PUNJAB POLICE TO CREATE 2900 POSTS TO EXPEDITE PROMOTIONS AND ABSORB ALL ELIGIBLE SPOs- DGP
DGP GREETS PUNJAB POLICE PERSONNEL ON THE EVE OF NEW YEAR
Chandigarh, December 31: Punjab DGP Mr. P.S.Gill today while greeting the brave Jawans, NGOs and Officers of gallant force of Punjab Police on the eve of New Year, said that Punjab Police would shortly create 2900 posts at various level to expedite promotions besides absorbing all eligible SPOs in the force.
In a personalized congratulatory letter sent to over 72000 members of the force the Director General Police said that during last six months he had tried to boost the morale of force by ordering record number of promotions at every level to check stagnation, besides finalizing seniority lists at various levels. He said that very soon 2900 new posts including 200 new posts of Inspector, 400 post of SI’s 400 posts of ASI’s and 600 posts of Head Constables would be created to accelerate promotional prospects, besides recruiting 1300 new constables and also absorbing all the remaining eligible SPOs in Punjab Police very shortly.
He said that the Punjab Police had always stood to the test of time proving its professional competence as well as exemplary courage, to counter any challenge posed by the anti national elements. He said that nobody can dispute the fact that this force has a wonderful history of gallantry, sacrifices and achievements. He said that he was proud to be given opportunity to lead a force that had proved its professional mettle and commitment in successfully curbing the menace of decade long militancy that was being supported by the inimical forces across the border.
Recalling the initiative taken by him for the welfare of the Police force, Mr. Gill said that during last six month he had initiated number of welfare measures for the force especially for the constabulary that has to bear the brunt of law and order situation at the ground level. Listing out various welfare measures, Mr. Gill said that he initiated various welfare measures including revamping of Central Punjab Police Welfare fund, setting up of Punjab Police Cooperative Directorate, initiating Group Housing Scheme for the Police Personnel, One lakh free insurance cover for Punjab Police Employees and initiating the process of setting up of two Punjab Police Public School at Ludhiana and Chandigarh. Efforts were also being made to have cashless medical insurance for the Policemen and their families, to facilitate good health and prompt medical treatment at no extra cost to the force, the DGP added.
To recognize the service of deserving Police personnel, the DGP said that he had introduced 'Director General of Police Commendation Discs', C.M.’s Medal for Outstanding Devotion to Duty and C.M’s Rakshak Padak besides initiating 'Employee of the month scheme' for employees posted at the Headquarter. He said that he had initiated various reforms in the Police Uniforms including designing nylon webbing in place of cotton web items, a new jacket for winters, new special purpose shoes, duty belt, new crest and formation signs besides replacing the earlier Kullah with the modern looking Peak Cap/Berret and whistle Lyn yard in place of leather whistle cord, to give a professional look to the attire of Punjab Police force. Mr. Gill said that his focus had been to improve the working conditions at the Thana level by improving infrastructure in the Police Stations. An attempt has been made to encourage Police Station to go for ISO certification. To keep the Police force fit for the future challenges, various new courses including new trainings in riot control, counter insurgency and cyber law have been introduced in the training curriculum besides provision of diploma to be given to all recruits on completion of their initial training, he added. Latest communication, control rooms, modern weaponry and riot control equipment was being imported to enhance the efficiency of the law and order machinery and security apparatus, he added.
Wishing the force the DGP said that he was sure that Punjab Police force would continue to upgrade its skills to meet the future challenges and emerge as number one professional force of the country. . He called upon the force to resolve to take Punjab Police to the greatest heights of professionalism and proud glory for which it had always been known to the entire world. NON- EXTRADITION OF HEADLEY
GREATEST FAILURE OF UPA FOR YEAR 2009---TIKSHAN SUD
Chandigarh December 31:Mr. Tikshan Sud, Senior BJP Leader and Cabinet Minister Punjab today blamed Congress led UPA government responsible for failing to extradite terrorists responsible for hatching 26/11 from Pakistan and America and doing just a mere lip service on it. Non-extradition of David Coleman Headley was perhaps the greatest failure of the Congress led UPA Government for the year 2009.
In a statement issued here today, Mr. Sud said that now it has been proved that Headley, a double agent of USA and Pakistan and Prime Minister Dr. Manmohan Singh succumbs to the pressure of Barrak Obama to save America from embarrassment. It was shameful, said Mr. Sud that India’s team was denied permission even to interrogate Headley. He said that Dr. Manmohan Singh should immediately step down for befooling the nation especially on the front of their fundamental right of life. He said that a Prime Minister of India cannot evade his responsibility by warning every third month that attacks like 26/11 were possible in future also. It was necessary for the UPA government to be firm in combating these threats by re-enacting TADA like stringent Act, said Mr. Sud.
