PROTECT SIKHS IN J & K

11 TRUCKS OF RELIEF FLAGGED OFF TO LEH

CHANDIGARH AUGUST 28:

Mr. Sukhbir Singh Badal Deputy Chief Minister Punjab & President Shiromani Akali Dal today said that SAD-BJP has sought intervention of Union Government to ensure the safety of life and property of Sikhs residing in J & K since decades.

Talking to the media men after flagging off 11 trucks of relief for the cloud burst victims of Leh at Ludhiana today. Mr. Badal informed that this consignment of relief contains 8 trucks of blankets, two trucks of hosiery and one truck of biscuits.  Mr.  Badal said that he along with SAD – BJP MPs had already met President Mrs. Prathiba Patil, to bring her into notice threat being posed to the lives of Sikhs in J & K from the anti -social and extremist elements. He said that he along with SGPC President Mr. Avtar Singh, Chief Minister Mr. Parkash Singh Badal would soon meet the Prime Minister, seeking his intervention to secure the lives of Sikh community in J & K.   Mr. Badal said that Sikhs had been living in J & K since centauries and had become integral part of multi-ethnic society of Jammu and Kashmir. He said that they had been contributing for the growth of Jammu and Kashmir’s economy and any attempt to push them out of J & K would be suicidal for the unity and integrity of the country. He said that it was the an imperative  for Union Government to take steps to protect the lives of  Sikhs in J & K and fail the nefarious the designs of anti social elements.

Mr. Badal said that he has already deputed Mr. Sucha Singh Langah Agriculture Minister, who is camping in Leh and organizing Langar for the flood victims.

Expressing empathy with the food hit victims of Pakistan, the Deputy Chief Minister informed that the Chief Minister, Mr. Parkash Singh Badal has already talked to his counterpart in Pakistan offering help to the victims in Pakistan. He said that what ever help Pakistan would seek; Punjab would send it through External Affairs Ministry.

Speaking about the flood situation in the Punjab, Mr. Badal said that situation in the state was fully under control and all Deputy Commissioners were keeping strict watch on situation. The Deputy Chief Minister said that relief material has already been rushed to flood hit villages and one Civil and one Police officer equipped with wireless set were camping in each affected villages. He said that State Government has already ordered special girdawari to assess the loss so that compensation could be disbursed to victims at the earliest.

Speaking about progress of Administrative Reforms, he said that he would again convene a meeting of  all the Deputy Commissioner on November 1, in which, three best performing Deputy Commissioners and 3 Senior Superintend of Police would be honored by Chief Minister. He said that Punjab Government has made complete arrangements for smooth procurement of paddy crop and Deputy Commissioner has been designated as Nodal Officer for his own district for the smooth procurement.

Resolving to ensure complete computerization of land records, the Deputy Chief Minister said that all land records would be uploaded in the computers by 28th February 2011 and total land record would be on website by 31st march 2011. He said that Punjab government would soon amend various revenue laws to reduce steps of appeal, to expedite justice to the people Mr. Badal said that after computerization of land record, mutation of the property would be automatic on transfer of property.

When asked about chronic traffic jam in Ludhiana city, Mr. Badal said that he has asked Deputy Commissioner, Police Commissioner and Commissioner MC to jointly work out a mobility plan for the city and submit to him within one month so that permanent solution for this problem could be worked out.

PUNJAB TO HAVE MASTER PLANS FOR ALL TOWNS
AND CITIES - BADAL

GURUHARSAHAI (FEROZEPUR), AUGUST 28:

The Punjab Government has decided to prepare Master Plans for all the towns and cities by the end of this year in order to check the haphazard growth on one hand and to ensure the integrated and planned development of urban sector on the other. Addressing a massive gathering here after laying the foundation stone of Rs.12 crore scheme of water supply, sewerage and sewage treatment plant in Guruharsahai, Mr. Badal said that the master plans for ten towns of Ludhiana, Mohali, Mullanpur, Dera Bassi, Zirakpur, Kharar, Banur, Bathinda, Abohar, Sri Hargobindpur and Regional Plan Mohali had already been notified. He said that Master Plans of 34 towns were in process of completion in the first phase and under second phase 40 towns have been added to the list of already declared Local Planning Areas of 44 towns.

Mr. Badal reiterated that the SAD-BJP government was committed to provide basic civic amenities to the people and thus a detailed blue print had been prepared to cover all the cities and towns under the scheme of 100% drinking water supply, sewerage including installation of sewage treatment plants, roads and street lighting.

Lashing at the previous congress government for completely ignoring the development and the growth of the state, Mr. Badal said that Congress which had ruled in the state for almost 45 years did nothing tangible as compared to our present regime of just three-and-a-half years, in which we had made remarkable progress in every field be it agriculture, infrastructure, civil aviation, power, education and health care. He accused the Congress party for the economic backwardness of the state especially due to its divisive and vote bank politics.

