SUKHBIR ASKS PM TO TAKE UP TURBAN ISSUE WITH SARCOZY

The Punjab Deputy Chief Minister and president of the Shiromani Akali Dal Mr. Sukhbir Singh Badal yesterday urged Prime Minister Dr. Manmohan Singh to intervene with the visiting French President Nicolos Sarcozy to get the ban on wearing turbans in French schools lifted . In a letter to the Prime Minster on the eve of the visit of the French President to india, Mr. Badal said that it was amazing that such "discriminatory rules and laws should exist in a country like France which has been the torch-bearer of freedom of conscience as well as of liberal and democratic ethos to large parts of world. These laws give the misleading impression that the Government of the Republic of France is either unaware of or callous towards not only the sacred tenets and practices of the Sikh faith but also the proud liberal legacy and history of their own great nation." He said that there was a seething discontent in vast sections of the Indian population in general and of the brave and patriotic Sikhs in particular . "This can not have a salutary effect on the atmosphere international fraternity." Mr. Badal said that "the turban is not just a symbol of cultural faith for the Sikhs but is an inalienable part of the Sikh identity as ordained by our Gurus.

Apart from being a holy and unique symbol of the Sikh faith, the turban is also an eternal reminder of the unshakable commitment of the Sikhs to the mission given to them by the Gurus - to stand out with courage against tyranny and to protect the downtrodden against injustice of any kind." The Deputy Chief Minister, who is also the president of the Shiromani Akali Dal, regretted that the attitude of the Government of India to the sentiments of the Sikhs left much to be desired. Unfortunately, a feeling is gaining ground in the minds of the Sikhs all over the world that the Government of India has never appropriately represented the case of Sikhs to the Government of the Republic of France nor taken up the matter at the diplomatic levels. " He also said that the Sikhs all over the world were deeply aggrieved over the way the Government of the Republic of France has been dealing with the issue. Asking the Prime Minister to impress upon the visiting dignitary the need to distinguish between the ordinary rituals of a religion and inalienable practices of any religion, Mr. Badal said, " No civilised government in the world can, in the name of equality before law, ever think of forcing the Hindus to eat beef or the Muslim to eat pork. These are the practices enjoined upon the followers of the respective faith by their founders and prophets." Mr. Badal said that "wearing of the turban is sacred practice ordained by the Sikh Gurus. To deny this fundamental human right to members of the community clearly violates the basic principle of freedom of conscience." Regretting that such as grave and utterly unnecessary violation should take place in a country which prides itself on its glorious record of commitment to Liberty, Equality and Fraternity, he said that the law of that country is violative of all three principles - it runs against basic liberty, threatens fraternity and outrages equality because the Sikhs are being singled out to drop a vital and inalienable symbol of their cultural and religious identity and spiritual faith. The SAD president said that the Sikhs all over the world had been fighting battles in various Courts to bring this atrocity to an end, and all over the world they have spoken in one voice on the issue. "We request you to reason with the French President that the dismissive attitude of their government to the "dastaar" issue on the erroneous pretext of equality is unacceptable to the civilized world and it runs against the glorious record of the French people in respecting religious sentiments of the people all over the world," said Mr. Sukhbir Singh Badal. Calling upon the government of India to make all out efforts to get the Government of the Republic of France to respect the religious sentiments of the Sikhs in this regard, Mr. Badal said that the country was looking forward to the visit of the French President. He said it would be most appropriate and befitting if the above issue is resolved through your intervention during this visit.

Punjab is no Bihar………..don’t cut and paste….. think fresh

Change as is said is the only constant and rest everything changes in every walk of life be it politics, business, family or friends. Events force change and that’s exactly what is happening in the corridors of power in Punjab since Natish Kumar’s landslide and almost magical win in Bihar. Comically the think tanks that be have started exploring the possibility of imposing Bihar paradigm on Punjab to wriggle out a possible political come back . Frantic exercises are being triggered to show performance and to cobble a palpable list of developmental achievements before the bugle of elections blows .