He also said that a Nationalist Party, like BJP with an excellent track record of ruling the Nation twice, once elected to power would come down on terrorism effectively and teach Pakistan a lesson of life as it was done in Kargil War.

PUNJAB TO EVOLVE MULTI-PRONGED STRATEGY TO GENERATE EMPLOYMENT
Chandigarh December 31: Mr. Tikshan Sud Labour and Employment Minister Punjab emphasized on the need to evolve a multi-sectoral and multi-pronged approach for the generation of employment which might include creation of better wage and wider avenues of assured self-employment within next two years. He said that focus on agricultural productivity and employment growth is very important for the Indian economy.
In a statement issued on the eve of New Year, the minister said that the Labour Department Punjab has achieved great heights in fulfilling the aspirations of workers and employers. While highlighting the major steps taken for the welfare of the labour class, hew said that the government took initiative in holding Lok Adalts exclusively for Labour Court cases and settled 2750 cases and Rs. 25.81 crore were paid to the workers as compensation. The Minimum Wages for all categories of workers were revised w.e.f. 1.9.08 and with the linkage of Minimum Wages with Consumer Price Index numbers, the wages have been revised further w.e.f. 1.9.09 and minimum wage for an un skilled workers is Rs.3398/-per month and Rs 130.71 . per day. The Punjab Labour Welfare Board implemented many schemes for the welfare of Industrial Workers which include Rs. 30,000/- Interest free loan on marriage of daughter, ex-gratia grant of Rs. 40,000/- to the family of deceased worker, Rs. 5100/- Shagun on marriage of daughter of worker and many other interest free loan schemes for purchasing items of daily use.
Adding further, the Minister said that by state Amendment of Industrial Dispute Act, 1947, Sales promotion employees have been covered within the definition of workmen giving relief to sales promotion employees. The State assembly has also passed Industrial Dispute Act (Punjab Amendment Bill) 2009; vide which provision has been made that in case of termination, the worker can approach the Industrial Tribunal directly if the conciliation machinery is not able to settle the dispute within 90days, giving speedy justice to lakhs of workers. To rehabilitate the Children withdrawn from hazardous occupations, three “National Child Projects” at Jalandhar, Ludhiana and Amritsar are functioning in which 4350 Children are studying in 107 Schools. These Projects cover education, health and nutrition for benefit of Child Labour. In a major relief to laborers Industrial Tribunal at Chandigarh has abolished and powers of Section 2-K of Industrial Disputes Act has been given to Labour Courts now reconstituted as Industrial Tribunals. The exemption has been granted by the State Govt. to I.T. industry and non employee shops and commercial establishments in the State under Section 9 and 10(1) of the Punjab Shops and Commercial Establishments Act, 1958 and now these employers can open their shops for 24 hours a day and 365 days in a year.
The minister urged the officers /officials of the department to work with complete honesty, dedication and commitment so that the targets could be achieved within the next two years.

CHANDIGARH, DECEMBER 31:
Transport Minister Punjab Master Mohan Lal said that 436 ordinary and 12 integral Coach AC buses put on road to provide the modern transport facilities to the people in Punjab from March 2007 to December 2009. Besides this 61 HVAC (Heating Ventilation and Air Conditioned) buses introduced for the first time in the state. These buses have been introduced with only 10% extra fair.
The Minister said that Electronic Ticketing machines introduced in 12 depots of Punjab Roadways and purchase order for the remaining six depots have been placed. He said that online reservation in AC buses and long route buses besides discounted travel scheme introduced. He said that Jalandhar and Ludhiana Bus stands have been completed and made operational with all modern facilities. The construction work of bus terminal at Hoshiapur an estimated cost of Rs. 7.20 crores have been started which will be completed by January 2010.
The Minister further said that Nine bus stands at Zira, Ferozepur, Mukatsar, Moga, Saheed Bhagat Singh Nagar, Nangal ,Pathankot , Dera Baba Nanak and Jagraon have been given on operation and maintenance contract and state of the art facilities have been provided to the general public at these bus stands. He said that Rs. 4.10 crore income is being generated annually from these bus stands.
The Transport Minister said that 502 persons have been given appointments on compassionate grounds in Punjab Roadways on regular basis and 1458 persons have been appointed on outsourced basis as Drivers, Conductors and Security Guards in Punjab Roadways and 61 persons have been given compassionate appointments in on regular basis and 1578 persons have been appointed on outsourced basis as Drivers, Conductors and Security Guards in PEPSU Road Transport Corporation.
