SUKHBIR FILES NOMINATION FROM JALALABAD – PROMISES TO USHER
IN AN ERA OF DEVELOPMENT IN THE AREA
Chandigarh, July 13
President Shiromani Akali Dal and former Deputy Chief Minister Mr.
Sukhbir Singh Badal today filed his nomination papers for bye-election
from Jalalabad (Ferozepur) Vidhan Sabha constituency, with a promise
to usher in an era of development and prosperity in this backward
border region of Punjab.
Mr. Sukhbir Singh Badal accompanied by Chief Minister Mr. Parkash
Singh Badal, Member Parliament from Bathinda and Ferozepur respectively
Mrs. Harsimrat Kaur Badal and Sher Singh Ghubhaya filed nomination
papers in the office of Sub-Divisional Magistrate Mr. Rajiv Prashar
at 11.15 A.M. Mrs. Krishna Rani wife of Member Parliament Mr. Sher
Singh Ghubhaya filed her papers as covering candidate of SAD-BJP
alliance.
Later, addressing the largest ever gathering witnessed by the
people of Jalalabad, the galaxy of SAD-BJP leadership came on a
single platform with the sole mission to ensure victory of SAD President
from this seat with a record margin and also for clean sweep on
other two seats.
Whereas Chief Minister Mr. Parkash Singh Badal addressing the
audience, established a emotional rapport with them with his usual
rustic style, congratulating them for silencing self proclaimed
Awaz-e-Punjab with the power of ballot, the young visionary face
of Shiromani Akali Dal Mr. Sukhbir Singh Badal laid the road map
of his vision of development of this remote backward region of Punjab.
On one hand Mr. Parkash Singh Badal promised to address every single
problem of the area especially at grass root levels, Mr. Sukhbir
Singh Badal vowed to restore pre-partition trade eminence of Ferozepur
by effectively taking up with Union Government to open Hussainiwala
Border for trade through road with Pakistan.
Mr. Parkash Singh Badal lambasted Congress party for power woes
and poor fiscal position of Punjab giving graphic account of fiscal
and power mismanagement of the earlier regime. He said that the
Congress Party bleeded Punjab leaving its economy with huge debt
burden of Rs. 45000 Crores and left the SAD-BJP government to service
this unmanageable burden of debt. He said that he was fully aware
of the problems of the area and would address them on priority.
Promising to make Punjab a power surplus state within in next two
years, SAD-BJP government was committed to usher in power revolution
by generating additional capacity of 6480 MW. He said that at present
the total power generation capacity in the state was 6609 MW against
the peak demand of 7428 MW forcing the state to purchase power for
paddy transplantation at the prohibitive of Rs. 12 per unit.
Promising to end water woes and sewage disposal problems of Jalalabad
area, Mr.Sukhbir Singh Badal said that the Irrigation department
had already approved a plan to check the canal water shortage of
this area within next 18 months and every village of Jalalabad had
already been included in the ambitious Reverse Osmosis programme
of Punjab government in which 5000 villages of Punjab would be covered
to supply potable drinking water to the villages. He said that for
the first time Punjab Government has sanctioned Rs. 19 Crores for
laying Sewage network in Jalalabad area out of which Rs. 9 crore
had already been disbursed.
Expressing determination to complete the unfinished task of giving
to ownership right to the tillers of border belt, a programme SAD-BJP
government started in its earlier term, the SAD President said that
the Punjab Government had already extended the date to submit claims
keeping in view the difficulties being faced by the people.
Earlier , Mr. Manpreet Singh Badal, Finance Minister appealed
to the people to repose faith in SAD-BJP candidate for ensuring
over all development of this area. Mr. Sher Singh Ghubhaya, Member
Parliament assured that the people of this region would create new
record by ensuring largest ever victory margin of SAD President
ensuring forfeiture of deposit of Congress candidate. Mr. Bikram
Singh Majithia, Patron YAD promised to replicate Bathinda victory
in Jalalabad. Mr. Sukhpal Singh Nannu, Chief Parliamentary Secretary
said that every worker of BJP would work day and night in coordination
with SAD workers to give a life time lesson to Congress party.