Spectacle of humiliating defeat stares in the face of Akali and BJP leadership which will force them to misinterpret woods for the trees , a typical Victoria fall syndrome. Internal dissensions, opinionated leadership and non performance have unnerved them and last minute mechanizations are not going to help against formidable and seasoned leadership of Captain Amarinder Singh and almost united Congress. Manpreet, Mann, Ramoowalia, etc will cause considerable pin pricks to the ruling gang of brats to see that Akalis are humiliated at the hustings and cool their heels outside corridors of power for a considerable period of time.

Bihar threw up two leaders in last three decades Lalu and Natish. While Lalu rode on identity crisis inflicting Biharis , Natish’s rise is manifestation of aspiring Biharis. Lalu , Paswan and their gang of political entrepreneurs damaged and destroyed almost all symbols of social and administrative order to create caste based vote bank such that institutions of governance became tool of personal political agenda of these caste based political leaders .Though they harped on the political pride of their vote bank they failed to channelize political mandate to meet the material aspirations of political empowered castes. System was turned into personal fiefdoms and gang of political Frankenstein devoured at their own creator forcing Biharis to abandon their state for livelihood to prosperous states like Punjab, Gujarat ,Maharashtra etc. It were in these states they witnessed semblance of governance. It were these migrate Biharis who became eyes, ears and window of tattered Bihar and when Natish tried his little bit which manifested honest governance Biharis from every nook and corner of world poured in Bihar to annihilate any icon of political dishonesty. Thus the magical electoral result and rise of Natish to almost legends in democratic history.

Punjab is not Bihar nor are the issues same. We don’t suffer from deprivation and destitution nor are Punjabis unwelcome in any state of India . We do not suffer any identity crisis and have worked hard to create tangible assets. Quality of life is good and in fact uncontrolled consumption has become anathema and a serious malaise which needs to be seriously addressed. Development alone is not what Punjabi’s aspire for , whether that development creates jobs ,improves income, betters living standards etc are the issues which shape people opinions about government. Punjabis ,who have reasonable exposure to foreign shores , expect development works to be ongoing process and duty of government of the day.

Corruption free development which is part of overall clean and efficient governance package shapes electoral mood. And it is here where Akali-BJP have fumbled. Senior Badal did not know governance and the Junior has skewed sense of it with BJP as moot spectator. With no professional inputs and over reliance on lethargic and politicized bureaucracy Punjab has missed out both on meaningful and tangible development as well as on clean and transparent governance.

Also there are issues of public perception about personal conduct of political leaders. Where as Sr.Badal is seen as incapacitated octogenarian and his son an over ambitious intolerant political heir ,something which system of Sikh religion have always contested and abhorred at. Sukhbir’s personal conduct does not gel well with veteran Sikh voters who are more honest vote bank of Akali’s than SUV band of young Akali’s. To add to their family and party woes is Manpreet who is trying to project himself as a political martyr who was crucified to satiate political aspiration of his megalomaniac cousin, thereby gaining sympathy of beleaguered Akali’s who have been pushed to fringes.
In such a scenario of political meanders ,Congress has golden opportunity to stage a thumping come back and also a golden opportunity to set its own house in order for clean and efficient government that delivers and performs and hits the road running. Corruption free , professional, transparent governance has become flavor of this season and Congress leadership too is implementing this mandate by sacking almost all who get embroiled into controversies. In Punjab too voters are wanting the same but here bureaucratic corruption pinches voter more than the political one. People want well meaning politicians who know the job to man critical portfolios like finance, agriculture, health ,education, industry etc and be qualified enough to provide out of the box solutions.

Fresh faces, fresh thinking and freshness of ideas is the change people want and that exactly is the challenge Punjab Congress faces.

