Green signal for expressway in Punjab


To provide high-speed connectivity between the proposed International Airport at Mohali and Phagwara, Punjab Government has approved construction of an expressway.

A decision to this effect has been taken by the Punjab Infrastructure Development Board (PIDB) in a meeting held under the chairmanship of Punjab Chief Minister Parkash Singh Badal in Chandigarh on Wednesday evening.

The meeting decided that one leg of the expressway would be from Lalru and other would be towards Siswan, Baddi.

This will decrease the travel time from Mohali to Phagwara to almost one hour, a spokesman said.

The proposed expressway was designed by a globally noted technical consultant Louis Berger Inc, USA, which has planned it for a speed of 120 kmph.

The expressway initially envisages a 4/6 lane high-speed road network with two service lane on either side in its major reaches.

It also provides for state-of-the-art interchanges along with sub-ways for local traffic to enable smooth traffic.

The entire expressway would be free from stray animals and pedestrians.
It will be built on BOT basis with funding from the private sector.

The board also directed that Section 4 for land acquisition should be issued by PWD (B&R) on urgent basis, the spokesman said.

GREEN SIGNAL TO EXPRESSWAYS AND MULTI PROJECTS

CHANDIGARH, FEBRUARY 4, 2009

To provide high-speed connectivity of the proposed International Airport at Mohali with the Phagwara, Punjab Government has approved the construction of an Expressway. The decision to this effect has been taken by the Punjab Infrastructure Development Board (PIDB) in its 23rd meeting held under the Chairmanship of Punjab Chief Minister Mr. Parkash Singh Badal here late last evening.

It was also informed in the meeting that one leg of the expressway would be from Lalru and other leg would be towards Siswan – Baddi. This will decrease the travel time from Mohali to Phagwara to almost one hour. The expressways have been designed by a world renowned technical consultant M/s Louis Berger Inc, USA who have designed it for a speed of 120 KMPH. The expressways initially envisages a 4/6 lane high speed road network with two service lane on either side in major reaches along the expressways. It also provides for state-of -the -art interchanges along with sub ways for local traffic for enabling smooth flow of traffic. The entire expressway would be access controlled to ward of stray animals, pedestrian traffic to ensure full safety to the users. The expressway will open up the economy of the areas which are currently under developed and lack proper connectivity. In addition, the expressway will provide a great boom to agri export opportunities for the farmers. The expressways shall have state-of-the-art highway transport management system and intelligent transport system along with closed tolling system which provides for tolling only at the exit of the expressways. The expressways will be built on BOT basis with funding coming from Private Sector. The board also directed that section 4 for land acquisition should be issued by PWD (B&R) on urgent basis.

The board also approved to award the construction of 5 star hotel near the lakes of thermal plant at Bathinda on BOT basis. The project has been bagged by M/s Vipul Hospitality Limited after a competitive bidding process under which they will pay annual concession fee of Rs. 36 Laks to PSEB for a period of 60 years. The project also envisages incremental revenue share from 6%, which will result in much higher inflow to PSEB.

The board accorded approval to the construction of fully air conditioned bus terminal cum commercial complex at Mohali on BOT basis. The commuters shall not have to pay anything extra for this high class facility. The 10-storey commercial complex to be built over the bus terminal would have shopping complexes, multiplexes, restaurant etc. The project has been bagged by M/s C&C Constructions Ltd. after a competitive bidding process under which they will give an upfront amount of Rs. 57 Crores along with Rs. 2.85 Crores per annum, to be increased @ 15% after 3 years, for 90 years. On the same lines the board also accorded approval for construction of fully air-conditioned, commercial complex at Patiala. This project has been awarded to M/s Spirit Global Ltd.

The Board also cleared the project of Punjab Institute of Medical Sciences (PIMS) at Jalandhar to be run by consortium of NRI Academy of Sciences; St. Joseph's Healthcare Systems Inc; EDS Technologies Pvt. Ltd; Group of Physicians led by Mahajan and Group of Business people led by Shrikant Mehta.

The Board also noted the progress of other projects and directed that work on these projects should be expedited. These projects are Pathankot – Ajmer expressway, 5 star and 3 star hotel at Amritsar, 5 star hotel with International convention centre in Sector 62 Mohali, the luxury train, the sports complex at Mohali, super specialty hospitals at Bathinda and Mohali. The board also directed that the construction of High level bridge at Makhu should be started immediately.

The Board also approved Rs. 2640 Crores budget of PIDB for the year 2009-2010.
Taking part in the deliberations the Deputy Chief Minister Mr. Sukhbir Singh Badal said that these landmark decisions taken at the meeting would be viewed as transformation of the state's infrastructure to soon emerge Punjab as a front-runner state in the country.

The meeting was also attended by Local Government Minister Mr. Manoranjan Kalia, , Education Minister Dr. Upinderjit Kaur, Transport Minister Master Mohan Lal, Finance Minister Mr. Manpreet Singh Badal, PWD Minister Mr. Parminder Singh Dhindsa, Media Advisor to Chief Minister Mr. Harcharan Bains, Chief Secretary Punjab Mr. RI Singh, Mr. Principal Secretary to Chief Minister DS Guru, Principal Secretary, Finance Mr. SC Aggarwal, and other senior officers of the State Government


GUIDELINES ISSUED TO MUNICIPAL COMMITTEES

Guidelines has been issued to 27 Municipal Committees of Class-A Category to maintain quality of work as per the prescribed specifications and to complete on going development works in a stipulated time.
Disclosing this while presiding over a high level meeting in which 27 presidents of class –A Municipal Committees were present, Mr. Manoranjan Kalia, Local Government, Minister Punjab said that SAD-BJP government has given Rs. three crore each to class A Municipal Committees Rs. 2 crore and Rs. one crore each to class-B and class-C Municipal Committees respectively .