HIGH POWERED AUSTRALIAN DELEGATION CALLS ON CS PUNJAB

An eight member high powered Australian delegation headed by Mr.
Colin Walters , Department of Education Employment and Workplace
Relations today called on Mr. S.C. Agarwal, Chief Secretary Punjab
and assured him that the Indian students most of them are from Punjab
origin were completely safe in Australia. The meeting was aimed
at strengthening the Australia-India Education relations and to
outline steps that would ensure safety of Indian students pursuing
higher studies in Australia.
The other members of the delegation were Ms.Tulip Chaudhary, Department
of Education Employment and Workplace Relations, Mr Tony Zalewski,
CEO of the Australian institute of Public Safety and member Victoria
Executive Committee of the Australian Council for Private Education
and Training, Ms. Annie Santhana, State Government of Victoria,

Interacting with the members of the Australian delegation Mr. Agarwal
asked them to ensure security of the life of Indian students at
all costs. Expressing concern over the safety of the Indian students,
the Chief Secretary suggested that in order to strengthen the cultural
– academic relations between India and Australia, frequent
education fairs need be organized at the government level with more
emphasis on mutual understanding and interaction with both these
countries. Mr. Aggarwal also said that a resolution urging the Central
Government to take up issues of security of the students of Punjabi
origin in Australia with the Australian Government was unanimously
passed in the Punjab Vidhan Sabha during the recent Budget Session.
The Chief Minister was very much concerned about the safety of the
Punjabis living in Australian cities, said the Chief Secretary.
He also suggested that an orientation programme for the students
should be organized at New Delhi before they finally leave for Australia
to pursue their studies so that they get attuned to the socio-cultural
scenario of Australia.
Speaking on the occasion, Mr. Colin Walters said that it was unfortunate
that the recent attacks on Indian students had caused some diplomatic
discomfort between the two countries and sparked angry protests
all over. The Australian government strongly condemned such attacks
and has ordered an inquiry into them. He , however expressed deep
anguish and concern over the allegations of racial discrimination
leveled against the Australian government whereas in reality our
government is a strong votary of inter national peace and had launched
a crusade against the acts of world wide racial discrimination since
1975, said Mr. Walters. He .pointed out that there were nearly half
a million students across the globe who had come there in pursuit
of higher education and our government was committed to safeguard
the interests of these students as ours was the biggest nation for
demonstrating the cosmopolitan character of student community .
The Australian Government has also evolved a nation strategy for
foreign students to ensure their safety. He also assured swift action
against the criminals nabbed attacking the Indian students. The
situation was well under control and the Indians were living as
a community in our country, said Mr. Walters.
On the Punjab side along with the Chief Secrety, Mr A.R. Talwar,
Principal Secretary Home, Mr. KBS Sidhu Principal Secretary Higher
Education, Mrs. Anjali Bhawara, Secretary Medical Education Mr.

PUNJAB CM WRITES TO JAIRAM RAMESH
SEEK STATE'S SHARE OF 80% ON ACCOUNT OF WATER CESS
CHANDIGARH July 13:
The Punjab Chief Minister Mr. Parkash Singh Badal today urged the
Ministry of Environment and Forests, Govt. of India to immediately
release Rs. 28.31 crore on account of water cess to the Punjab Pollution
Control Board (PPCB).
In a letter to the Union Minister of State for Environment and Forests
(Independent Charge) Mr. Jairam Ramesh, the Chief Minster sought
his personal intervention to reimburse the said amount which was
80% share of Rs. 35.39 crore collected by the PPCB.
The Chief Minister further mentioned that the Government of India
has enacted the Water (Prevention and Control of Pollution) Cess
Act in 1977 to augment the resources of the State Pollution Control
Boards. The PPCB is assessing and collecting water cess from the
industries and local bodies as per the section 3 of this Act. Section
8 of the said Act provides that the proceeds levied under Section
3 would be credited to the consolidated fund of India. The Ministry
of Environment and Forests, Govt. of India, New Delhi vide its order
No. Q-17011/1/88-CPW dated December 28, 1998 has mentioned that
up to 80% of the cess Amount collected by the Pollution Control
Boards in the State would be reimbursed to the Boards.
The Chief Minister pointed out that the Punjab Pollution Control
Board had collected water cess to the tune of Rs. 35.39 crore and
remitted to the pay and Accounts officer, Ministry of Environment
and Forests, New Delhi in December 2005 , March 2006, July 06 and
November 06 to February 09. The Government of India had not yet
reimbursed the 80% share of the said amount to the Board despite
repeated reminders, Mr. Badal.
PUNJAB CM MOURNS PASSING AWAY OF SR. JOURNALIST SHAMSHER SINGH
THAKUR

