As a pilot project the company would soon establish a demonstration project in one of the saline prone villages of the Muktsar district in the cotton belt, which had a high incidence of salinity in the water.

Making a presentation to the Punjab Chief Minister Mr. Parkash Singh Badal, Director of International Business Development of the Quest Water Solutions Ms. Jennifer Beresford and Dr. Gurdev Gill of the Indo Canadian Friendship Society apprised him  about the viability and the modalities involved in the implementation of the project.

This project would be completed with partnership with the Indo-Canadian Friendship Society, a registered Charitable Society in Canada which has undertaken 14 water supply and totally integrated comprehensive infrastructure projects for communities in the region in collaboration with Punjab Government.

Ms. Beresford stated “QWS” technologies have the ability to dramatically change the water treatment options in India, for drinking water, agriculture irrigation and raising a livestock. Using the latest technology combined with solar or wind power QWS become competitive and the water low cost. Clean drinking water would be provided at 10.35 paisa approximately.

Request to summon DC, SSP, XEN Public Health and other officers of Kapurthala

April 11, 2010

Sukhpal Singh Khaira
MLA Bholath

Following is the text of letter sent to Hon’ble Speaker seeking action against DC, SSP and other officers of Kapurthala for breach of privilege of elected MLA. I have telephonically spoken to Hon’ble Speaker as well.

To

Sh. Nirmal Singh Kahlon,

Hon’ble Speaker,

Vidhan Sabha, Punjab.

Subject: - Request to summon DC, SSP, XEN Public Health and other officers of Kapurthala for breach of privilege of an elected member and infringement of my rights, for publicly uprooting and destroying a foundation stone laid by me and  installed by Gram Panchayat V. Daudpur block Nadala of water works yesterday i.e. 10.04.10. under political pressure.

 Sir,

As stated above the entire district administration working under illegal and unconstitutional directions of its political masters got publically   uprooted the foundation stone laid by me, installed by the elected gram panchayat at V. Daudpur in broadaylight yesterday, thus infringing on my rights and privileges as elected representative.

Sir, I had got initiated 33 water work supply schemes sponsored by NABARD in my constituency during the previous Congress govt. in the year 2004-2005. Now the said scheme was ready to supply safe drinking water to the occupants of v. Daudpur about three months back. The elected gram panchayat led by S. Darshan Singh Sarpanch invited me to the village to inaugurate the said scheme in the presence of more than 250 respectables, a foundation stone was laid at the site of the water works.

Now suddenly acting under political pressure the XEN Public Health alongwith DSP Bholath and SHO Dhilwan went to the site of water works yesterday  i.e  10.04.10  alongwith  15  policemen  and    publicly uprooted,

destroyed and broke the foundation stone laid by me. On inquiry  by me the DC Kapurthala told me that your foundation stone got laid by elected gram panchayat was illegal and that he had given instructions to the administration

to get a new foundation stone in the name of Bibi Jagir  Kaur Ex- MLA and Akali leader to laid today i.e. 11.04.10.

Sir, I strongly protest this illegal and unconstitutional act of the DC Kapurthala and other officers acting under illegitimate political directions to remove the foundation stone  of an elected MLA and an elected panchayat and to get installed a fresh foundation stone of a defeated Akali leader and without the elected panchayat.

Sir, I wish to plead with  your goodself, that if elected representatives are to be publicly humiliated by officers in such a manner, who would protect our rights and privileges? Is it appropriate to by pass elected panchayat and an elected MLA and get installed illegitimate foundation stones with the support of such pliable officers?

Therefore, being custodian of the rights and privileges of MLA’s, I demand that the DC, SSP and other erring officials of district Kapurthala be immediately summoned for breach of privilege and instructions be sent immediately to stop illegitimate, illegal and constitutional laying of foundation stone by defeated Akali leader. I wish to inform you through this letter, that I am proceeding towards the water works site at V. Daudpur to protect my rights and privileges and that of the elected gram Panchayat of the village and to protest peacefully to prevent the DC Kapurthala for indulging in unconstitutional methodology.

I hope top priority would be accorded to my request and necessary action and directions sent to district administration