Sukhbir Badal failed to turn up to an open debate offer today

Sukhpal Singh Khaira By having failed to turn up to an open debate offer today, Sh. Sukhbir Badal has conceded defeat like a soldier surrendering without a fight in the battlefield. It only goes to show that the junior Badal doesn’t have the confidence to face his political rivals on a public platform, fearing exposure of undemocratic, unconstitutional and anti people policies of the SAD-BJP govt. Congress advises Sukhbir Badal that from henceforth, he should not mislead the people of Punjab on his so called bogey of development. Congress also dares him not to throw a gauntlet when you cannot fulfill it. By failing to turn up today Sukhbir has proved to be an inefficient, incompetent and a coward leader. This is the second time in few months that he has chickened out of a public debate after making an offer.
As far as hollow claims of mega development of Punjab are concerned, Sukhbir Badal is to be rightly equated with the erstwhile King Nero of Rome, who slept while Rome was burning. Punjab is in a pitiable financial mess with a debt of over Rs. 1,50,000 crores including the debt of public sector units. The primary sectors of education and health care are in shambles, our 18397 govt. schools lack basic infrastructure as a result people have lost faith in govt. education system. Similarly, health services have failed to cater to the needs of poor and only rich can afford costly health services of commercial private hospitals. 40% of Punjab is without safe drinking water as such cancer is on the rise across the state. Lacs of youth are unemployed in the state despite being graduates, the so called employment generation department and the youth board set up by the Govt. have flopped.

Corruption is rampant in the state with mega scandals like Punjab Institute of Medical Sciences (PIMS) Jalandhar 60 acres complex worth Rs. 2500 crores being thrown away at a meager price of Rs. 131 crores for 99 years lease to Akali Jathedar’s. Political - business - criminal mafia backed by the Badals have virtually hijacked the trades of sands quarrying, cable network, bulk liquor and transport causing a loss of hundreds of crores to the state exchequer.

Although the Badal govt. has gone back on all poll promises made by it in its manifesto, yet it is pertinent to remind the electorate of its blatantly false promise of making Punjab self sufficient in the power sector. As per their manifesto, Punjab was to have surplus power within three years i.e. 2010, but it is not so and the sectors of agriculture, industry and domestic suffer 8-10 hours cut each day.
In another dichotomy, while the farmers of Punjab are under a debt of Rs. 35,000 crores and are taking to suicides, the Badal family has grown wealthier with each term as CM. Now the assests of the CM family have touched unprecedented heights with seven star hotels like the Trident resort in Gurgaon. Congress terms the Badal family a perfect monument of corruption.

Political vendetta continues unabated with over 20,000 false cases registered against congress cadres and the police is being used as a private army of the Badal family, even the civil administration stands highly politicized failing to render justice to the ordinary people. While the junior Badal was making tall claims of development at Mohali the other day, unemployed linemen were lathi charged mercilessly at Patiala.
Therefore, merely making lofty statements and using the tax payers money to issues advertisements won’t be sufficient to prevent the imminent defeat of the Akali’s in 2012 at the hands of Congress party led by Capt. Amarinder Singh.
Now that the junior Badal has chickened out of his promise of a open public debate, it is amply clear that he has accepted defeat at the hands of the opposition even before the fight.

Chandigarh, December 3 : Shiromani Akali Dal President and Deputy Chief Minister S. Sukhbir Singh Badal today announced the organizational set up of the women wing ‘Istri Akali Dal’ after due deliberations with the President of the Istri Akali Dal Bibi Parmjit Kaur Gulshan and other senior leaders of the party.

In a statement released from party headoffice here today party spokesman and Secretary Dr. Daljit Singh Cheema said that in this set up all the senior and old associated women members have been given due representation which include representatives of various institutions and those who made immense contribution in the the social and education field. He said that President of the Istri Wing Bibi Parmjit Kaur Gulshan had toured all the districts and held consultations with the members of the wing. He said that Mr. Badal himself had held several meetings with the members of the wing from different parts of the state.

Dr. Cheema further said that this body would be further expanded in due course of time. He said that in today’s list women members have been given place not only acoording to their experience and eligibility but special attention has been paid to give due representation to different classes.