In a bid to revamp the health department, the Chief Minister revealed that the state government had prepared a massive restructuring plan of Rs.340 crore for the up-gradation of Health Infrastructure across the state. The Hospitals Services Consultancy Corporation, a Government of India undertaking had been engaged for the preparation of the concept design and detail estimate of the health institutions which were proposed to be
constructed under this project. Under this project new blocks would to be added to the existing hospitals besides new districts and sub divisional hospitals and community health centers for construction.

On the education front, the Chief Minister said that as many as 15 new degree colleges at a cost of Rs. 8 crore each were being established in the educationally backward blocks of the state and two such colleges were being set at Jalalabad and Guruharshai thereby meeting the long pending demand of the people of the region. Besides, a Maharaja Ranjit Singh preparatory institute for military training at Mohali had been established to ensure the placement of our youth in the top brass of the Army. Our government had given jobs to nearly 1 lakh persons, of which 44000 teachers had been recruited alone besides several doctors, engineers, para-medics and others. He said that the state government had chalked out a programme to impart
training in skill development in the special evening sessions in the polytechnics, engineering colleges and ITIs to train our unemployed youth for gainful employment.

Responding to the major demands put forth by the President Municipal Council Mr. Rohit Vohra, the Chief Minister announced the construction of two roads from Gulu-Ke-Mor to Gurhasahai and another from Guruharsahai to Muktsar and a bus stand in the town. He also announced Rs.5 lakh for Gaushala, 2 lakh for the shed of Gaushala, Rs.2.5 lac for gymnasium and completion of the stadium. He also announced that both the buildings of senior secondary schools for boys and girls would be renovated under the government's policy on the priority. He also gave 22 sport kits for the youth of the town.

Earlier, the Chief Minister held a sangat darshan at village Lakho Ke Behram in Guruharsahai assembly constituency where 30 village panchayats were given financial grant to the tune of Rs.1.39 crore for the execution of the developments works. The Chief Minister also announced that he would hold sangat darshan at village Jhoke Mohre and Chak Jamalgarh on September 14 as he could not interact with the remaining village panchayats due to paucity of time.

Later talking to the media persons, the Chief Minister said that the state government was fully aware of the damage caused to the infrastructure, crops and property in some parts of the state due to release of water in Satluj and had already instructed the Deputy Commissioners to assess the damage so that the flood affected people could be compensated adequately.

Replying to another query about obstructing the natural flow of water in Satluj by Pakistan, Mr. Badal said that he would soon take up this matter with the Prime Minister Dr. Manmohan Singh to seek his personal intervention to resolve this issue with Pakistan. He however said that since it was an issue between the two countries and therefore, the state government was unable to take up this issue directly with Pakistan as Centre was only authorized to take up this matter either with Pakistan Prime Minister or its External Affairs Minister.

Asked to give his feed back on the sangat darshan programme, Mr. Badal said that he listened to the grievances of the village panchayats regarding disposal of sewage, pavement of streets and drains, drinking water, construction of roads, dharmshalas, rural toilets, cremation grounds and sports clubs in the presence of the local officers and almost 90% were redressed on the spot.

The Chief Minister was accompanied by Irrigation Minister Mr. Janmejha Singh Sekhon, Member Parliament Mr. Sher Singh Ghubaya, Chairman Punjab State Backward Classes Finance Corporation Mr. Baldev Singh Mamujohian, besides his Special Principal Secretary Mr. KJS Cheema and senior officers of civil and police of district administration.

THREE LANGUAGE FORMULA-UPINDERJIT KAUR

Punjab organises cultural meet to foster cultural bonding of historical heritage

Jaipur/Chandigarh AUGUST 27:

With the motive to keep in touch the new generation with historical Punjabi cultural heritage and to provide an insight into the colourful richness of Punjab, the Punjab Government organises two National literary and cultural functions outside the State every year to foster cultural bonding. Besides, the Punjab Government would also promote other languages including Hindi and Urdu.

Interacting with media here today, Dr Upinderjit Kaur, Education, Languages, Civil Aviation, Vigilance and Justice Minister Punjab said that the Punjab, the only state in the country implementing three language formula in the State schools. Besides this the State government has also established Urdu Academy to promote Urdu language in the state, sahe added.

Language department of Punjab has so far organised 27 such national functions at various places including Hyderabad, Bangalore, Srinagar, Shimla, Lucknow, Indore, Bhopal, Dehradun, Calcutta, Bombay, Ahmedabad, Udaipur, Allahabad, Haldwani, Nainital etc. This year 28th All India Litrary and Cultural Meet was being organised at Jaipur for two days at Maharana Partap Vidya Bhawan Jaipur.

