CM UNVEILS OVER 13000 KMS ROAD NETWORK IN PUNJAB

The Punjab Chief Minister Mr. Parkash Singh Badal today unveiled
the full range of his government’s ambitious vision for infrastructure
revamp in the state, covering over 13,000 kilometers and involving
major four-laning, six-laning, widening and up-gradation of all
key transport arteries in the state.
Talking to media persons during his weekly interaction, the Chief
Minister said that the next two year would see all major destinations
in the state interconnected and connected with the rest of the country
with state of the art road network. Among the more significant arteries,
Mr. Badal listed Six laning of Shambu border to Jalandhar (6-laning)
and Amritsar–Attari Border, Kurali–Kiratpur Sahib, Ludhiana-Malerkotla,
Kharar-Banur, Zirakpur–Patiala, Patiala–Bathinda, Kharar–Ludhiana,
Ludhiana–Talwandi, Jalandhar–Dhilwan section, Amritsar–Pathankot,
Morinda–Kurali–Siswan T.Junction, Siswan-T.Junction
to Mullanpur Garibdass, Ropar–Phagwara (All 4-laning)
The four-laning of projects alone would entail an expenditure
of Rs. 5000 crore and cover a travelling length of more than 800
kilometers in the state, said the Chief Minister.
In addition, the state has also undertaken works to upgrade 36
roads in the border districts, covering a length of 500 kilometers
at an overall expenditure of Rs. 235 crore.
Mr. Badal said also gave details of putting up a network of railway
over-bridges, under-bridges and fly-overs all across the state.
Following are the details of the projects outlined by the Chief

Former cabinet Minister and Shiromani Akali Dal Leader Mr. Bikram
Singh Majithia said here today that the statement of Union Minister
of State for Home Mr. Ajay Maken about the alleged vendetta in Punjab
is not only baseless and politically motivated but it is also un
becoming of person holding responsible position in the Govt. of
India. Mr. Majithia also cautioned the Union Minister against attempts
to push the state back into the dark period of confrontationist
politics.
“ All political parties except the disgruntled lot belonging
to the Congress are living in a healthy, democratic and peaceful
atmosphere here. Please do not try to inject bitterness and confrontation
here,” counseled the Akali leader.
In a statement released here, Mr. Majithia said, “ By levelling
hasty, totally biased , one-sided and unsubstantiated charges against
the Punjab Government , Mr. Maken has lowered the dignity of the
office which he holds and betrayed amazing immaturity ,” said
Mr. Majithia.
The Akali leader expressed surprise that Mr. Maken had shown lack
of knowledge about official protocol and political courtesy by first
rushing to Press without cross checking facts with the State Government
Authorities and had later indulged in reckless irresponsibility
by claiming that he would apprise the Prime Minister Dr. Manmohan
Singh of his so–called findings about the situation of Punjab.
“Does Mr. Maken want us to believe that he had visited the
State under instructions from the Prime Minister? Is it not true
that his visit was merely a political exercise, and that too merely
as an invitee of one of the many factions of the Congress Party
in Punjab? How much of the state did he tour to make an honest attempt
to arrive at the truth of allegations of vendetta against members
of his party by the SAD –BJP Government.?” asked Mr.
Majithia.
The young Akali leader, who is also the patron of the Youth Akali
Dal, offered to send documented evidence of the widespread vendetta
unleashed by the previous Congress government against innocent Akali
workers, not sparing even children, ladies and elderly members of
their families for perusal and necessary action against the guilty.
“Will Mr. Maken’s political compulsions allow his conscience
to speak the truth when he sees the ugly and shocking reality of
what went on Punjab during the five-year reign of repression let
loose by the goons of the Congress party with the full might of
the state at their beck and call.? Has Mr. Maken forgotten how event
the holiest of the holy shrines of the Sikhs, Shri Harmandar Sahib,
was not spared by his party in its failed bid to capture the Sikh
religious parliament, the SGPC, in 2002 ?” said Mr. Majithia.
Mr.Majithia said there has not been even a single proven case
of any vendetta against any Congress leader in the state in the
past two and half years. “I challenge him to place before
the people of Punjab whatever facts he has about even a single Congress
MLA, ex-Minister, member of the PPCC or even a district level functionary
of the Congress being harassed in police stations or being booked
in any false case by the present government in Punjab,” concluded
Mr. Majithia.
OPERATIONAL CO-ORDINATION TO COUNTER CHALLENGE OF CROSS BORDER
TERRORISM-DGP

