AND DIESEL
Chandigarh February 15:-
Punjab Chief Minister Mr. Parkash Singh Badal decried the Government
of India's decision for raising the price of Petrol by Rs. 2 per
liter and Diesel by Rs. 1 per liter by immediate effect.
Coming down heavily on the centre for this unwarranted hike
in the prices of petrol and diesel, Mr. Badal said that it would
badly hit both the farming and transport sector in the state.
He said that Centre should not have taken this decision in haste
rather realized the pathetic economic condition of the farming
community which was already in distressed due to the high cost
of agriculture inputs and low marginal returns.
"The recent hike in the prices in petrol and diesel would
further aggravate the woes of both the farmers as well as common
man", rued Mr. Badal.

Punjab Chief Minister Mr. Parkash Singh Badal today assured
the members of the Commonwealth Business Council (CBC) of fulsome
support and cooperation in the field of core infrastructure, social
infrastructure and micro-financing to infuse dynamism in the stagnated
economy of Punjab.
An assurance to this effect was given by Mr.Badal at a breakfast
meeting with the members of the CBC here this morning and directed
the Chief Secretary to overall coordinate the entire procedural
clearances and approvals for the projects and schemes in a time
bound frame work. He also designated Principal Secretary Industries
& Commerce Mr. AR Talwar, Managing Director Punjab Infrastructure
Development Board Mr. Sukhbir Singh Sandhu and Registrar Cooperatives
Mr. Viswajit Khanna for dealing with the projects relating to
the industrial manufacturing units, infrastructure and micro-financing
respectively. It may be mentioned that the CBC represents a consortium
of heads of the commonwealth countries on the business with an
objective to firm investments into the core infrastructure, power,
social infrastructure and micro-financing. The CBC team visited
the Punjab at the special invitation of Member Parliament Mr.Naresh
Gujral who was also present in the meeting to study the prospects
of investments in the state.
Briefly outlining his vision for the overall development and
progress in the state, Mr.Badal informed the members of CBC that
Punjab government had firmed up policy contours for the super
mega projects which would further catalyze major capital investment
in the medi-city, knowledge-city, IT, realty and industrial manufacturing
sectors. The Chief Minister also expressed his keen desire to
expedite the micro-financing activities in the state because its
fruits percolate to the last mile of the reach. He hoped the micro-financing
would considerably result in the 'enrichment of the cooperative
movement'. Mr.Badal also pointed out that Punjab had an excellent
network of cooperatives with the establishment of two premier
institutions viz. Markfed and Milkfed that had not only mobilized
the farmers to undertake allied farming but also supplemented
their incomes tremendously.
The Chief Minister also emphasized that the Punjab was planning
infrastructure development in a big way be it super express highways,
augmentation of existing road infrastructure network and construction
of railway over bridges and flyovers. The state has also embarked
upon and ambitious programme to make major investments in the
power sector to generate 5000 MW in the next five years. The setting
up of new international airport at Mohali and upgradation of Amritsar
international airport besides the domestic linkages from Sahnewal
in Ludhiana district, Bhisiana in Bathinda and Adampur in Jalandhar
district would certainly make Punjab the most preferred investment
destination in the country as well as across the globe.
Taking part in deliberation, Director Trade & Investments
of CBC Mr.Sanmit Ahuja urged the Chief Minister to direct the
bureaucracy to cut short the procedural delays because it mars
the prospects of upcoming investments and also depress the investment
sentiment amongst the prospective entrepreneurs. He assured the
Chief Minister to make huge investment in the power, infrastructure
and realty sectors with their proven track of expertise and rich
experience.
Dwelling on the concept of micro-financing Director, Commonwealth
Inclusive Growth Foundation Mr. Mahesh Ramachandran said that
the foundation had successfully implemented the programme of micro-financing
in Africa. He mentioned that now the foundation had tied up with
the states of Punjab, Gujarat and Kerala to undertake micro-financing
in a big way. He said that Punjab had a 70% agrarian base coupled
with a strong cooperative movement which had a bright future for
the micro-financing to boost the agricultural economy in the state
which was already at the cross roads due to the heavy indebtedness
and marginal returns.
Meanwhile, the Chief Secretary Mr. RI Singh briefed the members
about the policy and guidelines of mega projects in the sectors
of industrial, agro, housing and multiplexes. He also invited
