Mr. Sukhbir Singh Badal, Deputy Chief Minister has ordered restructuring
of Water Supply and Sanitation Department to ensure equitable
distribution of work load in its different wings
.
According to an official spokesman Mr. Badal felt that certain
wings of the department were over loaded with work where as other
had little work to do. More over there was overlapping in discharge
of duties by various wings of water supply department. Following
the restructuring the department has ordered posting and transfers
of Superintendent Engineers and Executive Engineers of Water Supply
and Sanitation Department.
Mr. R.K.Vij, Superintendent Engineer Sangrur has been transferred
and posted as Superintendent Engineer (Monitoring) H.Q. Patiala.
Mr. Rajinder Singh has been posted as Executive Engineer Division-2
Bathinda where as Mr. Jagdev Singh Chahal would be Executive Engineer
DPMC Mukatsar. Mr. Parampal Singh, has been posted as Executive
Engineer Water Supply Monitoring and Surveillance, Mohali where
as Rajinder Kumar Jhalli has been posted as Executive Engineer
Division -2 Ropar. Mr. Avtar Singh Kalsi would be Executive Engineer
DPMC Mansa where as Mr. R.L. Handa has been posted as Executive
Engineer Hoshiarpur. Mr. Kulwant Singh Saini has been posted as
Executive Engineer Shaheed Bhagat Singh Nagar, where as Mr. V.K.
Mehta would be Executive Engineer in Malerkotla. Mr. Gurpreet
Singh has been posted as Executive Engineer Fatehgarh Sahib where
as Mr. Jasbir Singh has been posted as Executive Engineer Rajpura.
Mr. N.S. Pandori has been posted as Executive Engineer H.Q. where
as Mr. Rajnish Kumar Garg has been posted as Executive Engineer

GOVERNOR’S CORE ADVISORY AND MONITORING COMMITTEE MEETING
GENERAL RODRIGUES CALLS UPON ITS MEMBERS TO CONTRIBUTE TO THE
EVOLUTION OF NEW RESURGENT INDIA

While presiding over the first meeting of the Governor’s
Core Advisory and Monitoring Committee (GCAMC) at Punjab Raj Bhavan,
here today, the Punjab Governor and Administrator, Union Territory,
Chandigarh, General (Retd.) Dr. S.F. Rodrigues, PVSM VSM, called
upon its members to work together to contribute for the good of
society and the evolution of new Resurgent India through their
competence and expertise. He suggested the need to create a workable
and effective model for empowering the community as a whole, to
be replicated by the rest of the Country.
Emphasizing that our ex-servicemen constitute a useful and experienced
task force with great potential and experience achieved during
their active career in Defence Forces, General Rodrigues said
that they can become a catalyst of change for the transformation
of society. It is, therefore, imperative that a suitable common
platform is created for them to share their knowledge and perceptions
for benefitting the people and for putting Punjab on the fast
track. He stressed that serving and retired members of armed forces
must expand their role and actively participate in the process
of social change and national development through partnerships.
This forum, he made it clear has been conceptualized to work as
a nodal agency and that the Chief Minister and the State machinery
are totally responsive and supportive to strategies which aim
to improve the lot of the common people. Every ex-serviceman has
the traditional aptitude of selfless service to the Nation and
their progressive ideas and active involvement in every field
of activity can prove a boon for the Society. “ India needs
all of you, please help”, he added.
General Rodrigues said that this Umbrella Organisation must
have sub-groups of experts in different fields of service, like
Education, Employment, Medical and the different chapters must
be assigned specific responsibilities. These sub-groups must institutionalize
an inter-active process with the concerned Government Departments
to resolve people’s problems through monitoring at appropriate
levels. He said that various organizations, like PHD Chamber of
Commerce and Industry and Confederation of Indian Industry have
a vast reservoir of employment opportunities for the skilled and
unskilled people and the need is to systematically coordinate
the endeavour. The sub-group of the ex-servicemen dealing with
employment can be helpful in supporting target groups and guiding
them to avail of the employment opportunities.
The Governor asked the Directorate of Sainik Welfare Department
to institute a system for identifying the potential among the
ex-servicemen and take forward the process for institutionalizing
this programme. The leading ex-servicemen of different ranks presented
their views in the meeting and appreciated the initiative of the
Governor for this noble cause.
The Punjab Chief Secretary, Mr. S.C. Agrawal, Secretary to Governor,
Mr. M.P. Singh and senior officers of the Defence Service Welfare
Department attended the meeting.
GOVERNMENT HOSPITALS TO REMAIN FUNCTIONAL TILL LATE EVENING ------SUD

