CABINET APPROVES THE REGULARIZATION OF 909 PANCHAYAT SECRETARIES

The Punjab Cabinet in its meeting held here under the chairmanship
of Punjab Chief Minister Mr. Parkash Singh Badal today adopted
a unanimous condolence resolution to express heartfelt sympathies
with the members of the bereaved family of late Mr. Gurdip Singh
Bhullar, MLA (Nurmahal) who left for his heavenly abode and
prayed to the Almighty to give strength and courage to bear
this irreparable loss and grant peace to the departed soul.
Disclosing this here today a spokesman of the state Government
informed that the Cabinet desired that the condolence resolution
adopted to this effect should be conveyed to the members of
the bereaved family. A 2-minute silence was also observed by
the Cabinet to pay tributes to the departed soul.
The Punjab Cabinet approved the regularization of 909 Panchayat
Secretaries whose selection was terminated on 10th December
2002.
The Cabinet also gave its ex-post facto approval for recruitment
of 54 Medical Officers (Specialist) for the Department of Health
& Family Welfare and taking out of the purview of the Punjab
Public Service Commission.
The Cabinet also approved the creation/filling up 55 new posts
of various categories in the office of Advocate General Punjab.
The council of Ministers also approved the amendment in Punjab
Rural Development and Panchayats (Group A) Non-Technical Service
Rules-2002. The Cabinet also approved the proposed Punjab Public
Service Commission (Group B) Service Regulation-2008.
The Council of Ministers also given its ex-facto approval to
the raising of resources by Punjab Scheduled Castes Land Development
and Finance Corporation from National Safai Karamchari Finance
and Development Corporation against the State Government's Guarantee
PUNJAB TO FLOAT RS. 667 CRORE LOAN
Chandigarh, January 1, 2009
The Punjab government in consultation with Reserve Bank of
India(RBI) today floated Rs. 667 crore(nominal) loan to finance
part of Capital Expenditure of Plan Schemes and other development
schemes under execution.
According to an official spokesman the State government today
notified the sale of Punjab Government Stock (Securities) of
10 year tenure for a aggregate amount of Rs. 667crore (Nominal).
The spokesman said that consent of Central government has already
been obtained to the floatation of this loan.
The spokesman said that the government stock would be sold
through RBI Mumbai by auction that would be conducted by them
in his Mumbai office on January 6, 2009. The application form
duly filled in with the bids should be submitted to the RBI,
Mumbai on January 6, 2009 by 12.30 P.M. Result of auction would
be displayed on January 6 and successful bidders would make
payment on January 7, 2009.
The spokesman added that this 10 year tenure loan would be
repaid at par on January 7, 2019. He said that interest will
be paid every half yearly on July 7 and January 7 and cut off
yield determined at the auction would be the coupon rate percent
per annum of the stock sold at the auction
GURDEV KAUR SANGHA TAKES OVER AS CHAIRPERSON
OF PUNJAB STATE WOMEN COMMISSION

Bibi Gurdev Kaur Sangha assumed office of Chairperson Punjab
State Women Commission and Bibi Pushpinder Kaur Mazboor as member
of Punjab State Women Commission in an impressive function held
here at Commission Office.
Speaking on the occasion Bibi Sangha said that her top priority
was to short out various problems faced by the women in the
state besides taking up their issues with concerned authorities.
She further said that the commission would make all out efforts
to create a level playing field for the women in different sphere.

Dal congratulated Bibi Sangha at assured her of every possible

BADAL FOR ECONOMIC FEDERALISM TO ENSURE BALANCED GROWTH OF
CENTRE-STATES

Punjab Chief Minister Mr. Parkash Singh Badal today asked
the Centre to adopt the concept of 'economic federalism' in
true spirit to ensure balanced economic development of the states
and Centre.
