Ayali to Stop Using Red Light Atop His Vehicle
To Address a Common Man And NRI’s Issues on Priority

Known for his energetic, dynamic and solutions oriented approach towards problems that are dogging the rural economic side of Punjab, Mr. Manpreet Singh Ayali, Chairman Zila Parishad, Ludhiana has added another first to the functioning of Zila Parishads in the State. Impressed with the working styles of Canadian MP’s and MLA’s who never use red light on their vehicles, the Chairman Zila Parishad announced his decision to stop using Red Light atop his vehicle and to surrender his official ambassador car as well so that inconvenience to the general public could be mitigated since his priority was work and only work in the interests of common man. Apart from,the official vehicle, Mr Ayali, has surrendered his Gunmen, too. He also categorically stated that corruption in any department particularly in Police, Revenue and health departments,would not be tolerated and the guilty would be punished irrespective of the position, someone is holding both within and outside even the party cadres.

Addressing media persons after his 40 days Canada-tour, undertaken in order to study the advance techniques and technologies used there for modernization and improvement of drainage and sewerage systems as well as to listen to the issues of Punjabi NRIs community, Mr. Ayali informed that NRI have shown great interest in helping him in his future projects involving overall improvements of living condition in rural Punjab.

Making disclosures about his interaction with NRI’s in Canada, he informed that Punjabi NRI’s were very concerned about development of Punjab and reposing their complete trust in Mr. Ayali’s functioning. NRI’s have expressed keen interest to lend all types of support and this has boosted his morale to take the initiatives further. He also told that he had committed to NRI community in Canada that their issues and problems shall be addressed on priority. Mr. Ayali, who is also a great inspiration to youth wing of Shiromani Akali Dal, was presented with “Son of Soil” award by NRI community, who gathered in thousands to listen to him, wherever he went in canada.

Updating about his work, Mr. Ayali told that with the onset of raining season tree plantation would soon be started all over the Ludhiana district and target of planting 10 lac saplings would be achieved during this season.

SUKHBIR FOR FOCUS ON PREVENTING CRIME, RELEASES COMPENDIUM
ON CRIME IN PUNJAB

Chandigarh, July 13, 2010:

Mr.Sukhbir Singh Badal, Deputy Chief Minister Punjab today stressed the need for adopting preventive strategy to check the crime before its occurrence.

Speaking in a small function after releasing a Compendium on crime situation in Punjab in a book form titled “Crime in Punjab-2009” published by Punjab Police, Mr. Badal said that Police would have to reorient its crime prevention strategy according to the fast changing crime pattern in the society. He said that with the onset of internet, white collared crimes like cyber crimes and lotteries promising millions on e-mails have proliferated, targeting innocent internet users and police would have to take pre-emptive action to prevent such hi-tech frauds.

Advising the Punjab Police to open a separate wing to tackle cyber crime, Mr. Badal said that our force has to remain prepared for the future challenges emerging in the society. The Deputy Chief Minister pointed out that the concept of proactive policing was fast catching up the imagination of all the sections of the society so it becomes imperative to compile accurate and proper crime data to perform up to the expectations of public.

Speaking on the occasion DGP Mr. P.S. Gill said that crime statistics provide statistical measures of the crime in societies through the counts of criminal behavior and criminals. He said that uniform data on offenses and offenders plays an important role in better understanding and checking of crime. He expressed confidence that the new compendium of crime in state would certainly fill the gap in the study as well as analysis of crime.

Mr. A.R. Talwar, Principal Secretary Home, Mr. Rajan Gupta, Additional DGP/Crime and Mr. B.K.Uppal , IGP/Crime were also present on the occasion.

Sukhminderpal Singh Grewal National Joint Secretary Fedration of All India Petroleum Traders FAIPT said that the call from PPDA to Petroleum Dealers for strike is unjustified. He also calls for an appeal to all well meaning Petroleum Dealer not to participate in an act that causes undue harassment to common man.

