the historical soil of Sri Anandpur Sahib that had thrown them
out of Punjab by the verdict of Punjabies exactly two years back.

was a very small amount.

PUNJAB INITIATES A NEW SCHEME TO FACILITATE ADOPTION
OF ZOO ANIMALS
Chandigarh, February 13, 2009
: The Punjab Government has initiated a new scheme
to facilitate adoption of zoo animals, keeping in view the increasing
demand from animal lovers besides also to meet rising maintenance
costs of animals for providing ideal housing facilities to Zoo
animals matching as closely to natural habitats as possible.
Speaking after launching Punjab Wildlife website
www.wildlifepunjab.org here today Forest and Wildlife Minister
Mr.Tikshan Sud said that new innovative scheme called 'Animal
Adoption Scheme' would be promoted in the current year itself.
Under this Scheme, the individuals, NGOs, corporate houses and
industrialists would be eligible to adopt animals of their choice
in the Zoos of Punjab by meeting the stipulated expenses of food,
medicines and upkeep of their houses on an annual basis. He said
that the department has calculated the rates for various animals
for such adoptions. The adaptors would be issued free entry passes
to zoos, would be granted certificates of adoption and get all
information on the upkeep of animals including expenditure details
on food and medicines. Efforts would also be made that the adaptors
get the Income Tax exemption on the amount donated for the purpose.
He said that such schemes were increasingly becoming popular in
the zoos of India like Mysore Zoo, Lucknow Zoo and so on. This,
he said, had become necessary due to rising maintenance costs
of animals for providing ideal housing facilities to Zoo animals
matching as closely to natural habitats as possible. He appealed
that philanthropic individuals, NGOs, like SPCA, PFA, PETA, schools,
voluntary bodies and last but not the least the corporate houses
and companies could play a major role in sharing financial responsibilities
for proper upkeep of animal through Animal Adoption Scheme.
He further added that in order to complement, supplement
and strengthen the activities of Zoological Parks and Deer Parks
in the State and in the interest of conservation, it has decided
to constitute a Punjab Zoos Development Society. This Society
would promote, assist and mobilize resources for management of
zoos through donations, grants and collections for the zoos. He
exhorted the wildlife lovers and conservationists to come forward
for the cause of wildlife in the State. He said that hence all
information on wildlife matters, conservation efforts, policies
and programmes of the wildlife sector shall be made available
on www.wildlifepunjab.org.
The Forest Minister said that Department of Forests
and Wildlife Preservation has taken a number of initiatives for
promotion and conservation of wildlife in the State. He said that
not only the area under Protected Area for wildlife has been increased
but also intensive surveillance measures in outside Protected
Areas have been taken to curb illegal poaching and trade in wildlife
and its products. He particularly pointed out that in the current
year, highest budgetary allocation was made under 12 State and
Centrally Sponsored Schemes of the Government. He said that this
had been possible because of the special efforts under the guidance
of the Chief Minister. He stated that there was a provision of
465.31 lakhs in the current financial year for the development
of sanctuaries through measures such as fencing of sanctuaries,
construction of water holes for wild animals, watch towers, machans
and fire lines. Special drive has been taken to improve the wildlife
habitat by taking such measures as lantana and parthenium eradication,
and planting of suitable fodder species for herbivores
BADAL CALLS FOR TRUE FEDERALISM TO ENSURE OVERALL
DEVELOPMENT OF THE COUNTRY ASKS CENTRE TO INITIATE PRO-POOR AND
FARMER-FRIENDLY POLICIES
CHANDIGARH FEBRUARY 12, 2009
Punjab Chief Minister Mr. Parkash Singh Badal today
said that any incidence of national rejuvenation must start with
implementation of pro-poor and farmer-friendly policies by the
Government of India.
"The increasing incidence of helping the rich
and mighty by the government of India has always left the poor
with a feeling of deprivation. It has to be replaced with policies
and programmes aimed especially at the poor", said Mr. Badal
while addressing a mammoth gather at the concluding function of
the 'Janakrosh Yatra' rally here at Parade Ground, Sector 17.
A month long Padyatra was led by Indian National Lok Dal general
secretary Ajay Singh Chautala.
Lashing at the Congress Government which ruled
over 45 years in Centre for meting out a step motherly treatment
to the state governments, Mr. Badal said that the remote control
was with Delhi and states had always to look upon them even for
justified demands and grants. He said that states had virtually
no powers with them and were dependent on the Center even for
petty matters. He underscored the need to conceptualize a Central
plan exclusively for the welfare of the un-privileged sections
of the society besides redefining the central state relations
in the changed scenario and casting a true federal structure to
secure state's participation in the national development process.
In this context, he recalled the valuable services rendered by
the former Deputy Prime Minister Ch.Devi Lal who was the real
champion of the dalits & farmers and waged a relentless battle
for empowering states financially. Mr. Badal pointed out that
it was the Centre which fixed the prices of inputs like fertilizers,
pesticides, diesel etc. while the states were never consulted
on this issue thereby completely ignoring the ground realities
relating to the actual cost of production. He said that the founding
fathers of our Constitution had envisaged a concept of federal
structure in true sense but with a passage of time the successive
Congress governments at Centre due to its arbitrary policies and
programmes was aheading towards a unitary system.
Mr. Badal made a forceful plea that states should not beg for
remunerative MSP for the crops rather Centre should evolve a permanent
solution by linking it with the consumer price index. He said
that agriculture was no more a profitable occupation due to the
negligible returns out of it due to non remunerative and stagnant
minimum support price (MSP) for which Centre had always adopted
a negative posture. He said that our farmers even after exhausting
all its natural resources in terms of ground water and soil texture
had contributed significantly towards the national food pool but
what we got in return except poverty, humiliation and depression
which had forced our farmers to end their lives by committing
suicide.
The Chief Minister called upon the people to show
the door to the Congress led UPA government in order to pave a
way for the BJP led National Democratic Alliance government at
Centre for seeking justice and equality for every citizen in the
country. He said that all the long pending demands of the different
sectors related to agriculture, industry, trade, economic and
commerce which had been blatantly ignored by the Congress for
its apathetic attitude towards the state would be fulfilled by
their next NDA Government in the Centre under the stewardship
of Mr.LK Advani. He said that the people had lot of expectations
from the UPA government but they were completely dejected due
to its indifferent attitude towards all sections of the society.
Blaming the Congress for instigating people for disturbing peace
in the state and its indulgence in divisive politics, Mr. Badal
said that the people had already realized that Congress's policy
of 'divide and rule' which it has adopted not only in Centre but
in the states too pursue its political agenda. Mr. Badal lamented
that after 60 years of freedom, Congress government during its
successive terms in Centre and even in many states had not been
able to provide the basic civic amenities to the common man. He
said that poor and lower strata of the society had been absolutely
ignored by the Congress because it was least concerned about their
welfare, while the NDA government was committed for the overall
development of the states and its people.
Prominent amongst others who address the rally
included National President BJP Rajnath Singh, President Janta
Dal (United) Sharad Yadav, President Indian National Lok Dal and
former Chief Minister Om Parkash Chautala. along with his son
Mr. Abhey Singh Chautala.besides the senior party leaders and
workers of BJP and INLD from Haryana.