The Minister said that PEPSU Road Transport Corporation has made a remarkable improvement in its working and the operating profit of the corporation has increased by the Rs. 774.71 Lacs during the last year. He said that 164 ordinary, 10 integral coaches and 24 HVAC (Heating Ventilation and Air Conditioned) buses introduced in PEPSU Road Transport Corporation and 75 Ordinary, 35 HVAC (Heating Ventilation and Air Conditioned) and 150 Km Scheme buses would be inducted very shortly. He further said that for the first time Road Safety Councils have been constituted in all districts to create road safety awareness and to minimize road accident

PUNJAB TO FLOAT RS. 200 CRORE LOAN
Chandigarh, December 31 :
The Punjab government in consultation with Reserve Bank of India(RBI) today floated Rs. 200 crore(nominal) loan to finance part of Capital Expenditure of Plan Schemes and other development schemes under execution.
According to an official spokesman the State government today notified the sale of Punjab Government Stock (Securities) of 10 year tenure for a aggregate amount of Rs. 200 crore (Nominal). The spokesman said that consent of Central government has already been obtained to the floatation of this loan.
The spokesman said that the government stock would be sold through RBI Mumbai by auction that would be conducted by them in his Mumbai office on January 5, 2010. The application form duly filled in with the Competitive and non- competitive bids should be submitted in electronic format, on the Negotiated Dealing System (NDS)to the RBI, Mumbai on January 5, 2010 by 12.30 P.M and 11.30 AM respectively. Result of auction would be displayed on January 6, 2010 and successful bidders would make payment on January 6, 2010.
The spokesman added that this 10 year tenure loan would be repaid at par on January 06, 2020. He said that interest will be paid every half yearly on July 6 and January 6 and cut off yield determined at the auction would be the coupon rate percent per annum of the stock sold at the auction.

Chandigarh, 31st Dec: Prof Laxmi Kanta Chawla, Health Minister Punjab today listed some important proposals for the coming year 2010 and achievements of the Health Department during year 2009, which are as follows:
1. MATERNAL AND CHILD HEALTH:
· Continuous and consistent increase in institutional deliveries in the year 2009. Number of deliveries up by 40% as compared by previous year.
· JANANI SURAKSHA YOJNA - During year 2009 (up to Nov.09), 59024 JSY beneficiaries have been given incentives which is 138% more than the previous year period.
· IMR – Infant Mortality Rates of the state went down by 2 points from 43 to 41 in the year 2007-08 as per latest Sample Registration Survey 2009 conducted by Government of India.
YEAR 2010
· Mobiles to all 4000 ANMs planned for systematic monitoring of their performance in respect of important parameters.
· Registration of all 5 lakh pregnant women in the state is planned. Tracking of all new born children for full immunization is also planned with Government of India assistance under NRHM.
2. IMMUNIZATION:
· Punjab state is placed 3rd at the National level, first being Tamil Nadu at 83% and 2nd being Himachal Pradesh at 82% as per latest district level household survey (DLHS) conducted by Government of India for the year 2007-08.
3. FAMILY WELFARE PROGRAMME:
· State ranks 2nd amongst the major states in the country in achieving highest number of Non Scalpel Vasectomy which is 13% of the total sterilizations.
4. IMPLEMENTATION OF PRE CONCEPTION & PNDT ACT:
· 23 Panchayats of villages having sex ratio of 1000 or more were awarded cheques of Rs.1.5 lakh each at Amritsar on 8.11.2009.
· As per latest SRS Survey 2009 conducted for the year 2007 in the state, the child sex ratio (0 to 4 years) from 796 in 2001 to 838 in 2007.
YEAR 2010
· A state level function is being held on 25/01/2010 to honour 30 Panchayats for their achievements regarding sex – ratio at Fatehgarh Sahib. Union Minister for Health & Family Welfare Sh. Gulam Nabi Azab would be the Chief Guest.
5. MENTAL HEALTH PROGRAMME:
· A 20-bedded Drug De-addiction Centre at Talwandi Sabo with an outlay of Rs. 1.55 crore has been constructed and will be operational by January, 2010.
· 2 new drug de-addiction centres were made functional in the Civil Hospitals at Ferozepur and Phagwara. As of now 10 Civil Hospitals in the state have drug de-addiction centres.
YEAR 2010
6. DENGUE AND SWINE FLU (H1N1)
· H1N1 – Efficient management of Swine Flu in the state. All district hospitals were provided with ventilators and isolation wards were set up. Supply of testing kits, medicines, masks etc ensured. In addition to testing facility at PGI, testing facilities at Amrtisar, Ludhiana and Mohali were set up in collaboration with Religare of Fortis Group.
