Punjab on the peaceful and smooth conclusion of the first phase
of polling
Chandigarh May 7 – The Punjab Chief Minister Mr. Parkash Singh
Badal today complimented the people of Punjab on the peaceful and
smooth conclusion of the first phase of polling in the on-going
Lok Sabha elections in the state. “As Chief Minister, I am
happy that people of the state have given a strong rebuff to forces
that were out to defame the peaceful, democratic traditions of Punjab
by raising a false hue and cry against the government’s determination
to ensure smooth poll. Elections in Punjab have been completely
peaceful, impartial, fully free and fair,” said the Chief
Minister.
In a statement here, Mr. Badal thanked the voters in general and
the SAD-BJP workers and leaders in particular for ensuring incident
free polling. He also had a word high praise for the state government
officials and the election for successfully warding off attempts
by some elements to throw a spanner in the electoral wheel in Punjab.
Mr. Badal also had a word of praise for the Election Commission
of India for ensuring a free and fair poll in Punjab.
Mr. Badal said that the peaceful conclusion of the first phase of
the poll process in the state had effectively exposed and falsified
the misleading and vicious propaganda of the detractors of the government
that the election process in the state would not be smooth. The
people of the state have responded most emphatically to allegations
of foul-play leveled by our political opponents.
The Chief Minister said that the trends in the first phase of polling
clearly showed that the SAD-BJP alliance was heading towards a massive
mandate in their favour. “The people of the state appeared
to have given a thumbs-up to our approach and have rejected the
performances of the Congress led UPA government at the centre. He
said that the heavy turn out was an expression of public anger against
the centre government’s failure to tackle the price rise,
recession, unemployment and poverty.
The Chief Minister had a word of praise for the administration which
kept a strong vigil to ensure peaceful, free and fair election in
the first phase.
PUNJAB POLICE PEACEFULL POLLING IN PUNJAB -Attri
Chandigarh, May 7:
First phase of polling in four parliamentary constituencies spread
across nine revenue districts of Punjab passed off peacefully without
any major incident being reported in Punjab.
According to Mr. K.K. Attri, DGP, Punjab a total number of five
cases were registered in state that included one in each at districts
Bathinda, Sangrur, Barnala, Mukatsar and Mansa leading to arrest
of eleven persons. Another incident involving alleged firing on
a supporter of Akali Dal from Patiala was being verified.
Mr. Attri said that peaceful polling was possible because of elaborate
arrangements made by Punjab Police. He said that as many as about
27000 personnel were deployed to cover the 3370 polling stations
(5684 polling booths), that included 71 polling stations identified
as Critical, 507 as Hyper Sensitive and 1389 as Sensitive. Mr.Attri
said that based upon the sensitivity and clusters of polling stations,
the area of these constituencies had been divided into a total of
419 Route Zones and each route zone was covered through intensive
round the clock patrolling by a studied mix of police and paramilitary
personnel. He said that In co-ordination with the adjoining states,
sixty five inter-state nakas were set up at various strategic locations,
to restrict entry of unauthorized elements into the areas where
polling was being held.
The DGP said that armed Battalions and Other Units of the state
police, had been mobilized and these arrangements were further supplemented
by the deployment of 46 Companies of the Paramilitary Forces and
Armed Police Battalions from other States.
Mr Attri said that an elaborate communications network was also
put in place through Wireless and Mobile Phone connectivity with
each party in the field and special Control Rooms and Election Cells
had been established at each district headquarter to monitor the
situation round the clock. As a result, whenever an incident was
reported, the party patrolling that area lost no time in arriving
at the spot and defusing the situation before it could escalate
further.