On the occasion Mr Nirmal Singh Kahlon, Speaker Punjab Legislative Assembly would be the chief guest and Mr Brij Kishor Sharma, Transport and Languages Minister Rajasthan would be the Special guest.

For the development and promotion of Punjabi language outside the Punjab, She informed that State government honours eminent Punjabi litterateurs every year. Besides this, grants were also been released to Punjabi literary societies and libraries outside Punjab and financial assistance was also provided for publication of writer's manuscripts.

The Minister further added that the Languages Department organises book exhibitions in and outside Punjab on important literary, cultural occasions and religious festivals. "These exhibitions provide books to readers at their doorsteps besides and provide incentive to the department to publish more books", she added.

"Seminars are also being arranged in and outside Punjab, in which research papers are presented and discussed among the scholars. Similarly the poets too get a chance to exhibit their talents in the Kavi Darbars and Mushairas and regale the audience. Besides, drama festivals are also being held in the villages to popularise the folklore of drama", adds Dr Upinderjit Kaur.

She said that every year the Punjab Government honours 15 writers, intellectuals and artists of Punjabi, Hindi Urdu and Sanskrit including one foreign based Punjabi Litterateur, a celebrated Punjabi writer (outside Punjab). "So far more than 450 litterateurs and artists have been honoured by the department. Among these 19 writers are from out side Punjab and 28 writers belongs to foreign countries. Apart from this, 41 Urdu writers, 47 from Hindi and 27 writers from Sanskrit language have been honoured by the department", she added. Along with other honours each awards gets a prize of Rs. 2,50,000/- in cash when the litterateur of getting the most prestigious award of 'Punjabi Sahit Shromani is offered Rs. 5,00,000/-.

Dr Upinderjit Kaur further said that besides multifarious activities for the development of the mother tongue Punjabi, the department has also been entrusted with the responsibility of development of Hindi, Urdu and Sanskrit. Along with other schemes the matching schemes for the development of these languages were being pursued, thus cementing the affinity between different linguistic groups.

Keeping in view the literary contribution of old and indigent writers, she informed that the State Government provides pensions to the writers. Besides, special financial assistance was also being provided to the family of indigent writers. To enable the writers in Punjab and outside to get their creative books published, grant-in-aid was also being given for the selected manuscripts for publication each year.

The Languages Minister said that the department also organises "Meet the Author" programmes as the Punjabi readers especially, budding writers have an urge to meet celebrated and established writers and to know about their life and creative activities. Likewise, the writers too have a longing to have a direct communication with their admirers, leaders and critics. Besides, they also want to know about their feelings and reactions. Keeping in view this objective, meet the author programmes of more than 70 eminent writers have been conducted uptill now. These writers include Devinder  Satyarthy, Ajeet Kaur,  Kartar Singh Duggal, Balwant Gargi, Irfan Malik of Switzerland, Russian writer Ludmila Khukhlowa, Kirpal Singh Kasel, Om Parkash Gasso, Mittar Rasha, Amrita Pritam,  Gurdial Singh,  Surjit Patar,  Ilyas Ghuman and Abtul Hussan Zegam (Pakistan),  Ravinder Ravi (Cannada), Darshan Dheer (UK) etc.

In order to boost and inspire the writers of all languages, she said that the best literary awards were also given every year to the writers of general and children literature and writers of the books of other genres too. Likewise the publishers were also awarded prizes to improve the standard of printing.

To encourage the skill and creative faculties of the children, the Minister said that the Language department, Punjab arranges every year on the spot literary competitions, poetry recitation and debates, drama competitions, calligraphic competitions and quiz contests of different age groups.

She further informed that to implement the mother tongue Punjabi in Government/Semi-Government offices, educational institutes, subordinate courts and tribunals in the Punjab, the State Government has promulgated the Punjab State Language (amended) Act-2008 to ensure proper use of Punjabi language. "All kinds of acts, codes, manuals, forms and instructions etc. concerning all the departments, have been rendered into Punjabi to implement effectively the various provisions of the Punjabi Language Act, she added.

The Minister informed that the language department has made multifarious efforts to enable the mother tongue Punjabi to meet with the technical and professional requirements of the education, administration and other fields. The department is preparing world Encyclopaedia in Punjabi on the pattern of Encyclopaedia Britannica in 20 volumes consisting of about 500 pages each. It includes scholarly information regarding all the disciplines of art, literature, humanities and sciences. Fourteen volumes of this reference book have already been published. The already printed volumes of the Encyclopaedia are updated simultaneously.

