SHINDE ASSURES CM TO RESOLVE POWER CRISIS IN PUNJAB
NEW DELHI August 4, 2009
The Union Power Minister Mr. Sushil Kumar Shinde assured the Punjab
Government that Centre would ensure the power supply of 100MW
to the state from the unallocated power of NTPC’s Eastern
Region generation stations to tide over the position of power
shortage in Punjab due to scanty rainfall during the current monsoon
season.
An assurance to this effect was given by Mr. Shinde to the Punjab
Chief Minister Mr. Parkash Singh Badal when the latter called
on him in his office here late last evening. Mr. Badal sought
the Union Power Minister’s personal intervention in the
matter as Punjab was receiving only about 50 to 60 MW of power
against 100MW allocation due to coal supply problems and units
being under annual maintenance. He emphasized the need to ensure
full flow of 100MW allocation immediately in view of deficit rainfall
in state. He also demanded additional allocation of 500 MW of
power for Punjab till September 30, 2009 to ensure adequate paddy
production in the interest of national food security.
The Chief Minister also raised the issue of allocation of 1500
MW Power from 4000MW integrated Coal Pit Head Thermal Power Plant
at Lara in Chhatisgarh as announced by Prime Minister.Mr.Badal
also informed the power Minister that the entire work concerning
2640MW Gidderbaha Thermal Power Plant had been virtually held
up due to non allotment of coal block/non allocation of coal linkages
from Coal India Ltd (CIL) sources by the Standing Linkage Committee
on long term basis. He asked Mr. Shinde to impress upon the Ministry
of coal for allocation of coal block for Gidderbaha power Station
having coal reserves of at least 400 million tones. Alternatively,
Ministry of Coal may be emphasized for allocation of coal linkages
from CIL sources by the Standing Linkage Committee.Mr.Badal also
urged the Ministry of Power to enhance Annual Contracted Quantity
to 7.60 million tones of coal against present allocation of 6.60
million tones for meeting the requirement of PSEB thermal power
station.
Mr. Badal also urged the Union Power Minister to ensure 4.5 million
metric standard cubic meter gas per day for 1000MW proposed project
from the National Gas Grid via Dadri-Nangal pipeline. He also
sought the restoration of 30% share of power to the state from
unallocated power of Central Sector projects as was the case in
2004-2005, and also demanded a minimum of 10% of unallocated Central
share during the winter season from December to March as the state
had been denied this share.
Mr. Shinde assured the Chief Minister that he would soon convene
a meeting with senior officers of the Ministry to resolve all
the pending issues within a time frame. He informed the Chief
Minister that he would soon take up the matter with the Ministry
of Coal to ensure adequate supply of coal for the smooth functioning
for the Thermal Plant of the State. He also categorically, said
that necessary instructions would be passed soon to ensure due
share to Punjab from Lara Power Project, since it was a commitment
of the Prime Minister.

PUNJAB POLICE STREAMLINES POLICE MEDALS RECOMMENDATION SYSTEM
Chandigarh, August 5: The Punjab police has streamlined the system
of making recommendation for Police Medals to ensure that no deserving
case was left out.
According to an official spokesman as per earlier system, the
recommendations from units for awarding of police medals were
sent to police headquarters only when they were asked to do so.
He said that in the rush to meet the deadline sometimes very deserving
cases got left out. He said that with a view to streamline the
whole system, now it has been decided that the recommendation
of deserving officials should be sent to the office of AIG Personnel
all round the year after examining the achievements as well as
service record of the concerned official.
The spokesman added that even during the inspection of field units
by the senior authorities, if any official was found deserving
for any award, recommendations for the same should be sent to
the office of AIG Personnel immediately after examining their
suitability on the basis of service and clean record of concerned
official. The field units have been directed to send service record
of the officials along with the recommendations. The spokesman
said that with the new streamlined system, it was expected that
deserving cases which get struck in deadlines, would get justice.
PUNJABI SHORTHAND, HIGH SPEED AND INSTRUCTOR STENOGRAPHY TRAINING
CLASSES FROM SEPTEMBER

Language Department Punjab is going to start Punjabi Shorthand,
Punjabi Shorthand High Speed and Instructor Stenography Training
Classes from September at the office of Assistant Director, Punjabi
Cell, Chandigarh.
While giving the information, a spokesman of the Language department
apprised that the desirous applicants may get the forms from the
office and deposit them by 25th of August, 2009. He further elaborated
that the basic qualification for the Punjabi Shorthand (General)
and Punjabi Shorthand High Speed Classes would be Matric in 2nd
Division or 10+2 pass. The interview for these classes is fixed
for 27th August, 2009 at 10.00 A.M. The knowledge of Punjabi Shorthand
is compulsory for the training of Punjabi Shorthand High Speed and
Instructor Classes. Basic qualification for the candidates applying
for the training in Shorthand Instructor Class is graduation with
Punjabi as a compulsory subject. Knowledge regarding computer will
also be given.
The Spokesman further said that the applicants may contact the