Punjab Chief Minister Mr. Parkash Singh Badal today expressed profound
grief and sorrow over the sad demise of Chandigarh based Sr. Journalist
Shamsher Singh Thakur, who died here at PGI after succumbing to
the injuries sustained in fatal road accident few days back.
In a condolence message Mr. Badal described the Ex-staffer of UNI
Varta and Correspondent of evening daily 'Earth Parkash' as a true
professional committed to the ethics of Journalism and a thorough
gentleman. He said in the death of Mr. Thakur a void has been created
in the journalistic fraternity which was difficult to be filled.
The Chief Minister shared his heartfelt sympathies with the members
of the bereaved family and prayed to the Almighty to give strength
and courage to bear this irreparable loss and grant peace to the
departed souls.
CHAIRMAN, VICE CHAIRMAN & 16 MEMBERS NOMINATED IN MARKET COMMITTEES
OF MALAUD, TANDA AND JAITU
CHANDIGARH JULY 13:
The Punjab Government today nominated Mr. Amrik Singh and Mr. Bagicha
Singh as the Chairman and Vice Chairman of the Market Committee
Malaud in Ludhiana and Tanda in Hoshiapur district respectively
besides 16 members in the Market Committee, Tanda.
Disclosing this here today a spokesman of the Punjab government
said that the nomination of Chairman and Vice Chairman had been
under Sub Section (1) of Section 16 of Punjab Agricultural Produce
Markets Act, 1961. The respective notifications relating to these
nominations had been issued by the State Agriculture department.
Meanwhile, the Punjab government under Section 12 of Punjab Agricultural
Produce Markets Act, 1961(Punjab Act No.23 of 1961) had nominated
15 members in the Market Committee Tanda, in Hoshiarpur district
and including Amarjit Singh, Joga Singh, Kuldip Singh, Ajit Singh,
Sukhdev Singh, Ravider Pal Singh, Amarjit Singh, Mangat Rai, Jasbir
Kaur, Amrik Singh, Sukhdev Singh , Gurmail Singh, Ram Singh, Harpal
Singh, Kewal Krishan and also appointed Sanjeev Kumar as member
of the market committee Jaitu.
MILKFED GETS RS. 20.00 CRORE ORDER FROM SGPC FOR SUPPLY
OF DESI GHEE.

Milkfed Punjab has bagged a prestigious order of Rs. 20 Crore
from Shiromani Gurudwara Parbandhak Committee for supply of Desi
Ghee to various Gurdawaras being run under its control for next
financial year. SGPC and Milkfed authorities has signed a MoU in
this regard.
Disclosing this here today Mr. V.K.Singh, Managing Director Milkfed
said that this order was an acknowledgment of consistent quality
maintained in the production of Desi Ghee that was being supplied
regularly to SGPC for more than 2 decades. He said that during the
last financial year 2008-09 this order was to the tune of Rs.12.00
Crores.
He said that Milkfed Punjab was also regularly supplying Desi Ghee
to Delhi Sikh Gurdawara Management Committee & recently got
a supply order of 45 MT to be supplied in the month of July,2009.
Mr. Singh said that Desi Ghee being sold on the brand of Verka
Ghee was very popular in Punjab and neighbouring States like Haryana,
Delhi, Himachal Pradesh, Jammu & Kashmir, particularly because
of its assured quality.
Giving details of export market of Desi Ghee, Mr. Singh said that
Milkfed has also captured substantial market share in the countries
like UAE, Saudi Arabia, Muscat, Australia, New Zealand, Philippines,
South Korea, and Malaysia etc. He said that export of Desi Ghee
to these countries during the year 2008-09 was to the tune of Rs.16.00
Crore which is more than 20% as compared to last financial year.
He said that despite global recession Milkfed was all set to increase
its export of Ghee to Rs.18 crore next year.
22 PUNJAB VILLAGES CONFERRED ‘NIRMAL GRAM PURUSKAR ‘UNDER
TOTAL SANITATION CAMPAIGN