· Dengue – Only 245 cases of dengue were reported in Punjab state. The remaining 10 districts were provided with blood component separators and 6 new aphaeresis machines were installed in the hospitals for management of dengue.
7. NATIONAL CANCER CONTROL PROGRAM
· Cancer Registry – Proposal for setting up a Population Based Cancer Registry at Bathinda has been submitted to ICMR. To be made operational in 2010.
· House to House Survey - House to House Survey has been initiated by the department through field level health workers in the districts to know the number of cancer cases.
· Cancer Detection Camps – Cancer Detection Camps were held in Bathinda, Mansa and Muktsar districts in collaboration with Roko Cancer, Non Government Organization. 3506 patients were examined, 893 patients were submitted to mammography and 31 patients were found suspected.
YEAR 2010:
· Onconet Service is to be established by Govt. of India. Regional Cancer Centre PGI will be connected to four District Hospitals namely Hoshiarpur, Sangrur, Bathinda and Muktsar for this service.
· House to House Survey shall be completed by the department through field level health workers in the districts to know the number of cancer cases.
· An agreement is being signed with Roko Cancer for providing Mobile Cancer Detection Unit for 1 year in the state. Camps would be organized in the affected districts for examination of suspected cancer cases.
8. SCHOOL HEALTH PROGRAM
· Systematic medical examination of about 29 lakh students in 19461 Government and Government aided schools. So far up to November 15867 schools and 19 lakh students have been examined.
· Albendazole Tablets (2 per Child) have been provided in all the schools. Scabies Lotion has also been provided in sufficient quantity.
· Under RHD control program so far 431 no of children were referred for treatment which includes 318 at PGI Chandigarh, 102 at DMC Ludhiana, 8 at Silver Oak Hospital Mohali and 3 at IVY Hospital Mohali. So far 120 children have been treated and amount of Rs.1.55 Crore has been spent on the treatment and the remaining children will be cured by March 2010.
· Treatment of Children Suffering from Cancer has been started in May 2009 so far 34 Children have been referred to PGI Chandigarh for treatment and Rs.10.00 Lacs have been spent on their Treatment.
9. INTENSIVE DENTAL HEALTH CARE PROGRAM
· 90 Dental Chairs and 20 RVG are being procured for providing latest dental treatment to the patients.
· A advance dental implant centre is being established at CH Mohali under Public Private partnership which will provide dental implant to patient for approx.Rs.10,000. The market price for which is available at Rs.20,000 to 25,000.
· 34 Posts of dental doctors will be filled up shortly. 48 posts of dental doctors will be filled up after September 2010.
10. PREVENTION OF FOOD AND ADULTRATION
· State wise vigorous campaign against food adulteration was continued in the year 2009. A total of 3767 samples of food items were picked up out of which 792 samples failed. The corresponding figures for the year 2008 and 2007 are 3232 (254 failed) and 2377 (413 failed) respectively.
· 22900 Litre milk, 13630 Kg Milk Products etc were destroyed on the spot that were found unfit for human consumption.
11. DRUG CONTROL ORGANIZATION
· 559 joint raids were conducted, 493 chemists from where drugs seized, and drugs worth Rs. 3 crore were seized during this year up to November 2009.
· 20 Licenses were cancelled, 92 licenses were suspended due to contraventions relating to habit forming drugs during this year.
· 200 licenses of chemists suspended due to general contraventions and 55 prosecutions have been launched against defaulters.
· So far drugs worth Rs. 7 crore have been seized since March 2007 when this Government came to power.
12. PUNJAB HEALTH SYSTEMS CORPORATION (PHSC)
· Jan Aushadhi Stores - Jan Aushadhi Stores in all the 20 District Hospitals to provide cheap generic medicines to the people have been started.
· Trauma Centres – A new 20 bedded Trauma Centre made operational in Civil Hospital, Jalandhar.
· New Machines/Equipments – New equipment worth Rs. 15 crore purchased in the current year as per details below -
- Various equipment such as Radiology Equipment, Laboratory Equipment, O.T. Equipment, for labour rooms etc have been provided at PHCs, CHCs and SDHs under NRHM.
· RSBY - Under the Rashtriya Swasthya Bima Yojna in the state, 1.53 lakh smartcards have been issued to beneficiaries to provide health insurance cover to people living Below Poverty Line (BPL). The beneficiaries got cashless treatment for Rs. 1.52 crores in the year 2009.
· Upgradation - Work for Upgradation of 5 District Hospitals i.e. Mohali, Ludhiana, Patiala, Gurdaspur and Bathinda was started with an outlay of Rs. 15.79 crores. A total of 226 beds will be added in these hospitals. To be completed by June 2010.