Mohali Develops as a hub of electronics and information
technology – Kalia

Punjab Information and Communication Technology Corporation (Punjab
Infotech) has been developing Mohali as a hub of Electronics and
Information Technology in the State.
Disclosing this here today Mr. Manoranjan Kalia , Industry and
Commerce, Local Government Minister Punjab said that Punjab Infotech
was also committed information technology to grass roots level in
the State. More than 181 Franchise of Cal-C (Centre of Advance learning
in Computer) were already providing education in the field of computer
software and hardware all over Punjab, to fulfill the growing need
of trained man power of Information Technology Enterprises solutions
(ITES) in Industry Sector.
Mr. Kalia futher said that Punjab Infotech had also initiated
establishment of Business process out sourcing (BPO) Training Center
in Punjab. He said that there had been tremendous growth in soft
ware export from Punjab region recording and increase Rs.500.38
crore in 2006-07 to Rs. 666.44 crore in 2007-08 total 257 software
export units have been registered under (STPI) software training
park India scheme in Mohali on till date. He said that Govt. of
India had sanctioned another STPI center which was proposed to be
set up at Patiala.
Mr. Kalia said that Punjab had realized that BPO and ITES industry
are the potential sectors most suitable for the State and it was
great potential of substantially increase its share of contribution
in the total BPO revenue. Punjab's BPO industry has contributed
significantly with over 10000 professionals working in this scheme
in the State and quite a large number of professionals from this
region are working in BPO companies located in Gurgaon , Banglor
and other ITES center.
Industry Minister said that state had one of the highest densities
of optic fiber landline and white goods and more and more communications
companies are investing in the State, expending and improving the
reach of service to the common man. During the year 2008-09 and
2009-10 Punjab Infotech target the new ICT Industries for investment
in Punjab in general and following in the particular Infosys cognizant
technology , WIPRO, TCS, more IT and BPO unit under STPI scheme
at Mohali.
Rs.146.75 CRORE FOR TWO MEDICAL INSTITUTION-DHINDSA

The building wing of PWD B & R would be implementing infrastructure
project for which funding has been provided by State as well as
Centre assistance so the department has been assured the most prestigious
task of the construction of two medical institutions at Faridkot
and Amritsar at the cost of Rs.146.75 crore.
This was disclosed by Mr. Parminder Singh Dhindsa, PWD (B &
R) Minister Punjab here today while giving details he said that
Rs.75.39 crore had been approved for the construction Government
Medical College and associated hospital at Amritsar. Similarly Rs.71.36
crore have been also approved for the construction of buildings
of Guru Gobind Singh Medical College, Senate Campus and Academic
Campus at Baba Farid University of the Health Sciences at Faridkot.
All these works are in progress.
Mr. Dhindsa further added that State Government had also approved
the construction of four venterinary polyclinics under NABARD ASSISTED
PROJECT at Fategarh Sahib, Kapurthala, Jalandhar and SAS Nagar Mohali.
Besides this 19 Tehsil level Veterinary Hospitals were also to be
constructed under NABARD ASSISTED PROJECT at Nawan Shahar, Nabha,
Sunam, Batala, Mukerian, Bhagwara, Phillaur, Barnala, Jagraon, Samrala,
Budlada and Rampura Phul. The concerned field officers have been
asked to take up the works after completion of necessary formalities.
Five projects with the cost of Rs.16.13 crore have been sanctioned
at Anandpur Sahib and Talwandi Saboo, where two secondary schools,
one Bus stand, one toilet block and one ITI are under progressive
stage, said the minister.
RELINING OF SIRHIND FEEDER FROM RD 119700 TO RD 447927 AND RAJASTHAN
FEEDER FROM RD 179000 TO 496000

With a view to reduce seepage in the Sirhind Feeder and Rajasthan
Feeder and prevent rise of ground water, the Punjab Govt. has decided
to initiate project to concrete relining of these canals.
Giving the detail of the project a spokesman of State Irrigation
Department said that the project costing Rs 363.500 crore (Sirhind
Feeder) and Rs. 897.388 crore ( Rajasthan Feeder) were submitted
to Central Water Commission for technical Appraisal.
He said that Govt. of India has proposed funding for Rajasthan
Feeder in the ratio of 90:10 for Govt. of India and State respectively,
Whereas, for Sirhind Feeder the ration is 25:75 for Govt. of India
and State respectively.
He also said the consequently, the saving of 752 Cs & 256 Cs
of canal water from Rajasthan Feeder and Sirhind Feeder. These saving
will result in additional irrigation potential of 93117 and 34133
hect. The corresponding yield from both the project will enhance
the National Food Grain Kitty.
VIGILANCE NABBED 6 EMPLOYEES, FIVE CONVICTED IN GRAFT CASES