1. Bathinda : Case FIR No. 50 dated 07.05.09 u/s 307/148/149 IPC
& 25-27/54/59 Arms Act has been registered. On the intervening
night of 6/7.5.2009, Amarjit Singh S/o Sandhu Singh, Bhupinder Singh
S/o Darshan Singh, Honny Rumana and 7/8 associates all are resident
of Gurusar Sehanewala, PS Sangat (belonging to Congress party) fired
and injured Sandeep Singh S/o Nachhattar Singh, Nirmal Singh S/o
Major Singh, r/o Gursar Sehnewala. Both injured are admitted in
Civil Hospital Bathinda, cause of clash is parliamentary elections.
Local Police is investigating the case. No arrest so far.
2. Barnala : Case FIR No.108 dated 07.05.09 u/s 323/324/427/506/148/149
IPC, 131 representation of people act 1951 PS City Barnala. On the
complaint of Gurmail Singh S/o Sadhu Singh R/o Rathrian Mohalla
Barnala. Complaint stated that on DTD 07.05.09 at 9.00 AM. I am
present near SD School Barnala Polling Station regarding Lok Sabha
Election for voting. At about 9:30 A.M. 10/12 unknown persons age
about 25/30 years coming from 22 acre colony side in Bolero jeep
armed with baseball, lathies and kirpans they attacked on me and
my son Karamjit Singh and Rana s/o Ved Parkash r/o Barnala they
dismantle the tent and broken the chairs and ran away with their
arms. In this attack I and my son Karamjit Singh and Rana S/o Ved
Parkash was injured and admitted in Civil Hospital, Barnala. Accused
not arrested so far.
3. Mukatsar : i) Case FIR No. 49, dated 7.5.09 U/s 452/506/148/149/171-E/171-F
IPC PS Sadar Malout has been registered on the statement of Baldev
Singh son of Bahal Singh r/o Village Kolianwali, PS Sadar Malout
against accused

As per statement of complainant on the night intervening 6-5-09
at about 1.00 AM came to their house on Tevera No. HR-57-1722. They
entered the house of complainant and pressurized them to take money
and cast vote in the favour of Congress Party. They also threatening
them that if they do not caste their votes in the favour of Congress
they will see them. Case is being investigated.
ii) Case FIR No. 42, dated 7.5.09 U/s 307/324/323/148/149 IPC, PS
Lambi has been registered on the statement of Ramandeep Singh s/o
Joginder Singh Jat, r/o Khudian Mahan Singh PS Lambi registered
against accused :

3. Mander Singh s/o Geja Singh

As per statement of complainant, complainant along with his brother
Jagmeet Singh and Sukhmander Singh on 6.5.09 at about 11 PM were
returning from SC Colony after making agents for Elections. Accused
caused injuries to the complainant. Case is being investigated.
iii) Case FIR No. 101, dated 7.5.09 U/s 341/506/290/350/171 A, IPC
PS City Mukatsar has been registered on secret information by ASI
Gurmail Singh, PS City MKT that about 15/16 youth on Tavera vehicle
No. PB-10CB-9813 armed with baseball and sticks are present on Abohar
Road coming to Basti Sangat Pura, they have stopped their vehicle
in the road and threatening the people not to cast their votes.
No accused arrested so far.
iv) Case FIR No. 43, dated 7.5.09 U/s 353/186/506 IPC and 125/130/131-A,135
ROP Act 1951, PS Lambi has been registered on the statement of Rajinder
Pal Singh Prisiding Officer, Booth No. 136, Village Bhetti wala,
falling in 083-Lambi Constituency. That on 7.5.09 at about 11-20/25
AM there was dispute out side the booth. So many unidentified persons
entered the booths and some body through the EVM on the earth as
result of which EVM became defective and stopped working. Case is
under investigation.
4. Mansa : Case FIR No. 23, dated 6-5-09 U/s 307/341/427/148/149
IPC and 25/54/59 Arms Act, PS Bareta, has been registered on the
statement of Sh. Suresh Kumar S/o Banwari Lal Agarwal, r/o Bareta
against Sh. Mangat Rai Bansal MLA Budhlada and others that on 6.5.09
at about 9 PM when complainant Suresh Kumar was coming to his house
by his Indica Car No. PB-31G-1263, in the way Sh. Mangar Rai Bansal
and other persons in their Qualis vehicle bearing No. PB08-AC-0001and
attacked upon the complainant Suresh Kumar with their deadly weapons
due to having political revenge and ran away from the spot. Accused
person also damaged the vehicle of complainant Suresh Kumar. On
the receipt of information, aforementioned case has been registered
against the accused which is being investigated deeply. No arrest
so far.
5. Patiala: i) One Mussa Khan son of Jang Bahadur r/o #13, Mohalla
Colony Patiala supporter of Sh,. Prem Singh Chandumajra, contesting
candidate of SAD (Badal) has stated that at about 2 PM when he was
sitting in read colour Swift Car out side both Number 80,81,82,83
of Patiala Vidhan Sabha segment. 115 near Sewa Samti School, Park
Arna Barna Chowk, PS Kot Patiala then two clean shaven unknown motor
cycle rider stop their motocycle near the car and fired upon him.
As the result he sustain bullet injury in his right shoulder. He
has been admitted in R.H. Patiala. The matter is being verified
directly.
The case has not been registered so far.
ii) Case FIR No. 110 U/s 188/148/149 IPC PS City Rajpura has been
registered on secret information against Harinder Singh r/o Saifdipura,
Nirmal Singh @ Nimma etc.,. The detail report follows.
6. Sangrur: Case FIR No. 79, dated 7.6.09 U/s 131 RP Act 1951, 188
IPC PS City Dhuri District Sangrur has been registered against Yadvinder
Singh Son of Karnail Singh, r/o Sangrur and 6 others.
Chandigarh May 7 – The SAD president and Punjab
Deputy Chief Minister Mr. Sukhbir Singh Badal has said that trends
in today’s the Lok Sabha elections have sounded “a resounding
death-knell for Captain Amarinder Singh’s political circus
in Punjab and the end of all Congress hopes in the state.”
Commenting on the trends of today’s polling, Mr. Badal said,
“The most positive outcome of the trends is that these bring
the political career of Amarinder Singh to a well-deserved sorry
end. Not only the voters but even those within the Congress are
already celebrating his political demise. He has lost both Bathinda
and Patiala and would soon be heard no more in Punjab as he is set
to take a flight for a pleasure trip abroad.” The SAD president
said that the voting pattern in both the urban and rural areas saw
a massive support for the leadership of Mr. Parkash Singh Badal
and the policies and programmes of the SAD-BJP alliance. The Congress
was no where to be seen in many of the most crucial segments and
the party failed to set up even its polling booths at some places
even in the Patiala town, considered the home turf of Amarinder.
“He stands fully exposed,” said Mr. Badal, adding that
the trends seen in the first phase of the poll definitely impact
the outcome in the remaining constituencies in the state.

