Punjab Chief Minister Mr. Parkash Singh Badal today underscored
the need to disseminate the message and philosophy of Sri Guru
Granth Sahib ji across the globe to foster the sense of harmony,
oneness, peace and compassion amongst the mankind.
Presiding over a National Seminar on "Sri Guru Granth Sahib:
Panacea for all Ills of Modern Age" organized by Shiromani
Gurdwara Parbhandak Committee (SGPC) here at Giani Dit Singh Auditorium
in Baba Banda Singh Bahadur Engineering College, Mr. Badal said:
"It is the need of the hour as not only our country but the
entire world was passing through the pangs of agony due to internal
and external disturbances, terrorism, communal tension and secessionism
and therefore the universal message of Sri Guru Granth Sahib is
the only & only solution to all these maladies that has griped
the entire humanity with a sense of hatred and mistrust which
must be replaced by love and trust at all costs with the blessings
of Sri Guru Granth Sahib".
Citing the recent disturbances and communal tensions in the country,
Mr. Badal said that these had arisen out of ever widening economic
disparity between the rich and poor and consequently resulted
the problems of starvation, unemployment and illiteracy which
had caused wide spread anguish and disillusionment amongst our
poor countrymen. Squarely holding responsible the States and the
Centre for this crisis, Mr. Badal said that we should draw inspiration
from Sri Guru Granth Sahib where equality of mankind, righteousness
and justice was the order of the day.
Emphasizing the significance and relevance of Sri Guru Granth
Sahib, Mr. Badal said that our younger generations must be preached
the noble teachings from this holy scripture. He hoped the eternal
message of Sri Guru Granth Sahib ji would leave an indelible impression
on the minds of the youth which would ultimately enable them to
make them an ideal citizens of the society. He asked the SGPC
to hold such seminars in open so that a sizeable chunk of people
especially the youth could be benefited from the legacy and philosophy
of Sri Guru Granth Sahib ji. He also underlined the need to introduce
'Sikh religion' as a subject in the curriculum of the schools
and colleges run by SGPC.
The Chief Ministers said that all of us were fortunate enough
to commemorate 9 anniversaries related to the Sikh history in
our lifetime and now Tercentenary of Guru-ta-Gaddi Diwas of Sri
Guru Granth Sahib ji and 300th death anniversary of Sri Guru Gobind
Singh ji would be observed during this year. He said that Rs.200
crore would be spent on the overall development of the holy cities
of Sri Anandpur Sahib and Talwandi Sabo as a part of Guru-ta-Gaddi
Diwas Celebrations. He said that the prestigious project Guru
Gobind Singh Marg linking Takhat Sri Keshgarh Sahib, Sri Anandpur
Sahib to Takhat Sri Sach Khand Hazoor Sahib Nanded via Takhat
Sri Damdama Sahib Talwandi Sabo was in the final stage and nod
was awaited from Centre. Mr. Badal also pointed out that Sri Guru
Granth Sahib World University – SGPC project was also a
right step in the direction to spared the message of Sri Guru
Granth Sahib to every nock and corner of the world.
Earlier, the Chief Minister inaugurated the newly built houses
for Assistant Professors at a cost of Rs.1.25 crore and laid a
foundation stone of Rs.3 crore library block in the campus of
the BBSB Engg. College.
Speaking on the occasion, Jathedar of Sri Akal Takhat Sahib Giani
Gurbachan Singh said that Sri Guru Granth Sahib is a Matchless
Divine Treasure of the whole global community and a paradise of
spiritual harmony. National Integration, harmony and unity could
only usher in, on a solid foundation of Love, peace and compassion
as ordained in its pristine purity and glory of Sri Guru Granth
Sahib.