State Vigilance Bureau, in a drive against corruption in public
life, arrested two Gazzetted Officers (GOs) and four Non-Gazzetted
Officers (NGOs) in four different cases in last month and was able
to secure the conviction of five accused in four different vigilance
cases.
Disclosing this here today Mr. Harcharn Singh Bhullar, SSP-cum-Joint
Director (Admn.) Vigilance Bureau Punjab, said that Bureau has put
up its best efforts to eradicate corruption amongst public servants
and others in every sphere in the State. In this direction, the
Vigilance officers have registered trap cases, disproportionate
assets cases and criminal cases and ensured that suspect did not
escape judicial punishment in the various courts in the State.
Mr. Bhullar added that during the last month of July the Vigilance
had nabbed six corrupt public servants red handedly accepting bribes
in different cases which included an ADTO Gurdaspur Balbir Singh
Rana and Dr. Manvinder Singh Ahluwalia MO Bhagta Bhaika (Bathinda).
The vigilance bureau had also registered seven criminal cases and
four vigilance enquiries against suspect officials to probe into
the allegations.
Giving details he added that the special courts have sentenced
five accused after finding them guilty for one year to three years
imprisonment, in four different vigilance cases.
GPS SYSTEM IN TRAFFIC PATROLLING VEHICLES
SAVE 1130 LIVES IN A MONTH
Chandigarh, August 4: The newly installed Global Positioning System
(GPS) in the Highway Patrolling Vehicles of traffic wing of Punjab
Police has been able to save the lives of over 1130 injured persons
in various accidents on highways in a single month alone.
According to an official spokesman of Police department a single
mobile call service linked with GPS in all Highway Patrolling Vehicles
proved very successful in identifying the exact spot of accident
besides activating the nearest stationed patrolling vehicles in
reaching the spot, for evacuating the injured to the near by Hospital.
He said that with all vehicles linked with single mobile number
98153-91111 through GPS, the highway patrolling vehicles were able
to timely evacuate over 1130 injured persons to the hospital, saving
their precious life.
The spokesman said that over 65 Highway Patrolling Vehicles have
been stationed at strategic and accident prone locations on National
as well as state highways. They have been further linked with a
fleet of 23 motorcycles. The spokesman said that the initial experiment
of GPS had been quite successful and would be further expanded as
per its increasing requirement.
Focusing on educating the drivers regarding the importance of safe
driving, the education wing of Traffic Police held seminars in 71
schools, 21 colleges, 106 Truck Unions, 144 Tempo Unions in 75 cities
and 64 villages.
The spokesman said that during the month of June alone 28495 vehicles
were challaned for traffic violations and Rs. 55.55 lacs fine was
recovered from 14231 traffic offenders.
SUD FOR STRICT ACTION AGAINST RAGGING
Chandigarh August 4: Mr. Tikshan Sud, Medical Education and Research
Minister Punjab emphasized the need to introduce monitoring committees
at the university and college levels to track activities related
to ragging on campuses in general and State Medical Colleges in
Particular. In a statement issued here today, the Minister said
Punjab has already launched a concerted drive to weed out the menace
of ragging from the educational institutions particularly in the
professional colleges. Universities and colleges have also joined
hands in the anti-ragging campaign launched recently in the state.
Mr. Sud issued directions to all Principals and staff of all Government
and Private Medical, Dental, Ayurvedic, Homeopathy, Para medical
and nursing colleges to immediately suspend the students found indulging
in the practice of ragging. Adding further he said that move is
part of the ongoing initiatives to curb the barbarism of the campus
kind and to instill confidence among the newcomers in the educational
institutions. Terming ragging as the most uncivilized and devastating
trends in our society, Mr. Sud said that “Ragging is disorderly
conduct and has its origin in western countries where practical
jokes were played by seniors at the time of welcoming freshers to
the institutions . This was certainly against our culture, said
the Minister.
While issuing directions to the Vice Chancellor Baba Farid University
of Medical Sciences, Director Medical Education & Research,
Director Ayush and Principals of Medical Colleges, Mr. Sud said
that it was imperative for all educational institutions to implement
the latest guidelines issued by Apex Court to check the menace of
ragging. He said that all institutions must deal with the students
indulging in ragging in strictest possible manner including immediate
suspension from the institution. He said that all institutions must
implement Raghvan Committee recommendations in both letter and spirit
to check the ragging menace. He said that the institution itself
would be liable to action for any delay in taking action against
erring students.
The Minister said that the heads of educational institutions should
immediately inform the police in case any incident of ragging came
in their notice and set the criminal law in motion. Mr. Sud asked
the Vice Chancellors Baba Farid University and DRME to make appropriate
amendment in the affiliation rules to debar any educational institution
that was trying to shield errant students. Calling upon the Principals
to remain constantly vigilant against this practice and monitor
the situation on day to day basis, he said that principal and staff
must watch the attitude of new comers and any sign of depression
noticed in new student should be probed deeply. He also called upon
new students to fearlessly report any incident of ragging coming
to their notice to authorities as their identity would be kept secret

