ANNUAL STATE LEVEL MEETING OF RAJYA SAINIK BOARD, PUNJAB
GENERAL RODRIGUES CALLS FOR MORE SKILL DEVELOPMENT AND VOCATIONAL TRAINING PROGRAMMES FOR EX-SERVICEMEN: BENEFITS OF OVER RS.17 CRORES EXTENDED TO THE NEEDY EX-SERVICEMEN UNDER VARIOUS SCHEMES

CHANDIGARH, OCTOBER 26

The Punjab Governor and Administrator, Union Territory, Chandigarh, General (Retd.) Dr. S.F. Rodrigues, PVSM VSM while presiding over the Annual State Level Meeting of Rajya Sainik Board, Punjab, said that the Government machinery is fully responsive to the welfare of serving soldiers and Ex-servicemen and an effective redressal mechanism is at work for mitigating their grievances. He emphasized that the Rajya Sainik Board members must play a proactive role in helping the Directorate of Defence Welfare in creating a data bank with details of job opportunities available in the public and private sector district-wise, along with the information about Ex-servicemen regarding their specialized trades, place of choice of employment and aptitude for jobs, for harmonizing the endeavour.

General Rodrigues said that a fair deal has been given to the Defence Welfare organization in the State with benefits of over Rs. 17 crores to the needy Ex-servicemen under various schemes during current year besides extending assistance in shape of scholarships and other measures to the wards of Ex-soldiers through amalgamated fund. He said that there is a need of further actively pursuing skill development and vocational training programmes for the Ex-servicemen to improve their professional competence and chances of gainful employability after retirement. He asked the members of the Rajya Sainik Board to coordinate the endeavour to give necessary guidance to the retired Sainiks by strengthening their operational network at the grass root level.

General Rodrigues further said that with a view to bring all the ex-servicemen in a common platform and resolve their problems through an institutional mechanism, a State level Core Advisory and Monitoring Committee has been set up with committed Ex-servicemen of different ranks. The meetings of this committee have already been held and most of the issues have been discussed in detail to finalize the strategies. He noted that the Ex-servicemen have great potential and experience achieved during their active military career and they can prove an effective instrument of change for the transformation of society. He stressed that serving and retired members of armed forces must expand their role and actively participate in the process of national development through partnerships. It is also our collective responsibility to ensure them a life of pride, dignity and self-respect as a gratitude to their great service to the nation.

Sardar Manpreet Singh Badal, Finance Minister, Punjab, while taking part in the discussion said that the welfare of Ex-servicemen is a priority area of the Government and full support will be given by the Government in rehabilitation and settlement of the retired soldiers and their families. He assured for strengthening infrastructure network in Jalandhar and other districts for training programme for the Ex-servicemen in different vocations and also for guidance and coaching to the Punjabi Youth for various competitions in armed forces.

Brig (Retd.) I.S. Gakhal, Director Sainik Welfare gave an account of the various schemes available for the welfare of serving and retired defence personnel. The meeting discussed various points concerning welfare of Ex-servicemen and their wards. The leading ex-servicemen of different ranks presented their views in the meeting and assured full support in implementation of programmes by the State Defence Welfare Organization.

Senior officers of the State Government who attended the meeting included Mr. K.B.S. Sidhu, Principal Secretary Defence Welfare and Mr. M.P. Singh, Secretary to Governor, Punjab.



THANDAL SWORN IN AS CHIEF PARLIAMENT SECRETARY

CHANDIGARH OCTOBER 26

Punjab Chief Minister Mr.Parkash Singh Badal today administered the oath of office and secrecy to MLA Mahilpur Mr.Sohan Singh Thandal as Chief Parliamentary Secretary at a simple but an impressive ceremony here at Chief Minister’s office this morning.

Disclosing this here today a spokesman of the Chief Minister’s office said that Mr. Thandal was Minister of State for Food & Supplies in the SAD-BJP Government in 1997. He was elected MLA from Mahilpur consecutively thrice in 1997, 2002 and 2007.

Chief Secretary Mr.SC Agrawal conducted the proceedings of the swearing-in-ceremony of newly appointed chief parliamentary secretary.

Prominent amongst others who were present on the occasion included Speaker Nirmaljit Singh Kahlon, Deputy Chief Minister Mr. Sukhbir Singh Badal, Mr. Ajit Singh Kohar, Mr.Tikshan Sud, Ch.Swarna Ram, (all ministers) President Punjab unit of BJP Prof.Rajinder Bhandari, former Minister Mr. Bikramjit Singh Majithia, Prof.Prem Singh Chandumajra & Jathedar Tota Singh (both Senior Akali Leader) Chairman Backward Classes Commission Prof.Kirpal Singh Badungar, Mrs. Mohinder Kaur Josh, Mr. Sital Singh, Mr. Jagdeep Singh Nakai and Mr. Arunesh Shaker (all Chief Parliamentary Secretaries) Mr. Ujjagar Singh Badali, Mr. Charanjit Singh Channi and Ch.Mohan Lal (all MLAs), besides the senior party leaders, officers of civil and police administration and party workers.



