Thousands of mourners from different spheres of life today bid a
farewell to former Punjab Chief Minister S. Harcharan Singh Brar
with full state honours at his native village Sarai Naga today evening.
Mr.Brar’s mortal remains were consigned to the flames at Sarai
Naga cremation ground specially constructed in his own farm land.
His son Mr. Kanwaljit Singh(Sunny) Brar a sitting congress MLA,

Punjab Chief Minister Mr. Parkash Singh Badal today expressed
profound grief and sorrow over the sad demise of Mr. Surjit Singh
the father of the editor Parvasi Mr. Jasbir Singh Shameel, who died
here at village Thauna in District Ropar after a brief illness.
He was 65 and is survived by a son Mr. Shameel and a daughter sub-editor
Punjabi Tribune Ms. Balwinder Kaur.
The Deputy Chief Minister Mr. Sukhbir Singh Badal also mourns
the death of the father of Mr. Shameel. Both the chief Minster and
Deputy Chief Minister prayed to the Almighty to give strength and
courage to the members of the bereaved family to bear this irreparable
loss and grant peace to the departed soul.

to sign a MOU to keep Punjab green on September 8 at 6 - Kalghidhar
Niwas Sector 27 Chandigath, has been cancelled due to the state
mourning announced with the passing away of Mr. Harcharan Singh
Brar Former Chief Minister Punjab.
Stating this here today , Principal Dr. Mrs. Madanjeet Kaur Sahota,
Director Nanhi Chann said that the same function would now be held
on September 14 i.e. Monday at 4 pm at 6-Kalghidhar Niwas Sector
27 Chandigarh.
NO DISCRETIONARY QUOTA FOR TUBE-WELL CONNECTIONS
Chandigarh September 7
The Chairman, Punjab State Electricity Board (PSEB) today directed
that no tube-well connections be issued under “the Chairman’s
discretionary quota” of ‘till further orders.’
Giving this information, a spokesman of the PSEB said that farmers
who had already submitted their applications would be given connections
in order of seniority. The decision is aimed at facilitating and
expediting connections to those who had fulfilled the necessary
formalities, including submission of test reports.
Gram Panchayats and religious institutions have however been exempted
from the new orders

The Punjab Chief Minister Mr. Parkash Singh Badal today expressed
profound grief and sorrow over the sad demise of former Chief Minister
of Punjab Mr. Harcharan Singh Brar, who died here today at PGI after
a prolonged illness. He was 86 and is survived by his wife Smt.
Gurbrinder Kaur Brar, son MLA Muktsar Mr. Kanwarjit Singh Brar (Sunny
Brar) and a daughter Ms. Kanwaljit Kaur (Bubli Brar).
In a condolence message, the Chief Minister described Mr. Harcharan
Singh Brar as a true statesman and a matured politician. Mr. Badal
said, “In the death of Mr. Brar the state has lost a balanced
and experienced leader, who stood for politics of consensus and
held the Opposition in high esteem, always opting for the path of
conciliation rather than confrontation.”
Sharing his heartfelt sympathies with the members of the bereaved
family, the Chief Minister prayed to the Almighty to give strength
and courage to them to bear this irreparable loss and grant peace
to the departed soul.
Meanwhile, the Punjab Government has declared 3 day mourning from
today onwards till 8th September and a state funeral to be held
tomorrow at 3 PM in his native village Sarai Naga in district Muktsar
as a mark of respect to the departed leader. National tricolors
would fly half-mast on all the government buildings. All the government
offices, boards, corporations and education institutions would remain
closed tomorrow in the memory of the former Chief Minister.

Brief Biodata of Mr. Harcharan Singh Brar: Born on January 21,
1922 in village Sarai Naga to Sardar Balwant Singh, Graduated from
Govt College Lahore, Elected MLA from Muktsar in 1960, again from
Muktsar in 1962, Gidderbaha in 1967, Kotkapura in 1969 and from
Muktsar in 1992. An agriculturist by profession, he remained Governor
of Orissa and Haryana, Chief Minister Punjab, Minister of Irrigation
& Power, Minister of Health & Family Welfare; Deputy Minister
from 1961 to 62 in the cabinet of Late Chief Minister Mr. Partap
Singh Kairon, Member of Punjab Legislative assembly form 1971-72.
He widely traveled to Australia, Singapore, Europe, England, Egypt,
and few Middle East countries. He was a keen sportsmen and evinced
interest in Cricket, Hockey, Tennis, Riding and Golf.
SUKHBIR CONDOLES THE DEATH OF HARCHARAN SINGH BRAR