CAST VOTE FEARLESSLY – CEO PUNJAB
Chandigarh May 6:-
Ms. Kusumjit Sidhu, Chief Electoral Officer, Punjab today made an
appeal to all the voters of the state to go out in full strength
to exercise their franchise to elect their representatives without
fear or favour. She cautioned the voters not to accept any kind
of inducement including transport offered by candidates or their
agents. May 7, the poll day, has already been declared public holiday
in the State to facilitate the voters. All necessary arrangements
for free, fair and smooth polling have already been made, she added.
All the voters, who have been issued photo identity cards are advised
to carry these along with them and those who do not have these cards
should carry one of the other document prescribed by the Election
Commission of India (ECI) like Passport, Driving license, PAN Card,
Service/Student Identity Card, Ration Card, Passbooks issued by
Public Sector Banks, property documents, SC/ST/OBC certificates,
pension documents, freedom fighters I. Cards, Arms license, physical
handicapped I. Cards, NAREGA I.Cards , Health Insurance Scheme I.
Cards issued by Govt. of India.
The Election Commission has warned the political parties, contesting
candidates and their activities in particular and public in general
to abstain from the corrupt & malpractices or electoral offences
as bribery, undue influence, intimidation of voters, impersonation,
canvassing with 100 meters of polling stations, conveyance of voters
to and from polling stations. ECI directed that any body indulging
in intimidation or any other electoral malpractice would be liable
for punishment under the provisions of RP Act 1951.
As per the information available with the Office of the Chief Electoral
Officer, Punjab, polling parties including security forces had already
been despatched and would reach by late evening to their respective
duty places.

to framers and back to vets as feedback from the livestock farmers
in very important to focus on news aspects .
Principal Secretary Finance Mr. S.C. Aggarwal said this after inaugurating
seminar on the topic “Veterinary and Livestock Farmers –
a wining partnership” at Law Bhawan here last evening. The
seminar was organized by Punjab State Veterinary Council to mark
World Veterinary day –2009.
Speaking on the occasion Mr. Gurinderjit Sigh Sandhu, Financial
Commission Animal Husbandry said that in primary agriculture sector
growth was possible only through better growth rate of animal husbandry
sector as agriculture production had already reached its platen
and further growth was not possible. He said that animal husbandry
is mainstay of rural population, hence more focus on this sector
was need of the hour in order to raise the economic status of rural
population. Mr. sandhu called for knowledge update of Veterinarians
periodically so that never techniques could be employed for betterment
to livestock and rural economy.
Earlier Mr. S.C. Aggarwal and Mr. G.S. Sandhu, inaugurated the seminar
by lighting a lamp. Dr. H.S.Gill , Registrar , Punjab Veterinary
council read the keynote address.