In order to provide the reference materials for standardising Punjabi language, she said that the department has brought out a Punjabi Kosh in 6 volumes containing more than 1.5 lac entries of standard Punjabi, and its dialects with their etymology, different shades of meaning, idioms and proverbs etc, in addition to dialectical dictionaries of Multani, Pothohari, Kangri and Puadhi etc. Urdu-Punjabi-Hindi trilingual dictionary and Hindi-Punjabi, Punjabi-Hindi, Punjabi-Kashmiri, Punjabi-English, English-Punjabi bilingual dictionaries have also been published by the department.

In order to preserve this heritage for the coming generations, Dr Upinderjit Kaur informed that the department conducts linguistic, cultural, historical and economic surveys of selected places of Punjab which has been published in book form as the land of Punjab is replete with places of great historical, religious and cultural importance.

Besides the translation of statutory and non-statutory material, she said that the department has also translated into Punjabi the best 100 books published in different languages of the world to enrich the treasure of Punjabi which includes the works of Shakespear, Homer, Tolstoy, Charles Dickens, Thomos Hardy, Shekh Sadi Firdausi, Kalidas  and works of other world famous writers.

She said that to strengthen the emotional ties of the country through language and literature, the best works produced in different Indian languages are also being translated into Punjabi. Out of these, Shah Jo Rasalo (Sindhi), Yadon ke panchi (Marathi), Eh Gali Vikaoo Nahin (Tamil), Roopdarshi (Kannad), Alp Jeevee (Kannad), Professor (Madayalam), Dubda Suraj (Oma) Poore-Adhoore (Bangali) and Miti De Deevey (Gujrati) are worth mentioning.

"The Language department publishes 4 monthly magazines two in Punjabi and one each in Hindi& Urdu with the aim to provide the knowledge to our readers regarding the changing trends in language & literature, she added.

Badal today spoke to his Pakistani counterpart Mian Shahbaz Sharif
and offered help to flood victims in that country

CHANDIGARH AUGUST 27:

The Punjab Chief Minister Mr. Parkash Singh Badal today spoke to his Pakistani counterpart  Mian Shahbaz Sharif and offered help to flood victims in that country.

The offer came in a telephone talk Mr. Badal had with Mian Sharif this morning. The conversation between the two leaders lasted  about ten  minutes in which Mr. Badal inquired about the plight of those trapped in floods or otherwise affected by the fury of the floods in Pakistan. He also wanted to know in what specific areas would help be welcome.

The Chief Minister expressed sympathy and solidarity with the people of Pakistani Punjab facing the wrath of the ravaging waters. He also shared with his Pakistani counterpart the flood situation in Indian Punjab and the steps being taken by the government to help the beleaguered people.

Mian Shabaz Sharif appreciated the gesture of Mr. Badal and said that he was deeply touched by the show of emotional solidarity by "our brethern in Indian Punjab."He promised to send details of the specific requirements in  the form of aid.

CHANDIGARH AUGUST 27:

Mr. Sukhbir Singh Badal, Deputy Chief Minister Punjab today made every Deputy Commissioner of the each District accountable for ensuring smooth procurement of Paddy in ensuing procurement season and for successful implementation of Administrative Reforms especially computerization of land records in their respective districts.

Reviewing the progress of arrangements for the procurement and implementation of Administrative Reforms in the districts in a meeting of Commissioners of Divisions and Deputy Commissioners of all the districts in which besides them , Chief Secretary, Mr. S.C. Agrawal, Principal Secretary to Chief Minister Mr. D.S. Guru, Principal Secretary to Deputy Chief Minister Mr. Viswajeet Khanna  and Administrative Secretaries of all the Departments participated, Mr. Badal said that success of every Deputy Commissioner would be monitored on the basis of smooth procurement and implementation of land reforms in his district.  He said that Deputy Commissioner was the Nodal Officer for the purpose of procurement and he has to anticipate the problems and take preemptive steps rather than to wait for chaos or situation going out of hand. He said that each DCs would personally monitor each aspect of procurement ranging from arrangement of jute bags, transportation, labour, allotment and arrangement in the Mandis, traffic control during peak procurement season, payment to the farmers/traders, lifting of procured paddy and its transportation to the designated warehouses, arrangements for stay of farmers in the mandis etc. He said that anticipating the bumper paddy crop, the Deputy Commissioners should review the arrangements personally and any laxity by the field staff in this crucial operation can not be tolerated.

Reviewing the progress of Administrative Reforms in the districts especially computerization of land records, Mr. Badal regretted the lax performance by certain districts in ensuring feeding of required data in the computers. He also questioned the legitimacy of getting the computerized Fard signed by Patwaris in certain districts, in contravention to the directions of supplying Fard across the counter. He said that over 20 lac land records have to be digitalized by 28 February 2011 and DCs have been empowered to depute extra data entry operators in each district to get this task accomplished. It was informed that 95% of land records have been computerized in district Sangrur. Mr. Badal said that he would inaugurate each district when its total land record is put on web.

