Chandigarh August 30: The Punjab State Information Commission and
the State Legal Services Authorities of Punjab and Haryana jointly
organized a seminar on RTI Act here today. Mr. Justice Altamas Kabir,
Judge Supreme Court of India was the Chief Guest while Justice Tirath
Singh Thakur, Chief Justice of Punjab and Haryana High Court presided
over the function. While presiding over the technical session, Mr.
R.I.Singh Chief Information Commissioner Punjab emphasized the need
of appointing Public Information Officer by each department who
should be a senior officer duly empowered and sensitized to the
needs of the persons seeking information. He also said that complete
transparency was required in the entire process. The Appellate Authority
needs to be the Head of the Department, said Mr. Singh.
On this occasion a book titled ‘Right to know versus Governmental
Secrecy ‘authored by Dr. Shiva Sharma Additional District
Judge, Panchkula was also released by Justice A.K.Goel. Mr. Justice
Altamas Kabir laid down the foundation stone of High Court Guest
House at Chandigarh Judicial Academy.
EMERGENCY LANDING OF DEPUTY CM, Sukhbir SIngh Badal’s CHOPPER
COPTER FLOWN BACK TO DELHI

The Punjab Deputy
Chief Minister Mr. Sukhbir SIngh Badal landed safely at 9. 50 this
morning, some distance away from the scheduled BSF helipad in Jalalabad.
Giving this information, Chief Minister’s Media Advisor
Mr. Harcharan Bains said that soon after the landing, Mr. Badal
left for his scheduled programmes as a part of his thanksgiving
trip of the Jalalabad constituency. He will be attending all the
functions as per programme already announced.
Meanwhile, the DGCA has allowed the helicopter to be flown back
to New Delhi.
The Punjab government has referred the whole incident to the Directorate
General of Civil Aviation (DGCA) Government of India, for a full
scale inquiry. Preliminary reports hinted towards a technical snag
with a glitch in the cyclical control of the helicopter but the
government would make a formal statement on the causes only after
the DGCA submits its report, said the Media Advisor.
Mr. Bains said that the Deputy Chief Minister was returning from
New Delhi by Bell 230 chopper, specially chartered from Prem Air
by the Punjab Government for VIP flying duty. On arrival near the
scheduled helipad, Pilot and Co-Pilot Col. Vishnu Rawal and Capt
Padma experienced some difficulty in going ahead with the landing
and decided to ascend to a higher plane for alternate landing site.
As per aviation norms, they evacuated some of the fuel of the chopper
before steering the helicopter to on an unscheduled landing site.
The chopper landed where he had gone last night after a hectic day
long thanksgiving tour of the constituency. On his arrival over
the scheduled BSF helipad, there appears to have been some glitch,
forcing the pilots to decide on an alternative landing site. The
Copter finally soft landed at an open place in Gobind Nagar in Jalalabad
on the Jalalabad-Fazilka Road.
Meanwhile, Mr. Sukhbir Singh Badal has thanked countless well
wishers who have been frantically enquiring about his welfare since
morning.
CM APPROVES A 10-BEDDED PHC AND AYURVEDIC DISPENSARY AT SRI BHAINI

The Punjab Government would construct a 10- bedded Primary Health
Centre (PHC) at Sri Bhaini Sahib under National Rural Health Mission
during the current fiscal.
An assurance to this effect was given at a meeting of the Kuka
Martyrs Memorial Trust chaired by the Punjab Chief Minister Mr.
Parkash Singh Badal to the Vice Chairman of the trust Mr. Surinder
Singh Namdhari here this morning. Mr. Badal also gave in principle
approval to set up an ayurvedic dispensary in the upcoming PHC in
view of the long pending demand of the local residents of the area.
The Chief Minister also asked the Vice Chancellor of the Guru
Nanak Dev University, Amritsar Dr. A.S. Brar to ensure smooth functioning
of Satguru Ram Singh Chair and assured the trust that provision
of adequate funds would be made in the annual state budget by the
department of Higher Education on the regular basis as per the requirement
of the university.
In another significant decision, the Chief Minister also directed
the Punjab State Electricity Board to ensure un-interrupted 24 hour
power supply to the 66 KV sub station of Gurdwara of Sri Bhaini
Sahib and also asked the Local Government department to immediately
change the name of Cooper Road in Amritsar to Namdhari Shaheed Road
as a befitting tribute to the martyrs of the Kuka movement.
Mr. Badal also directed the Deputy Commissioner Ludhiana to hold
a special meeting with the members of the trust to resolve all the
pending issues relating to the beautification of Satguru Ram Singh
Park and erection of Namdhari Martyrs’ monument in Ludhiana
besides the construction of another memorial at Raikot and declaration
of 5 km area in and around Sri Bhaini Sahib and Raiana as controlled
planning area. Mr. Badal also directed the PWD (B&R) department
to study the feasibility of 4-laning of the approach road from Sri
Bhaini Sahib to link the Ludhiana-Chandigarh road.
It was informed in the meeting by the Secretary Housing & Urban
Development that the department had already notified area in the
vicinity of Namdhari Martyrs Memorial at Malerkotla as controlled
area in view the historic importance of the monument.