and bye election to ward 57 municipal corporation Ludhiana , Nagar
Panchyat Bagowal (ward No. 9,10, 11 ) Nagar Panchyat Ajnala ( ward
No. 5), Anandpur Sahib ward No. 7 and Hoshiarpur ward No. 6 shall
be held on 23 August 2009 Sunday. Disclosing this here today Punjab
Government Spokesman said that the bye election to vacant seats
of Panchs in Gram Panchayats of all District in Punjab shall also
be held 23 August 2009.
Punjab Govt. Spokesman further said that these vacancies have
mostly arisen on account of death or decision of the election tribunals.
Nomination papers for all the urban and rural elections / bye elections
shall be received from 7 August 2009 to 11 August 2009. Scrutiny
and withdrawal of nomination papers shall be 12th and 13th August
2009 respectively.
Sukhbir’s questioning EVMs implies 2007 election
results are null and void?

Qila Raipur MLA Jassi Khangura today questioned the moral authority
of the Shiromani Akali Dal President Sukhbir Badal in disputing
the efficacy of the Electronic Voting Machines (“EVM”).
He said, “Sukhbir’s criticism of EVMs renders the 2007
Punjab assembly elections null and void in which case this government
has no moral authority to continue. He is simply making a case for
a return to ballot papers as he feels his thugs and goons can better
manipulate the paper process.”
In a lighter vein Khangura quipped that it is remarkable that after
many years of hostilities Capt. Amrinder Singh and Sukhbir Badal
have finally agreed on something as both have raised concerns on
the same EVM issue, before adding “officially the Congress
Party support EVMs.”
In a statement issued here today, Khangura said, by blindly supporting
Sh. L K Advani, who has expressed suspicion that EVMs can be tampered
with, Sukhbir Badal has fallen into his usual trap of leaping before
thinking. He said “Sukhbir has simply not researched the EVM
issue. The correct thing to do is to avoid conjecture and to submit
evidence.”
The MLA stated that “nothing is infallible but rather than
speculate about sabotage and manipulation it is better to ask the
Election Commission of India (ECI) for a thorough review of the
technology on which the EVMs operate. Why not make the machines
available to third party technology companies and research institutes
for scrutiny? Let’s see how easily they can be hacked. Technology
changes fast so the ECI must ensure that irrespective of cost the
EVMs are robust and protected from manipulation at all times. India
has the technical capabilities to ensure that our EVMs are the most
secure in the world.”
Khangura added “Many have stated that since the USA does
not have EVMs India should not have either. In reality, in spite
of not having a central election authority in the USA about one
quarter of the voters cast their votes electronically and more and
more states are following the suit. In fact, EVMs are increasingly
being preferred the world over in preference to paper ballots. Not
so long ago at Parliamentary or Assembly elections there were frequent
protests relating to the stuffing of ballot boxes, the misuse of
ballot papers by unscrupulous officials, the sale and exchange of
ballot papers, ballot papers being swallowed, excessive number of
rejected votes and, not to be forgotten, the smash-grab-and-run
at the time of counting.”
The Congress MLA argued “moreover, in India the number of
voters is massive and the EVM is the best option for expeditious
polling and superfast counting. In addition, we save vast quantities
of paper.”
Khangura closed by stating “for someone so hell bent on becoming
the CM, Sukhbir needs to shoot less from the hip. He preaches the
abolition of EVMs and the Bhakra Beas Management Board without assessing
the consequences of such actions. If he does become CM one day he
will be faced with many things that he does not like. Will he try
to abolish them all? One thing that he will certainly not be able
to abolish is the will of the people who will in no uncertain terms
vent their fury at Sukhbir and his policies at the next Assembly
elections.”
CEO PUNJAB FELICITATES FOR PEACEFUL POLL