Addressing massive public rally at Nadala in Bholath assembly
constituency as a part of his development tour in Doaba region,
Mr. Badal said that the policies of the centre government were
inimical to the states and general and Punjab in particular,
because the Centre was bent upon to discriminate the Punjab
in one way or another by adopting different yardsticks for development
schemes in respect to another states. He said that the successive
Congress Government in Centre had always ignored the interests
of Punjab in its polices, programmes and Centerly sponsored
schemes due to certain by way of fixing arbitrary and stringent
parameter for the eligibility of these development schemes.
Mr. Badal pointed out that it was an irony of fate that congress
government in 45 years of regime in centre since independence
has meted out a step motherly treatment against Punjab. He said
recently the cost and price commission of agriculture had recently
recommended meager hike of Rs. 80 per quintal in the MSP of
wheat even then the Union Finance Minister had not agreed to
this proposal and out rightly rejected it.
Like wise the prices of diesel and patrol had been reduced
drastically across the World but the centre has reduced them
marginally and not accordingly which was nothing but a blatant
ignorance of the interests of the farming community which was
major consumer of the diesel and had been contributing 60% to
70% national food pool.
Mr. Badal appealed the people to vote and support the SAD-BJP
Alliance which already won the semi final by farming its government
in the state and now you should also extend whole hearted support
to the party for winning the final in the coming Parliamentary
Elections to install a BJP led NDA in government in Centre for
insure overall development and prosperity of the state. He said
the people had already realized the difference between the governance
of SAD-BJP alliance and Congress Party's governments as the
former was the staunch supporter of the rights of the people
while the latter believed in the patty politics of the personal
gains and vested interests of the people. Mr. Badal said that
the development tour to propagate the wave of development at
the grass route level was aimed at to disbursing development
grants to the people at their door step in order to instill
their confidence in the development process of the state. He
blamed the previous Congress government for not even producing
a single unit to ignite the bulb, whereas SAD-BJP Government
was in process for setting up for 4 thermal mega projects at
Talwandi Sabo, Goindwal Sahib, Rajpura and Gidderbaha to generate
additional power of 7000 MW with in next two years.
Speaking on the occasion former Minister and Chairperson district
Kapurthala planning committee Bibi Jagir Kaur highlighted the
problems of the Bholath constituency and thanked Mr. Badal for
reliving special grants for the overall development of the area
and the welfare of its people.
On the occasion Mr Badaldisbursed checks of Rs. 1 crore each
for the development of Nagar Panchayats of Dhilwan, Nadala and
Bholath. Besides he also announced a development grant of Rs.
3.54 crore for the villages of Bholath constituency and Rs.
10.54 crore for the constructions of new roads and repair of
the existing roads with the constituency.
He also announced to construct a new grain market at Begowal
at a cost of Rs. 14 crore and another at Nadala. Apart from
this the Chief Minister handed over a cheque of Rs. 12 lac to
SDM Bholath for the computerization of revenue record of the
area. He also laid the foundation stone of 23 feet wide Bholath-Kartarpur
road at the cost of Rs. 3.32 lac under Pradhan Mantri Gram Sadak
Yojna (PMGSY). He also announced to upgrade the senior secondary
school at Nadala which had been recently renovated at Rs. 18
lac as a model school. The Chief Minister also announced a scheme
to install tubewells connections on priority basis on the Panchayti
Lands, to the NRIs and religious institutions.
Prominent among other who were present on the occasion included
Mr. Swarn Singh Josh Chairman Municipal Council Bholath, besides
the senior party leaders and workers of SAD- BJP and members
of the SGPC.
BADAL GREETS PEOPLE ON NEW YEAR DAY

PUNJAB GOVERNMENT SEEKS SPECIAL GRANT FROM WORLD BANK TO ERADICATE
WATER LOGGING IN THE COTTON BELT
BALLUANA/ABOHAR/FAZILKA (FEROZEPUR) DECEMBER 30:
Punjab Chief Minister Mr. Parkash Singh Badal today announced
that the state government had posed an ambitious action plan to
the World Bank to seek special grant to eradicate the problem
of water logging effectively in the districts of Ferozepur, Muktsar,
Faridkot and Bathinda.
