Petrol Pricing mechanism is death knell and will bury rural petrol
pumps alive: RAMAN

The decision by Ministry of Petroleum to allow Oil Marketing companies to fix prices of petrol once in month on an unannounced date will be the last nail in the coffin of rural petrol pumps and low petrol selling outlets. There will not be one but series of closures in very short span of time.

It is natural consequence of psychological mental block that exists in the Ministry of Petroleum and the top management of Oil Marketing Companies , who perceive petroleum dealer to be the one who is well established in cities , national and state highways selling thousand of liters of petroleum products on daily basis and earning handsome commission. They fail to realize that their social objective of providing fuel at the door steps of villagers and in the remote corners of India is being done by loss making low selling retail outlets. The entire pricing and marketing policy of OIL Companies and Petroleum Ministry is biased and loaded in favour of high selling outlets and have no regard for voiceless and humble low selling rural outlets.

Consider this, the commission on petrol is Rs1.10 per litre which is inclusive of 0.75% of evaporation loss suffered by the low selling petrol pump. Thus the net commission per liter of petrol is below one rupee. A rural outlet, essentially being diesel selling, on an average sells about 12000lts of petrol per month that is it gets an average commission of Rs.12000 in a scenario where the evaporation loss does not exceed 0.75% otherwise petrol commission even gets smaller.

In deregulated scenario wherein the petrol price revision has to occur once a month on unannounced date a price revision of Rs.1 or Rs.2 per liter can completely wipe out the entire commission of low selling petrol pump even inflict loss if he maintains an average stock of just 6000lts. Therefore it is very important that the commission of low selling outlets has to be more than Rs.3 per liter and the day on which price revision has to take place must be clearly specified by every oil company on its web site displaying the average price of petrol on daily basis so that petroleum dealers can plan their inventories to suffer minimum losses.

Petroleum dealers are after all simple businessmen and not commodity traders at the stock exchanges and this both the oil ministry as well as top management of oil companies must realize.

This issue has been taken up with Manish Tewari , MP and National Spokesperson of Congress who has assured the delegation to raise this critical issue at the floor of the Parliament in the Monsoon session it self to safe guard the interest of rural based petrol pumps whose survival is crucial for rural economy...........