PUNJAB TOUCHES ALL TIME HIGH WHEAT PROCUREMENT
OF 106.07 LAC MT
CHANDIGARH MAY 06:
The Punjab Government today achieved another milestone in the history
of wheat procurement by touching an all time high mark of 106.07
lac MT against the fixed target of 105 lac MT till last evening.
According to Chief Minister’s Media Advisor Mr. Harcharan
Bains the wheat procurement during current Rabi season has surpassed
the state government’s target of 105 lac MT on last Tuesday
evening with its concerted efforts. He said that bulk and quick
procurement was evident from the fact that 106.07 lac MT of wheat
had been procured so far over 96.07 lac MT procured during last
season registered an increase of 110.40%. He mentioned that out
of total procurement of 106.07 lac MT of wheat in all the procurement
centers of Punjab, Government agencies procured 103.57 lac MT of
wheat (97.6%) till date whereas private traders procured 18810 tonnes
(0.2%) of wheat. Till May 05, PUNGRAIN had procured 16.14 lac MT
(15.6%) whereas MARKFED procured 23.93 lac MT (23.1%). PUNSUP procured
22.45 lac MT (21.7%), PSWC procured 13.14 lac MT (12.7%) whereas
PAIC was able to procure 11.28 lac MT (10.89 %) of wheat. The Central
Government agency FCI had been able to procure 16.16 lac MT (16.0%).
Besides, 92% of the due lifting had been done and 97% of due payment
to the tune of Rs.11384.28 crore had been made to the farmers.
Mr. Bains pointed out that district Ferozepur with 12.90 lac MT
of procurement was leading in procurement operations whereas district
Sangrur with 10.22 lac MT of procurement was at second slot and
district Patiala with 8.42 lac MT of procurement ranked at third
position.
The State Government has set up 1547 procurement centers and activated
its total machinery to ensure smooth procurement of wheat. Procurement
of the wheat in the state was the biggest process in the world to
be completed within a short span of just 25 days. The state government
had made elaborate arrangements for the procurement of 115 lac MT
of wheat, of which 108 lac MT was expected to be procured with in
two days, the Media Advisor added

Shiromani Akali Dal–BJP today virtually win the election from
Bathinda Lok Sabha Constituency as more than one Lac supporters
gathered in the rallies at Sangat Mandi, Rama Mandi and Maur Mandi
of Bathinda district to pass signal to Congress party that historic
victory of Bibi Harsimrat Kaur Badal is now mere a result that would
be pronounced on 16th May.
Addressing the massive rallies Chief Minister S. Parkash Singh Badal
that need of hour was that electorate must avail this chance to
root out Congress party from the electoral scene of the country
for better future of country in general and Punjab in specific.
He said that performance of any government could be judged from
level of employment, poverty and inflation but 45 years of Congress
rule burdened farmers with loan, destroy domestic industry by sharing
booty with some Multinational Companies, pushed country in the clutches
of economic fall that resulted into the loss
Lacs of job. Mr. Badal said that Congress not only ignore the development
of rural India but also failed to provide basic infrastructure in
the cities. He said that countrymen were looking for basic needs
and check at daily rising prices but Congress led UPA was busy in
singing rhymes of Indo-American nuclear deal and quotes that they
have not to worry about prices of commodities of daily need when
inflation is at ‘0 percent’ level.
Talking about development initiatives taken by SAD-BJP government
during last two years, Mr. Badal said that their government acquired
farmers land at a rate more than double of its market price and
had not capture the farmer’s source of bread and butter at
marginal prices as former Chief Minister Capt. Amrinder Singh did
to avail 300 acres of land to a private firm.
Targeting the feudal tendency of Maharaja and his son, Mr. Badal
said that Rajas can only rule and cannot serve the people. He said
that once elected they would show their face only in the next elections,
leaving the masses to fend for themselves. Mr. Badal attacked Capt.
Amrinder Singh for doing only lip service for the people of the
area san any action on the ground. He wondered that with twin tenures
of agriculture minister and later as Chief Minister he had not done
anything for the betterment of the area and instead stops the construction
work of Oil Refinery that was brought in the area by SAD-BJP government
during its past tenure.
Accusing the Congress led centre governments for its indifferent
attitude towards development of Punjab, Mr. Badal said that state
got maximum development project during NDA rule where as Congress
government of the state could not get even a single energy capsule
for Punjab economy and move cycle of its economy towards depression.
Promising to correct all imbalances in the policies of Centre government,
Mr. Badal promised that if NDA comes to power it would come out
with package for farmers and small laborers. He promised that NDA
would waive of all agricultural loans, all small loans and provide
fresh loans at 4% interest.
Launching a frontal attack, Shiromani Akali Dal President Mr. Sukhbir
Singh Badal said that that gathering in today’s SAD-BJP political
rallies makes it sure that 17th May newspapers will carry headlines
of forfeiture of deposit of former Chief Minister’s son. Mr.
Badal virtually opened the dialogue with the thousands of people
when he asked them that how many people have got benefit of debt
waiver scheme of UPA. Not finding any response, Mr. Badal said that
this is the much touted scheme of UPA that has not benefited even
0.01 % farmers of Punjab, known as wheat bowl of the country. He
said that Congress has always discriminated against Punjab and all
its policies were tailor made to keep Punjab out of beneficiaries
list.
Unveiling SAD-BJP government’s futuristic agenda of development
for Punjab, Mr. said that within three years Punjab would be power
surplus state and emerge as most preferred destination for the business.
He said that with the completion of four thermal plants, three international
airports, express ways, and 40 ROB’s, Punjab was all set to
emerge as investor friendly state of India.
Addressing these rallies Mrs. Harsimrat Kaur Badal lambasted the
Congress firstly for awarding butchers of Sikhs Tytler and Sajjan
and then ensuring their proxy entry to Parliament by giving tickets
to their family members. She said that every Sikh felt proud when
Dr. Manmohan Singh becomes first Sikh Prime Minister of the Country
but his calculated silence on this issue mark a question mark next
to his name. She remembered those days of ’84 when she got
leave from her school and visited the camps to help the victims
of the carnage. She said that Sikhs could not forget those would
marked by Congress in their memories. She reiterated the resolve
of Shiromani Akali Dal to ensure exemplary punishment to the culprits
responsible for the Sikh carnage. At last she said that she enjoyed
her elecetion campaign amid support from SAD-BJP workers and love
and affection shown by people of the constituency. She said that
she used her election campaign as a tool of survey to find out problems
faced by people at grass root level and promised that she would
try to solve all these one by one on being getting a chance to serve