CM FORMS PANEL TO REVIEW PENDING CASES OF VAT REFUNDS ASKS PSEB
TO ALLOW GEN SETS IN INDUSTRIAL UNITS

The Punjab Chief Minister Mr. Parkash Singh Badal today constituted
a committee under the chairmanship of Financial Commissioner Taxation
Mr. SS Brar to explore ways and means for the quick disposal of
the pending cases of the VAT refunds.
A decision to this effect was taken at a meeting chaired by the
Chief Minister Chamber of industrial & Commercial Undertakings
(CICU) here at Punjab Bhawan this morning.
Mr. Badal asked the Excise & Taxation department to carryout
this entire exercise within 15 days especially in Ludhiana, Jalandhar
and Amritsar in the first phase and also asked the members of the
CICU to cooperate with the committee to give their suggestions which
could be finally incorporated in the final report to streamline
the system of the payment of VAT refunds. He asked the FCT to simplify
the procedure of the payment of VAT refunds and unwarranted formalities
involved in the process should be done away.
It was informed in the meeting by the FCT that the refunds to
the tune of Rs.240 crore were pending and of an equal amount had
been disbursed to the industrialists so far. He also sought cooperation
from the industrialists to submit complete documents at the time
of making an application for seeking VAT refund and also urged them
to go for e-filling of their returns, which would not only ensure
transparency and efficiency in the system but also hasten the procedure
of the payment of VAT refunds.
Referring to the proposal put forth by CICU regarding the use
of solar power as an alternate to conventional thermal or hydro
power in view of global power crisis, the Chief Minister asked the
Punjab Energy Development Agency (PEDA) to conduct a study to ascertain
its feasibility and economic viability before its implementation.
The CICU apprised the Chief Minister that the scenario of industry
especially in Ludhiana was dismal due to frequent power cuts and
non payment of refunds and sought his personal intervention to save
the industry especially the small and medium enterprises from such
uncompetitive scenario and economic slow down.
Responding to their demands, Mr. Badal directed the Punjab State
Electricity Board to immediately allow the industry to install generators
of the desired capacity to cope up with the prevailing situation.
He also assured the members of the CICU that industry would be given
priority during the relaxation norms announced by the PSEB from
time to time as per the availability of power.
The Chief Minister also directed the Local Government department
to immediately start the work of upgradation of existing focal points
in consultation with the local industrialists. He said that the
government had already released Rs.7 crore for Ludhiana and Rs.5
crore for Amritsar besides this a sum of Rs.25 crore would be released
soon during the current fiscal to undertake the entire programme
of upgradation in the existing focal points through out the state
on the priority.
Mr. Badal also directed the financial Commissioner Revenue to allow
exemption in stamp duty to the industrialists who undertake division
of property with in the family members or their partners. He asked
the Revenue department to soon issue relevant instructions in this
regard.
The Chief Minister assured the CICU that the Punjab government
was committed to the welfare of industrialists and it would soon
come up with its new industrial policy which was almost ready and
hoped that it would provide much relief to them on one hand and
boost the pace of industrialization on the other.