The total sanitation programme launched by the Punjab Government
in the rural areas got a national recognition with Union Government
awarding Nirmal Gram Puruskar to 22 villages of Punjab.
According to an official spokesman this award has been conferred
to these villages in recognition of sanitation campaign launched
by them for ensuring sanitation facilities to eradicate the practice
of open defecation. Punjab Rural Water Supply Department was also
appreciated for launching information education and communication
programme in association with Panchyati Raj Institutions with the
focus on capacity building and hygiene that brought effective behaviour
changes in the rural population.
The spokesman said that the villages that have been conferred
Niraml Gram Puruskar included Phagali in District Gurdaspur, Udowal
Kalan and Silon Khurd in district Ludhiana, Seechewal, Nanak Pindi
and Puranpur in district Jalandhar, Niahal Garh in district Kapurthala,
Nain Khurd, Dhenthal, Fatehpur, Surajpur, Jalapur, Sahib Nagar Their
and Guru Arjan Nagar in district Patiala, , Balamgarh, Dhandra,
Sajuma and Ghamour Ghat in district Sangrur, Harmansinghwala, Buruj
Dalla and Gahlawala in district Bathinda and Haripur in district
Fathegarh Sahib. These villages have been given a cash award ranging
from Rs. 50,000/- to Rs. 1,00,000/- each.
Impressed by their performance on total sanitation front especially
in the area of 100% sanitation coverage of individual households,
100% school sanitation coverage, free from open defecation and clean
environment maintenance these villages were selected by Union government
for this prestigious award.

HARSIMRAT KAUR BADAL CALLS ON UNION MINISTER FOR RAILWAYS
SUBMITS MEMORANDUM FOR UP-GRADATION OF RAILWAY FACILITIES IN PUNJAB