Mr.P.S.Gill, Director General of Police Punjab today stressed the
need for upgrading operational coordination amongst various wings
of the force to meet the growing challenge of cross border terrorism
and insurgency, threatening the unity and integrity of the country.
Reviewing the crime situation in the State in a meeting of district
police chiefs attended by all ADGPs, Zonal IGs and Range DIGs, Mr.Gill
said that in the fast changing scenario, there was no scope for
Punjab Police to be complacent and it has to be fully prepared for
any eventuality. He said that success of any force depends upon
timely intelligence inputs, effective action and most importantly
effective coordination between different wings to neutralize the
challenge posed by anti-national forces.
Focusing on capacity building of the force to face new emerging
challenges posed by techno savvy criminals, Mr.Gill said that it
was imperative for the force to update its skills according to the
fast changing requirements of crime scenario.
Emphasizing on improving communication network of Punjab Police
and updating it, Mr.Gill said that Punjab Police was setting up
range level ultra modern fully equipped control rooms at the cost
of Rs.11.05 crore to reduce the reaction time of the force in the
case of any crises. He said that Punjab Police has already drawn
up a road map to train the force to tackle the unruly mobs and under
this plan two companies each for every range were being trained
in modern riot control techniques. These companies were being equipped
with state of art equipments and modern training for these companies
would begin next month.
Stressing on the need of police welfare especially the welfare
of constabulary, Mr.Gill said that to tackle the stagnation in the
force and to boost their morale, promotions from constable to inspector
rank would be completed within next two months. The state government
has also approved the up gradation of fifteen hundred posts of NGOs
in the force. Mr.Gill informed that salary disbursing banks have
already agreed to insure each police man besides also providing
them concessional housing loan and other credit facilities.
To solve the problem of housing being faced by police men, the
DGP approved the proposal of Apex cooperative body for police department
that would set up housing colonies for police personnel in different
parts of the state.
Earlier Mr.J.F.Rebeiro former DGP Punjab, who is waging a war
against music piracy, gave a presentation to all SSPs regarding
new forms of piracy, different ways of detecting it and making water
tight case against offenders. The DGP Mr.P.S.Gill appreciating the
efforts of Mr.Rebeiro, assured full cooperation from Punjab Police
to tackle the menace of piracy. Mr.Rebeiro was accompanied by Mr.J.N.Saxena,
Chief Co-ordinator Indian Music Industry (IMI) and Mr.Vijay Lazras,
President IMI.
CM ANNOUNCES AWARD FOR BEST LEGISLATOR OF THE YEAR

In recognition to the outstanding performance of the legislators
in the state Assembly, the Punjab government has decided to institute
a cash award of Rs.1 lac for the best legislator of the year from
the forth coming budget session.
An announcement to this effect was made by the Punjab Chief Minister
Mr. Parkash Singh Badal during his valedictory address of the two-day
‘Orientation Workshop for MLAs’ organized at Vidhan
Sabha Study Centre here in Mahatma Gandhi State Institute of Public
Administration, Punjab. He said that the legislator to be conferred
with this award would be selected by the committee constituted by
the Speaker Punjab Vidhan Sabha.
Addressing the legislators, the Chief Minister appreciated the
initiative of Speaker Punjab Vidhan Sabha for organizing this Workshop
to keep them abreast with legislative affairs and intricacies in
the functioning of state Assembly to enable them to discharge their
duties far more efficiently. To ensure due respect and recognition
to the legislators, Mr. Badal directed the state Chief Secretary
to issue instructions all the administrative secretaries, heads
of the departments at state headquarters & commissioners and
deputy commissioners in the field for strict compliance of these
guidelines. He said that MLAs being the representatives of the people
had a special status in the society.
The Chief Minister also agreed to the proposal of the MLAs to
extend the duration of assembly sessions convened from time to time
and urged the Speaker to look into the matter after due deliberation
with the members of the house. He also impressed upon the Speaker
to organize such workshops for the legislators regularly atleast
twice a year.
Earlier, briefing the Chief Minister about the workshop, Speaker
Punjab Vidhan Sabha Mr. Nirmal Singh Kahlon said that the MLAs had
open interaction with the panelists including Deputy Speaker Lok
Sabha Charanjit Singh Attwal, former Cabinet Minister Mr. Balramji
Das Tandon, former Deputy Speaker Punjab Vidhan Sabha Mr. Bir Davinder
Singh, former Advocate General Mr.Gopal Krishan Chathrath and former
MLA Mr.Hardev Arshi on different facets of legislative business.
Meanwhile, the former Secretary General Lok Sabha Mr.GC Malhotra
and Secretary Rajya Sabha Mr. NC Joshi who are considered to be
an authority on parliamentary affairs threw light on some contentious
issues such as parliamentary privilege, courtesy and anti-defection
law.
In his welcome address, Director General of MGSIPAP Mr. BK Srivastava
outlined the thrust of the workshop to acquaint the legislators
with the various aspects of legislative proceedings so that they
could effectively participate in the debate thereby highlighting
the pro-people issues in the House.