Addressing massive public rallies at Balluana, Abohar and Fazilka
as a part of development tour in the cotton belt of Malwa region
that attracted heavy turn out of people despite inclement weather
due to intense cold wave and dense fog, Mr. Badal further said
that the high level team of the 13th Finance Commission led by
its Chairman Dr.Vijay Kelkar also visited the water logged areas
in Ferozepur and Muktsar where they were fully convinced with
the damaged caused to the property and crops in the area worth
rupees several crores every year. Dr. Kelkar assured the Chief
Minister that the commission would make suitable recommendations
to Centre to provide additional financial grant to Punjab to eradicate
the problems of water logging permanently in an efficient and
result-oriented manner. Mr. Badal pointed out that the State Government
had already approached the World Bank to provide financial grant
to the Punjab Government for the proper strengthening and brick-lining
of the Rajastan Canal and Sirhind Feeder passing through this
area thereby resulting in heavy seepage that ultimately aggravated
the problem of water logging. Mr. Badal emphasized that unless
the state irrigation department undertook effective repairs and
brick-lining of the canals the problem of water logging in-vogue
over past many years could not be checked.
The Chief Minister said that he had a several rounds of discussions
with the members of the World Bank team for the clearance of package
to eradicate the problem of water logging. He said: "If our
government could initiate efforts to address the problems of water
logging why the Congress government was sleeping over this issue
during its regime that had almost vanished the cotton belt in
Malwa region". He however, said that it was obligatory on
the part of the state government to solve such problems on the
priority because they were directly concerned with the welfare
and livelihood of the people. He pointed out that only the SAD-BJP
party with its missionary zeal was ever ready to serve the masses
to solve their problems. On the other hand, Congress party, which
primarily focused its attention to pursue its personal agenda,
could not even imagine about these pro-people policies.
The Chief Minister slammed that the state Congress leadership
for their myopic and self-centered approach restricted to personal
gains and petty politics. He blamed the Congress party for its
dubious role to scuttle the efforts of the SAD-BJP government
to ensure overall and balanced growth in the state. He pointed
out that the frustration building up in the rank and file of the
Congress party day in and day out due to the over whelming response
of the people to the SAD-BJP's programme "Trakki De Lehar
– Pind Pind Shehar Shehar" to take governance at the
door steps of the people and elicit their participation in the
development process of the state thereby depicting the model of
'inclusive growth' to ensure the development and prosperity of
urban and rural sector.
Lashing at the Congress for instigating people for disturbing
peace in the state and its indulgence in divisive politics, Mr.Badal
said that the people had already realized that Congress's policy
of 'divide and rule' which it has adopted not only in Centre but
in the states too pursue its political agenda. Mr.Badal lamented
that after 60 years of freedom, Congress government during its
successive terms in Centre and even in Punjab had not been able
to provide the basic civic amenities to the common man. He said
that poor and lower strata of the society had been completely
ignored by the Congress because it was least concerned about their
welfare. He said that our government was committed for the overall
development of the state and its people. He said that SAD being
a party of a common man sensitized to the problems of the people
at the grass root level was committed to serve them in the right
earnest. He said that Central policies were inimical for the interests
of Punjab and they deliberately devised stringent parameters for
the eligibility criterion of the centrally sponsored schemes and
grants. He cited an example how Punjab was excluded from the schemes
of construction of link roads, rural electrification and other
infrastructure projects. He urged the people to vote and support
for the SAD-BJP candidates in the forthcoming parliamentary elections
to form the NDA government at Centre so that the interests of
Punjab could be safeguarded in a true spirit.
The Chief Minister disbursed cheques worth Rs.5.91 crore for
the development of the villages in the Balluana Assembly constituency.