ELABORATE SECURITY ARRANGEMENTS IN ORDER
FOR LOK SABHA ELECTIONS: DGP
1.20 LAC WEAPONS DEPOSITED AGAINST 21000 DURING LAST POLLS
Chandigarh, May 5:
The Punjab Police has made elaborate security arrangements to ensure
free and fair elections in a peaceful manner to the Lok Sabha being
held in two phases on May 7 and 13 respectively.
Disclosing this here today Mr. K.K. Attri, DGP, Punjab said that
more than 62 thousand State police has been mobilized for the elections.
46 companies of Para Military Forces (PMF)/state armed police (SAP)
would be deployed for first phase of election to be held on May
7. For second phase 170 companies of PMF/SAP would be deployed for
the elections.
The DGP Informed that on May 7, elections would be held in 4 Lok
Sabha constituencies where as on May 13 elections in remaining 9
constituencies would be held. He further informed that out of the
total 11978 polling locations in the state 1606 and 3937 have been
identified as hypersensitive and sensitive respectively. It has
been decided that polling locations with single/double polling stations
would be provided 3 & 4 men security led by a HC. While Polling
locations having triple, quad, penta, hexa & above booths would
be provided 5, 6, 7 & 9 police personnel security led by a Non-Gazetted
officer. Besides this, each sensitive Polling Station would be provided
with an additional force of one HC and one constable besides hyper
sensitive Polling Station would be provided with an additional force
of one head Constable & 2 Constables and hyper sensitive polling
stations would be covered through intensive patrolling. Since PMF/SAP
was available, most of the hyper sensitive polling stations would
be covered by them.
He said that Patiala, Bathinda, Amritsar, Gurdaspur and Khadoor
Sahib constituencies have been declared hyper sensitive where as
Sangrur, Ferozepur, Faridkot and Ludhiana have been declared sensitive.
Mr. Attri said that besides intensive patrolling on the day of election
the Punjab Police would seal 137 inter state entry points to check
the entry of anti-social elements in the state. He said that since
the election was being held in two phases, it was important to curtail
the inter state as well as intra state movement of anti social elements
that could disturb the peaceful conduct of polls. He said that effectively
seal the first phase and second phase constituencies all intra state
bridges on Satluj would be fully sealed besides intensifying day
and night patrolling and stationery policing of all the link roads
of Khanna, Jagraon and Ludhiana area. For the patrolling purpose
the state had been divided into 1491 route zones and effective communication
has been established between the patrolling parties.
The DGP said that Punjab police would keep a strict vigil on all
clusters of critical polling booths, declared by election observer
and RO and would deploy additional force on these clusters.
The DGP said that the state police had already taken preventive
measures and over 6200 persons have been bound down under section
107/116 of Cr.P.C to maintain peace and order and state police has
executed 6403 non bailable warrants. Mr. Attri said that important