Mr. Badal asked Chief Secretary to evolve a Performa to monitor the performance and effectiveness of Deputy Commissioners on the pattern of SSPs and rate their performance every quarter. He said that this rating of Deputy Commissioner should be entered into annual appraisal reports of each DC and best three DCs and SSPs would be honoured by Chief Minister after 31st March.

Stressing upon the need for monitoring the effectiveness of system of Fard Kendras, evolved by the government, Mr. Badal asked Secretary Revenue to engage an independent agency to cross audit the functioning and effectiveness of system. He said that a system should be evolved to ensure that request time by the applicant for Fard gets automatically entered into computer and time of issue of Fard was also recorded so that we could monitor the effectiveness of the system.  He asked Secretary Revenue to evolve software for automatic mutation of land record on transfer of property and also for streamlining the Girdawari system.  Mr. Badal said that his vision would be accomplished only when an NRI sitting in U.K., Canada would be able to monitor the status of his land and get a printout of his land record sitting there only.

Expressing concern over under valuation property to save stamp duty, harassment of public at the time of registration of property, the Deputy Chief Minister asked Deputy Commissioners to periodically monitor  the working of Tehsils by randomly ringing up people who have got their property registered, to know the problems faced by them in registering their properties. He asked the Chief Secretary to expedite mapping of cities through GPS so that each property could be properly evaluated and discretion of registration authority could be minimized.

Sanctioning a special fund of Rs. 25 crore for Irrigation department to mechanically desilt Irrigation canals, channels and distributaries by October 15positively, Mr. Badal asked the Irrigation department to ensure mechanical as well as manual desilting operation by the said date. He regretted that capacity of Bist Doab canal has been reduced to 30% due to siltation, resulting in denial of canal water to the fields at the tail end.

Emphasizing on effective utilization of NREGA funds allocated to each district, Mr. Badal said that  DCs would personally monitor utilization of NREGA funds and any complacency would not be tolerated. It was informed that against allocation of Rs. 149 crore last year Punjab plans to execute work to the tune  Rs. 300 crores.

Asking the DCs to effectively monitor the Social Welfare Schemes like Shagun, Atta-Dal Scheme etc. Mr.Badal said that it was imperative for us to ensure that benefits of these schemes should percolate to the target population and no beneficially was denied the benefit these schemes.

Earlier Chief Secretary Mr. S.C. Agrawal in three hour meeting reviewed the progress of every district in implementation of Social Welfare Scheme, Centrally sponsored Scheme, NREGA, ongoing census operation, acquisition of land for Thermal Plants, Flood relief operation etc. and asked them to remain accessible to the people to redress their grievances.

Besides Commissioners and Deputy Commissioners  Mr. D.S. Bains, Principal Secretary Employment  Generation, Mr. N.S. Kang, Financial Commissioner Development, Mr. Suresh Kumar, Principal Secretary  Technical Education and Industrial Training, Mr. Jagpal Singh Sandhu, Financial Commissioner Rural Development and Panchayats and Mr. Arun Goel, Principal Secretary Irrigation and Power  also participated in the meeting.

BADAL ASKS PUNCOM TO RELEASE POWER CONNECTIONS TO
VILLAGE PANCHAYATS WITHIN A WEEK

Seeks PM's intervention to take up with Pakistan on Heavy Water
Inflow in River Satluj

FEROZEPUR AUGUST 27:

Punjab Chief Minister Mr. Parkash Singh Badal today directed the Punjab State Power Corporation Limited to release power connections to the village panchayats on the priority with in a week.

Presiding over Sangat Darshan comprising 193 village panchayats of Guruharshai assembly constituency at village Gajniwala, Mamujoian and Panje Ke Uttar, Mr. Badal also asked the Chairman Puncom to ensure 24 hours un-interrupted power supply to the water works and schools in the state.  Apart from this he also ordered the Puncom to release power connections to those agriculturalists who were cultivating their land across the border fence.

While addressing the village panchayats, Mr. Badal said that the underlying objective of the Sangat Darshan was to ensure the overall development of the region which had been grossly ignored by the previous government despite its MLA having a considerable clout in the then Congress regime.  He said that today's sangat darshan was aimed to address the common issues of the village panchayats on the spot with the intervention of local civil and police officers of district administration.

Referring to the problem of the drinking water in the area, Mr. Badal said that all the villages in Punjab would be covered under potable water scheme by 31st March, 2012.   He assured the panchayats where the quality of water was not up to the mark would be provided safe drinking water with the installation of RO system in a phased manner.  He asked the Deputy Commissioner to prepare of list of critical villages which had poor quality of water so that RO system could be installed there on the priority.