In his keynote address an eminent Sikh scholar and Vice Chancellor
of Punjabi University Patiala Dr.Jaspal Singh said that Sri Guru
Granth Sahib ji is not merely a holy book but an 'eternal Guru'
with all solutions to the present day problems besides a code
of ethics and moral values to guide our day-to-day living. He
said that the composition of Sri Guru Granth Sahib in 31 classical
ragas (musical measures) with holy hymns of 36 divine Gurus and
Saints from the length and breadth of Indian sub-continent characterized
it as one of the most unique and vast creations of the universe.
In his welcome address President SGPC Jathedar Avtar Singh said
that today's national seminar was a part of the ongoing programmes
and activities of SGPC for the commemoration of the Guru-ta-Gaddi
Diwas. Another such seminar had been planned for Talwandi Sabo
on October 10 where 526 students from SGPC educational institutions
would be given scholarships for their academic excellence and
a provision of Rs.30 lac had already been made in the budget of
SGPC.
Former President SGPC and Chairman of the Seminar Sub Committe
Prof. Kirpal Singh Badungar proposed a vote of thanks and said
that such seminars and symposiums should be held regularly to
acquaint our youth with the rich legacy of Sikhism.
Noted Sikh scholars and academicians namely Chief Editor Sikh
Review Kolcutta Mr.Saran Singh, IAS (Retd), Dr. Darshan Singh
Punjabi University Patiala, Dr.Jasbir Singh Sabbar SGPC, Dr.Muthu
Mohan Madurai UIniversity Madurai, Dr.Surjit Singh Narang, GNDU
Amritsar, Dr.Prabhjot Kaur Principal Gurmat College Patiala and
Dr.Surjit Kaur from Pune University read papers on the various
aspects of Sri Guru Granth Sahib. Dr.Gurnek Singh, Dr.Suba Singh,
Dr.Parmveer Singh, Dr.Gurmit Singh, Dr.Balwinder Kaur and Mr.Balwinder
Singh Jorasingha Deputy Secretary SGPC also took part in the deliberations.

ELECTION COMMISSION IMPOSES MODEL CODE
OF CONDUCT IN FIVE MUNICIPAL AREAS

The State Election Commission (SEC) has imposed the Model Code
of Conduct in order to ensure free, fair and peaceful elections
to four Municipal Councils (MC) and one Nagar Panchayat (NP) to
be held on 14-9-2008 in the State and be operative till the completion
of elections in the Municipal areas under Polls. The new projects
having impact on the above Municipal Committees would also attract
the provisions of the Code.
The Commission under Article 243K and 2437A of the Constitution
of India and all other enabling provisions/ powers, has issued
the code of conduct in four MCs namely Moga, Kharar, Muktsar,
Sujanpur and Nagar Panchayat in Badhni Kalan. "No party or
candidate would indulge in any activity which could aggravate
existing differences or create mutual hatred or cause tension
between different castes and communities, religious or linguistic.
There would be no appeal to caste or communal feelings for securing
votes. Besides, Mosques, Churches, Temples or other places of
worship could not be used as forum for election propaganda",
the Commission said.
The SEC has clarified that the Ministers would not combine their
official visits with electioneering work and would not also make
use of official machinery or personnel, during the electioneering.
The party in power would ensure that no cause is given for any
complaint that it has used its official position for the purposes
of its election campaign and in particular issue of advertisements
at the cost of public exchequer and the misuse of official mass
media during the election period for partisan coverage and publicity
regarding achievements should be scrupulously avoided.
The model code of conduct directs that on the polling day, it
must be ensured that the candidate's camps should be simple and
they would not display any posters, flags, symbols or any other
propaganda material. No eatable would be served or crowd allowed
at the camps.
The Commission said that if the candidates or their agents have
any specific complaint or problem regarding the conduct of elections,
they could bring the same to the notice of the Observers already
appointed by the commission. No political party or candidates,
their supporters or workers would put up hoardings, banners, buntings,
posters at any Government building/ property or public place.
The Code of Conduct clarifies that a public servant would remain
absolutely impartial during the election and would not indulge
in any campaigning activity for or against any contesting candidate
or political party. A public servant would not participate or
accompany a Minister in any programme, organised at an individual's
house for which the Minister has accepted the invitation during
his election tour.
