Harsimrat Kaur Badal emphasized the need for plantation of trees in a big way rather she added that it should be made a special campaign to negate the impact of massive deforestation.  She said that the substantial loss caused to the human life, property and standing crops in the recent floods was also an outcome of sordid tale of reckless felling of trees which resulted in ecological imbalance.

In his address Member Rajya Sabha Mr. Balwinder Singh Bhundar demanded the bricklining of water courses and urged the farming community to make judicious use of canal water.  He solicited people's support and cooperation to the SAD-BJP government as it was the only government which could realize the aspirations of the people in true spirit.

Chairman & Managing Director of Ranbaxy Mr. Atul Sobti hoped that this joint venture between Punjab government and Ranbaxy through Sanjeevan Health Service would usher a new era in the health delivery system especially in the rural segment to provide hassle free health care facilities to the unprivileged sections of the society so

that they could also need a quality life.   He said that the company

had initially pressed into service 8 mobile hospitals which would be subsequently increased as per the demand in other parts of the state also.

Earlier, the Chief Minister alongwith Mr. Sukhbir Singh Badal Minister, Mrs. Harsimarat Kaur Badal and Mr. Atul Sobti flagged off the four hospital mobile vans one each for Sardulgarh, Budladha, Sangat and Bhagat block.