On the occasion, the Chief Minister also distributed 200 sports kits to the youth of the village sports clubs to imbibe the spirit of sportsmanship amongst them on one hand and to channelize their unbounded energy in constructive manner on the other.

Later talking to the media persons, the Chief Minister replied to a query about the heavy inflow of river water in Satluj from Pakistan towards Ferozepur district saying he would soon take up this matter with the Prime Minister Dr. Manmohan Singh to seek his personal intervention since it was an issue between the two countries.  He said that the state government could not directly involve in it only Centre was authorized to take up this matter with the government of Pakistan.

Asked to comment on Mr. Manoranjan Kalia's reaction in the Media, Mr. Badal preferred not to speak on this issue rather said: "I hold all the leaders of BJP in high esteem and there is perfect harmony in the SAD-BJP alliance, which is ever lasting and none could create any difference amongst us".

Apprising the media persons about his sangat darshan programme, Mr. Badal said he had one-to-one interaction with the complainants during a day long sangat darshan, who came up mostly with the grievances of relating to the disposal of sewage, pavement of streets and drains, drinking water, construction of roads, dharmshalas, cremation grounds and sports clubs.

On the issue of revamping the health department, the Chief Minister apprised the media persons that the state government had prepared a massive restructuring plan of Rs.340 crore for the up-gradation of Health Infrastructure across the state. The Hospitals Services Consultancy Corporation, a Government of India undertaking had been engaged for the preparation of the concept design and detail estimate of the health institutions which were proposed to be constructed under this project. Under this project new blocks would to be added to the existing hospitals besides new districts and sub divisional hospitals and community health centers for construction.   He said that the requisite posts of the doctors, medical specialists and dentists had been filled to overcome the shortage of medical staff in the hospitals, community and primary health centers.

To another question to tackle the problem of water pollution, Mr. Badal said that the state government had embarked upon an ambitious plan to eradicate pollution from the river Satluj, the Beas and the Ghaggar at a cost of Rs.2054 crore by providing the facilities of sewerage, drinking water and sewerage treatment plants in all the 44 towns which were directly discharging its municipal waste/industrial effluents in these rivers. He said that the entire project would be completed within next 18 months.

Replying to another question about any possibility of setting up of a university in Ferozepur district, Mr. Badal said when we took over there were only two universities one Punjabi University, Patiala and another at Guru Nanak Dev University at Amritsar for over 50 years.  With our relentless efforts to boost the higher education in the state, we had established a Central University at Bathinda and another World Class University would soon come up at Amritsar, which was a remarkable achievement of the government in just three-and-a-half-years.

ROTATIONAL IRRIGATION PROGRAMME FOR KHARIF
SEASON ANNOUNCED

Chandigarh, AUGUST 27:

The Irrigation Department, Punjab has announced the Rotational Programme for irrigation for the Khariff Season through Canal water from 31-08-2010 to 07-09-2010. The channels of Sirhind Canal System would run on the priority basis from Bathinda Branch, Bist Doab, Sidhwan Branch, Patiala feeder and Abohar Branch and respectively.

Disclosing this here today a spokesman of the irrigation department said that direct distributaries of Bhakra Main Line in group 'A' being in the channels of first preference will run to their indent and  balance water supplies available will be utilized in Ghaggar Branch and its off taking channels i.e Ghaggar Branch and Patiala Minor in Group 'B'  respectively.

The spokesman further said that all the direct distributaries of Sirhind Feeder in group 'A'  being in the First preference will run to their indent and balance water supplies available would be utilised in Abohar Branch off-taking from Sirhind Feeder and its distributaries/Minors in  Group 'B'.

The spokesman also said that the channels off taking from upper Bari Doab Canal i.e. Sabraon Branch with its distributaries being in the channels of first Preference would run to their indent and balance water would be supplies water available in Kasur Branch Lower, Main Branch Lower, Lahore Branch  with their distributaries respectively.

BADAL COMMITTED TO FACELIFT MOHALI TO SHOWCASE IT
AS WORLD CLASS CITY

SAS NAGAR (MOHALI), AUGUST 26:

Punjab Chief Minister Mr. Parkash Singh Badal today declared that Mohali would be developed as a world class city equipped with the ultra-modern infrastructure.

Presiding over a meeting of the local councilors here at PUDA Bhawan, the Chief Minister said that it was the endeavour of the state government to make Mohali far better even than the adjoining cities of Chandigarh and Panchkula.  He said that Mohali was being developed on the most modern lines perhaps it was the only planned city in Punjab and thus government's sharpened focus was on its overall development.