Ordinarily, all meetings organised during election would be treated
as election meetings and no Government money would be spent on
them. Official telephones including mobiles, faxes etc would not
be used for electioneering purposes.
The Commission has directed that the violation of these provisions
is punishable under various laws. The District Election Officers-cum-Deputy
Commissioners and the police have been authorised to initiate
prosecution against violation of this Code before the competent
criminal courts under intimation to the State Election Commissioner.
Small Scale Industry Development
Board Constitute
Chandigarh, September 6
The Punjab Government has constituted "Small Scale Industry
Development Board" to make and implement policies for the development
of Small Scale Industry in Punjab.
This was disclosed by the official spokesman of the Industry Department
Punjab here today the first meeting of Small Scale Industry Development
Board will be held under the Chairmanship of Sh. Inderjit Singh
Pardhan on 8-9-2008 at 12.00 Noon in the Committee Room of PSIDC,
Udyog Bhawan, Sector 17-B, Chandigarh to discuss the report of UNIDO
and finalise suitable recommendations to the State Government for
the same, he added.
The 26th meeting of Executive Board of the
centre for training and employment of Punjab youths
Chandigarh September 5:-
The 26th meeting of Executive Board of the centre for training
and employment of Punjab youth (C-PYTE) held here today under the
Chairmanship of Chief Secretary Punjab Mr. Ramesh Inder Singh. In
the meeting approved the budget estimate of Rs. 5 crore for the
financial year 2008-09 with a view to impart training to 8000 youth
.
Disclosing this here today an official spokesman of the Punjab
Government said that presently there are 9 major C-PYTE campus throughout
the Punjab campus located at Theh Kanyla, Nabha, Ludhiana, Faridkot,
Lalru, Kaljharani, Ranike, Dera Baba Nanak and Madhir to impart
Pre-Selection Training to the youth for joining Army, Air Forces,
central para military forces and Police.
He further said that 8000 youth were enrolled and trained during
the year 2007-08. Whereas the target was to take 7000 youth attended
the technical/computer courses during the year 2007-08 in various
ITIs of the state.
Prominent among others who were present in the meeting included
Principal Secretary Employment Generation Mr. N.S. Kang and Director
General (C-PYTE) Mr. G.J. Singh and all the Divisional Commissioners
of the state and the representatives of the various departments.
PUNJAB CM ORDERS PROBE INTO FUNCTIONING
OF SUWIDHA CENTRES
CHANDIGARH SEPTEMBER 5, 2008
Taking cognizance of a news report regarding the alleged mis-utilization
of funds in the Suwidha Centres run by the Sukhmani Societies at
the different district headquarters in the State, the Punjab Chief
Minister Mr. Parkash Singh Badal today ordered an inquiry to probe
the entire matter.
Disclosing this here today, a spokesman of the Punjab Government
said that the Chief Minister had directed the Chief Secretary Mr.
RI Singh to get the matter probed under his supervision and submit
a report within 15 days. The Chief Secretary has reportedly directed
the concerned Divisional Commissioners to conduct a thorough enquiry
into the working of these Centres in the districts under their jurisdiction
and submit their reports at the earliest fixing responsibility of
the concerned officials, wherever necessary.
SBI EMPLOYEES COOPERATIVE SOCIETY CONTRIBUTES RS. 5 LAC TOWARDS
CM'S RELIEF FUND
CHANDIGARH SEPTEMBER 5:
In response to an appeal of the Punjab Chief Minister Mr. Parkash
Singh Badal to make liberal contributions towards the Chief Minister's
Relief Fund to effectively combat the flood situation and extend
all out help to the flood victims in the state, SBI Employees Cooperative
Society, Jalalabad led by its chairman Mr. KG Sharma today presented
a draft of Rs.5 lac to Mr. Badal towards the relief fund on behalf
of SBI employees of the region.