Ms. Kusumjit Sidhu, Chief Electoral Officer, Punjab felicitated
the people of Punjab in general and voters of Kahnuwan, Jalalabad
and Banur assembly constituencies in particular for a free, fair
and peaceful poll in the bye-elections to these constituencies.
She appreciated the cooperation shown by the citizens, voters, officials
& officers on poll duty, Media Persons, leaders and functionaries
of political parties for peaceful poll.
Describing the poll position in these constituencies, she said
that no incident of booth capturing, impersonation, interruption,
obstruction, violence and breach of law & order related to poll
had been reported these constituencies during the entire poll except
some minor incidents which happened at village Jagowal Bangar and
Ghuman Khurd in Kahnuwan constituency which was immediately controlled
by the Para-military forces.
As many as 9 Electronic Voting Machines (EVMs) developed error
during polling process, which were instantaneously replaced. Out
of total nine EVMs, four developed error in Jalalabad, three in
Kahnuwan and two in Banur.
As per the information available at the office of the CEO, Punjab
, overall tentative poll percentage is about 75. Constituencies’
wise Poll percentage is as follows: Kahnuwan 79 %, Jalalabad 75
% and Banur 74 %.
PUNJAB GOVERNMENT RESTORES OLD OFFICE TIMING

Keeping in view the considerable improvement in the supply of electricity
the Punjab Government has again issued an order to restore the old
office timing in all Punjab districts i.e. 9:00AM to 5:00PM with
immediate effect.
According to a spokesman of Punjab Government a communiqué
has already been sent to all the heads of various departments, Registrar
Punjab and Haryana High Court, Divisional Commissioners, Deputy
Commissioners, Divisional Magistrate and Chairman, Managing Directors
of Corporations & Boards.
BADAL CALLS ON PM TO SEEK HIS PERSONAL INTERVENTION ON THE FORMATION
OF SEPARATE GURDWARA PANEL IN HARYANA

The Punjab Chief Minister Mr. Parkash Singh Badal today urged the
Prime Minister Dr. Manmohan Singh to "intervene effectively
to stall the Congress party's highly ill-advised and ill-conceived
move of setting up a separate Gurdwara panel" in Haryana.
Mr. Badal called on the Prime Minister this evening at his residence
to apprise him about the proposed ill conceived and ill mooted move
of the Haryana Government to form a separate Gurdwara Parbandhak
Committee to manage the Sikh Shrines in Haryana and sought his personal
intervention to stop the Haryana Government from taking any such
anti-Sikh decisions. Mr. Badal informed the Prime Minister that
the reported move was not only fundamentally flawed in religio-political
perspective but was also bad in law, precedent and practice. Besides,
this was a clear cut violation of the time –honored pact between
Master Tara Singh, as leader of the Sikh community and Pandit Jawahar
Lal Nehru as Prime Minister of India on April 8, 1959 Referring
to clause 3 of the historic pact known as Nehru Tara Singh Pact;
"Any amendments in the Gurdwara Act should only be undertaken
after obtaining the approval of General Committee (House) of the
SGPC. A convention may be established that such approval may be
by two thirds majority of the SGPC.
The Chief Minister also took up the issue to allow corridor to link
the Sikh Shrine at Kartarpur Sahib in Pakistan with Dera Baba Nanak
in Gurdaspur District to enable the devotees to pay obeisance at
this holy place related to Sri Guru Nanak Dev Ji . Referring to
other issues, Mr. Badal also raised a special drought relief package
for Punjab in terms of compensation of Rs.2000 per acre to the distressed
farmers who had incurred extra expenditure to nurture their crops
especially the Paddy.
He also sought Prime Minister’s intervention to over come
the shortage of coal in the state which had badly hampered the functioning
the thermal Plants in the state. He demanded the annual contracted
quantity to be enhanced from 6.6. to 7.6 Million tonnes. He also
raised the issue for allotment of coal block (400 Million tonnes)
or long term coal linkage from Coal India Ltd (CIL) for the proposed
Gidderbaha Thermal Plant. He also raised the issue for an early
the release of funds for lining of Rajasthan canal (Rs.952.10 Crore)
and Sirhind Feeder (Rs.489.16 Crore).
Likewise, Mr. Badal also demanded the funding of Irrigation component
of Shahpur Kandi Dam Project out of which irrigation component was
Rs.488.85crores and power component was 1850.15 Crore. He also sought
appointment by rotation of member irrigation and member power of
Bhakra Beas Management Board (BBMB) by selection from the Panel
of Officers of Punjab and Haryana. Besides, Mr. Badal also demanded
additional Rs100 crores from Planning Commission’s extra devolution
funds. He also raised the issues of establishing Phulkari Mega Clusters
in Punjab, release of Rs.92.86 crores from border area development
project (BADP) for 11 border towns and compensation of Rs5000 per
acre to the farmers across the International border fence.

CM ASKS ANTONY TO RESTORE MERIT BASED RECRUITMENT IN ARMY
CM, HARSIMRAT BADALCALLS ON MS.SELJA FOR TOURISM AND LOW COST HOUSING
PROJECTS.

