928 complaints have been received from all over the Punjab State

Since communication is a very effective management tool, the Election
Commission has launched COMET- the communication plan for Election
Tracking. This tool was used very effectively in MP& Rajasthan
in the recent Vidhan Sabha elections. Its success there has encouraged
the Election Commission to upscale the plan for a country wide application
during General Elections 2009 COMET is SEARCH enabled database of
polling station level communication contact points for focused tracking
on the poll day. It operates through well-structured multi-layer
communication teams at the ARO, DEO, CEO & ECI level. Each team
has clear-cut geographical area and communication related responsibilities
geared to quick crises resolution and grievance monitoring and information
flow.
The Polling Station Presiding Officer will have the telephone
numbers of his sector Magistrates to report priority information
such as conduct of mock poll, EVM malfunction, tracking of voters
from vulnerable areas, percentage of polling from time to time and
other significant events. Each sector officer would be supervising
10-12 Polling Stations and he would relay this information in respect
of the Polling Stations of his areas to the ARO. The ARO would in
turn report to the DEO, the DEO to the CEO and the CEO to the ECI.
The communication would be through Mobiles and land lines. The cooperation
of some neutral citizens has resulted in the incorporation of additional
telephone numbers in to the communication plan whereby any untoward
incident would be reported at once & action thereon can be taken
quickly.
Random verification of the numbers is going to be done during
the days before the poll especially on 2nd May and 4th May for the
first phase in Punjab and 9th and 11th May for the 2nd phase. On
these days, the Election Commission itself will be testing the efficacy
of the system by making random calls to members of the communication
team. This place is a huge responsibility on all members.
To be effective, the conversations on this system are to be brief
& to the point so that no congestion takes place. The service
providers have to ensure the networks are in good health. All members
of the communication teams are expected to anticipate and TAKE THE
CALL!
2. EVMS
There are 18707 Polling Stations in Punjab with more than 137 auxiliary
Polling Stations. A huge exercise to get each balloting unit &
control unit of the EVM has been conducted by the ECIL engineers
since the latter half of February this year. After the first level
checking has been completed and all the machines numbered and signed
& the data computerized, the DEOs has now completed the first
stage of randomization and moved the EVMs to the Assembly segment
storage points. Details of this have been shared with political
parties. The database will be used to do a second randomization
the morning before the poll after the machines have been prepared
with the ballot papers.
A survey has revealed that there are 152 visually handicapped
persons who are familiar with braille. These voters are spread over
48 Polling Stations in Punjab. The DEOs have been directed to prepare
braille signage and braille ballot papers for such voters for these
particular Polling Stations. Presiding Officers will be trained
to help such voters. The facility under 49N would in any case be
available to them.
3. Complaints
928 complaints have been received from all over the Punjab State
and out of these 518 complaints have been disposed off.
Meanwhile, as per the information available with the office of CEO
Punjab, Smt. Harsimrat Kaur and Smt. Surinder Kaur have filed their
nomination papers from Bathinda as SAD candidate, Shri Sher Singh
Ghubia and Smt. Krishna Rani from Firozepur as SAD candidate, Shri
Rattan Lal has independent and Shri Vijay Inder Singla as Congress
from Sangrur and Shri Karamjit Singh as Independent from Patiala.