Besides he also handed over two cheques of Rs.25 lac each for
the construction of sub-tehsil complexes at Arniwala and Seeto
Guna. He also announced a development grant of Rs.19 crore for
the construction of 20 KMs of new roads and repair of 53 KMs road
in Balluana. Mr. Badal also announced Rs.11.96 crore for the strengthening
and brick-lining of 4 minors viz. Tarmala link, Dharangwala Minor,
Sherewala Minor and repair of Arniwala Minor. Apart from this
he also announced to open a skill development Centre to impart
vocational training to the unemployment youth of the area. At
Abohar Mr. Badal disbursed a cheque of Rs.3 crore to the local
Municipal Council for the execution of various development works
in the town. He also announced a development grant of Rs.2 crore
for undertaking developmental activities in the villages of Abohar
assembly constituency and Rs.35 crore for the strengthening and
cleaning of canals, minors and distributaries in the area. Meanwhile,
the Chief Minister handed over a cheque of Rs.3 crore to the Municipal
Council Fazilka. He also announced a development grant of R.34
for the cleaning of canals, minors and distributaries in the area.
He also conferred proprietary rights to 69 beneficiaries who had
constructed their houses at the Panchayat land.
In his address Irrigation Minister Mr. Janmejha Singh Sekhon
said that the SAD-BJP government had taken a historic step in
the development of Punjab by envisaging a massive modernization
of entire canal system including its minors and distributaries
at a cost of Rs.3468 crore. Likewise the visionary approach of
Mr. Parkash Singh Badal to strengthen the power infrastructure
in the state by setting up 4 thermal mega plants at Talwandi Sabo,
Goindwal Sahib, Rajpura and Gidderbaha would generate additional
power 7000 MW to enable Punjab to become self reliant in power
sector.
Speaking on the occasion, Member Parliament from Ferozepur Zora
Singh Mann said that SAD-BJP government was a true votary of the
rights of the people of Punjab while Congress and its leaders
never bothered for the development of the state and its people.
MLA Balluana Gurteg Singh briefly outlined the demands of the
area including the repair of 4 minors to enhance the capacity
of water intake in the Balluana constituency.
In his address former MLA Dr.Ram Lal urged the Chief Minister
to upgrade the sub-division of Abohar to district headquarter.
He also requested the Chief Minister to upgrade the local civil
hospital to a multi-specialty hospital and demanded a mega projects
in the vicinity of Abohar for the overall development of the area.
While welcoming the Chief Minister at Fazilka BJP MLA Surjit
Singh Jyani thanked the Chief Minister for giving special attention
the development of Fazilka and he urged the Chief Minister to
declare Fazilka as a new district to boost its prospects of progress
and prosperity He also requested the Chief Minister to immediately
clear the pending arrears of the employees of the Fazilka Cooperative
Sugar Mill.

Ex-MP Mr.Gudas Singh Badal the younger brother of Chief Minister,
General Secretary BJP state units Mr. Kamal Chaudhry, Mr.Suba

"To destroy drug network completely from the state a special
force will be setup for 'war on drug`", says Shiromani
Akali Dal president, MP, Sukhbir Singh Badal as the holy city
Talwandi Sabo witness a wave of development catalyzed by him
by initiating new projects, today. Mr. Badal told that this
setup will be a part of police department but will act as an
independent force like vigilance. As vigilance acts as anti
corruption force, this force will be accountable for making
check on drug smuggling and related activities. He said that
services of police officers upto IG level will be taken under
this system. Mr. Badal said that SAD-BJP government is focusing
on bringing major systematic reforms in year 2009 which mainly
includes reforms in Administration, education and impede the
drug wave in the state.
Replying a media query about difficulties being faced by police
personal Mr. Badal said that he will soon request CM to ensure
atleast one day off for every employee. He disclosed that government
is going to call applications for 2000 vacancies in police within
coming 15 days. He said that government will fill vacancies
on priority bases especially in the departments like Excise,
Public Health, Police and Co-Operatives to ensure their proper
functioning in coming year.