While giving the details of security provided to the candidates,
the DGP said that the Candidates of recognized parties have been
provided 1-4 resident guards, 2 NGO/HC as PSOs and 1-3 security
personnel for escort vehicle, while candidates of unrecognized Party/Independents
have been provided 2 gunmen each.
The DGP revealed that to meet any emergent situation without any
delay, 3 Companies have been kept reserved and ready to be sent
to places directed by the DGP, one Company each is reserve at the
disposal Zone IGsP, 2 Companies each are kept as reserve at the
disposal of Range DIsG, one company each at District Headquarters
besides one platoon each for Sub divisional headquarters through
out the state.
Mr. Attri said that the people of Punjab have been maintaining the
glorious tradition of ensuring peaceful elections during last 62
years and he was confident that they would maintain this tradition
during this Lok Sabha election.
The DGP today also exhorted the police personnel to perform their
duties impartially, efficiently, objectively & transparently
to ensure smooth, fair & peaceful elections in the state. He
said that they should be proud of the fact that the state has given
them an opportunity to organize the most sacrosanct function of
the democracy and they should live up to this challenge.
All Set for fair and free poll
Chandigarh, May 5:
Punjab is all set for Polls of 4 Parliamentary Constituencies of
the State on May 7. All arrangements for smooth, fair and free conduct
of poll have been completed in the State.
There are 5275539 voters in these Constituencies including 15930
service voters. The postal ballot papers to all the service voters
had already been dispatched to enable them to exercise their right
of franchise. 5694 polling stations have been made to facilitate
the public and the hours of poll will be from 7.00 a.m. to 5.00
p.m. All poll material has been supplied to the respective Returning
Officers. About 30,000 civil employees will be on duty for polling.
Election Commission had appointed 14 Observers to ensure a free
and fair poll. Three rounds of training to the poll staff have already
been completed. The polling staff have been asked to perform their
duties efficiently and impartially to ensure that the poll is fair
and free. The polling parties would be dispatched to their respective
duty places well before time. The Returning Officers have been asked
to attach video teams with observers/duty magistrate so as to enable
them to record any untoward incident during poll at the very sensitive
polling stations. Orders have already been issued for prohibition
of sale of the liquor w.e.f. 5.00 P.M. of 05.05.2009 to 5 PM of
07.05.2009.
Chief Electoral Officer, Punjab further said that about 8400 Electronic
Voting Machines (EVMs) were being used in all these four Parliamentary
Constituencies. Training regarding EVMs has already been given to
all the poll officials. Hand Book and some other publicity material
relating to EVMs have also been supplied to the all concerned quarters
for purpose of Public Awareness. About 500 additional/alternative
EVMs have also been made available to the Returning Officers of
each constituency, she added.
Referring to the security arrangements, Shri S.M.Sharma, A.D.G.P.(Elections)
said that elaborate security arrangements have been made for polling.
He said that whichever polling stations were identified as sensitive,
additional security and para military forces would be deployed in
these centres besides micro observers and /or digital cameras. To
ensure peaceful polling in the State, about 27,000 police personnel
including 56 companies of para military forces will be deployed
during both day and night at polling stations, he added. All the
79 candidates in the fray have also been provided security. The
main roads of the State have been secured by deployment of mobile
patrols round the clock and cities/towns were being specially guarded
by adequate preventive measures. Preventive arrests of anti social
elements were being made in the State. Patrolling has also been
intensified and patrolling parties had been equipped with wireless
sets for quick means of communication to handle all possible situations.
Night patrolling has been ordered and Arms surrender is being ensured.
ELABORATE SECURITY ARRANGEMENTS IN ORDER
FOR LOK SABHA ELECTIONS: DGP
1.20 LAC WEAPONS DEPOSITED AGAINST 21000 DURING LAST POLLS