Surging sentiments of the supporters of Shiromani Akali Dal–BJP
today virtually flowed on the streets of Bathinda Constituency,
as more than 50 thousand supporters gathered to witness the historic
event of Bibi Harsimrat Kaur Badal filing paper of Lok Sabha Election
for Bathinda Constituency, that they believed was set to change
the development scenario of the region.
Supporters of SAD-BJP started trooping on the Talwandi Sabo Bathinda
road since late last night and by 10.00 A.M more than 7000 vehicles
had lined up in a 40 KM long procession. As Shiromani Akali Dal
President and Deputy Chief Minister Mr. Sukhbir Singh Badal reached
the road he was overwhelmed with the love, affection and support
shown by the people from all 9 Vidhan Sabha constituencies who were
present in strength to become part of this historic event.
The first task Mr. Badal did on reaching the Talwandi Sabo Road
was to instruct Akali Dal workers to line up on the road in such
a way that normal traffic from Talwandi Sabo to Bathinda did not
get disrupted. As the procession moved towards Bathinda, the orderly
and disciplined conduct of more than 50 thousand SAD supporters
in the procession surprised every one.
As the young and visionary Akali Dal President along with SAD-BJP
supporters reached the District Complex, Bathinda, the Chief Minister
S. Parkash Singh Badal, his wife Bibi Surinder Kaur Badal, Bibi
Harsimrat Kaur Badal and Mr. Manoranjan Kalia along with number
of Cabinet Ministers were present to accord welcome Akali Dal workers
who had specially come from all parts of Constituency to show their
support to Bibi Harsimrat Kaur Badal.
Mrs. Harsimrat Kaur Badal flanked by Chief Minister Mr. Parkash
Singh Badal, Bibi Surinder Kaur Badal , Mr. Sukhbir Singh Badal
and Mr. Bikram Singh Majithia filed the nomination paper to Additional
Deputy Commissioner Mr. Upjit Singh Brar at 1.40 p.m.
Later speaking to the media Chief Minister said that SAD would
fight this election on the plank of development. He said that his
government has starting implementing the promises in the manifesto
since the very first day in the office and in last 18 months more
than sixty percent promises have already been implemented. He said
that SAD was a secular party where as Congress was indulging communal
propaganda.
Interacting with the media Shiromani Akali Dal President Mr. Sukhbir
Singh Badal said that if the love and affection shown by the people
of this Constituency today was any indicator, the Congress should
think of quitting the electoral battle. He said that SAD-BJP combination
was all set to win all the 13 seats in Punjab to expose the real
base of Congress in the state.
Thanking the workers for their support, love and affection Bibi
Harsimrat Kaur Badal said that the love of people of this Constituency
would ensure her record victory. She said that people of this region
consider Badal family as their own family and would not allow outsider
‘Rajkumar’ to make fool of them as his father made fool
of Talwandi Sabo voters in the year 1985.
She said that she would continue to work for eradication of social
malice's like female foeticide, drug addiction and dowry from the
society and continue her campaign for empowerment of women.
Earlier in the day Mrs. Harsimrat Kaur Badal accompanied Mr. Sukhbir
Singh Badal, Mr. Parkash Singh Badal, Bibi Suirnder Kaur Badal,
Mr. Bikram Singh Majithia and her daughters and son paid obeisance
at Takht Sri Damdama Sahib.
GENERAL RODRIGUES EXPRESSES GRIEF OVER SAD
DEMISE OF SARDAR UMRAO SINGH

: The Punjab Governor and Administrator, Union Territory, Chandigarh,
General Dr. S.F. Rodrigues, PVSM VSM (Retd.) has expressed profound
grief over the sad demise of Sardar Umrao Singh, former Minister
Punjab and recipient of the Padma Vibhushan.
Describing Sardar Umrao Singh as a distinguished parliamentarian,
a seasoned politician, an able administrator and an ardent lover
of sports, General Rodrigues said that his contribution in different
facets of national life and for the progress and prosperity of the
State will be remembered. His special interest in the promotion
of sports and committed dedication for the welfare of the poor,
made him an illustrious public figure.

SUKHBIR CALLS PEOPLE TO FULFILL THE DREAMS
OF DR. B.R. AMBEDKAR

Mr. Sukhbir Singh Badal, Deputy Chief Minister today called upon

Ambedkar of eliminating caste and other discriminations and exploitations

B.R. Ambedkar, the Deputy Chief Minister described him a social
revolutionary of great vision, legal luminary of great acumen, staunch
champion of human rights who was still fondly remembered for his

EVE OF BAISAKHI

Mr. Sukhbir Singh Badal, Deputy Chief Minister Punjab today felicitated
the people of the Punjab on the eve of Baisakhi.
In a message Mr. Badal said that this festival has a great significance
for the farmers of Punjab as this day traditionally marks the beginning
of harvest on a joyous note. This harvest festival is indeed an
occasion for them to rejoice over their fruits of toil and for all
of us to acknowledge Punjabi farmers' contribution in making India
self-sufficient on the front of food security.
Mr. Badal said that this festival has a great religious significance
for Sikhs as on this day in the year 1699 at Sri Anandpur Sahib,
Guru Gobind Singh ji established Khalsa Panth, a body of people
dedicated to the principles of truth, justice, and equality; the
cardinal principles of Sikh faith.
The Deputy Chief Minister said that the massacre of hundreds of
innocent Punjabis by the British at Jallianwala Bagh, Amritsar on
this day in the year 1919 proved as the last nail in the coffin
of British rule in India.
Mr. Badal called upon people to celebrate this festival collectively
and utilize this day to pay our gratitude to all those known and
unknown freedom fighters, who laid their lives so that we all can
breathe in freedom. Let us also acknowledge the contribution of
humble farmers who are working day and night to feed the nation,