INFORMATION AND PUBLIC RELATIONS DEPT. PUNJAB SPECIAL CAMP TO OFFER
62 JOB LETTERS TO DEPENDENTS ON 31ST
Chandigarh August 30: The Punjab Government is going to organise
a special camp on 31st August at SAS Nagar Mohali to offer job letters
to 62 dependents of deceased teachers and others employees of the
education department for recruitment on compassionate grounds. Dr.
Upinderjit Kaur, Education Minister, Punjab would preside over the
camp and hand over the job letters to the beneficiaries.
Disclosing this here today a spokesperson of Education Department
Punjab said that the State Government has fulfilled the promises
made to the teachers to initiate the fresh recruitment and promotion
processes and to provide jobs on priority basis to the dependents
of departmental employees who died in harness. In this regard a
special camp was being organised on Monday 31st August at 11.00
am in conference hall at Punjab School Education Board SAS Nagar
Mohali to present 51 job letters to category-III employees including
3 clerks besides 11 beneficiaries belonging to Master cadre, he
said.
He further added that about 250 jobs letters have already been handed
over during special camps to the dependents of employees who died
in harness. The education officers have already been instructed
to hold such special camps quarterly to clear the backlog in compassionate
cases at the earliest, he said.

Sukhbir Singh Badal's maiden thanks giving visit to his constituency,
Jalalabad bowled over voters of this border area as the Deputy Chief
Minister came to fulfill his commitment to usher an era of overall
development with the first package of more than 30 projects worth
Rs. 30 Crore relating to Link roads, Schools, Colleges, Power and
his dream project Suvidha Centre. The Jalalabad town today got Government
Girls College where as government school was inaugurated in village
Dhandi Qadim. The villagers of village Kiriyan Wali thanked Deputy
Chief Minister profusely as Chief Minister inaugurated Water Supply
Scheme for the village where as students of Ghubaya were thrilled
as Mr. Badal inaugurated a new Government School. Similarly, Water
Supply project was inaugurated in Dhandi Khurd.
The Deputy Chief Minister laid the road map of development of
this backward border area as he laid the foundation stone of Links
roads in Jhangar Bhaini, Mahatam Nagar, Shama Khan Ka, Hauj Gandhar,
Sohna Sandar, Mohkam Araian and Tiwana. The dream of having RO system
in every village of Jalalabad constituency leaped further as Mr.
Badal laid the foundation stone of Water Supply Scheme in Jamna
Basti Jalalabad. Similarly, people of Gobind Nagar, Jalalabad welcomed
the Deputy Chief Minister laid the foundation stone of underground
sewerage system for this locality.
Speaking at the reception rally organized by the residents of this
constituency to welcome their beloved Deputy Chief Minister, Mr.
Badal thanked the people for reposing faith in him and giving him
an opportunity to serve the people of this border region. He said
that in next 21 months besides fulfilling the basic necessities
of this region including drinking water for all villages, 24 hour
power and opening series of schools and colleges to provide education
to all, his government would bring the industry to this region to
generate employment avenues for our youth.
The Deputy Chief Minister directed the Deputy Commissioner Ferozpur
to divide Jalalabad constituency in 10 segments, organize multi-departmental
camps and provide on the spot old age pension cards, blue cards
for Atta-Dal scheme and distribute Shagun scheme cheques to the
beneficiaries.
Promising to personally monitor the development of this region,
Mr. Badal said that he would visit this constituency every month
for on the spot physical verification of progress of development
projects being reported to him.
Mr. Badal said that people would soon see the fructification of
development policies initiated by SAD-BJP government. Besides completion
of four thermal plants having combined capacity of 7000 MW, Bio
Mass plants with capacity of 1000 MW, all major roads in the state
including Patiala-Bathinda, Chandigarh-Jalandhar, Chandigarh-Ludhiana
would be four lanned. He said that he personally went to the Union
Minister and got 5 National Highways sanctioned. Mr. Badal said
that work on 47 ROBs was being put on fast track besides launching
series of measures to provide door step service to the citizens
of Punjab. Mr. Badal said that the first Suvida Centre with ISO
certification been inaugurated tomorrow at Abohar and a cluster
of every six village would have such Suvida Centre within next 18
months. Mr. Badal said that Jalalabad is all set to be included
in Gunnies Book of Records with every village of this constituency
having the facility of RO system or ultra filtration system.
Later speaking to media persons, Mr. Badal said that his government
was committed not to allow terrorism to raise its ugly head in Punjab
again. He said that as a Home Minister of the state he was keeping
a close watch on all developments and police would maintain rule
of law at all cost. Mr. Badal said that he had already requested
Union Home Minister to enhance the grant to Punjab Police under
modernization plan so that state police could be equipped fully
to meet any challenge posed by anti national forces. Mr. Badal said
that there would not be any let up in drive against anti national
elements involved in narcotics trade.