With a view to ensuring uninterrupted better health care facilities
to the people of the state in general and the patients in particular
and to check the doctors from indulging in private practices in
spite of claiming Non Practicing Allowance (NPA), the Punjab government
may direct the government hospitals to continue the clinics from
9 am to 4 pm and again in the evening from 5 pm to 7 pm daily.
The government has already sought the opinion of the doctors in
this matter.
This was stated here today by Mr. Tikshan Sud, Medical Education
and Research Minister Punjab while addressing a meeting of the
senior officers of the department to bring administrative reforms
in the department. To bring transparency in the procedures of
medico-legal and post mortem cases, the Minister directed the
medical superintendents and the principals of the government medical
colleges to immediately respond to the grievances of the either
of the two parties who were not satisfied with the medico-legal
or the post mortem reports and redress their issues instantaneously.
He has also issued strict instructions to get all the clinical
tests done only in the government hospital only those tests should
be referred to clinical laboratories outside which were not available
in the hospitals said Mr.Sud the Minister has also asked the Principals
and Superintendents to randomly check the compliance of the latest
directives of the Punjab Government. He further said that to monitor
the working of the medical officers a quarterly review meeting
would be held and strict action would the erring officers. Mr.
Sud has also directed the head of the Medical Education and Research
department Punjab to allocate the work to the Principals and Medical
Superintendents and ensure the smooth and transparent functioning
of the Medical institutions.
The Principals of Government Medical colleges, Medical Superintendents,
Deputy Medical Superintendents, Principals of Dental Colleges
of Amritsar and Patiala and Director-Principal of the Government
Ayurvedic College Patiala along with the senior officers of the
department were present in the meeting.
CENTRE GOVERNMENT TO PREPARE BLUE PRINT AS PER NATURAL POTENTIAL
OF STATES – KALIA CHANDIGARH, SEPTEMBER 10
Mr. Manoranjan Kalia, Industry and Commerce Minister Punjab
impressed upon Central Government to prepare a blue print as per
the natural potential of the states. He said Punjab has no objection
if Centre gives Hydel Power Projects to Himachal Pradesh rather
Punjab would also get benefit if Himachal generates surplus power.
Mr. Kalia said that Punjab Chief Minister S. Parkash Singh Badal
was putting pressure on the central government for announcing
an industrial package for the state on the lines of concessions
granted to its neighboring states. If Punjab State gets concession
at par with neighbouring states, than the investment would increase
many fold in the state, observed Mr. Kalia.
Mr. Kalia further said that Punjab government was committed
to sort out all the genuine problems of Industry to create congenial
environment for the growth of Industry in the State increasing
and promoting investments thereby. He said Punjab Government had
taken effective steps to improve governess and to encourage the
industrial growth in the state, which would help in generating
favorable investment environment in the state. Punjab has possibly
gotthe best infrastructure in terms of rail and road transport
network in the country, well connected airports, inland container
depots and container freight stations, which create a complete
infrastructure network.
Mr. Kalia further said that the Punjab Government has also relaxed
rules and regulations and provision for legal, institution and
financial dispensation for mega projects along with various economic
reforms. The initiative taken by SAD BJP Government of Punjab
under the dynamic leadership of S. Parkash Singh Badal has laid
focused attention on catalyzing the development of airports, highways
and power generation projects. The state government has placed
power and infrastructure development on the top of the agenda,
he added.
Rs.114.74 Crore for various projects

The Strenuous efforts of Punjab Government has resulted in securing
Rs.114.74 crore for the year 2009-10 from centre for the overall
development of various projects namely Punjab Luxury Train, Fort
Gobindgarh and Heritage village Amritsar. A spokesman of the Tourism
and Cultural Affairs, Museum and Archeology Department Punjab
said that department was engaged in the promotion of art and cultural
heritage in the state.
The Punjab Luxury Train Project was being implemented by the Punjab
Infrastructure Board under public private partnership (PPP) scheme.
The total cost of the project was 3500 lac. The state Government
had released Rs. 1300 lac as its share. The global expression
of interest had been called for and seven applications had been
received so far, which were being scrutinized by the infrastructure
lazing and finance services (IL&FS). The selected firm would
produce request for proposal document later on.
He further added that a provision of total expenditure Rs.22
crore had been made for the development and construction of heritage
village at Guru Nanak Dev University, Amritsar. Out of which Rs.10
crore has been sanctioned. Rs.5-5 crore would be given each by
Centre and Punjab Government. A detailed drawing plan was being
made with the assistance of University Team. Home Ministry of
Government of India had given the charge of Fort Gobindgarh in
October, 2008 to the Tourism Department of Punjab. A proposal
of Rs.57.74 crore had been made by the department for the revitalization
and reutilization. Out of which Rs.1.50 lac has been sanctioned
for this purpose. Punjab heritage and Tourism Promotion Board
has called the tender for the conservation management plan of
the fort. With the completion of these projects tourism in the
state would be flourished with more furnishly.