Discussing the issue of Cancer infected Malwa region Mr. Badal
told that cancer hospital is in advanced stage of bidding and
PIDB (Punjab Infrastructure development Board) will soon complete
this process to start construction at earliest. He said that
main cause of this disease was that people were forced to drink
contaminating drinking water, so SAD-BJP government will plant
R.O systems in 5000 villages and towns. He informed that 250
R.O. systems were being installed in Malwa region. Besides,
in this financial year safe drinking water was provided to 907
villages which include construction of new water works in 346
and repair and extension of others. Mr. Badal said that till
now 2900 villages of the state had none water supply projects
and government is committed to cover all of these till 2012.
He told that in five districts of malwa i.e. Bathinda, Mansa,
Faridkot, Firozpur and Mukatsar, silver iodisation plants will
be installed on Canal based water works to purify the drinking
water.
Mr. Badal started today's tour by paying homage at Gurudwara
Damdama Sahib. Later he initiated development works worth Rs.
55.33 Crore in the holy city and nearby villages.
BADAL ANNOUNCES TO RE-LAUNCH THE SCHEME OF CONFERRING OWNERSHIP
RIGHTS ON THE TILLERS IN BORDER AREA
GURUHARSAHAI/JALALABAD (FEROZEPUR) DECEMBER 29:
Punjab Chief Minister Mr. Parkash Singh Badal today declared
to re-launch the scheme of conferring ownership rights on the
tenants tilling the panchayati land in the border areas those
who could not avail of this opportunity earlier or were left
out due to some other reasons.
Addressing massive public rallies at Guruharsahai and Jalalabad
to carry forward his "Tarraki De Lehar – Pind Pind
Shehar Shehar" as part of his development tour to cover
all the assembly constituencies by the end of January next,
Mr. Badal said that this decision was aimed at giving ownership
rights to the tenants who had been tilling the land for last
several years in the border areas to instill a sense of security
and confidence amongst them.
The Chief Minister dared the state Congress leadership not
to play havoc with the sentiments of the people of Punjab to
pursue their political agenda at the cost of development and
progress of the state. He lambasted at the previous government
for deliberately ignoring the development of the state due to
its political and vested interests. He said: "Had Congress
serious to the core in the state it would have ensured all round
development and welfare of his people but this was not on its
agenda rather its leaders indulged in the policies of leisure
and pleasure at the expense of public money". On the contrary
the SAD-BJP alliance coming to power from day one, focused its
attention to develop power sector to boost industrial and farming
activity which was passing through power crisis in the state
besides the welfare of all sections of the society especially
the dalits who were made special target of the royal neglect
of autocratic style of functioning of the Congress government.
Mr. Badal underscored the need to bring development and governance
at the door steps of the people to usher an era of overall development
and prosperity both in urban and rural areas. He said: "My
development tour is entirely different from the 'vikas yatra'
undertaken by Amarinder Singh during the last year of his tenure
because my objective is to disburse development grants to the
people by reaching out to them so that they could feel that
they are also the partners in the development programmes and
schemes of the state, on the contrary Amarinder's vikas yatra
was nothing except to boost his personal image at the alter
of the party by way of self glorification". Mr. Badal categorically
said that if the political leaders were sincere and sensitized
to the problems of the people and redress their grievances and
concede their genuine demands promptly, they not only win over
their confidence but also establish its party's credibility
and need not to mislead the people them at the time of electioneering.
He cited the example how the Congress MLA Rana Gurmit Singh
Sodhi exploited the sentiments of the voters of Guruharsahai
assembly constituency by just making false promises through
laying the foundation stone of bus stand and local college where
only boundary wall was constructed by the previous government.