SUKHBIR REVIEWS ARRANGEMENTS FOR MOHALI ODI SUGGESTS STATE IPL IN
PUNJAB

: Mr. Sukhbir Singh Badal, Deputy Chief Minister today reviewed
arrangements for 4th India-Australia One day International scheduled
to be played at PCA stadium Mohali on November 2, 2009.
Presiding over the meeting of Organizing Committee to review the
arrangements for this prestigious match today at PCA Stadium, Mohali,
the Deputy Chief Minister pointed out that the game of cricket has
to be taken to the remote villages of the State to popularize this
game amongst the village youth. He asked PCA to make special arrangements
for enabling over 2000 students from remote villages, especially
villages located near Indo-Pak border, to witness this interesting
match between India and Australia. President PCA Mr. I.S. Bindra
assured that PCA would take full care of invited students. Besides
providing them free food with mineral water, the students would
be provided free hospitality by the PCA. He said that each school
of invited students would also be presented a cricket kit, one for
each school, as memento so that students could continue the practice
of cricket even after returning to their respective villages.
Emphasizing on nurturing rural talent for this most popular game
Mr. Badal said that PCA should also contemplate adopting 500 schools
from the state who could be selected and provided world class training
alongwith proper cricketing infrastructure like preparing good wickets,
nets, balls and wickets. He said that PCA should select a local
coach from area to provide day to day training to these schools.
He said that PCA should also upgrade the building of the adopted
schools.
Fully endorsing the scheme of Deputy Chief Minister, Mr. Bindra
informed that the PCA was also drafting a scholarship scheme to
encourage the rural talent in the cricket. He said that the scheme
envisaged to providing technical and financial support to the raw
talent from the rural areas.
Expending the concept of IPL to take it to grass rout level, Mr.
Badal suggested that PCA should also try to organize state IPL in
cricket with different district teams supported by various corporate
sponsors. Mr. Bindra informed that this concept was quite successful
in Karnataka and Madhya Pradesh and could be successfully replicated
in Punjab. Mr. Badal sought the services of PCA in laying the blue
print for organizing IPL for the games of Kabaddi and Hockey also.
Expressing concern over slow progress on the work of cricket stadium
Bathinda, Mr. Badal asked Mr. Bindra to expedite work on cricket
stadium as Five Star Hotel, a main requisite for stadium would also
get completed within two years. Mr. Bindra promised to complete
the work on infrastructure of Bathinda Cricket Stadium within stipulated
time of two years

MANPREET BADAL RECOMMENDS HIGHEST HONOR FOR FLYING LT.MANU AKHAURI

Mr. Manpreet Singh Badal, Finance Minister has urged the Government
of India to suitably honor the Pilot Flying Lt. Manu Akhauri posthumously
with Prestigious Padma Vibhushan, Padma Bhushan and Padma Shree
Awards on the Republic Day 2010, who laid down his life while saving
many precious lives, public property and thickly populated habitations
in his constituency at Gidderbaha in district Muktsar.
In a communiqué addressed to the Chief Minister Punjab
and the Chief Secretary, he said that the Indian Air force Pilot
in the MIG 21 no C-9116 flying over the village having population
of about 6000, developed some technical snag and caught fire, knowing
that the MIG could crash anytime the Pilot instead of bailing out
and saving his life first he saved the thickly populated area and
a Petrol Pump he managed to take the fighter to a considerable height.
Again when the fighter coming down he saved the bus and second time
sacrificed his life to save his Country men. Mr. Badal said that
he and his people of his constituency would always remember the
exemplary courage, bravery and patriotism of the young Pilot would
be remembered for ever.
Mr. Badal also strongly recommended to the Chief Minister and
the Chief Secretary Punjab to adequately honor this great son of
India who sacrificed his life with State and other gallantry awards.
PUNJAB GOVERNMENT TO EXEMPT TAXES FOR ADARSH SCHOOLS