Punjab Chief Minister Mr. Parkash Singh Badal today called on Union
Defence Minister Mr. A.K. Antony in his office here at South Block
this morning and sought his personal intervention to restore merit
based recruitment and meanwhile allow to double the pro-rata share
of Punjab from the present authorization.
The Chief Minister pleaded that Punjab had been the Sword Arm
of India which was evident from the fact that over 4300 gallantry
awards are to the credit of the State. He bemoaned that the enrolment
from Punjab had been drastically reduced with the introduction of
pro-rata basis. Resultantly the youth that had traditionally served
in the Defence Services was being denied enrolment. He however further
said on a pro- rata basis selection was not entirely on merit but
based on quota. He pointed out while a state might have quality
recruit able male population vis-à-vis another, which had
large quota and few seekers and in such a situation even those with
lesser merit got enrolled.
Mr.Badal also urged the Defence Minister to expedite the confirmation
for the establishment of Indian National Defence University (INDU)
in Punjab over an area of nearly 230 acre located in Sector 92,
of Mohali, which had already identified. He said the establishment
of proposed Defence University in Punjab would further encourage
sense of military allurement in the State, besides fulfilling the
long pending demand of Punjabis to have at least one premier Defence
Institute in the State.
He also sought clearance from the Ministry of Defence for canalizsation
of Sakki/Kiran Nallah passing through the districts of Gurdaspur
and Amritsar. Likewise, the Chief Minister also requested Mr. Antony
to immediately intervene in the matter to stop acquisition of land
for extension of Tibri Cantt, district Gurdaspur which would result
the displacement of hundred of families of villages Lameen Karal,Nangal
and Bansa Nangal of Gurdaspur. district
Meanwhile, Mr.Antony assured the Chief Minister that he would
soon look into the issue of merit base recruitment rather the present
system of quota. He also informed Mr.Badal that he would soon take
up the other issues with the senior officers of the Ministry to
resolve them at the earliest including the issue of the selection
of site for (INDU)
Later the Chief Minister accompanied by Member Parliament from Bhatinda
Mrs.Harsimrat Kaur Badal called on Union Minister of Tourism, Housing
and Poverty Alleviation Kumari Selja and requested her to release
funds to the tune of Rs.16.46 crore for tourist destination cities
of Fatehgarh Sahib,Ludhiana, and Bathinda. Mr.Badal also asked Ms.Selja
to release the share of Rs. 7.25 crore on behalf of Ministry of
Tourism for the Punjab Luxury Train Project with a total cost of
Rs.32 crore.The Punjab Government had already released a share of
Rs.13 Crore. He said Oberoi group,Taj,Cox and Kings have submitted
bids for running the train,which were being processed. The Chief
Minsiter also asked the Ms.Selja to release grant of Rs.50 crore
for Gobindgarh Fort, Amritsar the case for which was pending with
the Planning Commission. Mr.Badal also urged Ms Selja to under take
low cost housing projects in the State for the economically weaker
section of the society.
Ms.Selja assured the Chief Minister that she would sort out all
the pending issue relating to tourism in the State on the top priority.
She also asked the Chief Minister to send a comprehensive proposal
for the low cost housing to the Ministry of Housing so that it could
be implemented in a phased manner.

TO REIMBURSE WATER CESS OF RS. 28.31 CR. TO PPCB
ASSURES CM OF EARLY EXEMPTION OF ENVIRONMENT CLEARANCE
UP TO 50 MW BIO-MASS POWER GENERATION PLANTS
Chandigarh/ NEW DELHI. AUGUST 3:
Punjab Chief Minister Mr. Parkash Singh Badal today asked the Union
Minster of State for Environment and Forests Mr.Jairam Ramesh to
immediately release Rs. 28.31 crore on account of water cess to
the Punjab Pollution Control Board (PPCB).
The Chief Minister met Mr. Ramesh here this morning in his office
and apprised him that he had already written to him in this regard
and sought his personal intervention to reimburse the said amount
which was 80% share of Rs. 35.39 crore collected by the PPCB at
the earliest.
Mr. Badal pointed out that the Punjab Pollution Control Board had
collected water cess to the tune of Rs. 35.39 crore and remitted
to the pay and Accounts officer, Ministry of Environment and Forests,
New Delhi in December 2005, March 2006, July 06 and November 06
to February 09. The Government of India had not yet reimbursed the
80% share of the said amount to the Board despite repeated reminders,
The Chief Minister also raised the issue of diversion of 234 hectares
of protected forest land at village Bhadru and Rania in Amritsar
District for establishment of seed farm over an area of 1800 acres.
He also sought exemption of bio-mass based power plant and co generation
plants up to 50 MW from the purview of environment impact assessment.
He demanded general approval from the Ministry of Environment and
Forest for diversion of forest area up 5 hectare for non forest
purposes besides the approval for proposal Punjab Biodiversity and
Natural Conservation Project under ODA loan assistance from Japan
worth Rs.771.52 crore, for which a detailed proposal had already
been sent to the Ministry.
Mr .Jairam Ramesh assured the Chief Minister that he would soon
convene a meeting of senior officers of the Ministry to address
all these pending issues at the earliest. He also assured Mr. Badal
that the case for granting exemption of Bio-Mass Power Plant and
Co-Generation Plants up to 50 MW would be cleared soon to enable
the State Government to augment its power supply which was only
feasible through biomass power generation units and co-generation
plants which were also encouraged by the Ministry of Environment.