SUKHBIR FOR EXTENDING EMERGENCY RESPONSE SERVICE TO BORDER, KANDI AND BACKWARD AREAS · 120 AMBULANCES TO COVER WHOLE STATE BY 31ST MARCH, 2011

Chandigarh, December 3: Mr. Sukhbir Singh Badal, Deputy Chief Minister today had a detailed meeting with Prof. Lakshmi Kanta Chawla, Health & Family Welfare Minister for extending the scope of Medical Emergency Response Service Scheme to the Border, Kandi and Backward areas of Punjab besides originally proposed national and State Highways.
Appreciating the concept of the schemes under which ambulances stationed at various points would reach the spot to attend emergency within 20 minutes of the call, Mr. Badal said that besides accident prone highways, we should also extend the scope of the scheme to cover all border districts, Kandi areas and backward areas where the network of health facilities was not that strong. He said that these areas should be covered in the first phase and sanctioned the enhancement of fleet of ambulances from 92 to 120 for the first phase and total 240 for the second phase.
The Health Minister thanking the Deputy Chief Minister for covering more areas under the scheme under the first phase, requested Deputy Chief Minister to issue instructions to Punjab Police that any body taking the accident victims to the hospital should not be harassed. She said that Punjab Health Department was focusing on strengthening Medical Infrastructure in the hospitals to provide quality health care to the patients.
The Deputy Chief Minister said that the State government would like to initiate the second phase of the scheme by June 2011. Prominent amongst those who were present in the meeting included Chief Secretary Mr. S.C. Agrawal, M.D. Punjab Health Corporation Mrs. Raji P.Srivastava.

SUKHBIR APPEALS STATE EMPLOYEES UNIONS TO CANCEL DHARNA SCHEDULED FOR 7TH DECEMBER - CALLS A MEETING ON 13th TO DISCUSS THEIR DEMANDS

Chandigarh, December 3: A deputation of Mulazam Front Punjab under the Chairmanship of Mr. Surinder Singh Pehalwan, Chairman, Punjab Mulazam Bhalai Board today called on Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal, seeking early solution to the long pending demands of employees.
The delegation explained to the Deputy Chief Minister that Punjab employees were waiting since long for fulfillment of their long pending demands and were organizing a state level dharna on December 7th at Chandigarh.
Appealing to Employees to cancel their dharna, the Deputy Chief Minister said that he had already asked Chief Secretary to convene a meeting of concerned Employees Unions on December 13, 2010 so that a decision could be taken on the demands. He said that SAD-BJP government was committed to the welfare of employees and they should not adopt any agitational approach.

SEKHWAN APPEALS NRIs TO CONTRIBUTE MAGNANIMOUSLY FOR UP GRADATION OF INFRASTRUCTURE IN SCHOOLS

Chandigarh, December 3: Punjab Education Minister Mr. Sewa Singh Sekhwan today appealed the Punjabi NRIs living across the world to contribute magnanimously for the up gradation of infrastructure in Government schools situated in rural areas.

In an emotive appeal to NRI brethren, the Education Minister said that the hard working Punjabis have carved a niche for themselves in every nook and corner of the globe with their determination and the whole State feels proud of their unparalleled achievements. He pointed out that despite whole-hearted efforts of the State Government; the government schools were not in a position to compete with the infrastructure of private schools as we always have budgetary constraints.

Mr. Sekhwan said that the SAD-BJP government in its less than four years' tenure had already recruited 40,000 teachers besides constructing number of Science blocks and school buildings. He revealed that the rural schools have been facing two great difficulties in the form of unavailability of safe drinking water and clean toilets for their students, both were directly concerned with the health of students.
The Minister said that he was fully determined to take care of these shortcomings at the earliest and already asked the DGSE to collect the data of such schools so that mini RO/Ultra Filter water plants and modern toilets could be provided there. He said that after compiling the data, it would be put on State education department's website so that the NRIs could adopt such schools in their respective native places for providing these facilities.