The Punjab Government has decided in principle to give exemption
of various taxes to the upcoming Adarsh Schools in the state.
A decision to this effect has been taken in a meeting of Punjab
Education Development Board chaired by Punjab Chief Minister Mr.
Parkash Singh Badal here today.
The board has also given nod to the draft agreement and the lease
deed for the approved Adarsh Schools. It was also decided in the
meeting, in case the company failed to run the school as per the
terms and conditions of the agreement then the board would automatically
take over the control of the school. In case the government is unable
to discharge its obligation, the private management would take over
the school with a condition to charge fee from 75% students and
impart education free of cost to remaining 25%.
Taking part in the deliberations, the Deputy Chief Minister Mr.
Sukhbir Singh Badal suggested to enhance the admission capacity
from 1000 to 1200 seats. The Deputy Chief Minister was also of the
view that if any company intended to further enhance the admission
capacity up to 2000 seats, he said it could be implemented as a
second module with the provision of extra space without altering
the original design and site plan to give it a uniform look. On
the pattern of Adarsh Schools, he further asked the board to chalk
out a plan to allot sites already identified by the state government
to the interested companies for setting up new primary schools in
Public Private Partnership mode. Mr. Sukhbir Singh Badal also asked
to invite expression of interest from the companies through advertisements
in this regard and these sites should be allotted on first cum first
serve basis. It was also decided in the meeting that to give free
hand to the school managements of the companies, the guidelines
for this would be decided by the board.

CM WRITES TO MAMTA BANERJEE, SEEKS HER INTERVENTION TO ACCEPT TAMIL
NADU PATTERN FOR ROBS/RUBS

Punjab Chief Minister Mr. Parkash Singh Badal today urged the
Union Railways Minister Ms. Mamta Banerjee to approve the pattern
of construction of Railway Over Bridges (ROBs) and Railway Under
Bridges (RUBs) adopted in Tamil Nadu and a Memorandum of Understanding
be signed immediately after its clearance.
In a letter to the Union Railways Minister, Mr. Badal mentioned
that the progress of ROBs/RUBs in the state was reviewed at a meeting
and observed it was quite slow resulting inconvenience to the general
public. It was suggested that in order to complete ROBs/RUBs well
in time, these should be got constructed by one department, either
by the state PWD or the Railways. The Railways officers present
in the meeting brought into notice about this pattern followed in
Tamil Nadu.
The Chief Minister proposed that complete ROBs/RUBs i.e. approach
roads along with railway span should be constructed by one agency
for its early completion. Under the scheme 50% ROBs/RUBs would be
constructed by the state PWD and the remaining 50% by the Railways
on cost sharing basis.
In a separate letter to Ms. Mamta Banerjee, the Chief Minister
also sought her intervention to sanction all the 12 ROBs/RUBs in
the Railways Works Programme of 2009-10 so that these works could
be taken in hand at the earliest as traffic needs of public have
increase manifold and the construction of these ROBs/RUBS would
provide a major relief to the general public.
CM VISITS JUSTICE HEMANT GUPTA’S RESIDENCE TO OFFER CONDOLENCES
ON HIS MOTHER’S DEMISE

Punjab Chief Minister Mr. Parkash Singh Badal today visited the
residence of Justice Hemant Gupta to offer his heartfelt condolences
on the sad demise of Smt. Bimla Gupta, the mother of Justice Gupta.
Sharing his sympathies with the members of the bereaved family,
Mr. Badal prayed to the Almighty to give courage and strength to
bear this irreparable loss and grant peace to the departed soul.

