CM ASKS NABARD TO PRIORITIZE PROJECTS FOR FUNDING

CHANDIGARH ARPIL 1, 2010

Punjab Chief Minister Mr. Parkash Singh Badal asked the Chief General Manager of NABARD Punjab Region Mr. S.C. Kaushik to prioritize the projects in the order of rural sanitation, rural drinking water, veterinary hospitals, irrigation and roads & bridges out of eight projects worth Rs.1000 crore pending with NABARD.

Presiding over a high level meeting with the team of NABARD led by Mr. Kaushik late last evening, Mr. Badal also sought a comprehensive report from the bank about the development schemes/projects in which requisite funds were either not utilized or under utilized.  He assured the Chief General Manager that all the sanctioned funds under various schemes would be optimally utilized during the current fiscal.  He asked both the Chief Secretary and Principal Secretary Finance to regularly monitor the progress of schemes funded by NABARD.

Mr. Badal asked the NABARD to consider extending RIDF assistance for projects relating to purification of polluted river water and utilization of the same for irrigation purposes. Mr. Kaushik clarified that cleaning of polluted rivers did not fall within the purview of RIDF. However, project for utilizing the treated water for irrigation purposes could be considered by NABARD.

The Chief Minister directed the Principal Secretary Finance to pursue the matter of expeditious sanctioning of projects with NABARD and avail RIDF assistance under the already sanctioned projects at the earliest.  He desired to have an in-depth review of the slow moving projects and asked the NABARD to furnish a list of such projects and deputed the Principal Secretary Finance to take up the issue of enhancement of borrowing limits with the Govt. of India.

Briefing the Chief Minister, Mr. Kaushik mentioned that during 2009-10, against the Normative Allocation (allocation for sanction of new projects) of Rs. 388 crore, NABARD has sanctioned projects involving RIDF loan of Rs. 553 crore to Punjab.

The activities covered under the sanctioned projects were Road & Bridges, Lining of Canals, Lining of Watercourses, Construction of Deep Tubewells for irrigation in Kandi Areas and project on EDUSAT (E-education).  He also informed that during the year ending 31 March 2010, NABARD had disbursed a sum of Rs. 450 crore under on-going RIDF projects with PWD drawing Rs.200 crore, Irrigation -Rs.143 crore, Water supply - Rs. 52 crore, Rural Education - Rs. 48 crore and Animal Husbandry - Rs. 6 crore.

Mr. Kaushik apprised that NABARD could have disbursed more but limit of Rs. 450 crore fixed under Section 293 (3) of the Constitution of India for the State was the limiting factor.  He requested that the State Government may pursue with the Planning Commission to get the same enhanced to Rs. 550 crore or Rs. 600 crore for the year 2010-11.

Mr. Kaushik added that for the year 2010-11, he would pursue with the Head Office for allocation of Rs. 700 crore for sanction of new projects for Punjab.  He also impressed upon the State governments to take credit of balance available of Rs. 590 crore under the already sanctioned projects.

Mr. Kaushik also emphasized the advantage of adopting the reform package as per Vaidyanathan Committee recommendations for short-term cooperative credit structure. It was also explained that besides financial assistance of Rs.257.2 crore to the Short Term Coop. Credit Structure in the State, the coop. movement would derive benefits by way of computerization, common accounting system, capacity building and professionalization of its management. He indicated that the coop. banks in the State had already lost its market share, which may be further eroded in the absence of reforms.

With a view to bring diversification from mono cropping of paddy and wheat cultivation and also reducing the consequent impact on the natural resources in Punjab State, Mr. Kaushik briefed the Chief Minister about the new cluster development initiative of NABARD with an objective of productivity enhancement being implemented in select 5 clusters of Punjab alongwith NGO partners. In this regard, Chief Minister has assured his full support with the NABARD initiatives.