The Punjab Chief Minister Mr. Parkash Singh Badal today felicitated
the people on the birth anniversary of Bharat Rattan Dr. B R Ambedkar,
the father of Indian Constitution.
In a message, Mr. Badal said that one should be committed to realize
the dreams of Dr. Ambedkar, who had a vision of great democratic
India to ensure equality for all. The Chief Minister said that Dr.
Ambedkar had always advocated democracy in every field, be it social,
economic and political. “For him social Justice meant maximum
happiness to the maximum number of people” said Mr. Badal.
On this occasion, Mr. Badal appealed to the people to follow the
path shown by Dr. Ambedkar and shun the parochial considerations
of religion, caste, colour and creed to create a harmonious and
egalitarian society.
Sukhbir congratulate Indian Hockey team
for lifting Sultan Azlan Shah Cup

Punjab Deputy Chief Minister and President Shiromani Akali Dal today
congratulated the Indian Hockey team for lifting Sultan Azlan Shah
Cup by beating Malashia in final 3-1.
In message Mr. Badal said that Indian Hockey team has done proud
to India by lifting this cup fourth time. He said that winning of
this Cup would prove to be catalytic in rejuvenating our hockey
team, bringing our lost glory back in this traditional game.
PAY PANEL REPORT IMPLEMENTATION
PUNJAB SEEKS REVIEW OF E.C.'s REFUSAL
Chandigarh, April 12
The Punjab government today asked the Election Commission of India
to review its refusal on the implementation of the recommendations
of the 5th Punjab Pay Commission in the light of strong precedents
set by the EC itself.
It may be recalled that the Election Commission had turned down
the Punjab government's earlier request to his effect saying that
this infringed upon the model code of election conduct. But the
government today expressed surprise over the EC move and has sought
reconsideration of the decision citing several examples of such
permission having been granted by the Commission in the past.
Chief Minister's Media Advisor Mr. Harcharan Bains said here today
that the government wanted a review of the decision in the light
of Election Commission earlier go-ahead to the Chattisgarh for the
implementation of pay panel report even while the election code
was in force there. "We feel that this constitutes discrimination
to the Punjab staff and we want the Commission to follow its own
precedents in this regard. We have pointed this dichotomy out to
the Commission and expect a favourable response," said Mr.
Bains.
The Punjab government has contended that the Pay Commission had
already finalized the report as per the terms of reference issued
by the state government on March 3, 2008 and the commission was
asked to submit its report within a year by March 31, 2009. As now
the report is ready for the submission, the Chief Secretary has
once again approached the Election Commission to seek its approval.
Mr. Bains further said that the state Cabinet had already given
its approval in principle for the implementation of Pay Commission's
Report in its last meeting held in the last week of February, well
before the Model Code came into force. "Denial by the Election
Commission to Punjab alone for implementing Pay Panel Report in
would be hard to justify," observed the Media Advisor.

for Lok Sabha General Elections-2009

Broadcasting Schedule of Political Parties has been allotted here
today through draw in the presence of Chief Electoral Officer Ms
Kusumjit Sidhu, Additional CEO Mr. R.L. Kapoor and representatives
of political parties. Dr. Daljit Singh Senior Director, Doordarshan
Kendra Jalandhar and Mrs Mandeep Kaur, Programme Executive All India
Radio Jalandhar were also present in the meeting. Time and dates
have been allotted to all the political parties for broadcasting.
For Prasar Bharati 50 minutes time on different dates have been
given to Shiromani Akali Dal-B, 5 minutes to CPI, 5 minutes to CPI-M,
5 minutes to INC, 10 minutes to BSP and 5 minutes to BJP.
Broadcasting Schedule for Doordarshan Kendra Jalandhar has also
been allotted to political parties. Total time allotted to SAD was
51 minutes which was divided into different slots and dates. Similarly
10 minutes was given to INC, 5 minutes to BJP, 5 minutes to CPI,
10 minutes to BSP.

PUNJAB CM MOURNS THE SAD DEMISE OF VETERAN PARLIAMENTARIAN UMRAO
SINGH
Chandigarh April 12
Punjab Chief Minister Mr. Parkash Singh Badal today expressed
profound grief and sorrow over the sad demise of former Minister
and Veteran Parliamentarian Mr Umrao Singh who died after a prolonged
illness this morning in a private nursing home at Jalandhar.
In a condolence message Mr. Badal described Mr. Umrao Singh as
a 'seasoned politician, forthright parliamentarian and an able administrator'
who worked tirelessly for the overall development of Punjab. His
remarkable contribution towards the promotion of sports especially
the hockey at the national as well as international arena would
be ever remembered by one and all. "In his death a void has
been created in the political sector which is difficult to be fulfilled",
said Mr. Badal.
The Chief Minister shared his heartfelt sympathies with the members
of the bereaved family and prayed to the Almighty to give strength
and courage to bear this irreparable loss and grant peace to the
departed soul.