Mr. Kalia stressed upon utilization of funds judiciously and on priority of the work, and to make optimum use of the funds.

Giving sympathetic hearing to the presidents Mr. Kalia redressed their genuine demand of shortage of staff and said that qualified S.O's and SDO's would be appointed before 15th August, 2009. He said in next review meeting come with schemes and proposals to generate more revenue.
Mr. D.S. Bains, Principal Secretary, Local government said that funds have been released to the tune of Rs. 3 crore to each Municipal Committee and gave direction to buy one Jet cleaning Machine which costs around Rs. 20 lakhs, to clean the sewerage.

Responding on the demand of clearing resolutions, Mr. S.K. Sharma, Director, Local Government said the department had received total 2680 resolutions out of which 369 resolutions were sent back for clarifications and remaining all resolutions were passed. Only 18 resolutions were pending with the department.
Earlier Mr. Barjinder Singh President of Moga Municipal Committee said Moga MC has 7000 light points, which were very old, and needs to be replaced by modern CFL light system. He said the committee has to pay about Rs. 12 lakh Electricity Bill every month.


SEKHON REDRESS THE PROBLEMS OF IRRIGATION STAFF

CHANDIGAR, Feb 4:, 2009

A delegation of union of Irrigation Staff led by Mr. Hari Singh Tohara, President of Punjab State Employees Union today called on Mr. Janmeja Singh Sekhon, Irrigation Minister Punjab and presented him a Charter of demands.

Responding on their main demand to give job to next of kin on compassionate grounds, Mr. Sekhon said that pending cases would be cleared before 20th February. Demand for promotions of employees Mr. Sekhon assured that as per rules employees would get promotions. For the appointment of Patwaris, case has been sent to Punjab Chief Minister, said Mr. Sekhon.

The Minister assured to the delegation that their remaining demands would be considered sympathetically at the earliest.


PUNJAB TO RECRUIT MORE 802 COMPUTER TEACHERS


Chandigarh February 4:

Punjab Information and Communication Technology Education Society (PICTES) is going to recruit 802 computer teachers on contractual basis, initially for one year at consolidated salary of Rs 7000/- p.m.
Disclosing this here today a spokesman of the Education Department Punjab said that selection would be made on the basis of a written test to be held at Amritsar, Bathinda, Jalandhar, Ludhiana, Sangrur and SAS Nagar (Mohali) on March 29, 2009. Interested candidates, who fulfill eligibility conditions, could apply in the prescribed performa available at website www.ssapunjab.org and last date for submission of applications is 27th February, 2009.



A.C. RADIO TAXI CABS TO BE OPERATIONAL BY MARCH- MASTER MOHAN LAL

Chandigarh, February 4:

To provide better travelling services to the public and to reduce the vehicle congestion on the roads, the Punjab Government has decided to introduce scheme for operation of A.C. Motor Cab Radio Taxi (Cool Cab)/ Maxi Cabs in the cities of Amritsar, Jalandhar, Ludhiana and Mohali.

Stating this here today, Punjab Transport Minister Master Mohan Lal said that to give effect to the scheme, applications for grant of contract carriage permits were invited by the State Transport Commissioner.
He said that in total 20 applications have been received from 9 companies for the contact carriage permits for the four districts and these companies have been asked to introduce maximum of 50 radio cabs within six months time in each city and out of which minimum of 10 radio cabs in each city within two months time failing which the offer would liable to be cancelled. It is expected that this service would be fully operational by March 2009, he added.

The Transport Minister further said that the fare for the contract carriage A.C. Motor Cab Radio Taxi (Cool Cab)/ Maxi Cabs have already been fixed i.e. for A.C. Motor Cab Radio Taxi (Cool Cab) is Rs. 15/- Per K.M. and for Maxi Cab Rs. 16/- per K.M. in 40 K.M. radius of four cities i.e. Amritsar, Jalandhar, Ludhiana and Mohali. The Radio Cabs operation between U.T. Chandigarh and Mohali would be seamless and barrier free as per provisions of reciprocal agreement between Punjab and U.T. Chandigarh, he added.


BRAHAMPURA MOURNS THE DEMISE OF ADVOCATE NARDEV SINGH DHALIWAL
Chandigarh February 4:

Mr. Ranjit Singh Brahampura Rural Development and Panchayats Minister Punjab has mourned the sad and untimely demise of senior advocate of Bathinda S. Nardev Singh Dhaliwal.

He added that the legal services rendered by advocate Dhaliwal would always be remembered and appreciated by people in general and legal fraternity in particular. He has left his imprints and would always be remembered for his high moral and social values he always stood for.

In a condolence message, the Rural Development and Panchayats Minister expressed his deepest sympathies with the bereaved family and prayed to the God to give strength and courage to bear this irreparable loss and grant peace to the departed soul.