BADAL CALLS ON SHARAD PAWAR AND SEEKS RELIEF OF RS.2000 PER ACRE
FOR DISTRESSED FARMERS PAWAR ASSURES CM TO TAKEUP ISSUE WITH PM
NEW DELHI AUGUST 3:
Punjab Chief Minister Mr. Parkash Singh Badal today impressed
upon the Union Agriculture Minister Mr. Sharad Pawar to provide
immediate compensation of Rs.2000/- per acre to the distressed farmers
who had to incur substantial additional expenditure to sow and nurture
their crops due to scanty rainfall across the state during the current
monsoon season.
Making a strong plea, at a meeting held between him and the Union
Agriculture, Consumer Affairs Food & Public Distribution Minister
Mr. Sharad Pawar, the Chief Minister said due to the steep increase
in the cost of irrigation, the farmers were likely to incur an additional
expenditure of Rs.2000-2500 per acre to raise the paddy crop, depending
upon the rainfall in these months. He said that this initiative
would also help us in sustaining the cherished goal of national
food security and assured Mr.Pawar that Punjab would not let the
nation down and would certainly achieve its target of procurement.
The Chief Minister pointed out that Punjab had created a large
irrigation infrastructure out of its own resources for providing
irrigation facilities to the farmers, thereby making its agriculture
comparatively immune to calamities such as drought. Even though
the rainfall during the kharif season had been scanty (70% less
than normal during May and June, and about 50% in July), the entire
targeted area under paddy, maize and cotton had been sown by the
hardworking farmers who had irrigated their fields by using diesel
engines and generators. The State had to purchase power worth Rs.1200
crore only to ensure 8-hour electric supply to the farmers. The
increase in price of diesel by Rs.2 per liter recently had put an
additional annual burden of about Rs.190 crore on the State’s
farmers. The truant monsoon had created a drought-like situation
in the State, but the farmers were not likely to get any relief
from the Natural Calamities Fund as the definition of drought as
the based on 'loss in yield' rather than 'deficiency in rainfall'.
The Chief Minister also urged Mr. Pawar to continue with the present
fertilizer subsidy regime of fixed Maximum Retail Price (MRP). He
asked the Agriculture Minister that the states should be consulted
to obtain their consent before affecting any change. The Chief Minister
said that since Punjab was located away from both manufacturing
units and ports, the MRP of such fertilizers was likely to be higher
in the State than in other parts of the country. The increase in
market prices would affect the consumption of fertilizers in the
agriculturally-developed States like Punjab and might consequently
lead to reduced use and thereby reduced productivity. Mr. Badal
further said that in a regime of uniform Minimum Support Price for
crops all over the country, the higher fertilizers prices in Punjab
would put the farmers of the State to a further disadvantage.
Mr.Badal also raised the issue for revision of Infrastructure
Development Cess @ 3% w.e.f.24.9.2008 on both the crops of kharif
marketing session 2008-2009 and Rabbi marketing session 2009-10
which amounted to Rs201.60 crores , change in the remittance procedure
of FCI to avoid delayed remittance of stock procured of wheat/rice
to cash credit limit(CCL)A/C account , reimbursement of difference
between simple interest paid by the Government of India in incidental
charges, The Chief Minister also took up the matter of non reimbursement
of losses suffered due to disposal of damaged wheat as the entire
stock had been sold but reimbursement had not been made by the FCI
so far loss was amounted to Rs392.55. He also urged the Union Agriculture
Minister to allow actual reimbursement of transportation charges
on paddy transported within 8 kms as well as beyond 8kms for which
the outstanding amount was more then 220.05 crores.. He also demanded
to review the criteria for providing relief from Calamity Relief
Fund (CRF). He reiterated for providing relief to farmers on account
of deficient rainfall which was a natural calamity, the definition
of ‘drought’ for being eligible for relief under CRF
scheme needed to be changed as it was based on the ‘loss in
yield’ of crops whereas it should be based on ‘deficiency
in rainfall’. He also urged Mr.Pawar to safeguard the interests
of farmers who had to grow basmati because of deficient rains and
constrained supply of electricity and asked him to fix a remunerative
MSP for basmati despite there was no such provision.
Responding to the various issues raised by the Chief Minister,
Mr. Parwar directed the Secretary Agriculture Mr.T.Nand Kumar and
Secretary Food and Public Distribution, Mrs.Alka Sirohi, Government
of India to immediately convene a meeting of its top functionaries
and the officers from Departments of Food and Supplies and Agriculture
to resolve all the pending matters in a time bound manner. He lauded
the significant contribution of the Punjabi farmers in making India
self reliant in the food production and assured the Chief Minister
that Government of India would safe guard the interest of the farming
community at all cost and would ever stood by them in the hour of
crisis. He also assured Mr .Badal that he would soon take up the
matter with the Prime Minister to allow lump sum compensation of
Rs.2000 per acre to the farmers for incurring extra expenditure
to save their crops especially the paddy.