A delegation of SAD Members of Parliament led by MP from Bathinda
Ms Harsimrat Kaur Badal called on Union Minister for Railways Ms
Mamata Banerjee on Saturday in Parliament house at New Delhi and
submitted a comprehensive memorandum of proposals to be included
in the Railway Budget of 2009-10. She impressed upon the Ministry
of Railways, Government of India to make requisite budgetary provisions
for construction of new Taran Taran-Goindwal, Abohar-Fazlika rail
lines besides setting up International level Railway Stations at
Bathinda and Ferozepur.
Ms Badal also urged the Union Minister for Railways to execute
construction work on Patti (on Amritsar-Khemkaran line) to Mallamwala
(on Ferozepur Jalandhar-Line) to create an alternate route from
Amritsasr and Pathankot to Delhi via Ferozepur-Bathinda and Rama
Mandi to Maur in view of the construction of new Oil Refinery at
Rama by HPCL on the top priority. She also raised the issue of converting
unmanned level crossings into manned crossings. She pointed out
that unmanned crossings on link/plan roads of district Bathinda
(12) Ferozepur (70) Faridkot/Moga (13) and Taran Taran (37) should
be immediately taken up for conversion into manned crossings, as
these had resulted into large number of fatalities on account of
accidents. In addition, the proposal regarding conversion of cattle
crossing gate at village Waring Khera in block Lambi of district
Muktsar into a manned crossing was also pending with the Ministry
of Railways. Ms Badal also urged the Minister for Railways for early
clearance as the Punjab Government had already conveyed its willingness
to fund the cost of conversion of this railway crossing. Referring
to the issue of new train routes, she said Shatabdi Express from
Ferozepur to Delhi via Faridkot, Bhatinda, Jakhal, Rohtak should
be immediately started.
The Member Parliament also urged Ms Mamata Banerjee to sanction
a Railway Over Bridges (ROB) on Kotkapura main line besides expediting
the construction work at ROB on Bathinda main line. She also added
that there were number of ROBs in Punjab which were very old and
in dilapidated condition and needed immediate repair. She demanded
that the Railway authorities should be directed to start and complete
their work without further delay, as the Punjab Government's work
in respect of these bridges in its jurisdiction had already been
completed. She also requested her for sanctioning an other project
of doubling the railway tracks from Delhi to Ferozepur, Bhatinda
to Fazlika and Delhi to Abohar Ganganagar on the top most priority.
She also requested for making provisions for setting up of hospitals
and commercial complexes on the vacant railway lands under the new
policy of Railways at Bathinda and Mansa towns, as enough surplus
railway land was available at both these places.
Ms Badal also requested Union Minister for Railways for upgradation
of Mansa and Faridkot stations under the scheme of multi national
level facility stations. She also demanded to include Moga and Taran
Taran for upgradation under the Adarsh level facility Railway stations.
She also demanded the restoration of the stoppage of Intercity Express
from Ganganagar (Rajasthan) to New Delhi, which earlier had a stoppage
at Mansa town but was discontinued later, since Mansa was a district
Headquarter Town and the Ministry of Railways should be directed
to announce this stoppage forthwith keeping in view the demand of
the people of Malwa belt. She also requested for attaching an air-conditioned
Bogey in Intercity Train from Delhi to Ferozepur via Rohtak-Jind.
She however said that on our request though an AC bogey was attached
but it was later removed. She also demanded the restoration of washing
facility which was earlier operational at Fazilka and withdrawn
later on.
Ms Harsimrat Kaur Badal also demanded that the vacant railway
land at Bathinda should be cleared of its wild growth immediately,
as it was full of bushes and other undergrowth which had become
a source of major threat to the safety and security of adjoining
residents, as criminal elements use this cover for their nefarious
activities. She also urged the Ms Banerjee to provide toilet facility
at 225 km. DMU Fazlika-Ludhiana.
The Member Parliament also made other suggestions including provision
of security arrangements for women in all trains and in all stations,
Medical facilities and filling up of backlog vacancies reserved
SCs/STs. She also emphasized on the modifications in the procedure
of Railways recruitment and demanded district headquarters should
be made as recruitment centers so that the poor unemployed youth
need not to travel long distances to appear in written exams or
interviews. Local Member Parliament be involved in the process of
recruitment, cleanliness be improved in both in trains and at railway
stations, she added.
Responding to the demands put forth by Ms Harsimrat Kaur Badal,
Ms Banerjee assured the members of delegation that she would soon
convene a meeting of Senior Officers of the Ministry of Railways
to sort out these long pending issues on the top priority and with
in stipulated time frame. She lauded the role of Punjab in the contribution
of Country's development especially in food security and defence.
The Minister for Railways further said that she would look into
the demands with regard to the up-gradation of Railway facilities
in Punjab sympathetically and even got them examined on merit so
that few of these could be included in the current budgetary provisions.
Appreciating the good will gesture of Union Minister for Railways,
Ms Harsimrat Kaur Badal said that she hoped that Punjab which had
been constantly neglected for years for together would certainly
provided with required succor and relief by way of making requisite
budgetary provisions for these projects in the railway budget of
year 2009-10.