DESHMUKH ASSURES EARLY ACTION BY BHEL TO TACKLE
FLY ASH PROBLEM IN BATHINDA

Mr. Vilasrao Deshmukh, Union Minister for Heavy Industries has
assured Mrs. Harsimrat Kaur Badal, Member of Parliament from Bathinda,
an early action by Bharat Heavy Electrical Ltd. (BHEL) in commencing
work on special 'fly ash' project of Guru Nanak Dev Thermal Plant,
Bathinda.
Mrs. Badal had brought to the notice of Union Minister uncaring
attitude of BHEL in handling the 'fly ash' project of Thermal Plant
Bathinda that apart from running into inordinate delays was also
causing great inconvenience to the people of Bathinda and endangering
their lives. In a letter written to Union Minister, Mrs. Badal pointed
out that every day she had to brave scenes of public outrages because
of inordinate delay in starting fly ash project in Thermal Plant
Bathinda. She said that though Punjab State Electricity Board had
awarded this project to BHEL in 2006 but till date BHEL had not
started this work despite various assurances. She pointed out that
work on fly ash project may not take off early as BHEL has not even
finalized their contracts for civil works of the project. She has
requested the Minister to instruct BHEL to expedite work on fly
ash project and complete work on it within stipulated time as delay
was causing problem to the people.
Mr. Deshmukh in response to communiqué of Member Parliament
Mrs. Harsimrat Kaur Badal assured expeditious action by BHEL on
fly ash project.
COMMUNITY POLICING OFFICE SCHEME RECEIVES ENCOURAGING RESPONSE-
TO BE REPLICATED IN ALL DISTRICTS

The novel attempt of Mr. P.S. Gill Director-General of Police
Punjab in launching Community Policing Office (CPO) system in Police
Stations has received encouraging response through out the state.
According to an official spokesman in the trial phase, 5 police
stations one each in Bathinda, Amritsar, Jalandhar, Patiala and
Ludhiana districts have been chosen for this new initiative. The
spokesman said that community Policing was aimed at improving community-police
relationship and involving community in assisting police in discharge
of its duties. The primary purpose is to get feedback from the public
regarding crime situation at ground level.
The spokesman said that specially designated community police
officer have been deputed in these police stations after providing
them induction training at Headquarter.
Giving the details about the role to be performed that CPO, the
spokesman said that these officials would assist the public by providing
guidance to them in matters related to police and would also facilitate
in registering FIR, where ever required. They would also update
the public about progress in those cases.
The spokesman said that CPOs have been posted in Police Station
Division E- Kotwali in Amritsar, Police Station Division-6 in Model
Town, Jalandhar, Police Station Sarabha Nagar, Ludhiana, Police
Station Civil Lines Patiala and Police Station Kotwali Bathinda.
The spokesman said that Punjab Police was contemplating to expand
this scheme in all the districts keeping in view encouraging response
and support from the public received for the success of this scheme.
Rs.10 crore for State Hotel Management Institute of Bathinda-Gabria
CHANDIGARH, SEPTEMBER 22, 2009
A special project has been sanctioned for State Institute of Hotel
Management (IHM) Bathinda with the cost of Rs.10 crore by strenuous
efforts of the State Government.
The State Government has been sanctioned Rs.4.50 crore for the
construction of student's hostel building (Boys & Girls). Out
of it Rs.3 crore has been already released. Mr. Hira Singh Gabria,
Tourism and Cultural Affairs Minister, Punjab disclosing this here
today said that hostel building would be completed within 18 months.
He further informed that Rs.1516 lac had been sanctioned by Tourism
Department to provide tourism facilities for the above said institution
during the year 2007-08 under the central assistance scheme.
Giving more details about the State Hotel Management of Bathinda
(IHM), Mr. Gabria said that 240 students would be admitted in this
very institution for five different courses every year. IHM Bathinda
would provide degree level education, diploma level skill specialization
and certificate level craft courses with due affiliation from the
National Council for Hotel Management Catering and Nutrition, Ministry
of Tourism Government of India. IHM would charge Rs.50000 and Rs.20000
as fee from every degree and diploma level courses students respectively,
it was fixed by Council for Hotel Management, Catering and Nutrition.
A provision of reservation of 15 percent and 7 and half percent
ratio for those students, who belong to SC/ST, would be made and
they are entitled to reimburse the full fee from the Social Welfare
Department. The degree and diploma certificates would be issued
by National Council for Hotel Management, Catering and Nutrition
with the collaboration of Indira Gandhi National Open University,
whereas diploma certificates would be issued by National Council
for Hotel Management, Catering & Nutrition.
The efforts of the institution providing an advanced kind of training
would not only expand the parameter of the tourism activities, but
also help in filling up the state exchequer by earning more and
more money from the national and Inter-national tourists, added
the Minister.
PUNJAB ALL SET FOR PADDY PROCUREMENT-GREWAL
CHANDIGARH, SEPTEMBER 22
Punjab Government would procure 140 lac MT paddy for central pool
during current Khariff season against 132.17 lac Mt procured in
the last year.
For this purpose 7.50 lac gunny bales are being arranged. Disclosing
this here today, Mr. Dharamjit Singh Grewal, Director, Food &
Civil Supplies Punjab said that to avoid any inconvenience to the
farmers, adequate arrangements for paddy procurement had been completed.
He said that 7.50 gunny bales would be arranged by Punjab Government
and 80 thousand gunny bales would be arranged by Food Corporation
of India. He said that State Government had already been made the
payment to Director General Supplies and Disposal, Government of
India for Gunny bales. He said that 6 lac gunny bales had already
been arrived and remaining are expected to arrive shortly. He said
that all the procuring agencies had been directed to make all necessary
arrangements of linking the proposed purchase centres/mandis with
the storage points/milling centres in such a way so as to incur
bare minimum expenditure on transportation.
Mr. Grewal further said that the agencies had been also asked
to indicate at least one alternate storage point, where paddy could
be stored in case of any exigency. This should be preferably got
done by the agencies at the time of allotment of rice mills, he
added. He said that a temporary purchase centre would operate only
during the procurement period and no permanent staff of the procurement
agency be posted their round the year.
Mr. Grewal said that arrangements had been made in all mandis/permanent