SUKHBIR ORDERS IMMEDIATE RECRUITMENT OF 6750 POLICE CONSTABLES 500 TO BE RECRUITED FOR POLICE OUTREACH CENTERS 94 POLICE OUTREACH CENTERS TO BE FUNCTIONAL FROM 31ST MARCH 2011

The Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal today asked Punjab DGP Mr. P.S.Gill to initiate process for immediate recruitment of 6750 police constables to strengthen district policing besides to fill the vacant post in intelligence and other wings of police department. It was also decided to recruit over 500 computer literate youth to man upcoming 94 police outreach centers in all sub divisions.
Presiding over a meeting to review implementation of reforms in the police department Mr. Badal said that construction of all police outreach centers should be completed by 28th Feb. 2011 and all centers should be operational by 31 March positively. He asked DGP to coordinate with Financial Commissioner Revenue and Secretary Local Government to work out probability of setting up Suvidha Kender , Fard Kender and Police outreach center under one roof.
The DGP informed the Deputy CM that construction of 81 centers have already been started and remaining tendering process has been completed. A centralized server was being setup and unified design has been finalized for the police outreach centers. He said that Rs. 23.67 crore have been sanctioned for this project and 836 computers with broadband connectivity would be operational in these centers.

Punjab Achieved 6 National Awards for creating awareness on HIV/AIDS through Red Ribbon Express

the milestone by winning 6 national awards for creating awareness through Red Ribbon Express, a project started by National AIDS Control Organization, Ministry of Health & Family Welfare (Govt. of India) at the concluding function at Safdarjung Railway Station at New Delhi, today. Sh Gulam Nabi Azad Hon’ble Health Minister Govt. of India presided over the function

There were 39 national awards facilitated out of which Punjab has bagged six which are highest in number among all the states. Two Secretaries have been selected at national level for best facilitation of RRE in their States and Principal Secretary Health Punjab has been bestowed with this award. Four awards have been presented to Project Directors (PD) or Additional project Directors (APD) out of which one has been conferred to APD Punjab who was only APD in this category and accordingly among 04 awards meant for mainstreaming officers, one was given to consultant, Mainstreaming, Punjab In the Civil Surgeon Category Punjab was the sole winner. One out of two awards for Nukkad natak troupes Punjab State won one.

Red Ribbon Express (RRE) was a project started from New Delhi by Ministry of Health and Family Welfare on 1st December, last year. The train traveled in whole country covering 152 stations in 22 states. It entered in the state of Punjab on 20th October, 2010 and remained up to 24th November, 2010. During this period RRE visited 9 stations in 8 Districts. Lacs of people visited the train and got information about HIV/AIDS. PSACS provided counseling & free testing of HIV and treatment of STI/RTI patients during the stay of the train at various stations. During this PSACS moved in the remote interior of the state with 2 IEC Buses supported by Nukkad Natak Troupes.

Mr. Prabh Dass Chief Executing Officer of Guru Gobind Singh Refinery Bathinda today called on Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal to apprise him about the progress of prestigious project.
Briefing the Deputy Chief Minister about the project Mr. Dass informed that 92% work has already been completed in this 9MMTPA Capacity Refinery with Captive Power Plant of 165 MW. He said that
1009 Km pipeline to carry crude from from Mundra to Bathinda has been already laid and crude oil terminal has been established in Mundra. He said that the refinery being setup at the cost of Rs. 18,919 crore will produce LPG, Petrol, Diesel , ATF , Coke , Food Grade Hexane, Mineral Turpentine Oil and Polypropylene.

Assuring the trial run of refinery much before 31st March 2011 and 100% capacity operation by September 2011 , Mr. Dass informed the Deputy Chief Minister that this prestigious project would have propelling effect in attracting industrial investment in especially in downstream industries like fertilizers and other allied industries. He said that presently more than 25000 engineers and labours were working day and night to ensure scheduled completion of this project.