The Chief Minister asked the Chief Administrator GMADA to fully involve the local councilors in the conceptualization and execution of development projects in Mohali from time to time.  Mr. Badal also directed him to allot the work for maintenance of parks in different sectors of Mohali to the municipal council also on the prescribed rates of Rs.1.25 Ps. per sq.ft, which was now being allotted to the different resident welfare associations.

To have better understanding about the felt needs of the people, the Chief Minister asked the CA GMADA to regularly hold meetings with any five representatives unanimously chosen by the councilors every month.  Likewise, Mr. Badal also asked him to hold a meeting of all the councilors after every three months and subsequently, the progress of these meetings would be reviewed by him personally to resolve some contentious issues on the priority, which hampered the pace of on-going development projects.  He also sought cooperation from the local councilors to prevent the unlawful encroachments in and around Mohali so that city could be given a new face lift.

Referring to the allotment of the religious places, the Chief Minister categorically said that his government was very clear on this aspect and gives respect to all the religions and hold all communities in high esteem.   He said the government was open to allot religious place to any community of its faith as per the prescribed policy of GMADA.

The Chief Minister also directed the Secretary Water Supply & Sanitation and MD Sewerage & Water Supply Board to get the defective sewerage system in some parts of the Mohali rectified from its team of engineers and experts so that it could be made functional properly.  He also asked the PWD (B&R) and PIDB to jointly undertake a survey to recommend the strengthening and widening of the existing roads in and around Mohali to ensure smooth movement of vehicular traffic.

In his welcome address, Chairman District Planning Committee Mohali Mr. NK Sharma, who conducted the proceedings of the meeting apprised the Chief Minister that the district administration and GMADA jointly would make all out efforts to develop Mohali as the world class city.

Meanwhile, CA GMADA assured the Chief Minister that all the ongoing development would be completed within the stipulated time schedule.

Chandigarh , AUGUST 26:

The Punjab Deputy Chief Minister Mr.Sukhbir Singh Badal today gave final touches to Rs. 2414 Crore blueprint of integrated development of SAS Nagar Mohali and adjoining areas of Zirakpur, Lalru, Derabassi, Chhat, Kumbra, Matour, Sohana, Kambali and Mullanpur besides Aerocity, to upgrade the total infrastructure of this area, anticipating accelerated development of this area after construction of International Airport at Mohali.

In a six hour long marathon meeting of Secretaries and Head of Departments of all departments, lasting up to midnight, Mr. Badal besides approving the 20 major infrastructure projects of the region, also approved the modernization plan of Mohali Police. GMADA Chief Administrator Mr. Vivek Partap Singh gave a comprehensive presentation of ongoing projects of GMADA besides projects sanctioned for next year. The projects approved in the meeting included augmentation of Water Supply Scheme of city by bringing 40 MBD canal  Water from Kajauli (Rs. 300 crore) and up gradation and widening of Mullanpur Road  (Rs. 290 crore). Mr. Badal also gave go ahead to the ambitious Kharar Bypass project from Sector 56A to NH-95 on Kharar-Ludhiana – Ropar Junction (Rs. 250 crore). It was decided to expedite construction of 200’ Wide road connecting NH-21 with Mohali Sector 73-74 besides International Airport besides construction of 300’ wide road connecting International Airport to Aerotropolis city and Mohali town.  Construction of 100’ wide road along Sector 81 connecting various Institutes in Knowledge City  (Rs. 20 crore) and construction of 200’ wide grid road sector 80/81 to Kharar-Banur road to provide connectivity to Mega developer’s projects was also approved in the meeting.

Emphasing on creating World class road infrastructure in the city Mr. Badal also approved vertical grid road Sector 79/80 to Kharar-Banur Road also to provide connectivity to Mega developer’s projects. To meet the increasing demand of traffic 100’ wide horizontal grid road connecting junction 99-100/104 with Kharar Banur road at junction 106/107-109/110 was also cleared in the meeting.

Resolving to upgrade the civic amenities in adjoining towns of Dera Bassi,  Banur, Kharar, Lalru and Zirakpur, Mr. Badal sanctioned Rs. 200 crores to provide 100% sewerage and water supply connectivity besides upgrading the road network of these areas. He directed Secretary Public Health to ensure completion of this work with in one year.

It was decided to upgrade fire station in Mohali and equipped with high rise crane ladder keeping in view of upcoming high rise buildings in the areas and Rs. 15 crore was sanctioned for this purpose.

Focusing on expanding existing roads in SAS Nagar Mr. Badal sanctioned Rs. 25 crore for expansion of road from Kumbra chowk to cremation ground and another Rs. 5 crore was sanctioned for upgrading road from U.T to Mohali boundary  54/55 to Diplast Chowk.