TWO DAYS ORIENTATION WORKSHOP FOR MLAs INAUGURATED

A two days orientation workshop for MLAs was inaugurated by Mr.
Nirmal Singh Kahlon, Speaker Punjab Vidhan Sabha at Mahatma Gandhi
State Institute of Public Administration Punjab at Sector-26, Chandigarh.
Disclosing this here today a spokesman of Punjab Government said
that the main objective of the workshop was to acquaint the legislatures
with the Legislative Affairs and functioning of the Legislative
Assembly especially the first timers and others with less experience.
Eminent personalities including Deputy Speaker Lok Sabha Mr. Charanjit
Singh Atwal, former Cabinet Minister Mr. Balramji Das Tondon, former
Deputy Speaker Mr. Bir Davinder Singh, former Advocate General Gopal
Krishan Chatrath and former MLA Mr. Hardev Arshi addressed the MLAs
on different aspects of the Legislature functioning during the workshop.
Former Secretary General Lok Sabha Mr. G.C. Malhotra and Secretary
Rajya Sabha Mr. L.C.Joshi who had a vast experience in the field
of Parliamentary Affairs also interacted with the MLAs.
Meanwhile Director General Mahatma Gandhi State Institute of Public
Administration Mr. C.S. Srivastva welcome the MLAs and other dignitaries.
He said that this workshop would proved to be a mile stone in upgrading
their knowledge on legislative affairs besides grasp over the day-to-day
functioning of legislative Assembly.
DRIVE LAUNCHED TO ENSURE EFFECTIVE
IMPLEMENTATION OF NREGA-BRAHMPURA
Chandigath, September 21: A special campaign has been launched in
Punjab for ensuring effective implementation of the National Rural
Employment Guarantee Act (NREGA) and to make the implementing agencies
accountable in this regard. This was stated by the Rural Development
and Panchayats Minister Punjab S. Ranjit Singh Brahmpura, here today.
S. Brahmpura said 5.24 lakh job cards have already been issued to
the families in rural areas under NREGA in the state. The Central
government had made a provisional allotment of Rs 172 crore to Punjab
for the current financial year, of which the first instalment of
Rs 85.20 crore had been received so far. Sixty per cent of the amount
would be spent on the wages of the workers and the remaining 40
per cent on material, he said.
He accepted that a majority of the officials concerned and members
of PRIs, who were implementing NREGA at the village level, were
not fully aware of the scheme. They were being educated about the
scheme by organizing special camps, seminars and workshops including
films, powerpoint presentations etc. at District, Subdivision and
Block level so that they could effectively implement it to produce
the desired results, he said.
"The main purpose of the training was to share the best practices
in NREGA, identify issues and to devise strategies to improve its
proper implementation. In this regard, training and capacity building
was needed for all stakeholders, most importantly, for the rural
labourers, small/marginal farmers, women and other weaker sections
in order to prepare and equip them to derive full benefits of NREGA"
said S. Brahmpura.
The Rural Development Minister added that under the NREGA, the Panchayats
were required to prepare perspective plans that involve extensive
mapping of village resources and identifying their uses and improvement.
Every year, the Panchayats were supposed to make an annual plan
also to identify works that could be taken up for local resource
improvement, he said.
He added that this programme was primarily aimed at employment generation
and infrastructure development. NREGA has resulted in increased
wage employment, enhanced wage earnings, improved equity with significant
benefits flowing to SC/ST and women, he said.
PUNJAB DEMANDS MORE SOLAR WATER PUMPS FOR SMALL FARMERS
Chandigarh, September 21: Mr. Sukhbir Singh Badal, Deputy Chief
Minister Punjab today urged Mr. Farooq Abdullah, Union Minister
for New and Renewable Energy to enhance the central subsidy for
Solar Water Pumping Systems for irrigation and allied purposes from
Rs. 30/- per watt to Rs. 100/- per watt to make the system viable
for small and marginal farmers.
In a communiqué to Union Minister, the Deputy Chief Minister
pointed out that Punjab had been leading in the installation of