Blaming the Central Government for meting out a step motherly
treatment to the state governments, Mr.Badal said that the remote
control was with Delhi and states had always to look upon them
for justified demands and grants. He said that states had virtually
no powers with them and were dependent on the Center even for
petty matters. He pointed out that Centre had always betrayed
Punjab on every front, be it agriculture, industry and even
on the infrastructure development. He said that Central policies
were inimical for the interests of Punjab and they deliberately
devised stringent parameters for the eligibility criterion of
the centrally sponsored schemes and grants. He cited an example
how Punjab was excluded from the schemes of construction of
link roads, rural electrification and even the infrastructure.
Mr. Badal declared an electoral war against the Congress party
and asserted that nobody could prevent the SAD-BJP alliance
from capturing all the 13 parliamentary seats in the state because
the upbeat mood of the people in favour of SAD-BJP alliance,
which had also been recently acknowledged by the overwhelming
sresponse given by them during his development tour. He said
that Congress party had none of any significant achievement
to its credit in the last tenure of full 5 years to face electorate
in the Lok Sabha polls except indulging in criticism on one
count and another. He urged the people to vote and support the
SAD-BJP alliance candidates during the forthcoming Parliamentary
elections to ensure their landslide victory to install NDA government
at Centre so that the legitimate rights of the state could be
safeguarded and the aspirations of the people be cherished because
the Congress government during its rule of over 45 years in
Centre, since Independence had ignored the state's interests
and virtually exploited the people of Punjab and in one way
or the other".
On the occasion, Mr. Badal handed over a cheque of Rs.2 crore
to the Municipal Council of Guruharsahai for the execution of
various development projects in the town. He also disbursed
cheques of development grants worth Rs.5.17 crore for the development
of villages in Guruharsahai block. He also announced a grant
o Rs.25 lakh for the construction of sub-tehsil complex at Mamdot
and assured that the Local government college under construction
would be completed soon besides the deployment of full-fledged
medical and para-medical staff in the local hospital. He also
announced Rs.37 crore for the construction of new roads and
repair of the existing roads. He also conferred ownership rights
upon the 109 beneficiaries who had constructed houses on the
panchayat land in Guruharsahai block. He also announced to construct
local bus stand at Guruharsahai and a road from here to link
Veersinghwala. He also announced to open an Skill Center for
the youth.
In his address, Irrigation Minister Janmeja Singh Sekhon said
that the Punjab government had envisaged a special package of
Rs.3468 crore for revamping the entire canal system including
all the minors and distributaries in the state to enhance the
intake capacity of water at the tail ends by 30%. Out of which
Rs.350 crores had already been spent and Rs.500 crore would
be spent by the end of current financial year. He also mentioned
that four new mega thermal plants being set up at Talwandi Sabo,
Goindwal Sahib, Rajpura and Gidderbaha would generate an additional
power of 7000 MW to make our state as power surplus.
At Jalalabad, Mr Badal disbursed cheques worth Rs.7.29 to various
village panchayats for the development of villages and Rs.2
crore to the Municipal Committee Jalalabad. He also announced
a grant of Rs.31 crore for the construction of new and repair
of old roads, Rs.9 crore for the construction of local judicial
complex. Mr. Badal announced that a by-pass would be constructed
on Ladhuka distributary to decongest vehicular traffic in the
Jalalabad town.
Speaking on the occasion, MP Ferozepur Zora Singh Mann said
that for the first time in the history of Punjab , the people
of Border area had been given their due share in the process
of development through the concerted efforts of Mr. Badal. He
also urged the Chief Minister to take up the matter with Centre
to give more grants to these areas under Border Area Development
Project.
Local leader and former MLA Paramjeet Singh highlighted the
demands of the area and urged the Chief Minister to lay special
emphasis on the development of Guruharsahai block which had
been grossly neglected by the previous government.
In his address MLA Jalalabad and Chief Parliamentary Secretary
Sher Singh Ghubaya briefly outlined the various ongoing development
projects and activities in the Jalalabad block and demanded
an immediate repair and strengthening of Ladhuka distributary