RS. 331.27 LAC FOR ROOPNAGAR DISTRICT TO SEE IT ON THE WORLD TOURIST
MAP-GABRIA
Chandigarh, August 3:
Punjab Government has decided to promote tourism in the state
in such a way that it would contribute in economic growth in generating
employment directly and indirectly. Revealing this Mr. Hira Singh
Gabria, Tourism and Cultural Affairs Minister said that Centre Government
had sanctioned Rs. 331.27 Lac for Roop Nagar District to see it
on the World Tourist Map.
Mr. Gabria disclosed that state has great potential, vast natural
resources and diversity like river, hills, forest, lakes along with
network of roads, which could be utilize for promoting adventure
and eco-tourism, as Punjab is a major store house of historical
relics, article facts and well known as cultural destination in
the tourist World. Under eco-tourism policy projects of Nangal,
Harika and Roop Nagar have been included in it. The main objectives
of these projects were to conserve the decreasing area and make
wet lands free from pollution. Besides this tourist destinations
are being developed for the tourist activities. In the first phase
district Roop Nagar boat Club area, wet land area, fish farm, plant
nursery area, herbal gardens and place of treaty on the banks of
Satluj River by Maharaja Ranjit Singh, would be developed in an
advanced manner. The natural beauty of these places would be preserved
and attempts will be made to improve these places. For the implementation
of economic policy, the E.D.C under the chairmanship of Forest Commissioner
has been framed which would give its recommendations and report
about improvement of the project. The Pinkasia tourist complex in
Roop Nagar would be given on private lease rather than being sold.
For its development a great Five Star Hotel would be constructed
to facilitate the tourists from other state and all over the World.
RS. 270 CRORE SANCTIONED FOR HIGHWAYS AND MAIN ROADS
Chandigarh, August 3:
State highways and major district roads having the 4016 KM length
and some of Rs. 270 crore had been sanctioned under Center Road
Fund out of which 175 crore were being spent in four phases on the
upgradation and improvement of these roads, this was disclosed by
Mr. Parminder Singh Dhindsa PWD (B&R) Minister Punjab.
Giving details phase wise 12 roads of district Sangrur, Patiala,
Faridkot and Mukatsar having length 164 KM have been sanctioned
out of which 11 roads have been completed with a cost of Rs. 52
crore. The works of roads in Amritsar district is under progress.
In the next phase the roads of Sangrur and Mukatsar districts have
been completed with a cost of Rs. 43 crores.
In another two phases 7 works of roads out of 20 works of roads
of 70.46KMs length with a cost of Rs.55.76 crore were spent in Hoshiarpur,
Sangrur, Amritsar, Jalandhar, Ferozepur and S.A.S Nagar (Mohali)
districts. On remaining 13 works Rs. 24.21 were spent on Mukatsar,
Bathinda, Amritsar, Jalandhar, Patiala, Gurdaspur, Mansa and Sangrur
districts roads.

Punjab informed that Punjab Government has allowed the sisters of
prisoners to tie Rakhi on the wrist of their brothers in all Jails
of the State from 9.00 AM to 5.00 PM., on the Holy Eve of Raksha
Bandhan on 5th August,2009
S. Gabria further said that with a view to Holy Eve of Raksha
Bandhan on 5th August, 2009, Punjab Governemnt has issued a special
order to meet (Mulakat) the sisters of prisioners in Jails and necessary
directions has been given to all the Superintendent of Jails.
He said that the festival of Raksha Badhan is intirely dedicated
to love and affection shared between a brother and a sister. On
this day, sister pray for long life of their brothers and ask God
to bless them with his blessing. He said that a frail of thread
of Rakhi is considred as stronger than iron chain as it binds the
most beautiful relationsip inseparable bond of love and trust. Rakhi
festival also has a social significance because it underline the
nation that every body should live harmonious with each other.