Mr. Sukhbir Singh Badal, Deputy Chief Minister today made all Deputy Commissioners accountable for implementation of governance reforms within specified timelines in their respective districts besides accelerating NAREGA related projects and said that their performance on these fronts would reflect in their Annual Appraisal Reports.
Reviewing the progress of administrative reforms in a meeting of all Deputy Commissioners, Mr. Badal said that Deputy Commissioner of each district would be designated as Nodal Officer for implementation of Administrative reforms, NAREGA and all centrally sponsored schemes. He said that SAD BJP Government was committed to implement governance reforms in its true spirit within stipulated timeline and all Deputy Commissioners would ensure its implementation at grass root level. He said that he would be reviewing the progress of implementation on 5th of every month.
Reiterating the commitment of SAD BJP government to computerize land records by 31st March, Mr. Badal pulled up the Deputy Commissioners who were lagging behind in this area. He said that we have to ensure total computerization of land records, entry of pending
3.54 lac mutations, completion of data entry of 8.80 lacs Khawats within the stipulated timeline and every district was given monthly target for putting land records live on the Web.
He said that he and all Ministers would be inaugurating Fard Kendras every month and all 154 fard kendras along with required work stations would be made operational by 31st March. He also asked Chief Secretary to ensure completion of construction of Administrative complexes in each sub division by 30th April,2011. He also asked the Chief Secretary explore the possibility of putting fard kenders, Suvidha Kender and Police Outreach Center under one roof where ever land was available as it would facilitate the task of public.
Taking serious note of lax of discontinuation of Affidavits in the districts, Mr. Badal lamented that despite clear instructions from Chief Secretary, all districts were adopting different standards for discontinuation of affidavits. He said that some districts have discontinued 50 types of affidavits whereas other have discontinued only 15. He asked Chief Secretary to draw out a standard list of legally compulsory affidavits after getting feedback from districts on 15th December and publicize that list in the media so that people should know about it.
Asking Deputy Commissioners to regularly monitor the ongoing development projects in their districts besides working of public dealing offices including Tehsils , Schools , Hospitals, Powerhouses and Ration Depots, Mr. Badal said that every Deputy Commissioner and his designated officer including ADCs , SDMs would conduct surprise raids on a regular frequency. He said that they would submit the report regarding the shortcomings found in the concerned departments and take strict action against corrupt elements nabbed during the raids.
Reviewing the implementation of NREGA projects in the districts Mr. Badal said that against last year performance of Rs. 152 crores the Punjab must execute Rs. 300 crore projects during current financial year. He asked all DCs to explore the possibility of maximum utilization of NREGA funds for ongoing development works and maintenance of existing utilities. Secretary irrigation was asked to ensure de-silting of drains , minors by June 2011, so that farmers having land at the tail ends could get full supply of irrigation water.
Beside Commissioners, Deputy Commissioners , Chief Secretary Mr. S.C.Agrawal, Principal Secretary to CM Mr. D.S.Guru, Principal Secretary to Dy. CM Mr. Vishwajit Khanna, Principal Secretaries and Administrative Secretaries of all concerned departments also participated in the meeting. The next meeting of the Deputy Commissioners have been called on 15th December where they would come with list of legally compulsory affidavits. The next monthly review of implementation of governance reforms would be held in the first week of January.