solar photovoltaic water pumping system in the country. He said
that with the support of Union government, Punjab had installed
maximum number of Solar Pump (1850) during the period 2001-04 as
Union Government had been providing subsidy ranging from Rs. 1.80
lac to Rs. 2.43 lac for 2 HP solar pumps for irrigation purposes.
He said that since Union Government has now reduced this subsidy
to only Rs. 50,000/-, installing solar water pumps have become unviable
for small farmers not only in Punjab but in the entire country.
Mr. Badal pointed out that on one hand subsidy has been reduced
and capped at Rs. 50,000/- on other hand their had been substantial
rise in the total cost of these systems due to world-wide shortage
and enhancement in cost of solar cells. He informed that the cost
of solar water pumping system with 1900 watt solar array was now
around Rs. 4 lac as against Rs. 2.75 lac earlier. It is because
of this economic mismatch, no solar water pumping system has been
installed in Punjab during last four years or so, he added.
Requesting to enhance Central subsidy from Rs. 30 per watt to Rs.
100 per watt at par with other SPV Systems, Mr. Badal requested
that enhanced subsidy component system be declared in the new solar
power policy under solar mission to be announced by the Union Government
on November 14, this year.
Emphasizing the need for enhanced subsidy on solar pump Mr. Badal
brought to the notice of Minister that farmers of Punjab due to
deficient rains this year had spent over Rs. 385 crores on diesel,
to ensure that standing paddy crop does not wither away due to lack
of irrigation. He said that to fulfill its commitment to feed the
people of India, Punjab government had already supplied power free
of cost to all farmers of the state, that was costing the state
over Rs. 3000 crore per year. Mr. Badal said that increased number
of solar pumping sets besides preserving environment would also
reduce load on the overstretched electricity grids.
Mr. Badal also requested that Union Ministry should also contemplate
raising subsidy for solar power system for group housing societies
consuming power up to 25 MW.
Punjab to seek deferment of the recent hike in
Power tariff by the PSERC.
Chandigarh September 20 – The Punjab government today decided
to seek deferment of the recent hike announced by the Punjab State
Electricity Regulatory Commission.
However, in view of the order on revision of rates issued by the
regulator as per law, the power bills will be issued as per the
new tariff. The state government will approach the Regulator to
allow it to subsidize the enhanced portion of the new bills.
These decisions follow a meeting of the SAD-BJP Co-ordination Committee
chaired by Chief Minister Mr. Parkash Singh Badal.
Giving details of the meeting, Chief Minister's Media Advisor Mr.
Harcharan Bains said that the state government has meanwhile set
up a two-member committee comprising the Deputy Chief Minister Mr.
Sukhbir Singh Badal and Minister for Local Bodies, Mr. Manoranjan
Kalia to go into the entire gamut of resource mobilization and fiscal
discipline in the state. The Committee would submit its report within
one month.
Those present at the meeting included senior BJP leader Mr. Balbir
Punj, veteran BJP stalwart Mr. Balramji Dass Tandon, the BJP Punjab
Unit President Mr. Rajinder Bhandari and Local Bodies Minister Mr.
Manoranjan Kalia.
The SAD was represented at the meeting, apart from the C.M., by
the party president and Deputy Chief Minister Mr. Sukhbir Singh
Badal, Secretary General Mr. Sukhdev Singh Dhindsa, Senior Vice
president and Rural Development and Panchayat Minister Mr. Ranjit
Singh Brahampura, SAD General Secretary Mr. Balwinder Singh Bhunder,
and Senior Akali leader Mr. Tota Singh.
FLIGHTS FROM THREE NEW AIRPORTS TO MAKE PUNJAB MOST AIR CONNECTED
STATE
Chandigarh, September 20
Punjab is all set to emerge as the most air connected state of
the country with the commencement of international flights from
Mohali Airport and domestic flights from Sahnewal airport from December
this year.
Expressing satisfaction over signing of JV (Joint Venture) for
Mohali airport, Mr. Sukbir Singh Badal Deputy Chief Minister Punjab