The Punjab Police has made elaborate security arrangements to ensure
free and fair elections in a peaceful manner to the Lok Sabha being
held in two phases on May 7 and 13 respectively.
Disclosing this here today Mr. K.K. Attri, DGP, Punjab said that
more than 62 thousand State police has been mobilized for the elections.
46 companies of Para Military Forces (PMF)/state armed police (SAP)
would be deployed for first phase of election to be held on May
7. For second phase 170 companies of PMF/SAP would be deployed for
the elections.
The DGP Informed that on May 7, elections would be held in 4 Lok
Sabha constituencies where as on May 13 elections in remaining 9
constituencies would be held. He further informed that out of the
total 11978 polling locations in the state 1606 and 3937 have been
identified as hypersensitive and sensitive respectively. It has
been decided that polling locations with single/double polling stations
would be provided 3 & 4 men security led by a HC. While Polling
locations having triple, quad, penta, hexa & above booths would
be provided 5, 6, 7 & 9 police personnel security led by a Non-Gazetted
officer. Besides this, each sensitive Polling Station would be provided
with an additional force of one HC and one constable besides hyper
sensitive Polling Station would be provided with an additional force
of one head Constable & 2 Constables and hyper sensitive polling
stations would be covered through intensive patrolling. Since PMF/SAP
was available, most of the hyper sensitive polling stations would
be covered by them.
He said that Patiala, Bathinda, Amritsar, Gurdaspur and Khadoor
Sahib constituencies have been declared hyper sensitive where as
Sangrur, Ferozepur, Faridkot and Ludhiana have been declared sensitive.
Mr. Attri said that besides intensive patrolling on the day of election
the Punjab Police would seal 137 inter state entry points to check
the entry of anti-social elements in the state. it was important
to curtail the inter state as well as intra state movement of anti
social elements that could disturb the peaceful conduct of polls.
He said that effectively seal the first phase and second phase constituencies
all intra state bridges on Satluj would be fully sealed besides
intensifying day and night patrolling and stationery policing of
all the link roads of Khanna, Jagraon and Ludhiana area. For the
patrolling purpose the state had been divided into 1491 route zones
and effective communication has been established between the patrolling
parties. He said that since the election was being held in two phases,

clusters of critical polling booths, declared by election observer
and RO and would deploy additional force on these clusters.
The DGP said that the state police had already taken preventive
measures and over 6200 persons have been bound down under section
107/116 of Cr.P.C to maintain peace and order and state police has

PUNJAB CM MOURNS PASSING AWAY OF PH VAISHNAV
Cremated with Full State Honour
CHANDIGARH MAY 05:
Punjab Chief Minister Mr. Parkash Singh Badal today expressed profound
grief and sorrow over the sad demise of former Chief Secretary Mr.
PH Vaishnav belonging to 1956 batch of IAS, who died at PGI here
after a brief illness on Monday.
In a condolence message, the Chief Minister described Mr. PH Vaishnav
as an able administrator, upright bureaucrat and a social activist
with the qualities of head and heart, who held various important
positions the state government before his elevation as Chief Secretary
in 1985.
Later this afternoon Mr. Vaishnav was cremated at the Sector 25
cremation ground with full state honour. The jawans of Punjab Armed
Police reversed their arms and bugles were sounded to the last post.
Meanwhile, Principal Secretary to Chief Minister Mr. DS Guru and
Chief Secretary Mr. RI Singh laid the wreaths on the body on behalf
of Punjab Chief Minister Mr. Parkash Singh Badal and Punjab government
respectively. Several dignitaries including serving and retired
IAS and IPS officers from Punjab, Haryana and UT, senior politicians
besides the people from different walks of life attended the cremation.
ROTATIONAL IRRIGATION PROGRAMME FOR KHARIFF SEASON ANNOUNCED
Chandigarh, May 5:
The Irrigation Department, Punjab has announced the Rotational Programme
for irrigation for the Khariff Season through Canal water from 08-5-2009
to 15-5-2009. The channels of Sirhind Canal System would run on
the priority basis from Bathinda Branch, Bist Doab, Sidhwan Branch,
Patiala feeder and Abohar Branch, respectively.
Disclosing this here today a spokesman of the irrigation department
said that direct distributaries of Bhakra Main Line in group 'A'
being in the channels of first preference will run to their indent
and balance water supplies available will be utilized in Ghaggar
Branch and its off taking channels i.e Ghaggar Branch and Patiala
Minor in Group 'B' respectively.
The spokesman further said that all the direct distributaries of
Sirhind Feeder in group 'A' being in the First preference will run
to their indent and balance water supplies available would be utilised
in Abohar Branch off-taking from Sirhind Feeder and its distributaries/Minors
in Group 'B'.
The spokesman also said that the Sabraon Branch with its distributaries
being in the channels of first Preference would run to their indent
and balance water supplies available would be in Kasur Branch Lower,Main
Branch Lower, Lahore Branch, with their distributaries respectively.

