Former DSP, 2 cops booked for fraud, conspiracy

Former DSP of Phillaur, who is presently posted in Amritsar district,
has been booked in a fraud and conspiracy case along with one
Sub-Inspector (SI), presently posted in Kapurthala, and an Assistant
Sub-Inspector (ASI).
The matter in which DSP Kanwaljit Singh Dhillon has been booked
is related to an alleged grabbing of land belonging to an NRI
by his brothers. The DSP allegedly got the NRI booked in a false
case and helped his brothers grab his land.
DSP Dhillon was posted in Phillaur during the regime of the previous
Congress government and was suspended for his alleged involvement
in smuggling of poppy husk at that time.
In the present case, one Harvinder Singh Johal, an NRI from Canada,
had complained that he owned land in two villages of Phillaur
sub-division, including Saifabad and Burj Pukhta, and his brothers
Paramjit Singh Johal and Manjit Singh Johal took help of the DSP
to grab his land. He alleged that he was booked in a false case
in October 2003 and was arrested from the airport and sent to
jail, where he was forced to sign a blank stamp paper by some
policemen. After getting bail, he went to Canada and from there
he filed a case with the NRI wing of the police meant for helping
NRIs. He also alleged that on the other hand, his two brothers,
with the help of said police officials, had prepared documents
to sell his land by using the stamp paper he was forced to sign
in jail. He alleged during investigation that the date put on
the papers meant for selling his land was during the time he was
in jail and questioned how he could sell his land while in jail.
Present DSP of Phillaur Harpreet Singh Benipal, when contacted,
said the case has been registered against DSP K.S. Dhillon and
an SI and ASI under Sections 420, 467, 211 and 120 (B) of the
IPC. Besides, both the brothers of the NRI have also been booked
in the same case.