Mr. Sukhbir Singh Badal, Deputy Chief Minister, Punjab, today expressed
profound grief at the demise of M. Harcharan Singh Brar, former
Chief Minister of Punjab and Governor of Haryana who expired in
PGI here today.
In the condolence message, Mr. Badal said that Mr. Brar was a statesman
politician, who led the party from front, at the time of crises
after the assassination of Mr. Beant Singh.
Describing Mr. Brar a grass root party leader, Deputy Chief Minister
said that Mr. Brar was a leader with a balanced view who respected
democratic norms. He said that Mr. Brar was endeared by the people
of his area due to personal attention given by him for the development
of the area.
Meanwhile Mrs. Harsimrat Kaur Badal, Member Parliament from Bathinda
Parliamentary Constituency, also condoled the death of former Chief
Minister Mr. Harcharan Singh Brar. She described Mr. Brar as man

Upinderjit Kaur reaffirms to maintain transparency and merit in
recruitments
Department to proceed against tainted teachers & selection committee
officers
Chandigarh September 6
Aiming at to uphold merit and maintain transparency in the recruitment
process of teaching faculty, the Punjab Government has decided in
principal not to take tainted teachers into the govt. service who
have fraudulently managed to get themselves into selection list
or joined the service in education department.
Disclosing this here on Sunday Dr. Upinderjit Kaur Education Minister
Punjab said that department officers had been strictly asked to
complete the entire selection process in transparent and fair manner
and all selections were being made purely on merit basis. It was
the firm commitment of the Chief Minister Punjab S. Parkash Singh
Badal to fill up the vacancies in priority sectors and provide jobs
to the unemployed youth of the state in crystal clear laid down
methods, she said.
The minister further added that the education department had got
verified the degrees of all teachers upon complaints who have been
recruited recently. Following verification, the degrees of about
560 Teaching Fellows were found to be bogus one, she said.
She said that the department has clearly asked these Teaching
Fellows, recruited this year on a three-and-a-half year contract,
to explain in person why they should not be dismissed for submitting
fake experience certificates. They had been called to defend themselves
as an opportunity with valid documents, she said.
The Minister added that the education department during the past
six months recruited as many as 7,400 Teaching Fellows. The recruitment
was done at the district level by selection committees on the basis
of minimum prescribed qualification, marks obtained, teaching experience
etc. The merit list was prepared after crediting eight per cent
marks for experience and five per cent for candidates from rural
areas, she added.
“Majority of the 560 teachers have been found to have given
false experience certificates. In some cases the schools, where
they claimed to have taught, were found to be non-existent. Some
schools issued experience certificates to over a hundred candidates
each though they did not have even 100 students. In some cases candidates
were shown to have taught classes which the schools simply did not
have. Few of them also submitted fake degrees from black-listed
universities and claimed to have teaching experience in them,”
said Dr Upinderjit Kaur.
She further said that in district Gurdaspur alone, 309 out of
the 473 Teaching Fellows recruited, have been found to have submitted
fake documents. The scandal came to light when the department undertook
a verification of the certificates following complaints, she clarified.
The Education Minister expressed that the role of screening committees,
which short-listed the candidates, counter signing officers and
selection committees in districts have come under a cloud. Nobody
would be spared whosoever may be and strict action would also be
initiated against members of these committees also. The department
has also decided to proceed against those schools, which issued
fake experience certificates to the candidates and the DEOs has
been asked to register police cases against these schools, she said.
In order to maintain merit and transparency during the recruitment
and promotion process, Dr. Upinderjit Kaur warned that unfair means
or corruption practices would not be tolerated at any cost. The
Punjab Government was fully committed to make revolutionary changes
in imparting quality education, state-of-the-art teaching methods
and facilities to the teaching faculty so that students could complete
at national as well as international level, she said.

Kaur today expressed sorrow and grief at the death of former Punjab
Chief Minister Mr. Harcharn Singh Brar.
In a condolence message the Education Minister said that Mr. Brar
was a great statesman, seasoned politician, an able administrator
and a great human being. She described him as leader of masses who
tirelessly worked hard for the upliftment of unprivileged sections
of society. With his death, the state has been devoid of the services
of dedicated leader whose contribution in the field of education
would be remembered, she said.
The Minister also expressed her heart felt sympathies with the
members of the bereaved families and prayed to the Almighty to give
strength to bear this irreparable loss and grant peace to the departed
souls.