He said that Octroi on Diesel should continue as it is assured source of income to create and maintain urban infrastructure. Moreover its removal will cause shift of rural consumers to urban outlets, thereby causing more rural based petrol pumps to close down as they predominantly diesel selling outlets. Imposition of octroi makes price differential attractive enough to retain at least their rural clientele.

Grewal said that the consumption of Diesel in Punjab is almost ten times that off Petrol. Diesel is sold at cheapest rate in India though Petrol prices in Pujnab are second highest. The change in Petrol taxes if at all is done has to be without tinkering with Diesel tax structure. Any increase in Diesel taxes will cause unbearable burden on Farmers , Transporters and Industrialists .

He stated the present JP Khanna self styled President, Punjab Petroleum Dealers Association PPDA does not Represent the true body of Petroleum Dealer in Punjab. Most of the New petrol pump owners are not Associated with it and many of old petroleum dealers have not become members because of vested interest of PPDA body. The elections are sham and elected body is often accused of self serving their own interests. Most of the elected members are city based enjoying monopoly sales and secure markets. They have regularly ignored interest of small petrol pump owners who are now on the verge of bankruptcy as they are not even able to meet day to day expenses and face the threat of increased competition.

Grewal further said that the PPDA has to rework and reengage so that broad participation in ensured and then all the issues are discussed openly before consensus is developed to take up issues with appropriate authorities. Drawing room discussion and decisions are not going to work any more.

He said that in view of above mentioned reasons All pump owners will not participate in proposed strike and keep our outlets open to serve the public and appeal to All petrol pumps not walk into the present trap of PPDA which is doing nothing for them.

Grewal said that the call for closure of Petrol Pumps on 13th JULY 2010 tantamount to disruption of essential services and hence as per Supreme Court ruling be declared illegal and penal action should be initiated against all those responsible for calling Bandh. At this time Raman Kumar Daudhar, Sushil kumar, Rajinder Kumar Cheema Mandi, Kultar singh Sandhwan, Tejinder Singh Fathegarh Sahib, Ashok kumar Dhanula, Gurmeet Singh Grewal and many other Petrol pump owners were present.

Mr. Sukhbir Singh Badal, Deputy Chief Minister Punjab today asked Cooperative department of the state to defer the recovery of crop loans from the farmers of flood hit village of Punjab and immediately convert short term loans into long term loans. Mr. Badal also wrote a letter to Union Finance Minister Mr. Pranab Mukherjee to issue similar directions to all public sector banks. The Deputy Chief Minister has also requested Union Home Minister to amend relief guidelines for calamity hit villages so as to provide appropriate compensation to those farmers whose tubewell motors have been damaged due to unprecedented floods in the state. Mr. Badal also announced the waiver of abiana and power bill for tubewell motors for the current kharif season.

Reviewing the flood situation in the state in which Ministers, Chief Secretary, Secretaries of all concerned departments and Deputy Commissioners of all affected districts participated, Mr. Badal directed Chief Secretary to ensure that all farmers and affected people get compensation for damage to their crop and property positively within one week. He said that relief should be distributed in the most transparent manner. He said that Deputy Commissioners of all affected districts would ensure that each flood hit victim was compensated by the deadline.

Releasing Rs. 22 crores for cleaning of drains of rest of state to avoid flooding those areas, Mr. Badal directed irrigation authorities to complete this task on war footing. Rs. 9 crores additional has been released to plug the existing breaches. Mr. Badal said that to avoid repeat floods in Punjab during the current Monsoon season, Irrigation department has been asked to identify vulnerable and weak portions in the Bandhs in the rest of the state and strengthen those.

Mr. Badal said that focus of the state government machinery was to provide expeditious relief to the flood hit farmers and state government should take this situation as a challenge.