Emphasizing of beautifying Parks with in the sector, laying cycle tracks and walking tracks, landscaping rotaries, Mr. Badal asked Deputy Commissioner to engage the service of professional horticulturists for this task sanctioned Rs. 10 crore for this.   He also allocated Rs. 5 crore for Sewerage Scheme in Sohana, Maulibaidawan, Lakhnaur, Balongi  and Chilla  and another  Rs. 20 crores for peripheral services in Sector 76 and construction of two Community Centre in Sector 67 and 69.

The meeting also give approval for Rs. 35 crore Sewerage and  water supply scheme for Kurali besides another Rs. 200 crore for sewerage and water supply scheme in MC areas of Dera Bassi, Banur, Lalru, Zirakpur and Kharar. Rs. 75 crore was set aside for construction for common Municipal solid waste management facility for Mohali and another Rs. 25 crore for construction of Astroturf Hockey Stadium in Sector 63. Rs. 39 crore was earmarked for Banda Bahadur Memorial at Village Chappar Chirri.

Reviewing the working of Mohali Police,  the Deputy Chief Minister stressed that Police of IT City  must project a model face and should be equipped to handle cyber crime. Mr. G.P.S. Bhullar, SSP giving a presentation informed the Deputy Chief Minister that  a state of Art Police control room would start functioning within 10 days. He informed that traffic police has been reoriented and  a fleet of GPS equipped Tavera vehicles and Motorcycles would man every sensitive point of the City. He said that Mohali would be the first city in the State to be under 100% close circuit surveillance. He also informed that a 24 hour helpline for senior citizens, women and children would start functioning very soon.  The Deputy Chief Minister asked the SSP to explore the possibilities of Radio-Scooter Rickshaw service to provide door to door pick up service to the residents.  The Deputy Chief Minister asked the Deputy Commissioner to provide slip road at every crossing to ensure smooth flow of traffic.

Reviewing the work of Mullanpur Urban state it was decided to set up Medicity and Educity in Mullanpur. The Deputy Chief Minister said that  world class hospital chains have evinced  interest in this project. It was decided to set up post doctorate Medical College in the Medicity.

Dr. Daljit Singh Cheema, Advisor to Chief Minister Mr. N.K.Sharma, Chairman District Planning Board Mohali, Secretaries and Heads of  all departments besides I.G., DIG Patiala range,  Deputy Commissioner and SSP of  Mohali and other senior officers of district participated in the meeting.

PUNJAB INVITES APPLICATION OF POST MATRIC SCHOLARSHIP
TO THE MINORITY COMMUNITIES STUDENTS

Chandigarh, AUGUST 26:

With a view to enable the meritorious students belonging to economically weaker section of minority communities ( Sikh, Muslim, Christian , Bodhi and Parsi) to pursuing education from Class I to Class X, the department of welfare of Scheduled Caste and Backward Classes, Punjab has invited applications for pre – matric scholarship under the government of India (GOI) Scheme.

Disclosing this here today a spokesman of Punjab Government said that the scholarship under this scheme would be provided to those students who have not less than 50% marks in the previous final examination and in the case of student of Class I, the only income criteria would be applicable. The annual income of their presents should not exceed Rs. One Lac. 30% scholarships have been earmarked for girl students and it will not be given to more than two students in a family. The scholarship would be awarded for studies in India only, spokesman added.

The spokesman further said that eligible applicants may send their applications on prescribed format for grant of scholarship to the Directorate of welfare of Scheduled caste and Backward Classes Punjab through  the head of School / Institutions for further submission to District Education Officer (DEO). The DEO would send the same through concerned departments by 15-9-2010. The applications received directly from the students would be rejected.

REPAYMENT OF 12.00% PUNJAB LOAN 2010

Chandigarh, AUGUST 26:

The outstanding balance of 12.00 percent of Rs. 100.4509 crore Punjab Loan 2010 issued in terms of the State government vide notification no.7/1/2000-2FBII/9600 dated 22.09.2000 would be repaid on 25.09.2010 with interest due upto including 25.09.2010.

Disclosing this here today, a spokesman of the Punjab Government said that in the event of a holiday being declared on the aforesaid date by State Government under the Negotiable Instruments Act, 1881, the loan would be repaid by the paying offices on the previous working day. No interest would accrue on the loan from and after 26.09.2010, he added.

He also said that to facilitate repayment on the due date, holders of 12.00 percent Punjab Loan, 2010 should tender their securities at the Public Debt Office 20 days in advance.

It should be particularly noted, said the spokesman, that at places where the treasury work was done by a branch of the State Bank of India or any of its associate banks, the securities, if they were in the form of Stock Certificates, should be tendered at the branch of the bank concerned and not at the Treasury or Sub-Treasury.