of Director General School Education of Punjab for processing of
the tenders to purchase computer hardware for the Schools under
the computer aided learning programme of Sarv Sikhiya Abhiyan.
The ECI has also given the approval for release of funds to the
tune of Rs. 123.27 lacs for Pathankot and Patiala Towns under JNNURM
for infrastructure development scheme. ECI has also allowed the
Punjab Government to invite expression of interest for development
of Burlton Park, Jalandhar as a sports hub. The ECI has also approved
the proposal of Punjab Government for rehabilitation Bathinda distributory
system at a cost of Rs. 414.29 lacs.
Meanwhile, the Election Commission has decided that "Ration
Cards containing the photograph of the head of the family issued
on or before 28.02.2009" shall also be permitted as an additional
document for establishing the identity of electors at the current
general election to the House of the People in the State of Punjab.
The Election Commission has issued instructions that prohibition
of public meetings during the period of forty-eight hours ending
with hours fixed for conclusion of poll. Under these instructions
- convening, holding or attending, joining or addressing any public
meeting or procession in connection with an election; or display
to the public any election matter by means of cinematograph, television
or other similar apparatus; or propagate any election matter to
the public by holding, or by arranging the holding of, any musical
concert or theatrical performance or any other entertainment or
amusement with a view to attracting the members of the public thereto,
in any polling area during the period of forty-eight hours ending
with the fixed for the conclusion of the poll for any election in
polling area are prohibited.
The Commission further directs that no liquor shops, hotels, restaurants,
clubs and establishments setting/serving liquor shall be permitted
to sell/serve liquor to anyone whosoever on the aforesaid days.
Non-proprietary clubs, Star Hotels, restaurants, etc. and Hotels
run by anyone even if they are issued different categories of licenses
for possession and supply of liquor, should also not be permitted
to serve liquor on the aforesaid days. Steps shall also be taken
to prohibit sale of liquor in adjoining areas of the concerned constituency
(ies) so that there are no chances of clandestine movement of liquor
from those areas had the restrictions not been in operation.
The Commission has further directed that after the campaign period
is over, the district election administration/police administration
shall ensure that political functionaries/party workers/procession
functionaries /campaign functionaries etc., who have been brought
from outside the constituency and who are not voters of the constituency,
should leave the constituency immediately after the campaign period
is over.
UPA IS HISTORY NOW-BADAL

The Chief Minister, Punjab S. Parkash Singh Badal, today said that
‘Dis’United Progressive Alliance is part of history
now with NDA is all set to assume power on May 16, 2009.
A confident Badal announced to a resurgent crowd of over 30 thousand
people in a rally in Mansa that mood of the voter was today just
reminiscent of elections after emergency, when determined voters
overthrew insensitive Congress government in the pages of history.
He said that voter today was even more fed up with ‘jungle
raj’ when prices of essential commodities hitting the roof,
lacs of qualified people loosing jobs overnight and insensitive
government chanting the American rhymes of Nuclear Deal.
He said that during his 50 years long political career he had never
seen a government, so detached from the sufferings of ordinary masses
and living in a self -made fool’s paradise. He said that Prime
Minister of a party who was oblivious of pinch faced by every Indian,
due to speculative rise in prices, has no right to govern. He wondered
that Congress was boosting achievements on those academic issues,
that only affect one percent population of the country and was silent
about sufferings of 99 percent population of India.
Giving a clarion call to the people to become instrumental in putting
the last nail in the coffin of UPA government, Mr. Badal said that
people of Punjab always took lead in overthrowing insensitive governments
at the centre.
Accusing Congress party of playing with the sentiments of Sikhs
and Punjabis, Mr. Badal said that Congress was deliberately trying
to put salt on the wounds of Punjabis by ensuring the proxy entry
of Sajjan and Tytler in the Parliament. He said that Tytler has
been promised Home Ministry in the new government, to put the final
seal on ’84 Sikh carnage case against him.
Giving a call to the people of Punjab to become catalyst of change,
Shiromani Akali Dal President Mr. Sukhbir Singh Badal said that
every adult Punjabi must vote to become part of historic revolution
to overthrow corrupt UPA government from power. He said that May
16 would be the red letter day in the history of India when the
Congress government, presently on ventilator would breathe its last
and new resurgent NDA government would be sworn in to fulfill the
long cherished aspirations and desire of people of India.
Speaking on the occasion, SAD-BJP candidate from Bathinda Lok Sabha
constituency Mrs. Harsimrat Kaur Badal said that development was
the sole agenda of Shiromani Akali Dal and she would not let any
stone unturned for overall development of Bathinda constituency.
She said that she used her election campaign as a survey too to
find out the main problems of this particular area and would try
to solve them from very first day, on being getting a chance to
serve as MP.