Meanwhile situation in Sardulgarh area of Mansa district started worsening today with flood water entering two more villages affecting total 22 villages of Sardulgarh area. Continuous work of plugging breaches at weak points has been on since 10.07.2010. However, the overflowing of Ghaggar from the bridge connecting Sardulgarh town to the headquarters Mansa on both sides has remained a point of concern since the water level at Sardulgarh has not receded over the last 24 hours. Commissioner, Faridkot Division and DIG, Bathinda Range have been camping in Mansa since 11.07.2010 and reviewing the situation constantly. One column of the army from the Bathinda Sub-Area was been requisitioned on 10.07.2010 given the gravity of the situation. The column is stationed at Sardulgarh town and is ready for any help that the administration might require. They have 10 boats which can be used in case of need. A unit of the NDRF is already stationed at the Base Camp Sardulgarh and is assessing the situation on a day-to-day basis along with the administration. The NDRF is equipped with 6 boats and other rescue machinery and will be deployed whenever the need arises The state government was keeping 24 hour vigil on the situation so that water may not enter low lying areas of Mansa town.

Over 1049 villages of Rupnagar (58), Patiala (490), Sangrur (28), SAS Nagar (55), Ludhiana (200), Fatehgarh Sahib (190), Moga (6) and Mansa (22) have been marooned in Punjab affecting a population of 4 lac and damaging crops on an area of 2,71,784 acres besides damaging 2868.75 kilometers of roads.

The Deputy Chief Minister asked the Deputy Commissioner to supply the tarpaulin, chlorine tablets, medicines,dry ration, animal feed, green fodder to the affected people. It was informed in the meeting that over 60 lac livestock has been vaccinated for foot and mouth disease where as 50 thousand animals has been vaccinated for galghotu. Animal husbandry department has distributed 1500 quintal feed, 1030 quintal dry fodder and 900 quintal green fodder in the flood hit areas. Over 165 teams of vetenary doctor were vaccinating livestock in every flood hit village of Punjab.

Fresh wide spread rains in Patiala, Gurdaspur, Fatehgarh Sahib, Hoshiarpur, Ferozepur, Ludhiana and Amritsar was a reported in the state as water in Ghaggar and Bhakra Main Line was flowing above warning level near RD 460. Rain was recorded in Joga-Mansa (40 mm), Mallanwala (52 mm), Ferozepur City (38mm), Tibri, Sathiali and Bhimpur in Gurdaspur district (35mm), Madhopur (45 mm), Rohti (44 mm) during last 24 hours.

Water level in Bhakra was recorded at 1556. 40 feet, 19.80 feet above the last year level whereas inflow in Dam was 39148 cusecs against 38577 cusecs of last year. The level of Pong dam was 20.17 feet above last year level whereas inflow was recorded 11551 cusecs against 7627 cusecs of last year. The outflow in BML RD was recorded 13750 cusecs, at Tangri near Patiala-Pehowa road 11000 cusecs and Beas at Dhilwan 17500 cusecs.

FLOOD SITUATION UNDER CONTROL- SEKHON

Chandigarh July 13, 2010:

Mr. Janmeja Singh Sekhon irrigation Minister Punjab observed that had the Amarinder Singh led Congress government in Punjab thought a little bit of the Punjabis and opposed the construction of Hansi Butana Canal then today's devastating flood situation could have been avoided.

In a statement issued here today, the Minister said that more than 22 kms embankments along Ghaggar have been widened and strengthened. He however expressed deep concern over the central government's attitude in neglecting Punjab while sanctioning the required amount for the strengthening and widening of the canal embankments which fall in the state of Haryana. He held Haryana and Centre responsible for the worst flood situation in the state.

He urged Capt. Amarinder Singh to stop befooling the people of Punjab and exploiting them because they have seen enough of him by now. All the breaches have been plugged and at a few places the work of plugging was in full swing. The situation was well under control, said the Minister.

SUKHBIR CONDOLES THE DEATH OF BKU LEADER BALKAR SINGH DHAKAUNDA

Chandigarh, July 13, 2010:

Mr.Sukhbir Singh Badal today expressed profound grief at the untimely demise of BKU leader Mr. Balkar Singh Dhakaunda who along with his wife died in Sirhind in a road accident last night.

In a condolence message Mr. Badal described the death of Mr. Balkar Singh Dhakaunda as a great loss to farming community as he spent his life fighting to make farming a viable profession.

He expressed his heartfelt condolences to the bereaved family and prayed to Almighty to give peace to the departed soul and strength to them to bear this irreparable loss.