Chandigarh, July 12: Punjab Chief Minister Mr. Parkash Singh Badal
deeply condoled the passing away of noted Punjabi Writer Dr.Tera
Singh Chann and prominent Punjabi Poet and columnist Benti Sarup
Sharma popularly known as 'Bhushan DhianPuri'.
In a condolence message the Chief Minister described 'Dr Tera
Singh Chann' as a stalwart for bringing social awakening, whose
writings gave a new dimension in strengthening the value system
in the society. He said the outstanding service of Dr. Chann for
the promotion of Punjab, Punjabi and Punjabiyat would be ever remembered
by one and all.
He also mourned the sad demise of Bhushan Dhianpuri whose acumen
of rare wit and satire had earned him both name and fame in the
literary circles. He always penned poetry and prose in the idiom
of a common man which made him a prolific writer, who had an urge
to express the agonies and miseries of the disadvantage sections
of the society in a satirical manner. Mr. Badal said that in their
death, Punjab and literary world had been bereft of the invaluable
services, which they rendered for the enrichment of Punjabi language,
literature and Culture through out their lives.
The Chief Minister shared his heartfelt sympathies with the members
of the bereaved families and prayed to the Almighty to give strength
and courage to bear this irreparable loss and grant peace to these

BADAL ASK DISTRICT PLANNING COMMITTEES TO GIVE FEED BACK FOR EFFECTIVE
FORMULATION OF STATE ANNUAL PLAN

Punjab Chief Minister Mr. Parkash Singh Badal today asked the
newly nominated Chairpersons of the District Planning Committees
(DPCs) to evolve a time bound action plan to study the ground realities
to give useful inputs in the form of feed back to the State Planning
Board for the preparation of next annual plan for the year 2010-11.
Addressing a maiden meeting of the Chairpersons of the recently
constituted DPCs in the state here late last evening, Mr. Badal
said that till now the State Annual Plan was formulated at the State
level after taking inputs mainly from administrative departments
and there was hardly any involvement of the ground level representatives.
The Chief Minister observed that until these committees were not
sensitized to the problems of the people and the short comings in
the public delivery system, the state annual plan which was mainly
based on the inputs given by these committees would surely not serve
any useful purpose. He said that Rs. 435 crore had been placed at
the disposal of these committees under the current annual plan for
the execution of programmes and schemes mainly relating to Rural
Development, Welfare of SCs/BCs, Social Welfare, Integrated Child
Development Scheme and Rural Water Supply.
The Chief Minister also pointed out that these committees should
make optimum utilization of the funds earmarked for the implementation
of centrally sponsored schemes under Sarav Sikhsha Abhiyan, National
Rural Health Mission, National Horticulture Mission, Rashtrya Krishi
Yojna, Total Sanitation Campaign, Jawahar Lal Nehru Urban Renewal
Mission and National Rural Employment Guarantee scheme, Accelarated
Rural Water Supply and other such schemes. He said the Centre had
earmarked Rs. 15 crores for the development of Kandi area in Hoshiarpur
district for rain water harvesting and construction of check dams
under the National Horticulture Mission.
The Chairpersons apprised Mr. Badal that they recently attended
the conference of Chairpersons of DPCs in New Delhi convened by
the Ministry of Panchayaty Raj, GoI and it was informed there that
the concept of District Planning Committees had propelled the growth
rate of development in the states of Kerala, Karnataka, Andhra Pradesh
and Gujarat. The Chief Minister desired that all the Chairpersons
of these committees in small groups of four to five should visit
these states to study model of development implemented there. He
said that their success models could be replicated in our state
to achieve the target of overall development and progress. He said
that the administrative machinery would be geared up for the plan
formulation and planning committees would be allowed to engage the
services of eminent experts and consultants for its effective functioning.
The Chief Minister also asked the DPCs to solicit support and cooperation
from the renowned academicians and experts in the local Universities,
who had done a considerable good job in the field of planning.
The Chief Minister assured of all financial and administrative
help to the DPCs to achieve the desired goal in the right earnest.
It may be recalled the earlier constituted District Planning and
Development Boards had been replaced by the DPCs. The objective
of these committees is to finalize the District Plans and fix the
priority of the district schemes and programmes and monitor the
execution of these schemes.
The meeting was attended by the Chief Secretary S.C. Agarwal, Principal