Upgradation of 3 Sub Divisional Hospitals i.e. Batala, Patti and Pathankot have been taken up with an outlay of Rs. 6.32 crores. A total of 90 beds thus will be added. To be completed by June 2010.
Upgradation of Primary Health Centre Adampur to a 30-bedded CHC with an outlay of Rs. 1.76 crores, upgradation of Primary Health Centre Morinda to a 30-bedded CHC with an outlay of Rs. 1.91 crores and construction of a new 30-bedded CHC at Zirakpur with an outlay of Rs. 2.92 crores have been taken up.
YEAR 2010
· Jan Aushadhi Stores would be setup in the 3 sub divisional hospitals – Nabha, Abohar and Pathankot.
· All 4.44 lakh BPL families to be covered under Rashtriya Swasthya Bima Yojana against the present figure of 1.53 lakh families.
· Upgradation – Civil Hospital Sangrur, Bathinda and Abohar to be upgraded at an estimated cost of Rs. 8 crores.
· New CHCs - 11 Primary Health Centres (PHCs ) to be upgraded to 30 bedded Community Health Centres (CHCs)- Ramdas (Amritsar), Sadiq (Faridkot), Makhu (Ferozepur), Binewal (Hoshiarpur), KumKalan (Ludhiana), Bareta (Mansa), Lambi (Muktsar), Rahon (SAS Nagar), Sherpur (Sangrur), Kasel (Tarn Taran), Lalru (SAS Nagar)
· HMIS – A comprehensive Hospital Management Information System to be designed and made operational for systematic monitoring of doctors, Laboratories, other equipments and parameters.
· Dialysis Machines – All district Hospitals to be provided with Dialysis Machines in the year 2010. At present only 6 hospitals have these machines.
· Maternity Wards – Maternity Wards in all district hospitals to be upgraded at an estimated cost of Rs. 15 crore.
· Dental Wing – Dental treatment at all Community Health Centres to be made functional by way of purchase of 90 new dental chairs and recruitment of 82 new dental doctors.
· Blood Banks – 2 new Blood banks at Civil Hospital Mohali and Civil Hospital Amritsar to be set up.
· Bajaj Committee Report – The report of review committee headed by Prof. J.S. Bajaj, Vice Chairman, Planning Board was submitted to Hon’ble Chief Minister on 29/12/2009. Its recommendations would be implemented in a time bound manner in the year 2010.
· Emergency Medical Response System – The agreement signed with Emergency Medical Response System, Hyderabad was scrapped and the department would invite fresh tenders for providing Emergency Medical Response System in the state. A total of 240 ambulances will be connected to a central control room for providing 24 hour emergency service at all places in Punjab within 30 minute response time.
13. AYURVEDA:
· 14 Allopathic Hospitals wings have been established at 14 district hospitals(Amritsar,Bathinda,Gurdaspur,Hoshiarpur,Jalandhar,Ludhiana,Sangrur,Faridkot,Kapurthala,Mansa,Patiala,Ropar,Moga and Fatehgarh Sahib) and the remaining 6 District hospitals will be covered Shortly.
· 30 camps were organized in the Schools, Slums, Rural Areas in all the districts, in which around 40,000 School Children, Pregnant Ladies and other Anemic patients were checked and free medicines were distributed.
· Drug Testing Laboratory at Patiala – made functional at a cost of Rs. 1 crore and filling up of 7 technical posts.
· 12 Indian System of Medicine (ISM) specialty clinics will be set up at a cost of Rs. 1.2 crores in the 12 district hospitals.
14. HOMEOPATHY
· 470 free Homeopathy medical checkup camps has been organized to make the people aware of homeopathic system.
· 165,23,50 patients were examined in various dispensaries.
· Mother and Child health care campaign/workshop has been organized at Abohar, Ludhiana and Jalandhar and more programs will be organized by March 2010.
15. NATIONAL AIDS CONTROL PROGRAM
· Number of Integrated Counseling and Training Centre (ICTC) have increased from 73 centres to 89 in the current year. A total of 1,97,192 persons were tested out of which 4919 patients were found HIV positive in the current year.
· In the beginning of the current year there were only 3 Anti Retroviral Treatment Centres (ART) – Amrtisar, Jalandhar and Patiala. 2 more ART centres were made functional at Ludhiana and Pathankot. 3511 new HIV positive cases have got registered in these 5 centres.
YEAR 2009
· Model Blood Bank – to be made functional Government Medical College, Amritsar at an estimated cost of Rs. 1 crore.