PUNJAB KHADI BOARD’S CHAIRMAN TERM EXTENDED

CHANDIGARH OCTOBER 26:

The Punjab Chief Minister Mr. Parkash Singh Badal today gave approval to extend the term of Chairman Punjab Khadi & Village Industries Board Mr. Vijay Sampla for another one year.

Disclosing this here today a spokesman of the Chief Minister’s Office said that Mr. Badal cleared the file for giving extension to Mr. Sampla w.e.f. October 21, 2009 for a year.




E-FILING OF VAT RETURNS A HIT IN PUNJAB AS 20000 RETURNS FILED ELECTRONICALLY

Chandigarh, October 26: E-filing of VAT returns made mandatory for certain categories of tax payers by department of Excise and Taxation Punjab has received overwhelming response with over 20,000 tax payers filing returns electronically.
According to Mr. A Venu Prasad, Excise and Taxation Commissioner Filing of VAT Returns electronically had become mandatory for persons making inter state sales and purchases, persons making export out of the territory of India , persons claiming refund under the act and persons whose turnover during any of the previous years was Rs. five crores or more. He said that these categories of tax payers have to file VAT Returns electronically by October 30, 2009, if payments are to be made in cash.
The Commissioner said that to facilitate first timers to file returns electronically the department has approved Dibon Software Solutions Pvt. Ltd., Chandigarh, Sify Technologies Ltd., Chandigarh, Aggarsain Software Technologies Pvt. Ltd. Chandigarh as service providers for providing assistance to them in E-filing. He said that these service providers would assist the taxpayer with data entry of the returns and assist him accessing online services of the department.
Mr. A. Venu Prasad said that staff of certain Cyber cafés and computer centres has also been trained to provide these services and list and district wise location of cyber cafes could be seen at the Website www.pextax.com.
The Commissioner cautioned all taxpayers to use their passwords most judiciously if return file through 3rd party. Every VAT Tax payers has been advised to file return before October 30, 2009 to avoid last date rush.


79.73 LAKH TONNES PADDY PROCURED IN PUNJAB

Chandigarh, October 26: Government agencies and private millers procured more than 79.73 lakh tonnes of Paddy till last evening
Out of total procurement of 7937399 tonnes of paddy in all the procurement centers of Punjab, Government agencies procured 7760202 tonnes of paddy (97.8%) till date whereas private traders procured 177197 tonnes (2.2%) of paddy. Till October 25, PUNGRAIN had procured 2192015 tonnes (28.2%) whereas MARKFED procured 1598338 tonnes (20.6%). PUNSUP procured 1838266 tonnes (23.7%), PSWC procured 989538 tonnes (12.8%) whereas PAIC was able to procure 754718 tonnes (9.7 %) of paddy.

The Central Government agency FCI had been able to procure 387327 tonnes (5.0%).
The spokesman added that District Patiala with 867215 tonnes of procurement was leading in procurement operations whereas district Ferozepur 840540 tonnes of procurement was at second slot and District Ludhiana with 669677 tonnes of procurement ranked at third position.

The State Government has set up 1600 procurement centres and activated its total machinery to ensure smooth procurement of paddy, the spokesman added.


PUNJAB GOVERNOR ADMINISTERS OATH OF OFFICE AND SECRECY TO SHRI SEWA SINGH SEKHWAN AS CABINET MINISTER, PUNJAB

CHANDIGARH, OCTOBER 26: The Punjab Governor, General (Retd.) Dr. S.F. Rodrigues, PVSM VSM, administered the oath of office and secrecy to Shri Sewa Singh Sekhwan as Cabinet Minister, Punjab at a brief but impressive ceremony held at Punjab Raj Bhavan, here today.

Earlier, the Chief Secretary Mr. S.C. Agrawal sought the permission of the Governor to start the swearing in ceremony. Soon after being sworn in Shri Sewa Singh Sekhwan signed the oath, counter signed by the Governor.
Mrs Jean Rodrigues, Punjab Chief Minister, Shri Parkash Singh Badal, Speaker Punjab Vidhan Sabha, Shri Nirmal Singh Kahlon, members of Punjab Council of Ministers, senior leaders of different political parties, Financial Commissioners and Principal Secretaries, SGPC Members, senior civil and police officers, members of the journalists fraternity and the invitees from all over the State attended the ceremony. The family members, friends and well wishers of Shri Sewa Singh Sekhwan also participated the ceremony.

Earlier, Mr. D.S. Guru, Principal Secretary to Chief Minister, Mr. M.P. Singh, Secretary to Governor and Additional Principal Secretary, Mr. Gagandeep Singh Brar personally supervised all the arrangements for the function.
The Swearing-in-Ceremony ended with the National Anthem played by the Police Band. High-Tea was also served to the guests at the Punjab Raj Bhavan after the ceremony.

BADUNGAR ASSUMES CHARGE AS CHAIRMAN OF BACKWARD CLASSES COMMISSION

CHANDIGARH OCTOBER 26:
Former President of the Shiromani Gurudwara Prabandhak Committee Prof. Kirpal Singh Badungar today assumed the charge of the office of Chairman Punjab State Backward Classes Commission.

Disclosing this here today a spokesman of the Punjab Government said that Prof. Badungar was accompanied by Advisor to Chief Minister Dr.Daljit Singh Cheema besides his supporters and well wishers at the time of assuming charge.