said this milestone signals the entry of Punjab into a higher orbit
of international air connectivity and making Punjab one of the finest
and most easily accessible tourist as well as business destinations
in South Asia. He said that starting of international flights from
Mohali would have economic multiplier effect on whole north India
besides propelling the state into the zone of high intensity international
trade and commerce. He said that it could be achieved just because
of constant perusal of this prestigious project at every level and
cooperation extended by Haryana, Chandigarh and Defence establishments
besides support by Civil Aviation Ministry and PMO.
Describing airport connectivity as engine of growth, Mr. Badal
said that starting of international flights from Mohali besides
helping the Punjabi Diaspora would also give an impetus to international
trade. He said that the economic prosperity and development of any
place depended on “ports and airports.” Since Punjab
is a land locked state with no access to sea, it desperately needed
to open up its skies for increased air connectivity since that was
the only way for it to have access to global economies, Mr. Badal
added.
Congratulating the people of Ludhiana and its adjoining region
on getting the gift of Sahnewal airport approved for domestic flights
, Mr. Badal said that after getting permission for its up gradation
as domestic airport, night landing facilities have been installed
on this airstrip. The airstrip has also been upgraded and necessary
infrastructure has been created. He informed that domestic flight
from Sahnewal airport would start operating from December this year,
fulfilling the much needed requirement of industry in Ludhiana.
Providing much needed relief to Malwa region and also to tap increasing
traffic to Bathinda after the starting of work on HPCL-Mittal Petro
Chemical hub and refinery, Mr. Badal informed that defence authorities
have also approved operation of domestic flights from Bhisiana.
He said that work on upgradation of tarmac, taxiway and civil lounge
building has already begun and domestic flights from this airport
would start from June 2010.
It may be added that a major milestone in the aviation history
of Northern India was achieved by Punjab on Thursday for prestigious
International Airport at Mohali with signing of a Joint Venture
Agreement for the formation of JV Company for undertaking the project
amongst the Airports Authority of India (AAI) Government of India,
Government of Punjab through Greater Mohali Area Development Authority
(GMADA) and Government of Haryana through Haryana Urban Development
Authority (HUDA) at Ministry of Civil Aviation Headquarters, New
Delhi.
It may be recalled that this prestigious project to be developed
over an area of over 300 acres of land at village Jheourheri in
SAS Nagar Mohali is culmination of unstinted efforts of the strenuous
efforts of Punjab Chief Minister Mr. Parkash Singh Badal and Deputy
Chief Minister Mr. Sukhbir Singh Badal. A Memorandum of Understanding
was signed amongst the above mentioned three parties on January
4, 2009 for the development of International Airport, Mohali with
51% of equity share of Government of India and 24.5% each of Punjab
and Haryana governments.
PUNJAB CM FELICITATES PEOPLE ON ID-UL-FITR

Punjab Chief Minister Mr. Parkash Singh Badal today conveyed his
heartiest greetings and best wishes to all the Punjabis especially
the Muslim brethren on the joyous occasion of Id-ul-Fitr.
In a message, the Chief Minister said that Id-ul-Fitr marks the
end of the period of fasting during the holy month of Ramzan –
a month during which the revelation of Quran was completed. The
festival symbolizes amity, brotherhood and compassion and the spirit
of sharing. May this festive and auspicious occasion serve to reaffirm
our commitment to spread the message of peace, mutual tolerance
and harmony in the society, said Mr.Badal.
“Let the festival of Id-ul-Fitr rekindle the spirit of unity
and brotherhood and promote peace and prosperity”, said the
Chief Minister. He appealed the people to celebrate the festival
collectively by rising above petty considerations of caste, colour,