ROTATIONAL IRRIGATION PROGRAMME FOR RABI SEASON ANNOUNCED

Chandigarh, December 02:
The Irrigation Department, Punjab has announced the Rotational Programme for irrigation for the Rabi Season through Canal water from 05-12-2010 to 12-12-2010. The channels of Sirhind Canal System would run on the priority basis from Bathinda Branch, Bist Doab, Sidhwan Branch Patiala feeder and Abohar Branch respectively.
Disclosing this here today a spokesman of the irrigation department said that direct distributaries of Bhakra Main Line in group 'A' being in the channels of first preference will run to their indent and balance water supplies available will be utilized in Ghaggar Branch and its off taking channels i.e Ghaggar Branch and Patiala Minor in Group 'B' respectively.
The spokesman further said that all the direct distributaries of Sirhind Feeder in group 'A' being in the First preference will run to their indent and balance water supplies available would be utilised in Abohar Branch off-taking from Sirhind Feeder and its distributaries/Minors in Group 'B'.
The spokesman also said that the channels off taking from upper Bari Doab Canal i.e. Main Branch Lower with its distributaries being in the channels of first Preference would run to their indent and balance water would be supplies water available in Lahore Branch, Sabraon Branch, Kasur Branch Lower with their distributaries respectively.

FM UPINDERJIT KAUR RELEASES BOOK "BABEY DEE BADOLAT"

Finance Minister Punjab Dr Upinderjit Kaur released a book titled "Babey Dee Badolat" authored by Mrs Balwinder Kanwal Sahi here today.
On the occasion, Dr Upinderjit Kaur commended the efforts of Mrs Sahi to bring out awareness about female foeticide through this short story book. The Finance Minister hoped that the book would certainly bring about the change in the mindset of the people against the feminine.
"Women are celebrated and respected for their place in the Punjabi community and there is urgent need to launch a sustained campaign to create awareness about female foeticide, domestic violence and malnutrition in women and children as well as advocating equality of men and women in our society," Upinderjit Kaur opined on the release.

STATE TO INTRODUCE MEASLES-2ND DOSE IN DECEMBER: PROF LAXMI KANTA CHAWLAPUNJAB GETS 1ST PRIZE FOR IMMUNIZATION AMONG BIGGER STATESBAGS 2ND PRIZE UNDER NON SCALPEL VASECTOMY6 AWARDS UNDER AIDS CONTROL

Chandigarh, 4th December: A state level civil surgeon’s conference was held here today under the chairpersonship of Prof Laxmi Kanta Chawla, Health & Family Welfare Minister, Punjab. Dr J.P.Singh, Director Health Services Punjab was also present with the Minister. All civil surgeons and state Programme Officers attended the conference.
During the conference, Health Minister conducted an in-depth review of various national health programmes and state level schemes and initiatives of the department. All major components like implementation of National Rural Health Mission; MCH; AIDS Control programme; Disease Control programme; AYUSH; Immunization; Vector borne disease Control; IDSP; Janaushadhi stores; School Health Pogramme; Blindness Control; Food and Drugs etc were reviewed. The performance indicators of all districts were reviewed in respect of the progress and achievements of targets.
Prof Chawla directed the civil surgeons to regularly monitor and supervise more stringently all health activities in their districts so that public reaps maximum benefit from the health care services. She reiterated the govt’s commitment to provide better healthcare facilities to the people of the state. Health Minister lauded the efforts of the department owing to which the state could secure 6 National awards from Govt of India for good performance during the visit of Red Ribbon Express. She further stated that Punjab has also got the 2nd prize in the country for progress under Non Scalpel Vasectomy (NSV). She said that the sterilization trend has changed now and this year till October itself 10500 cases of NSV has been done, which signifies a 63% increase in comparison to previous year, when 6423 cases were done by October month . Similarly the state has performed remarkably good in immunization programme. The state has been ranked 1st in the category of bigger states in terms of full immunization indicator as per coverage evaluation survey conducted by UNICEF for Govt of India. Prof Chawla disclosed that Punjab will be introducing Measles- 2nd dose (to be administered between 16-24 months) during the month of December. She further informed that Punjab’s performance under Janani Suraksha Yojna has also very appreciative. Prof Chawla directed the civil surgeons to ensure smooth functioning of the Janaushadhi stores and maintain adequate stock of necessary medicines in these stores. On the occasion, Health Minister also handed over the offer letters to 5 eye counsellors and 10 Ophthalmic Assistants.
Dr J.P Singh asked the civil surgeons to monitor the prescriptions of the doctors in govt hospitals to ensure that patients are provided the medication from the available supply as far as possible.
